Renewed agitation by minority groups has been a feature of West European politics over the last decade. Minorities have very varied characteristics and this article is mainly concerned with those which have clear territorial identities. Territorial minorities often have specific linguistic practices: the political significance of these and the nature of their defence has changed with the emergence of left‐wing radical elements. The recent behaviour of minorities is probably symptomatic of broad changes in attitudes towards territory and towards the existing States, and there is a possibility of important new minorities emerging along the State boundaries.  相似文献

This article examines the experience of political, social and cultural rights for Malaysia's ethnic minorities. Using a survey method, our research finds that while Malaysia has made substantial economic progress, lack of attention to political, social and cultural rights for ethnic minorities in Malaysia has meant that ethnic minorities have become increasingly dissatisfied with their experience of citizenship. Experiences of institutional and social discrimination within Malaysia's ethnically differentiated model of citizenship are common. Such experiences can lead to low levels of confidence in Malaysia's national institutions and have the capacity to undermine the kind of political support that is necessary for good governance and national stability.  相似文献

Drawing on recent insights in the nationalism and citizenship regime literatures, this article develops a macrotheoretical framework for understanding cross-national variations in tolerance of ethnic minorities. Specifically, it tests the hypothesis that the degree to which the dominant ethnic tradition or culture is institutionalized in the laws and policies of a nation-state affects citizen tolerance of ethnic minorities. Employing a multilevel regression model, it systematically tests the framework, as well as competing individual and country-level explanations, for all member states of the European Union in 1997. Results confirm a strong relationship between the laws governing the acquisition and expression of citizenship, that is, citizenship regime type, and individual tolerance judgments. Moreover, citizenship regime type has a strong mediating effect on three individual-level variables previously shown to predict tolerance: ingroup national identity, political ideology, and satisfaction with democracy.  相似文献

PR systems often are credited with producing more equitable outcomes between political parties and encouraging wider social group representation than majoritarian systems. Theory suggests that this should instill greater trust, efficacy, and faith in the political system. We assume that citizens disadvantaged by majoritarian rules (political minorities) will have a relatively greater shift toward positive attitudes about democracy following a transition from a majoritarian system to proportional representation. We employ panel data from the 1993–1996 New Zealand Election Study (NZES) to test hypotheses about the effects of electoral system change on attitudes about governmental responsiveness, trust in government, and political efficacy. We find that there is a general shift in mass opinion toward more positive attitudes on some measures of efficacy and responsiveness. Political minorities display a greater shift toward feelings of efficacy than other voters.  相似文献

Sexual minorities are the most vulnerable minorities on the planet. Their existence challenges cultural norms, traditions, and power structures. They have been treated as social pariahs and scapegoats for the economic, political, or social ills in their countries. However, countries vary widely in the extent to which they are protective or repressive toward lesbian, gay, bisexual, and transgender individuals. This article systematically analyzes the global persecution and protection of sexual minorities through the application of the F&M Global Barometer of Gay RightsTM (GBGR). Using GBGR world data from 2011 to 2014, we document the variance in levels of state and societal persecution and protection of sexual minorities in 188 countries. Our findings suggest that having a higher life expectancy, a democratic system, a lower percentage of rural population, and lower religiosity are significant predictors of whether a country will be more rights-protective toward its sexual minorities.  相似文献

Territorial autonomy is one aspect of power-sharing in multi-ethnic societies. Nevertheless, the multi-ethnic countries of Central and Eastern Europe are still among the most centralised in the European Union. This article analyses the failure of any attempts to establish (symmetric) federalism or (asymmetric) autonomy, creating self-governed regions by the Hungarian minorities in Romania and Slovakia. The analysis focuses on the positions of the main parties of the ethnic majorities and the Hungarian minority parties in the two countries. In both cases, the parties representing the Hungarian minorities have favoured territorial autonomy along ethnic lines, but this demand has been rejected by the parties of the ethnic majority. Against the historical legacy of unstable borders, the parties of the ethnic majority argue that territorial autonomy or federalisation might be a first step for a revisionist agenda and separatism. Instead, supported by the European integration, the parties have been able to agree on decentralisation as a half-hearted compromise.  相似文献

Policy makers have long recognized the importance of achieving a representative federal bureaucracy, but the four most recent presidents have expressed divergent views about policies designed to achieve this goal. Meanwhile, there have been widespread perceptions among federal employees that the administrations' ideologies have had a direct impact on the opportunities of minorities, women, and white men for advancement. Using government-wide data from 1979 to 1996, this article examines whether such employment opportunities have varied in the manner suggested by these perceptions. We find little evidence of a correlation between the president's views on affirmative action and minority and female representation in the overall federal workforce. Moreover, the curtailment of promotion opportunities during the Reagan and Clinton administrations has affected all groups nearly equally. Potential presidential influence has been more notable in the representation of women and minorities in politically appointed and career senior executive jobs. We conclude that equal employment opportunity and affirmative action policies have remained basically intact during the 18-year period, but that recent court decisions, along with efforts to reduce the size of government, may slow progress toward achieving a representative bureaucracy.  相似文献

The housing market boom over the last decade has been welcomed by most Americans as a positive economic phenomenon, with beneficial effects on families and neighborhoods. However, this housing boom, while benefiting homeowners, has hurt America's renting population, a population among which minorities and the poor are vastly overrepresented. As rents have risen, renters have been forced to commit a greater percentage of their resources to simply keeping their homes, and thus found it difficult to invest in their own properties. Steady or falling incomes have exacerbated this bind, while a worsening public education and transportation system has added to the burden, particularly for poor and minority renters. The Federal government has failed to respond to this growing crisis, instead choosing to cut or curtail major renter‐assistance programs.  相似文献

In democracies, a constant tension exists between the stability and integrity of the community as a whole, and the desire to ensure minorities a voice in politics. Reserved seats and reduced thresholds are two common means by which ethnic minorities gain legislative seats, though little or no empirical work exists testing their efficacy in this regard. Combining multivariate analysis with in-depth case studies, this article shows that both reserved seats and lower thresholds increase minority representation, though reserved seats accomplish that goal more consistently. Reduced thresholds tend to increase the share of votes and seats won by ethnoregional parties but reserved seats do not. Additionally, Mauritius' unusual best-loser system aids both minorities and ethnoregional parties.  相似文献

Abstract

During the 1990s, minorities played an increasing role in population growth throughout the United States. Fueled by international migration and by high natural increase, Asians and Hispanics have joined with blacks to greatly elevate minority contributions to population and household growth at almost every geographic level. In addition to racial and ethnic turnover, households have been changing compositionally because of the aging of the population and because of the increase in the number of unmarried adults.

This article surveys these and other demographic changes and examines their implications for household growth and housing consumption. A clearer understanding of both white and minority roles in owner and renter housing trends is developed through tracking changing consumption patterns. Distinct patterns of cohort turnover have taken place in different vintage housing stock. These trends, which have led to large net gains for minorities, are expected to continue over the next decade and beyond.  相似文献

Subprime mortgage lending in the early 2000s was a leading cause of the Great Recession. From 2003 to 2006, subprime loans jumped from 7.6% of the mortgage market to 20.1%, with black and Latino borrowers receiving a disproportionate share. This article leveraged the Home Mortgage Disclosure Act data and multinomial regression to model home-purchase mortgage lending in 2006, the peak of the housing boom. The findings expose a complicated story of race and income. Consistent with previous research, blacks and Latinos were more likely and Asians less likely to receive subprime loans than whites were. Income was positively associated with receipt of subprime loans for minorities, whereas the opposite was true for whites. When expensive (jumbo) loans were excluded from the sample, regressions found an even stronger, positive association between income and subprime likelihood for minorities, supporting the theory that wealthier minorities were targeted for subprime loans when they could have qualified for prime loans. This finding also provides another example of an aspect of American life in which minorities are unable to leverage higher class position in the same way as whites are. Contrary to previous research, model estimates did not find that borrowers paid a penalty (in increased likelihood of subprime outcome) for buying homes in minority communities.  相似文献

This article provides an overview of recent trends in imprisonment rates in America and introduces the articles in this issue of The Review of Policy Research. Incarceration rates have increased by more than 500 percent since the early 1970s and have now reached a rate of almost 700, higher than anywhere else in the world. The impact has been particularly hard on racial minorities, especially women (whose incarceration rate went from around 8 in 1975 to 59 in 2001). The “war on drugs” has been one of the main reasons behind the increases in imprisonment, along with the more general “get tough on crime” movement that began in the late 1970s. The articles in this issue center around how this recent trend in incarceration impacts the entire society, but especially poor communities. Several of the articles focus on race, age and gender as important variables, in addition to the tendency of the parole system to sort of “recycle” released prisoners back into the prison system.  相似文献

Although many assume that the relationship between the autocracy–democracy continuum and discrimination is linear, with autocracies discriminating the most and democracies discriminating the least, the assumption is not universal. This study uses the Minorities at Risk dataset to test this relationship with regard to government treatment of religiously differentiated ethnic minorities (ethnoreligious minorities) as well as ethnic minorities that are not religiously differentiated. The results show that the pattern of treatment of ethnoreligious minorities differs from that of other ethnic minorities. The extent to which a state is democratic has no clear influence on the level of discrimination against non-religiously differentiated ethnic minorities, but it has a clear influence on the level of discrimination against ethnoreligious minorities. Autocracies discriminate more than democracies against ethnoreligious minorities, but semi-democracies, those governments that are situated between democracies and autocracies, discriminate even less. This result is consistent on all 11 measures used here and is statistically significant for seven of them, and it remains strong when controlling for other factors, including separatism. This phenomenon increases in strength from the beginning to the end of the 1990s. Also, democracies discriminate against ethnoreligious minorities more than they do against other minorities. The nature of liberal democracy may provide an explanation for this phenomenon.  相似文献

Employing two widely used approaches to identify the effects of monetary policy, this paper explores the differential impact of policy on the labor market outcomes of teenagers, minorities, out‐of‐school youth, and less‐skilled individuals. Evidence from recursive vector autoregressions and autoregressive distributed lag models that use information on the Federal Reserve's contractionary initiatives indicate that the employment‐population ratio of minorities is more sensitive to contractionary monetary policy than that of whites. The ratio falls primarily because of an increase in unemployment and not because of a decline in labor force participation. Monetary policy appears to have a disproportionate effect on the unemployment rate of teenagers, particularly African American teenagers. Their employment‐population ratios fall because of increased difficulty in obtaining employment. The larger responses are not caused by their higher likelihood of having been employed in industries and occupations that are more sensitive to contractionary monetary policy. © 2004 by the Association for Public Policy Analysis and Management.  相似文献

Scholars continue to debate the degree to which electoral institutions matter for representation. The literature predicts that minorities benefit from districts while women benefit from at-large elections. The mechanisms by which institutions affect the ability of traditionally underrepresented groups to win seats have been understudied. Using an analysis of over 7,000 cities and interviews with city councilors, we find that compared to at-large systems, district systems can increase diversity only when underrepresented groups are highly concentrated and compose a substantial portion of the population. In addition, we find that the electoral system has a significant effect on representation only for African American male and white female councilors; the proportion of African American women and Latina councilors is not affected by the use of either district or at-large systems.  相似文献

Communications from constituents strongly shape the representation politicians provide. However, if politicians hear less from some constituents than others, this unequal communication may lead to unequal representation. In this article, I present a field experiment demonstrating that constituents are less likely to communicate to representatives not of their race. The experiment exploited electoral rules in Maryland, where several multimember districts have both black and white representatives. I provided 8,829 residents of such districts an opportunity to communicate to one of their actual representatives, whose race I randomized. Both blacks and whites were markedly less likely to communicate to their representatives not of their race. These results imply that politicians receive racially distorted communication, hearing disproportionately infrequently from constituents unlike them. The fact that most racial minorities have white representatives may thus help explain both minorities’ less frequent communication to their representatives and the diminished substantive representation minorities typically receive.  相似文献

The perceived social acceptability of intolerance is believed to drive individual intolerance, a process we refer to as normalization. Social intolerance can be particularly high during election campaigns, when divisive candidates are likely to disparage minorities and outgroups in their rhetoric. Despite the electoral connection, it remains unclear how normalization interacts with partisanship. Does normalization only affect supporters of intolerant candidates, or does normalization spread across the population—even among supporters of the opposition? Relatedly, are the targets of intolerance group-specific, or are all minorities and outgroups at risk? To address these questions, this paper draws on results from a survey experiment conducted during the 2019 Indonesian presidential election. Our findings suggest that normalization affects all voters, albeit in ways that reflect partisan affiliation and rhetoric, which has implications for the study of identity politicization and the conditions under which intolerance is likely to propagate.  相似文献

Techniques for conducting elections developed since 1800 have raised a question about the soundness of the American framers’ majoritarianism. John Stuart Mill notably argued that the framers’ desire to reward merit, as opposed to party loyalty, would be better served by a system of proportional representation that gave deserving minorities a voice. This article considers the likelihood that a system such as Mill proposed would have the results he hoped for; it concludes that such a system is more likely to worsen problems with the existing system of representation than to solve them.  相似文献

Heterogeneous Switzerland is often portrayed as a model of successfulnation-building. Two major institutions ensure the representationof federal units within the federal political system: the Councilof States branch of the bicameral legislature, and the "doublemajority" of popular and cantonal votes needed in constitutionalreferenda. It was expected that both mechanisms would countercentrifugal forces possibly created by the self-government ofsubnational groups. Historical analysis shows, however, thatsince these institutions were established, some important socialtransformations have occurred, with perverse effects on minorityrepresentation and on cleavage accommodation. The Council ofStates has come to amplify the influence of established politicalforces, instead of defending minority influence. The "doublemajority" now gives excessive veto power to minorities no longersocially relevant, at the expense of newer, more needy groups.National cohesion and consensus democracy, in short, risk beingeroded rather than strengthened by these core institutions ofthe Swiss federal system.  相似文献
