A vast academic literature illustrates that voter turnout is affected by the institutional design of elections (e.g., compulsory voting, electoral system, postal or Sunday voting). In this article, we exploit a simple Downsian theoretical framework to argue that the institutional framework of public good provision—and, in particular, the distribution of political and administrative competences across government levels—likewise affects voters’ turnout decisions by influencing the expected net benefit of voting. Empirically, we exploit the institutional variation across German municipalities to test this proposition, and find supportive evidence.  相似文献

ABSTRACT

Does ideological proximity between the individual and political parties determine electoral participation in regional elections, as much as in national elections? Does the degree of self-rule of a region affect the interplay between ideological distance and turnout? This article addresses these questions and provides empirical evidence drawing upon individual-level and regional-level data from 53 regional elections and 4 national elections in Spain. Results indicate that citizens are more likely to vote when they perceive there is at least one congruent policy option among the party supply, and this happens at both regional and national levels. However, whether the closest party is in national government or whether it is a regionalist organization has a dissimilar impact on turnout in different tiers. This relationship between the type of party which is most ideologically proximate and electoral participation is partially affected by the degree of regional autonomy of the territory.  相似文献

This paper develops a model of protest voting in which unsatisfied voters may abandon their most-preferred candidate even though he or she has a good chance of winning, in the hope that this signal of disaffection will lead to downstream improvements in that candidate??s performance. We use a spatial model to identify voters whose ideological profile makes protest voting an option, and an expected utility model to identify the conditions under which potential protest voters will in fact use their vote as a signaling device. Aggregate-level data provide suggestive evidence in the argument??s favor.  相似文献

This paper attempted to demonstrate that a rational voter model as derived by Barzel and Silberberg (1973) can be used (with modifications) to explain third party voting in presidential elections. The empirical findings strongly suggest that the rational voter model is applicable in explaining third party voting. This conclusion likewise suggests that people who vote for third parties do so under similar motivations as people who vote for the major parties. Thus, people do not appear to regard votes for third parties as wasted votes or engage in the voting process in an irrational fashion. Lastly, votes for third parties represent the transmission of individual preferences by people who believe that their vote is important and that in the aggregate their signal may be interpreted as a signal to alter the direction of current policies as run by the major parties. Therefore, it does not appear from the evidence presented here that we should distinguish between or treat differently voting participation for the major parties versus the minor or third parties in presidential elections.The author expresses appreciation to Charles Campbell, Gary Pecquet, Paul W. Despite the widespread scholarly attention given to get-out-the-vote tactics the recent one and a half decade, few have studied the effect of short text messages (SMS) on voter turnout, and no previous such study has been conducted outside the US. We analyze four SMS experiments with more than 300,000 voters conducted in relation to two elections in Denmark and find intention-to-treat (ITT) effects between 0.33 and 1.82 percentage points with a pooled effect of 0.74 percentage points. Furthermore, we vary the timing and the content of the messages to test existing theories of text messages as mobilization tools. In one experiment, we find messages delivered before Election Day to have a higher effect than those delivered on Election Day, while we find no additional effect of delivering multiple messages. We also vary message content and in general find no significant differences from sending different messages.  相似文献

Mixed-member systems are usually defined as electoral systems that combine SMDP and CLPR, both of which are more likely to induce party reputation-seeking. Building on the literature of electoral institutions, this article provides an explanation of how mixed-member systems structure voter behavior and achieve a balance between candidate- and party-centric representation. Using Taiwan as a case of MMS, this article tests hypotheses against survey data and investigates the determinants of voting decisions for the two ballots. By employing a Bayesian bivariate probit model, this article shows that, first, partisan factors affect voter behavior in both nominal and list ballots. However, it is affective rather than rational considerations for political parties that play the major role. Second, personal reputation influences voters' choices of the nominal and list vote, but only negative elements matter for the list vote. Finally, there is a moderately positive correlation between the two ballots, which potentially results from affective, partisan considerations.  相似文献

This paper examines the decision to vote or not vote in experimental elections. We replicate the important findings of Duffy and Tavits (2008), though with a different design. Our results support their finding, that is, turnout is affected by the belief that one's vote counts and that overestimation in the perception that one's vote counts does not disappear completely over time. Going beyond previous research, we also find that turnout is not higher under a proportional system than under a plurality system, as well as that beliefs about being in a pivotal position have a greater impact on turnout among the risk averse.  相似文献

This brief study revisits the issue of whether higher unemployment rates elicit an increase in the voter participation rate. Using a state-level panel dataset for all five of the Presidential election cycles of this century, it is hypothesized that, following Cebula (2008) and Burden and Wichowsky (2014), the higher the unemployment rate, the greater the degree to which eligible voters, whether unemployed or employed, show up at the polls, arguably because they are expressing the concerns and fears regarding prevailing economic policies and conditions and because by voting they are expressing the desire for changes to address those concerns and fears. The estimation implies that a one percentage point higher unemployment rate leads to a nearly 1.0% higher voter participation rate. This result is in principle compatible with and supportive of the hypothesis that higher unemployment rates motivate voters and the empirical finding of a positive voter turnout/unemployment rate association obtained in the studies by Cebula (2008) and Burden and Wichowsky (2014). Moreover, this finding is potentially important because it implies that elected officials are, to at least some degree, held accountable by the electorate for a weakly performing economy.  相似文献

A sizeable literature studies strategic interactions between governments. In this paper, we ask whether, in the presence of direct democratic institutions, voters’ actions in vetoing a decision or inaugurating a policy by a binding initiative in their jurisdiction have spillover effects on the actions of voters in neighboring jurisdictions. We collect (and make available) data on 3300 initiatives in German towns from 2002 to 2014 and match these to panel data on the towns’ sociodemographic and fiscal characteristics. We apply an instrumental variables approach and find that a jurisdiction’s probability of hosting an initiative is positively driven by the neighbors’ direct democratic activity. The size of the estimated average effect peaks around a 20 km neighborhood—where a standard deviation change of neighbors’ activity increases the probability of hosting an initiative by 5 percentage points—then gradually declines and fades away after around 60 km. This effect is driven by spillovers in similar policy areas and by successful initiatives, and is stronger in towns with relatively more information flows (measured by newspaper consumption and commuter flows).  相似文献

This article analyzes whether and to what extent reliance on conditionality is appropriate to guarantee the revolving character of the resources of the International Monetary Fund (IMF). The paper presents theoretical arguments in favor of conditionality, and those against the use of conditions. It summarizes the track record of program implementation and discusses the evidence of factors determining implementation. Whether proponents or critics of conditionality can be supported by existing data analysis is also investigated, as is the success of conditionality in terms of outcomes. Research about voter turnout has expanded rapidly in recent years. This article takes stock of this development by extending the meta-analysis of Geys (2006) in two main ways. First, we add 102 studies published between 2002 and 2015 to the initial sample of 83 studies. Overall, we document only minor changes to the original inferences. Second, since different processes might conceivably play at different levels of government, we exploit the larger sample to separately analyse the determinants of voter turnout in national versus subnational elections. We find that campaign expenditures, election closeness and registration requirements have more explanatory power in national elections, whereas population size and composition, concurrent elections, and the electoral system play a more important role for explaining turnout in subnational elections.  相似文献

Much attention has been directed over the last two decades to determining the relative effect of party and policy concerns in voter choice. Concomitantly evidence has accumulated that these two variables reinforce each other. In this paper, examination of the last three presidential elections using commonality analysis indicates that policy reinforced partisanship tends to surpass the unique effect of partisanship; that the total policy effect is never much less than total partisan effect; and that most cross-pressure between party and policy occurs within the less sophisticated elements of the electorate. This research also indicates that in the past decade the political parties have become more harmonious with their identifiers on policy questions rather than less so as some have contended. Methodologically, there is support for examining the voter's decision making through use of sub-groups, commonality analysis, and multiple indicators of policy orientation.  相似文献

The central hypothesis of the economic model of voter participation was put to an empirical test. It was found that the coefficient of population size, which represents the subjective probability of affecting election results, is negative and significant in municipal local elections, but insignificant in national Knesset elections. Therefore, this variable is unable to represent subjective probability in the latter case.It was suggested that the economic model is more relevant to local elections than to Knesset elections. The empirical results revealed that the regression coefficients of municipal elections that took place separately from Knesset elections fit the expected outcome of the economic model whereas when municipal elections were held simultaneously with the Knesset election this did not hold true.  相似文献

Drawing on the concept of habitual voting (Plutzer, 2002), Franklin (2004) argues that the effects of electoral context on voter turnout will be largely limited to the cohorts who have experienced few elections in their lifetime. Those with more electoral experience would thus remain unaffected. Testing the above hypothesis is a way of a feasible indirect examination of the concept of habitual voting. Such tests have so far focused primarily on the impact of electoral competitiveness on turnout. I propose a new superior analysis of Franklin's hypothesis that, I claim, approaches the standards of a natural experiment. My test – focusing on the national election cycles as a contextual trait of the European Parliament elections – delivers new evidence supporting this hypothesis.  相似文献
