Even before the 2005 election, the Liberal Democrats' Federal Policy Committee had agreed on the need for a review of party policy, in response both to domestic and international political developments since 2001. Intended to build upon the 2002 policy document 'It's About Freedom', 2005 heralded the launch of a Meeting the Challenge policy review, which provided an unprecedented opportunity for party members at all levels to contribute towards the refinement of Liberal Democrat policies and develop a clearer political narrative. This would enable the party to articulate its principles and goals more effectively in the run-up to the next general election. Through a variety of intra-party channels, conduits and forums, hundreds of responses from party members, and local and regional Liberal Democrat parties, offered analyses and policy suggestions. On various issues, these revealed ongoing debates between the party's ( Orange Book ) 'liberals' and 'social democrats'. The outcome of this intra-party consultation exercise was the 2006 policy document 'Trust in People', which was emphatically endorsed at the party's annual conference. This will now provide the framework for further policy development and clarification during the next two years.  相似文献

Liberal Democrat policy has been labelled as social democratic, yet the party has been reluctant to so describe itself. Taking Crosland's The Future of Socialism as a reference point, there appears to be much shared ground between social democracy and Liberal Democrat policy. Meanwhile, the party's tax policy adopted in 2006 takes the Croslandite approach of taxing wealth rather than income. Despite this, the article argues that the party is a social liberal rather than a social democratic one. These two political philosophies have so much in common that it is understandable that some commentators see the influence of social democracy where they might instead perceive social liberalism. Yet the two differ in their attitudes to the state. Both see a positive role for the state in furthering social goods. However, social liberalism shares classical liberal concerns about the dangers of an over-mighty state. This approach underpins Liberal Democrat policy.  相似文献

The parliamentary party of the Liberal Democrats is a symbol of the third party's growth in recent years. As a result of successful election targeting and an improvement in electoral reach, the party has seen its number of MPs at Westminster more than triple since 1992. It has been claimed that the increase in size of the parliamentary party has been accompanied by an increase in its power, so that the parliamentarians now have a de facto power of veto over policy despite the official policy-making structures as laid out in the Liberal Democrat constitution. This article investigates the make-up of the parliamentary Liberal Democrats and their contemporary influence over policy formation, and the parliamentary party's relationship with the conference and the party leader—and especially the events leading to the change of Liberal Democrat leader in 2006—to establish the veracity of this claim.  相似文献

For over 50 years from 1945 onwards, the Liberal Party and then the Liberal Democrats were either in decline in Wales or struggling to survive from election to election. Since 1997, however, there has been a steady evolution in the party's electoral and political strength. Over this past decade, the Welsh Liberal Democrats, as a state party, have experienced a change in electoral fortunes that has on occasions put them into national political power well in advance of their federal counterparts in England. As an autonomous state party within a federal structure, the Welsh Liberal Democrats have been able to take like a duck to water to the arrival of devolution in the form of the Welsh Assembly. This article examines how the evolution of the party has occurred and, in particular, the role that has been played by the Welsh Liberal Democrat Assembly Members in Welsh politics. The article also explores not only the strengths but also the weaknesses that still dog the Welsh party as it seeks once more to become a major force in Welsh politics.  相似文献

Traditionally, the Liberal Democrats and their predecessors have gained seats from Labour and have always seen their support fall during a Labour government. In 2005, and in by-elections from 2003, the party reversed that trend. Yet, apart from particular success amongst Muslims, the resulting change in the social geography of Liberal Democrat support was not accompanied by any major change in the social and ideological character of the individuals who voted for it. The Liberal Democrats remain very much a party whose fortunes rests on its ability to garner protest votes; they are now simply able to secure such support from previous Labour voters too, perhaps because of their perceived ideological proximity to Labour. If the party's support rests once again at the next election on support for centre-left principles, this raises difficult issues if the party appears to be willing to put the Conservatives into government.  相似文献

It picks out the main themes of each, arguing that the Liberal Democrats could benefit from considering the issues around policy and the nature of political power that arise from the articles.   • This paper builds upon a content analysis of all news articles that appeared in six national daily newspapers and of all national press releases issued by the three main political parties during the UK General Election 2001 campaign. The results were compared with data from two opinion polls conducted at the start and at the end of the campaign. Here, using the same basic data, we track the coverage of issues in party press releases and daily newspapers on a weekly basis to determine how the parties' priorities and press coverage evolved.
  • The results show that the Labour and Liberal Democrat campaign strategies, in terms of relative issue priorities, did not change during the campaign. However, the Conservatives shifted their attention to the public priorities of Health and Education towards the end of the campaign. There is evidence that the Conservative emphasis on Europe and taxation earlier in the campaign may have influenced the volume of press coverage but did not appear to have affected relative party standings. The implications of these results for political marketers are considered.

Liberal Democrats have long displayed the success of community politics since its adoption at the Liberal Party Assembly in 1970. Community politics, however, brings with it not only electoral success but an expectation amongst voters that Liberal Democrat councillors will act in certain ways as local representatives. The article presents the results of national research conducted amongst councillors of the three main parties, and compares the attitudes of Liberal Democrat councillors to aspects of local democracy with those of their Labour and Conservative counterparts. It identifies two types of Liberal Democrat councillor and uses these to explain the attitudinal differences and similarities found with Labour and Conservative councillors.  相似文献

Following a likely relative shift from Labour to SNP in the Scottish Parliament elections of 3 May 2007 the eight year Labour/Liberal Democratic Party coalition will come under great pressure and may be replaced by a minority administration or a Liberal Democrat/SNP coalition. While the independence issue may be sidelined, key constitutional issues will arise as a result of the Liberal Democrats' proposals featuring in Moving Towards Federalism which envisage greater legislative and taxation powers for the Scottish Parliament and a reconsideration of the devolution settlement. A number of weaknesses in the documents' proposals are identified. If it is acted upon there is the possibility of considerable resulting constitutional conflict arising which could pose considerable challenges for the future of the UK. The UK government which has actual competence on these issues has largely stayed silent on them during the campaign but may have to respond sensitively in its aftermath.  相似文献

This article tells the story of the Liberal Democrats from the final days of the Liberal/SDP Alliance to the general election of 1992. Drawing on the author's roles as an MP and as chair of the party's communications operations, it examines the factors that contributed to the party's troubled birth in 1988, and gives an insider's view on how the party survived to grow in the years after 1990. Key issues include the branding of the party and the development of its policy of paying for improvements to education through increasing income tax. It also lays stress on the importance of the party's activist base and its central campaigns expertise in not only surviving in local elections, but also in securing key by-election victories.  相似文献

The Coalition took office in 2010 in what seemed to be a relatively benign foreign policy environment. Since then, the international environment has become far more treacherous and the government has considered war on humanitarian grounds on three occasions. In light of the silence of early Coalition documents on humanitarian intervention, together with the two parties’ different positions on the issue, this article assesses the extent to which the Coalition has adopted a distinctive approach to humanitarian intervention. In so doing, it evaluates the relative importance of Conservative and Liberal Democrat traditions in determining the direction of Coalition foreign policy. The article also considers whether there are other, more pertinent factors driving foreign policy, and offers an explanation for its relative isolation from coalition tensions. It concludes by reflecting on the likely future of humanitarian intervention after the May 2015 general election.  相似文献

Parties in coalition governments must address the ‘unity/distinctiveness’ dilemma: how to maintain governing cohesion, while sustaining individual identities. Within the Cameron–Clegg government this is a challenge for both parties, but it is more so for the Liberal Democrats as the junior partner. This paper considers how the Liberal Democrats negotiated this dilemma in relation to ministerial portfolio allocations. While the Liberal Democrat strategy of placing ministers in almost all departments has served the Coalition well in terms of governing unity, it has limited the extent to which they have been able to assert their distinctive contribution to Coalition policy‐making. This is demonstrated through an examination of the Liberal Democrats' influence on Coalition welfare policy. A lack of clear policy contributions is potentially highly damaging to the Liberal Democrats electorally, as it suggests that they have made little substantive contribution to the Coalition beyond propping up their Conservative partners. Accordingly, the paper reflects on lessons for junior partners in future UK coalition governments, suggesting that concentrating ministers within one or two departments may provide a more viable means of carving out a distinctive governing legacy.  相似文献

As the junior members of the two Scottish coalition or partnership governments (1999–2003 and 2003–7), the Liberal Democrats have had a major impact on post-devolution public policy in Scotland. Contrary to expectations, their participation as junior partners in a coalition government has enhanced rather than damaged their electoral prospects. The party's success in coalition reflects the electoral and policy compatibilities between them and Labour, the availability of increased public spending to fund their demands, their use of specific policy agreements and effective election campaign tactics. Under their new leader, Nicol Stephen, they have sought greater distance from Labour and located themselves between Labour and the Scottish Nationalist Party. Looking forward to the 2007 election, the declining Labour vote and probable SNP gains mean that the Liberal Democrats are likely this time to have a choice between joining a Labour-led or forming a non-Labour coalition.  相似文献

In 2010, the Conservative‐Liberal Democrat Coalition placed a moratorium on airport expansion in the south‐east of England. In office, however, it has faced a sustained political campaign from supporters of the aviation industry and expansion, leading to the appointment in September 2012 of the Davies Commission on airport capacity. This paper critically evaluates this nascent policy reversal in aviation policy, analysing the political backlash in favour of expansion and the political mediation of such demands by the Coalition. It argues that while the shifting political context has placed new pressures on the coalition, its current difficulties cannot be divorced from the continued resonance of the logic of aviation expansion embedded in British institutions at the end of the Second World War. The paper concludes with an assessment of the challenges facing the Davies Commission, the coalition and campaigners, when set against the continued ‘grip’ of aviation on our collective consciousness.  相似文献

The Conservative party has been the real awkward partner in the Conservative‐Liberal Democrat coalition government because its backbench MPs have rebelled more frequently than their Liberal Democrat counterparts since May 2010. This reflected the fact that the Conservatives were reluctant coalitionists to begin with: they would have preferred to see a minority Conservative government, they had made far too many concessions to the Liberal Democrats, they had been bounced into accepting a coalition deal by a controlling party leadership, and they had lost out on those ministerial positions now held by Liberal Democrats. There was thus no great enthusiasm for the establishment of a coalition government with the Liberal Democrats in the parliamentary Conservative party in May 2010. Conservatives merely resigned themselves to an outcome which they had been given little opportunity to influence and which David Cameron had made it very difficult for them to reject.  相似文献

This article examines the self-perceived influence of the specified associated organisations and associated organisations within the Liberal Democrats. The analysis is set within the wider theoretical context of political party construction and the dichotomy between the elite and grassroots activists. The article tests the thesis that there is a hierarchical structure of ancillary organisations within the party and that this determines which organisations feel that they have any real influence. It takes a fresh look at the role of the Liberal Democrat ancillary organisations and questions whether or not their party-sanctioned status restricts their ability and willingness to influence the party.  相似文献

Analyses of both aggregate-level constituency data and individual-level survey data from the 1983–2005 British General Elections indicate that when available information clearly signals which parties in a constituency are viable and which are not, supporters of nonviable parties vote tactically. Alliance/Liberal Democrat tactical voters tend to split their votes between Labour and the Conservatives, so the major parties derive limited net benefit from them. When Labour faces a dismal outlook in a constituency many of its supporters also vote tactically, and those that do overwhelmingly cast their votes for the Alliance/Liberal Democrats. Strong tactical support received from Labour voters has furnished the margin of victory in as many as a fifth of the contests that the Alliance/Liberal Democrats have won. A party that has repeatedly seen Duverger's “mechanical” factor reduce the sizable share of votes it wins nationally to a far smaller share of seats thus turns out to be the biggest beneficiary of tactical voting.  相似文献

Little attention has been paid to the way in which political parties make policy. From the perspective of a former member of party staff, this article explains why the Liberal Democrats have adopted their current procedure, and what the strengths and weaknesses of this are. It pays particular attention to the party's working groups, which produce policy papers, and also focuses on the process for writing manifestos. The article argues that policy-making should change as the party grows in strength. Shorter conferences with more focused debate would allow delegates the same voice in deciding crucial policies that will form the basis of the next manifesto, but get rid of the fringe debates that attract ridicule in the media. It would also allow parliamentarians more freedom to respond to specific events within the very general policy framework agreed at conference.  相似文献

The dramatic rise in life expectancy and longer retirement has created serious concerns about the long‐term affordability of public sector pensions. Drawing on insights from a recent inquiry into public sector pension reform, commissioned by the Conservative–Liberal Democrat Coalition and led by the author, this article outlines the challenge faced by policy makers and sets out how it should be addressed. It argues that, with 12 million people active in this part of the pensions system, and estimates that the gap between contributions and payments will grow from £3bn to £10bn in the next decade, the government has no choice but to enter the ‘lions’ den’ of pensions’ policy. It contends that any long‐term solution is to be crafted cannot be based solely on economics, but must also answer fundamental questions of ethics and equity.  相似文献
