ABSTRACT

While extant assessments of the Extractive Industries Transparency Initiative (EITI) have focused on institutional and regulatory regimes, such evaluations have largely tended to depoliticise institutions. This article argues that a more robust understanding of EITI processes must give central attention to historically situated political structures and power relations that continue to shape the present institutional quality/capacity of extractive industries' transparency, and EITI reforms. Assessing the EITI in Africa through the lens of historical institutionalism clarifies how global governance regimes interface with specific institutional pathways, state-corporation-civil society configurations, and historical legacies to produce outcomes that may complement or undermine intended reforms.  相似文献

Taking into account the complexity of contemporary ethnic conflicts, this article examines the construction and politicisation of ethnicity to understand a recent case of post-conflict reconstruction. More specifically, the article considers theories of post-conflict reconstruction, particularly the conflict transformation school that claims to respond to the hybrid nature of recent ethnic conflicts. By adopting a constructivist perspective, this article argues that post-conflict reconstruction in ethnically-fragmented areas is largely about the problem of de-politicising essentialist discourses of historically constructed ethnic identities. In order to explore this key theoretical issue, the article analyses the 1994-95 case of conflict and reconstruction in the Northern Region of Ghana. This analysis draws on archival research and 21 interviews with individuals representing nongovernmental organisations (NGOs), traditional authorities, religious leaders, opinion leaders, and the state conducted from August to October 2006 in Accra, the capital of Ghana, as well as Tamale, the capital of the Northern Region. Because very little research is available on post-conflict reconstruction in Northern Ghana, this analysis fills a major gap in the contemporary literature on ethnic conflict and post-conflict reconstruction in West Africa. At a broader level, the article suggests that contemporary theories of post-conflict reconstruction would gain from taking a more systematic look at the social and political construction of such identities.  相似文献

ABSTRACT

This paper examines the role that Pentecostalism plays in stimulating entrepreneurial spirit and innovation in Ghana. The study adopts an ethnographic approach, and focuses on the Goka Prayer Camp of the Church of Pentecost in the Jaman North District of the Brong Ahafo Region of Ghana. It is grounded in Weber’s theory of religion as a catalyst for the development of capitalist societies and focuses of religious doctrines, leadership, and institutional networks. Key findings indicate that there is a nexus between Pentecostalism and entrepreneurship development in Ghana. The study showed that Pentecostalism encourages self-determination, self-reliance, and entrepreneurship initiatives among believers due to its prosperity doctrine which states that because believers share in the victory of Jesus Christ over sin, poverty and suffering, they are destined to prosper once they have embraced the faith, maintained strict moral discipline and paid tithe. In addition, Pentecostalism is seen to provide spiritual backing for entrepreneurship by freeing people from ancient superstitious beliefs, and fears that they will be accused of witchcraft, victimised, or die once they become successful. Moreover, the explicit engagement of Pentecostal leaders in the pursuit of material wellbeing sets the pace for members to follow. However, in spite of the role of this strand of Christianity in motivating individuals to engage in entrepreneurial activities, we found that they provide weak networks and institutional support, apart from those in the spiritual domain, to facilitate entrepreneurship development among members. It is rather members of the top hierarchy that appear to benefit from these social networks.  相似文献

During the wave of constitutional reforms, which started in the late 1980s, Institutions of Direct Democracy (IDD) have been incorporated into most Latin American constitutions, and over the past fifteen years, an increased use of these instruments by Latin American governments has been observed. This article deals with two questions related to this phenomenon: (1) what motivated the adoption and use of these institutions; and (2) what consequences can be expected with regard to democratic accountability in the region? To answer these questions, first, a classification of IDD is developed. In this, special attention is paid to the ability of the various types of IDD to introduce accountability into the representative structures of presidential systems. This classification is subsequently applied to analyse constitutional frameworks and direct democratic experience in the region. The findings suggest that the rise of IDD in Latin America was mainly induced by executive‐legislative conflict and has done little to foster accountability. Finally, therefore, a detailed account of the specific constellation that led to the adoption of IDD in Bolivia is analysed in order to illustrate under which circumstances political actors choose to adopt and employ these tools.  相似文献

Large-scale land acquisitions (LSLAs) are controversially discussed with respect to their local impacts. On the one hand, they are regarded as an opportunity for employment creation and a transfer of knowledge and technology, which enhances productivity and output in agriculture. On the other hand, they are said to impair food security and to foster land conflicts and environmental degradation. Despite the existence of numerous case studies, systematic evidence on the impact of LSLAs on local communities is not available. In this paper we review the existing literature in order to provide a summary of the characteristics of LSLAs and of the impact they have on local livelihoods. We find that while positive effects arise through employment creation and the provision of public goods and services, these benefits are offset by inadequate compensation, land conflicts, and environmental degradation. Overall, most case studies find a negative impact of LSLAs on local livelihoods.  相似文献

Abstract

In the space of 24 years, Ukraine has experienced three ‘revolutions’: the revolution for independence, the ‘Orange Revolution’ and the ‘Dignity Revolution’. On each occasion the event has been lauded as a triumph of democracy over authoritarianism and as evidence that Ukraine will soon be able to assume its rightful place as a free, democratic state in Europe. On two out of three occasions the reverse has occurred; while the people have taken to the streets to protest against flagrant corruption and abuse of power, the oligarchs have responded with only minor changes to the political system. The reins of political and economic power have remained firmly in their hands, and Ukraine’s prospects for political and economic development have deteriorated. The Dignity Revolution of 2014 is seen as different from preceding revolutions because civil society appeared to be much more active and it has succeeded, in part, in maintaining pressure on government for reform. It is important to understand, however, that despite periodic and dramatic demonstrations of outrage over the corrupt and authoritarian practices of the political elites, civil society has generally been classed as apathetic, weak and ineffectual. Thus, the current challenge for Ukrainian civil society is to overcome its own limitations so that it can better hold government to account.  相似文献

Abstract

This article analyses the Ndebele institution of traditional leadership in contemporary Zimbabwe. It traces the pre-colonial Ndebele traditional leadership in order to establish the changes that have occurred as well as their causes. The article highlights the importance of indigenous knowledge systems (IKS), especially in leadership which is highly controversial in Africa. Traditional leadership is the indigenous way of leadership which can, in a good way, influence contemporary governance for the benefit of the people. The article takes an Afrocentric approach with a clear understanding of the dynamism in culture. It then proceeds to reveal the problems (and their causes) within the traditional leadership institution in contemporary Zimbabwe. Finally, the article recommends solutions to the problems.  相似文献

通过对已有货币国际化历史进程的回顾与分析,本文总结了国际货币权力更迭的一般规律,并得出人民币国际化有必要夯实区域基础等基本结论。研究发现,除亚洲之外,非洲、拉美的一些国家和地区与中国在贸易投资等方面有紧密的联系,甚至存在对中国的不对称依赖。这些区域均具备推行人民币国际化的器物基础和一定的制度基础,人民币区域化的视野应当超越亚洲一隅,兼具亚洲特色和世界器局。最后,本文提出并初步论述了指向第三世界货币区的人民币区域化路线图。  相似文献

Despite the growing interest in direct democratic institutions—like referendums and popular initiatives—the empirical evidence on the relationship between institutional openness and use is still sparse. We use a novel data set on the institutional openness and test its link to actual voting behaviour for ballots in the Swiss cantons for the period 1970‐1996. We find no robust relationship between the number of cantonal ballots and openness, measured by the number of signatures necessary to force a ballot and the time limit within which they have to be gathered. We observe, however, that openness is negatively related with voter participation. Having to gather more signatures apparently increases the awareness in the population at large, creates more information about the issues at hand, and thus induces more voters to turn out.  相似文献

With South Africa having declared itself a developmental state, this paper posits that if a developmental state is one that drives development, then the foreign policy of such a state should pursue development as one of its most important goals. Similarly the diplomatic corps of such a state should prioritise economic, commercial, para- and public diplomacy as drivers of diplomacy. In answering the question, ‘What should be the foreign policy and diplomatic attributes of a developmental state?’, the authors, through an exploratory approach, seek to analyse how well the state has fared in achieving this objective. To be a successful developmental state, a strategic capacity should exist and a clear strategic conception of the state's national interest should be formulated. Old paradigms about the role and functions of the diplomatic corps are challenged and a meritocratic diplomatic corps is strongly advocated to support the state's declared developmental goals.  相似文献

This paper demonstrates that recent protests in Bolivia must be linked to the failure of efforts to improve democratic participation in the country. It argues that such failures can be traced to a history of prejudices in national development and society and persistent biases and contradictions within international development policy and institutions. Despite these obstacles, the paper concludes that ideas for appropriate development and realistic alternatives for change to government and democracy are visible in recent critical development thinking and amongst the different social and cultural groupings involved in the demonstrations.  相似文献

This article analyses how the dynamics of civil-military relations in Pakistan have ensured policy continuity towards China. By looking at the development of the port of Gwadar, which represents the flagship project of Sino-Pakistani cooperation during the last 15 years, this article contends that the continuity in Pakistan’s policies towards China in the post 9/11 period is explained by a broad-based consensus among the Pakistani elites, in which, however, the military plays a dominant role. Civilian control over the military is a concept that was never fully absorbed in Pakistan and, as the analysis ascertains, most of the policies introduced by General Pervez Musharraf have been adopted by the subsequent civilian regimes under indirect control from the military establishment. The ultimate aim of the Pakistani leadership, civilian and military alike, has therefore been to provide a safe ground for the Chinese investments in the country because of the key role that China plays in Pakistan’s strategic posture. Organised around semi-structured interviews conducted in Pakistan in early 2015, the article is grounded in the relevant literature on civil-military relations and assesses the level of civilian control in three key decision-making areas pertaining to the port of Gwadar: economic policy, internal security and foreign policy.  相似文献

Building upon recent studies in the field of citizenship and transnationalism, this article examines the relations that Kyrgyzstani migrants in Kazakhstan and Russia entertain with their homeland, both in terms of concrete status (rights and responsibilities) and subjective attitudes (feeling of membership and loyalty). The article relies on field research, including semi-structured interviews, conducted in March and April 2007. Findings show that Kyrgyzstani migrants have developed a distinctive and somewhat paradoxical relation to their state of origin, in which pragmatic interest and long-term loyalty are not easily reconciled.  相似文献

This article examines the limitations of governmental capacity to regulate private sector participation in urban water supply in developing countries through an analysis of the most dramatic failure to date of a major franchise contract for supplying water and sanitation services to a large city – the 40-year concession awarded in September 1999 to Aguas del Tunari (AdT) in Cochabamba, Bolivia. Five months later, the population rioted against water tariff increases and the contract was cancelled. The paper analyses the background, context and factors that explain the failure of the concession and seeks to draw lessons for the regulation of future concessions.  相似文献

ABSTRACT

Field offices are an increasingly important reality in the architecture of African peacemaking. Yet despite their importance in practice, in academic debates on peacebuilding and mediation, little attention has so far been paid to their work. This paper analyses the role of the African Union Liaison Office in the international efforts to re-establish constitutional order after the 2009 political crisis in Madagascar. The paper scrutinises the mandate, set-up and institutional capacities of the liaison office and reconstructs how and to what extent it has contributed to peacemaking and conflict prevention in Madagascar. It thereby particularly highlights the often ad hoc way the liaison office reacted to unprecedented and rapidly changing events on the ground and stresses the important role played by individual staff members in translating the liaison office’s mandate into practice.  相似文献

Diverse sources have constructed a common narrative of individual and isolated responses by countries and their leaders to the global coronavirus pandemic, akin to sálvese quien pueda (every man for himself). This article suggests that this is a simplification of the governance of the COVID-19 pandemic in Peru. Peru's governance story is one of domestic public and private action closely interwoven with crucial elements of transnational administration out of sheer necessity. The struggle against the pandemic has generated a domestic and transnational administrative symbiosis, involving authorities at multiple levels in efforts to fill a series of interconnected domestic, regional, and global governance gaps.  相似文献

Political participation has frequently been associated with individual resources; that is, individuals with higher incomes, higher educational levels and more time tend to participate in the political process to a greater extent than other individuals do. The present study suggests that in addition to resources, an individual's beliefs about economic distribution are an important determinant of participation both in elections and in protests. Based on the analysis of the Chilean data from the Latin American Public Opinion Project (LAPOP) 2012, the results suggest that distributive beliefs are associated primarily with participation in protests.  相似文献
