Tibetan pastoralists have been subject to large-scale state-led development policies over the past three decades. The provisioning of institutionalized state schooling, in particular, has all along been part and parcel of these development projects, including urbanization and resettlement initiatives. However, for a variety of reasons, the promotion of schooling in Tibetan pastoral areas has been a challenge since the first Maoist efforts in 1950s. By focusing on a case study of a Buddhist monk’s persistent effort to build a primary school in his home village in the eastern region of Tibet in 1990, and on how Tibetan villagers’ views of him and his school project have changed over time, this paper examines the nexus of relationships between schooling, and social and cultural changes in pastoral Tibet. I also aim to relate Tibetan pastoralists’ shifting values of schooling to the larger social and political context, particularly the ubiquitous Chinese xiangmu (project) economy and Tibetan pastoralists’ ever-increasing dependence on the state. This paper argues that although state schooling is highly contested, it has been one of the driving forces of social change in Tibetan pastoral areas today.  相似文献

The paper discusses the 1 July 2008 mass protest in Mongolia. This event has no precedent in Mongolian history and represents a challenge for the social sciences as neither scholars nor political leaders predicted or even admitted its eventuality. Several forms of exclusion – economic, social and institutional – are considered as its potential source. It is argued that the theory of institutional exclusion allows making better sense of the situation. Institutional exclusion means the alienation of ordinary people from government and their inability to rely on the law and official procedures when being engaged in everyday activities. Two sources of primary data inform the analysis: a series of structured interviews with the protesters (N?=?20) and a collection of visual records made during the unrest (N?=?244). The data were processed using methods of both qualitative and quantitative content analysis.  相似文献

Recent empirical research on voting in single-member districts, based on extensive data-sets of election results, has demonstrated the general (although not universal) validity of Duverger’s law (i.e. that the average outcome under plurality rule is generally consistent with two-party competition). This article tests Duverger’s law through analysis of a data-set covering Mongolian parliamentary elections in the period of 1996–2004. The results show consistent, but not linear, movement towards the Duvergerian equilibrium in Mongolia, with large part of the districts conforming to the Duvergerian norm of two-party competition. Duverger treated his law merely as an important tendency but insisted that social forces are the main determinants of the number of political parties. The main factor that limited Mongolian voters’ rationality, and created problems with their strategic ability to distinguish and abandon hopeless candidates, was weak institutionalization of the Mongolian party system. Finally, I prove that the emergence of bipolar party politics was not an immediate process and will continue over a series of elections, supporting the so-called “learning hypothesis.”  相似文献

Isaac Bar Moshe (1927-2004) was born in Baghdad and immigrated to Israel in 1950. This article deals with his literary world, which is split between realism on the one hand and fantasy, mysticism and dreams on the other, with both these planes reflecting his perspective on various existential questions. The article focuses on the short stories in his book Behind the Wall (1973), which, like many of his other works, are largely anchored in his private life and depict a bleak reality, with dreams and fantasy offering the only hope of escape into a better, more spiritual world. The article concludes with an analysis of Bar Moshe's stories in terms of the three functions of fantasy – ‘recovery, escape and consolation’ – as formulated by writer and philologist J.R.R. Tolkien in his book Tree and Leaf.  相似文献

This article investigates the concept of political theology by analysing parliamentary sermons in Sweden in the period 1789–1866. The bishops who delivered the sermons and their political contribution have received little scholarly attention, which this study is intended to remedy. Parliamentary sermons were printed and disseminated throughout the country as epitomes of the state's official ideology, which makes them important documentary evidence of past concerns. The study examines two key areas of thought evident in the sermons: the importance to the state of religious unity; and the monarch as a religious symbol. It was believed that the faith of the people and an organic relationship between church and state would provide society with a certain stability, and this view was reinforced – first by Romantic philosophy and later by confessional theology – in response to marked social challenges. Generally speaking, the state was not thought able to survive without help from the church, even as religious and political reform was underway. At start of the period in question, meanwhile, Sweden's monarchs were seen as imparting the faith to their subjects in finest Old Testament fashion; however, in the first decades of the nineteenth century this view weakened, as the foundation for a stable society was instead sought in the cooperation of king, people and God. After the 1840s, direct references to the monarchy were rare in the parliamentary sermons – from that point the king had a largely symbolic religious role in instilling the faith in his subjects and promoting the unity of the Church of Sweden.  相似文献

This article focuses on the ways in which over 200 families of Yemenite immigrants, who founded the city of Kiryat Shmona, the development town situated at the edge of Israel's Northern District, functioned as a group during the immigration process. This case study coincides with the trend – within research of mass immigration to Israel – that relates the historical narrative through the perspective of the immigrant and settler groups, rather than from the vantage point of the establishment in charge of their absorption. The affair could have gone down in the annals of history as a story of weakness and victimhood: hundreds of immigrants were sent off to settle in an outlying peripheral region and were compelled to integrate into an environment where the financially and political-powerful kibbutzim were preponderant. Yet the Yemenite immigrants of Kiryat Shmona turned out to be a consolidated, opinionated, fighting and stubborn force that succeeded, in trying conditions, to assert their voice, struggle for their values and identity, affect major changes within the immigration–absorption system.  相似文献

Spaniards and African-Americans share significant cultural memories forged by the profound impact that various artistic and historical events had on each other during the twentieth century. To contribute to an exploration and understanding of these shared memories – which have received relatively little scholarly attention – this essay focuses on the presence of Black America in the 1960s, that is, the period of Late Francoist Spain. More specifically, it intends to initiate the study of the impact of the Black Civil Rights and Black Power movements on Spain’s progressive press. Focusing on a selection of articles published in the iconic leftist magazine Triunfo, it examines how the traditional European fascination with blackness manifests itself during the 1960s. In Triunfo’s articles we encounter suffering, violent, and degraded bodies, as well as revolutionary, political, and eroticized bodies. This combination reveals the problematic coexistence of solidarity and inspiration with an ethnographic and voyeuristic gaze that perpetuates the spectacularity of black bodies for global consumption. While foregrounding the challenges posed by writing and representing the Other, this study is also an attempt to reconstruct more fully the 1960s cultural and intellectual history of Spain and to approach the black liberation struggle from a transnational perspective.  相似文献

Throughout Central Asia, the end of communism has been marked by a significant change in the management and influence of local mosques. In many rural areas, small underground mosques operated by informally trained, elderly moldas have been supplanted by newly constructed mosques led by younger, foreign-educated local imams and financed by governmental and private donations from Turkey, Saudi Arabia, and other countries. From several perspectives, this ‘revival’ of Islam is characterized in a way that implies that increased religiosity and piety is somewhat problematic. In this essay, based on six months of ethnographic fieldwork in Western Mongolia, we argue that such an approach prevents an understanding of how religious changes are enhancing the social and material well-being of certain actors. We explore the utility of the concept of well-being by focusing on the everyday lives of Kazakh imams in Western Mongolia. Approximately 100,000 ethnic Kazakhs live in the Western Mongolian province of Bayan-Ölgii, where they comprise about 80% of the population. Although a significant portion of the population has been migrating to Kazakhstan in the post-socialist period, the Kazakhs who choose to remain in Mongolia have experienced a significant increase in religious freedom. In this context, the new cohort of imams is playing an important mediating role as members of the local population reinterpret and renegotiate their identity as Muslims. In addition to finding spiritual well-being through their knowledge of Islam, these imams are acquiring social status and economic security from their local roles as religious leaders and through their transnational connections with a broader Muslim community.  相似文献

The article sets the Balfour Declaration of 1917 and the final confirmation of Britain's Palestine Mandate in 1923 within the context of national imperial concerns: in particular, anxieties over the security of the Suez Canal and the country's sea-route to its economic and military power-base in India. In 1917 strategic issues were paramount in the progressive annexation of Palestine by the Lloyd George coalition, this the essential territorial precondition for the pursuit of the Zionist project. In 1923 these global considerations were again to the fore when the new Conservative administration, less Zionist than its predecessor, decided finally to accept and implement the League of Nations Mandate for Palestine and the obligation therein to advance the cause of a Jewish national home. And throughout this period there was a widespread sense in official circles that Zionist settlers might perform as direct agents of Empire, acting as grateful, loyal, and developmental servants of the British imperial interest. Paradoxically, however – and largely on account of the ill-informed and reflexive manner in which plans were formulated in London – the entire exercise was, in the long-term, to prove a source of profound weakness to Britain's strategic authority in the East. Palestine policy, like so much imperial reasoning in the twentieth century, was to prove intrinsically delusional.  相似文献

The African National Congress, as an entity distinct from government, served during the 1994–2008 period as an independent forum for debate about South Africa's foreign policy, particularly in the National Executive Committee's Subcommittee on International Relations. This debate retained the oligarchic character of the movement in exile, with few voices – Thabo Mbeki's most prominent among them – dominating the discussion, inputs from subnational party structures almost non-existent, and dissenters expected to keep quiet publicly. That said, participants in these discussions largely dismissed characterisations of Mbeki as a dictator in the foreign policy debate, noting that the predominance of his views stemmed mostly from his strong argumentation and knowledge rather than bullying. Senior ANC leaders also claimed that limited interest in foreign policy, outside of national party structures, hindered efforts to broaden participation in foreign policy formulation.  相似文献

Over the last years, AI applications have come to play a role in many security‐related fields. In this paper, we show that scholars who want to study AI’s link to power and security should widen their perspective to include conceptual approaches from science and technology studies (STS). This way, scholars can pay attention to critical dynamics, processes, practices, and non‐traditional actors in AI politics and governance. We introduce two STS‐inspired concepts – the micro‐politics of design and development and co‐production – and show how the study of AI and security could benefit from them. In the final section, we turn to the study of AI in the context of Switzerland to underscore what aspects the two previously introduced concepts help to highlight that remain invisible for traditional approaches.  相似文献

Abstract

Regionalism in Oceania emerged in a context shaped both by the decolonisation movement as well as the Cold War, the dynamics of which are still being played out today. This article considers two cases of particular interest in current regional politics which illustrate a number of important contradictions in conventional approaches to the analysis of colonialism. The first involves the two larger French territories in the region – New Caledonia and French Polynesia – which have recently been admitted to full membership of the Pacific Islands Forum despite falling short of the technical requirements for such membership, namely independent status. The second concerns Indonesia’s claim to sovereignty over West Papua. Although this claim has been recognised in international law since 1969, its basis is highly suspect and Indonesia’s record from the start is arguably tantamount to a repressive form of colonialism enabled by the United Nations itself. Placed in comparative perspective, these cases invite us to reconsider just what colonialism on the one hand and self-determination on the other really mean in the contemporary period.  相似文献

ABSTRACT

Why would a woman agree to wed a legally married man when the state would neither recognize her marriage nor grant her alimony, child support or inheritance rights? Although the Communist Party curtailed the rate of openly acknowledged polygynous marriages among the Kyrgyz, its work was undone by glasnost and perestroika, which ushered in a permissive environment. This article highlights constructions of gender as a driver of polygyny in Kyrgyzstan from the perspective of women who voluntarily become second wives. The Kyrgyz case suggests that the cultural value of marriage and motherhood – traditions that grant women communal identities, power and prestige – might lead a woman to consent to second-wife status. I employ the concept of motivational interconnectivity, defined as two or more related reasons women make important personal decisions that have societal repercussions, to explain a woman’s decision to become a second wife.  相似文献

Having passed successive legislation in the past two decades to expand its use of the Japan Self Defense Force (JSDF), Japan has emerged from its post-war ‘pacifist’ shackles to assume a range of security roles that are typically associated with so-called ‘normal nations’. This article addresses how these have been crystallized in the form of an indefinitely-termed overseas base on the Horn of Africa, in Djibouti. Careful examination of pertaining Diet minutes, media discourse and government ministry papers suggests that the risks identified with this facility’s realization and status have been fundamentally recalibrated, allowing its presence and operational diversification to go largely unnoticed and unopposed – both domestically and overseas – despite representing a seemingly radical departure from common sense interpretations of Japan’s antimilitarist constitution.  相似文献

ABSTRACT

This article addresses reconfigurations of urban space in Central Asia through the lens of marshrutka mobility. Marshrutka-based transport is – together with the bazaar trade – a major sector of Central Asian economy. Although precise data are not available, estimates propose that one family in ten gains its income through it. In spite of its economic and social importance, there has barely been any research on marshrutka mobility so far. The marshrutka mobility phenomenon appears at once wide-ranging and elusive. In order to grasp its complexity, we propose a theory framework based on John Law's concept of fluidity and assemblage. Providing empirical insights from Khujand, in northern Tajikistan, the article addresses marshrutka mobility from a local perspective, notably with regard to regulatory processes of marshrutka-based transport. It also covers the trans-local perspective, with particular attention to global flows of ideas, vehicles, and people.  相似文献

This article focuses on the reassembling of apparel production in post-Soviet Kyrgyzstan. We contribute to this special issue on well-being in Central Asia by examining how individual craft-based apparel producers (a subset of producers in the apparel industry) describe the process through which they built upon their Soviet past and reoriented their professional trajectories in a new competitive market environment. These producers locate professional satisfaction in their ability to draw upon and creatively re-employ local knowledge and experience learned in Soviet institutions, ultimately – as they articulate and perceive – deriving pride and well-being from the process of selling highly regarded ethnically inspired apparel products both at home and abroad.  相似文献

During the 2008–2009 economic crisis, Russia's monotowns – one-industry towns left from the Soviet era – gained widespread attention as potential sources of social protest and unrest. Will such worries resurface under current economic conditions? While fears about monotowns were exaggerated during the last economic crisis, Russia's leadership has reason to remain concerned. Despite the dramatic transformations of the last two decades, Russia's post-Soviet industrial landscape has largely survived intact, leaving a significant number of monotowns with unprofitable enterprises in a precarious position. Yet given its emphasis on social stability, we can expect the government to continue subsidies, both explicit and hidden, that seek to maintain employment and avoid social conflict, but that preserve the country's inefficient industrial geography.  相似文献

After the dissolution of the Soviet Union, the newly independent countries of Central Asia had the opportunity to endorse religious freedom. Nevertheless, they chose for the most part to continue the policy of monitoring religious activity, on the pretext of protecting their countries from radical Islam. This study focuses on Islamic praxis in post-Soviet Central Asia. Based on a survey conducted in four Central Asian successor states (excluding Turkmenistan), it examines everyday Islam – observance of precepts, life-cycle rites, prayer and mosque attendance – as well as people's perceptions about the role of Islam in their lives and in the evolution of their societies and the place of Islam in local identity. The authors' findings have not always corresponded to usually accepted hypotheses and they have sought to analyse the reasons for this. Undoubtedly, the exigencies of the current political situation both act as a restraint on respondents in addressing the questions put to them and restrict their religious praxis outside the home. It is difficult to assess how far responses would have differed had the survey been conducted under more favourable circumstances; indeed, some of the questions may have been genuinely misinterpreted as a result of differences in outlook and the use of concepts.  相似文献

The Queensland Aboriginals Protection and Restriction of the Sale of Opium Act 1897, which introduced the system of exemption certificates, also initiated another form of “exemption” — one based on employment. The Act permitted “lawfully employed” Aboriginal people to be “excepted” from forcible removal to reserves. Those placed on an Aboriginal reserve faced a restrictive life of disconnection from Country, kin networks, and traditional practices and way of life. Many Aboriginal people found employment in the pastoral industry and thus avoided the Act's provision of removal to a reserve. This paper interrogates government records and reports to provide an understanding of the development and implementation of this legislation and the racial ideologies underpinning it. The 1898 diary of a Queensland pastoralist who employed Aboriginal men on his station is also examined to obtain an understanding of the roles, experiences, and position of Aboriginal people in the pastoral industry during this period. These findings reveal that despite hardships faced in the pastoral industry, Aboriginal people found advantages in this form of employment. Through their highly sought-after pastoral skills and expertise, and strategic engagement with Europeans, Aboriginal people excelled in the pastoral industry, and many achieved significant levels of freedom and success.  相似文献
