During the last two decades, Japanese popular culture industrieshave massively penetrated East Asia's markets and their productshave been widely disseminated and consumed. In this region,Japan has recently emerged as a cultural power, in additionto representing an industrial forerunner and model. The aimof this article is to explore the connection between popularculture and soft power by analyzing the activities of the Japanesepopular culture industries in East Asia, and by examining theimages their products disseminates. This study is based on exportdata, market surveys, and interviews with media industry personneland consumers in five cities in East Asia, arguing that theimpact of the Japanese popular culture lies in shaping thisregion's cultural markets and in disseminating new images ofJapan, but not in exerting local influence or in creating Japanese-dominated‘spheres of influence’. One of the most remarkable developments that took place in the postwar international order is the relationship between the United Kingdom and Japan, two major world powers. Formerly bitter enemies in war, their relationship is today perhaps at the best ever. They are connected by a network of shared interests in the politico-strategic, scientific-technological and socio-cultural spheres, beyond the economic realm. Nonetheless, as cooperation between Japan and Europe has been the fragile side of the triangle of “Japan–US–Europe” relations, the promotion of Japan–UK ties at bilateral, regional and international levels might have a significant effect. The trilateral structure of “Japan–Britain–EU” relations also creates diverse dynamics that involve all three forces in a broader regional cooperation including the security arena, than would be possible on just a bilateral Britain–Japan level. These impulses might help to facilitate Europe to become a more influential global actor and to serve as a key enabler of the British foreign policy toward the Asia-Pacific region. This paper presents a comparative study about words and about sovereignty; about the ancestry of the words that construct the discourse of sovereignty in the context of China; about the analysis and interpretation of the civic discourse and the rhetoric that construct Chinese sovereignty in the field of international relations and foreign policy, and about the consequences of this analysis and interpretation for the formulation of EU foreign policy with regard to East Asia, especially China, and the United States, as well as the feedback that notions of sovereignty have on the construction of Chinese civic discourse. For many contemporary Chinese thinkers, China should modernise without repeating the process of modernism, should leap over the system of values established by the Enlightenment that seemed to justify imperialism, and develop an economy and institutions that would serve to create wealth and to raise the standard of living of the population, without imposing values that are advantageous to a “West” that is already wealthy. They have identified a cultural dissidence within developed societies that advocates the values of postmodernism as a way of rejecting the values of modernism. In this context, they advocate the possibility of modernising their society without having to accept the imposition of values that originated in societies that have already begun to question them. In this way, China could reach postmodernism in a relatively short period of history without having to pass through the traumas that characterised the development of modernism in the “West” over a period of centuries (it would be difficult not to discern echoes of Mao Zedong’s “Great Leap Forward” in these Chinese versions of the postmodernist paradigm). The communicative strategy to be adopted by the EU in the rhetorical construction of its dialogue with China should be fully cognizant of and sensitive to the criteria of China’s moral order as outlined in this study and specified in the Five Principles (mutual respect for sovereignty and territorial integrity; non-aggression; non-interference in each other’s internal affairs; equality and mutual benefit; and peaceful coexistence), the Spirit of Shanghai and the ASEAN Way, with special emphasis on mutual recognition, parity of esteem, and mutual benefit. Any other discourse will be perceived semiotically as unilateralist and exploitative. Respect for diversity is paramount, and the ability to harmonise diversity is a major function of Chinese political and cultural thought. “Harmony” and “peace” are the same word in classical Chinese: hé ( hépíng is the modern word for “peace” and héshēng is the modern word for “harmony”). As a result, any practice that produced harmony, such as music or cooking, was a form of training for maintaining peace, social cohesion and solidarity in society (or among nations).

The petroleum factor in Sino-Japanese relations: beyond energy cooperation   总被引:1,自引:0,他引:1  
China and Japan used to have good energy cooperation beforeChina switched into a net oil importer in the mid-1990s, butthe recent years have witnessed an increasingly intensive competitionbetween the two countries over petroleum supplies. While manysaw such competition as inevitable with China's growing energydemands, the paper argues that the energy relationship betweenthe two countries was never separated from political and strategicconcerns, and heavily affected by the concern of ‘relativegains’, as suggested by the neorealists. Like the caseprior to the mid-1990s when the non-energy factors underpinnedthe Sino–Japanese energy cooperation, the key factorsthat prevented the two from continuing energy cooperation todayalso lay in political and strategic aspects. Being two regionalpowers in East Asia, China, and Japan need to recognize thefact that their lack of energy cooperation due to mutual politicaldistrust will not only impair their own energy security, butmay also have negative implications on regional stability.  相似文献

In a rapidly changing geopolitical and strategic environmentin which the current US administration is willing to demonstrateto the world that the pursuit of its national interest willnot be encumbered by multilateral forums, what role will USbilateral alliance partners such as Japan and Australia playin redefining the international order, especially in their areaof primary interest – East Asia? This paper examines anAustralian proposal for establishing an informal security dialogueat the ministerial level comprising the United States and twoof its bilateral allies in the Asia-Pacific. While the dialogueprocess has begun, the success of any such structure, however,will be largely coloured by accommodating the very differenthistories and strategic cultures that have developed withinthese countries, and the very different expectations other regionalstates have of them. Through the examples of the war on terrorand the war against Iraq, this paper argues that there is littleevidence of structured co-operation at the ministerial levelin place. Further, any exclusive high-level security dialoguewhich forms around this troika will incur the suspicion of manyEast Asian nations, as it may be seen as a platform for unrestrainedUS unilateralism and exceptionalism, which may in turn havenegative implications for Japan and Australia's continuing rolein Asia.  相似文献

The United States today dominates the globe and many regionalgeographical subsystems in an unprecedented way, maintaininga hegemonic order that is in no way similar to the ‘anarchy’assumed in realist analyses. The global system today is notsimply unipolar; it is a hegemonic system that is increasinglyglobalized, in which the basic concepts of realism (anarchy,self-help and power balancing) provide little guidance or understandingin explaining state behavior. This paper describes the US hegemonicsystem, analyzes the roles of China and Japan within this system,and examines how the Bush administration's plans for missiledefense might transform the system. Background  In Japan, a steady increase of non-voters is evident on the national and local levels over the past few decades. However, since the mid-1990s, a new wave of political participation at the local level has attracted politicians as well as social scientists. Citizen participation is increasing in terms of the number of non-profit organizations, participatory procedures, and engagement in new political networks. Citizens growing involvement in local politics coincides with institutional changes that offer new autonomy in respect of local policy-making.Objectives  In this paper, we will argue that these local trends might have an impact on national politics through the repolitization of citizens. However, preconditions are, ceteris paribus, the restoration of political trust through participation and institutional changes that support citizen involvement in politics.The authors have been engaged in a project on “Civil Society in Japan: Partnership as a New Item of Japan’s Local Politics” since 1 March 2006. The project is located at the Department for Japanese Studies at the Martin Luther University of Halle-Wittenberg (Germany) and financed by the German Research Foundation (Deutsche Forschungsgemeinschaft, DFG).

Objective. Three competing explanations for the distributionof Japan's ODA in Asia are empirically examined in this paper.The first explanation hypothesizes that Japan reacts to US pressureand interests as it formulates its foreign aid policy. The competingexplanations argue that Japanese ODA is used to promote Japan'snational economic interests or humanitarian goals. Methods.We examine the determinants of Japanese ODA in 14 Asian countriesfor the period of 1979–1998. The effects of the independentvariables are estimated using ordinary least squares (OLS) withpanel-corrected standard errors. Results. US strategic interestswere found to have no effect on aid disbursements for the periodin question. Rather, we find that Japan's national economicinterests have shaped Japanese aid decisions in Asia. The disbursementpattern of Japanese ODA is also influenced by poverty in therecipient country. Employing measures from the Political TerrorScale, Freedom House, and Polity IV, we find no effect for democracyor human rights.  相似文献

Background  Japan and the European Union (Reiterer (2004b) 2:33–42) are both interested in enhancing their international standing in order to overcome their perceived status as economic giants but political dwarfs. While the reasons for this endeavour as well as the inherent characteristics of the actors involved—a traditional nation state as compared to the most advanced integration structure world-wide—are quite different, both entities see themselves primarily as civilian powers (Whitman (2006) 11(1):1–15) without neglecting the need to endow themselves with a military capacity in order to be more effective and credible on a world-wide scale. The ‘EU is emerging as a key regional actor in certain global affairs, particularly in such areas as finance, trade, environment and development, and current policy is directed towards enhancing the role of the European Union in the global governance system. This article reviews the structural problems of the political economies of Germany and Japan, their reduced competitiveness, industrial “hollowing-out” of corporate emigration, and their banking crises following past capital misallocations. To this, policy responses have been grossly inadequate as Japan resorted to massive public works programmes and Germany to an expanded welfare state—both entirely debt financed and unsustainable. These policy choices were the result of vested interests embedded in cartelized political structures and conformist public cultures, with growing tendencies towards collusion and corruption. Germany's and Japan's problems are compounded by societal value changes of an eroding work ethic and the rise of a hedonistic individualism, as evident, inter alia in catastrophic demographic data. As the political class and societies at large are still in a denial mode in both countries—after the September 2005 elections in Germany more so than in Japan—the much needed structural reforms are unlikely to be undertaken anytime soon.  相似文献

The existence of acrimonious relations between Japan and itsimmediate neighbour, South Korea, is a familiar theme in theliterature on the international relations of the Asia-Pacific.Public discourse in Japan treats this acrimony as the startingpoint for the formulation of diplomatic policy towards Seoul.While not suggesting that such an outlook is wrong, characterizingthe bilateral relations as ‘tough’ has become ‘taken-for-granted’.By focusing on the representation of Japanese collective identitywithin the public discourse, and treating it as a foreign policyspeech act, this article argues that taking the ‘taken-for-grantedness’seriously allows us to unpack the intersubjective structureof Japan–South Korea relations, enabling us to appreciatefully the recurring invective across the Tsushima Straits.  相似文献

While Indonesia’s policy of Confrontation towards Malaysia brought it into direct military conflict with Britain, this same event prompted Japan to pursue its first explicit postwar diplomatic initiative. Due to different strategic goals for the region, Britain and Japan’s approaches to Indonesian bellicosity were markedly different. Notably, while Britain took a hard-line stance with President Sukarno, Japan in contrast took a lenient approach eschewing economic and diplomatic isolation of Indonesia. With a latent warming in Anglo–Japanese ties beginning in this decade, this paper demonstrates that despite their antithetical approaches to this Southeast Asian crisis bilateral relations were not adversely affected.

Recently the psycho-social health of refugees has rightly receivedemphasis, but the physical health of long-term refugees warrantssimilar attention. This paper uses qualitative and quantitativedata on informant-reported health outcomes for two Greek Cypriotvillage cohorts, one displaced, the other not displaced. Supplementarydata from a national diabetes prevalence study confirmed a possiblelink between refugee status and greater probability of cardiovascularillness. Depressive illness also seemed higher among the refugeevillage cohort. But it is not only the illness of some of theserefugees, but their surviving this, and the comparative wellnessof others which is important, compared with the ‘demographicshock’ victims of post-socialist Europe, 1989–1995.The paper suggests why the Greek Cypriots have done rather betterin health terms than the post-socialists of Eastern Europe,1989–1995, but argues that refugees in failing statesmay have much worse health outcomes.  相似文献

The paper begins by establishing the context in which Japan's normal statehood will be based. The paper shows how difficult it is for Japan to attain the status of a normal state based on the country's political forces and the rising powers in the Asian region. The paper looks at the relationships between Japan and other nations like China and South Korea, which should be considered by Japan in order to attain normal statehood. These are countries that initially were under the control of Japan, especially in business and even militarily, but today they are assuming their own position in the world; an aspect that is considered a threat to Japan's smooth return to normalcy. The paper takes into consideration the models that Japan can adopt or adapt to attain the status of a normal state. The three models discussed are those of Britain, Germany, and France. The main aspect discussed under these models is autonomy; this is based on the fact that Japan can only attain the status of a normal state if it becomes autonomous.  相似文献

This article analyses Japanese policy towards the Middle Eastin the post-Cold War era. The article argues that Japanese policyhas begun to move beyond the reactive diplomacy of the ColdWar years. The focus of this new approach has been Japan's growingcontribution to ‘soft’ security in the region. However,Japan retains a tendency to focus on its narrow interests withoutfully taking into account the broader strategic consequencesof its policies. Yet, in order to protect its overall interestsin the region, Japan needs to recognize the diminishing utilityof this ‘free rider’ approach and adopt a more activerole regarding ‘hard’ security issues. The purpose of this paper is to examine the ongoing discourse on children's rights and related attitudes towards individualisation and risk in contemporary Japan's education system. The paper is also interested in how this discourse is translated into concrete change. The concepts of ‘children's rights’ and ‘risk society’ both have their origins in Western conceptions of the relationship between the individual and society, and the place of children and young people in that society. This paper explores the way that these concepts have been transformed by their adoption into domestic Japanese discourse on education reform. After a discussion of how the classical liberal concepts of positive and negative human rights can be applied to the specific case of children's rights, the discussion moves on to show how this debate has developed in Japan since the 1980s. Then the paradigm of the ‘Risk Society’ is introduced and the concepts of ‘positive risks’ and ‘negative risks’ are explored, first with reference to schooling in Western countries and then in relation to Japan. Finally, the relationship between risk, rights and neoliberalism is discussed, and it is shown how Western notions of individualisation have met strong resistance from various actors on both sides of the political spectrum. In the case of the Japanese education system, the shift of responsibility from state bureaucracies to individuals and private-sector organisations that is predicted by Risk Society theory has only partially taken place.  相似文献

2018年以来朝鲜半岛局势和东北亚国际关系发生了一系列重大变化。中国与朝鲜、韩国的关系同时改善并加强。中日关系也重回正常发展的轨道。然而,韩日关系则反复出现各种矛盾和摩擦,持续恶化。21世纪以来,中日关系与韩日关系发展变化往往具有同一种倾向,即中日关系恶化,韩日关系也会倒退;中日关系改善,韩日关系也会回暖。然而,2018年以来,中日关系与韩日关系则出现反常的"逆向发展"倾向。韩、日同中国之间关系有所改善,而韩日之间关系则明显恶化。这种逆向发展现象产生的原因值得关注和研究。本文侧重分析2018年以来韩日关系恶化的成因,并在此基础上对韩日关系前景做以评估。  相似文献

The debate surrounding Samuel Huntington's influential Clashof Civilizations thesis has been focused too narrowly on theaccuracy of his categorization of civilizations. This focushas left the problem of the alleged inter-civilizational orderincompletely theorized. In particular, two theoretical issueshave been overlooked: first, can we really assume that civilizationsare capable of and prone to clashing as if they were statesand, second, surely a theory of global civilizations must besubject to itself, as a product of one such civilization. Thispaper explores the model of the inter-civilizational order theorizedoutside the ‘West’, by Nishida Kitarô in interwarJapan. A comparison with Huntington's vision demonstrates someradical differences in these models and their consequences forthe role of Japan in the so-called ‘new world order’of the 21st century. The conclusion suggests a need to theorizeinter-civilizational relations as seriously as inter-nationalrelations, but on different philosophical foundations, sincethe two describe qualitatively different aspects of coincidentworld orders. In particular, this paper calls attention to thespecial practical importance of non-Western traditions of politicalthought in an inter-civilizational world.  相似文献

Northeast Asia (NEA) is on the international security agenda for a lot of reasons. The historical legacy, territorial disputes, the region’s growing importance as an economic actor and a trading partner accompanied by increasing defence expenditures and acquisition of high tech weaponry and the political isolation of a “rogue” North Korea have all contributed to fear that NEA could open a Pandora’s box of a nuclear arms race. In this paper, I analyse recent strategic trends in Asia and try to evaluate the main motivations and objectives of a country like North Korea behind Weapons of Mass Destruction proliferation and the impact of this “nuclear diplomacy” on the evolution of defence policy of major military power like Japan.

East Asia is becoming an increasingly coherent regional entity in political economic terms, and remains a region of enormous geo-strategic significance for the European Union. Europe’s links with China and Japan are especially important, and moreover these two countries are looking in various ways to exercise various forms of regional leadership in East Asia. This has critical implications for the EU’s relations with the East Asia region generally, and also for the wider international system. Similar and related impacts maybe construed from deepening East Asian regionalism, involving processes where both Japan and China play vitally important roles. The analysis presented here examines the both micro and macro level developments in East Asian regionalism, and issues relating to Japan, China and regional leadership. It concludes by discusses the implications of these matters for the European Union, and recommends that the EU should pay particularly close attention to emergent exercises of regional leadership in East Asia, most likely to be performed by Japan and/or China.
