At the current rate of progress it will be another century before parity of representation between men and women is achieved in the House of Commons. This article explores why and how legal guarantees may now be the best available route to secure equality of representation following the repeated failure of the political parties to deliver any significant improvement in numbers through their own preferred, voluntary mechanisms. It explores how the concepts of equality and political representation need to be recalibrated in order to place greater emphasis on democracy rather than meritocracy, and on outcomes as much as opportunities, and offers a broad outline of how a legislative guarantee might be structured and operate in practice.  相似文献

Both the Canadian and U.S. governments have determined that breast-fed infants are among the populations most exposed to dioxins, receiving levels of exposure orders of magnitude above those considered acceptable. In light of the political controversy associated with dioxins and the cultural significance of breast milk as a symbol of purity, one might have expected dioxin contamination of breast milk to achieve prominence on both the popular and governmental agendas. Yet as this article demonstrates, this issue has received less media and governmental attention than other environmental issues believed to present comparable or lower health risks. Consistent with recent literature on agenda denial strategies, there is some evidence that efforts by environmental groups to publicize levels of breast milk contamination have been rebuffed by government officials, physicians, and breastfeeding advocacy groups fearful that women will stop breastfeeding. However, what is more striking is just how seldom environmentalists have attempted to reframe this issue. The article argues that North American environmentalists have consciously chosen not to press the dramatic issue of breast milk contamination out of concern that mothers would discontinue breastfeeding, as well as personal anxiety about an issue that fundamentally challenges conceptions of our own bodies and our relationships with our children. Their self-restraint challenges the depiction by some authors of environmental groups as eager to capitalize on any opportunity to provoke public concern and outrage to advance their agenda. The case study also suggests that the literature on agenda setting must look beyond active strategies of agenda denial by economically and politically powerful interests, to the role of shared cultural values in shaping – and restricting – the political agenda.  相似文献

Peter Baehr highly praises Berger’s contribution to sociology, and yet sharply criticises his claim that unmasking or debunking is he signature method of sociology. Baehr hold such method of enquiry to be dangerously corrosive and in tension with the humanist intentions of Berger. I largely agree with this critique, but I have doubts that a viable alternative could be developed within the framework of the social sciences. Thus, I would suggest that Berger was right in linking unmasking/debunking with the humanist enterprise, despite the negative implications highlighted by Baehr.  相似文献

The authors' previous research has established that the 1967 Arab–Israeli Six-Day War resulted from a deliberate Soviet plan to provoke Israel into a pre-emptive strike, which would legitimize and trigger a massive Soviet military intervention to aid an Egyptian–Syrian counteroffensive. However, US documents released until recently provided no evidence that the American intelligence community, and particularly the CIA, detected this threat or informed the political leadership about it – even though some indications were picked up at the field level. A newly declassified, retrospective report appears for the first time to show that there was awareness of major components of the Soviet operation (preparations for a naval landing and parachute drop). But closer scrutiny finds that this report reflects Soviet propaganda more than factual intelligence – thus further tarnishing what has hitherto been held as an outstanding achievement for the Agency and its chief.  相似文献

At the end of 2017, millions of women used the #MeToo hashtag to draw attention to widespread sexual harassment and assault around the world. In British politics, female politicians, staff members, and journalists opened up about their own experiences, provoking the resignation and party suspension of a number of male Cabinet ministers and Members of Parliament. This article explores how this issue got on the political agenda, what features of politics might foster harassment and discourage reporting, and what solutions might be pursued to tackle this problem. It argues that sexual harassment should be understood as a systemic, cultural problem, rather than a question of problematic individuals. Ignoring the issue of sexual harassment in politics, the article concludes, has serious consequences for gender equality—as well as for democracy itself, reducing policy effectiveness, distorting the political pipeline, and diminishing political transparency and accountability.  相似文献

Within our democratic political system too many of the pressing and serious political, economic and social challenges of our times are delayed or put off, deposited in the ‘Too Difficult Box’. This happens for a variety of reasons which include failure correctly to identify the best solution, failure to understand obstructions in implementing the proposed solution, difficulties in placating or overcoming a range of vested interests, glitches in circumnavigating a range of legal constraints, lack of appreciation of the international dimension of the issue, succumbing to the vicissitudes of the political process and evaporation of the necessary political creativity and energy. It is a responsibility of democratic politics to find ways of dealing with these problems, through more collaborative or consensual politics if necessary. Otherwise citizens will lose confidence in the ability of democracy to solve the problems which concern them.  相似文献

Abstract

This article presents data on the 50 largest metropolitan areas in the United States to compare the metropolitan population density in the eastern and western parts of the country. The data show that the West often has more densely settled metropolitan areas than the East, especially when compared with the Southeast. The difference is due in part to the arid and rugged environment in the West.

The article also develops a new understanding of Sunbelt development by comparing its eastern and western halves. The growth patterns of the Sunbelt are often contrasted with those of the Northeast and Midwest, the assumption being that its newer metropolitan areas share a common, lower‐density urban form. However, this study shows that intraregional differences within the Sunbelt make such comparisons difficult and deceptive.  相似文献

The May 2010 general election represented a change in tone on immigration and asylum policy for the Conservative party. Although its manifesto still contained a promise to limit numbers and expressed concern about the abuse of student visas, the Party's previous fixation with asylum seekers had disappeared. This article considers the rationale for these developments in the light of David Cameron's election as leader in late 2005 and his efforts from then on to reposition his party. Cameron's initial silence on this issue and his appointment of a moderate as immigration spokesman were part of an attempt both to shift the focus onto the economic impact of migration and, more broadly, to ‘decontaminate the Tory brand’ in order to gain ‘permission to be heard’ by small‐l liberals who were critical to the Party's electoral recovery but alienated by hard‐line stances. That said, immigration was never entirely forgotten even in this early period and was always seen, so long as it was carefully handled, as an issue capable of benefitting the Tories. As such, it was skilfully factored back into the Party's offer from late 2007 onwards. In government, the Conservatives may have the upper hand on immigration over their junior coalition partner, but this is no guarantee that they will be able to deliver the outcomes they promised  相似文献
