过去美日曾出现剧烈的贸易摩擦,但政治安全关系一直在加强.如今,美日贸易摩擦似已平息,但政治摩擦却在战后以来首次出现,并愈演愈烈.美国众议院通过要求日本政府就"慰安妇"问题道歉的决议案,只是其表现形式之一.尽管这种政治摩擦不会造成日美同盟破裂,但两国关系的基础已受到削弱.

The determinants of teenage schooling in Jamaica: Rich vs. poor,females vs. males

The belief that schooling is an important way to reduce poverty and increase social mobility has lead to large government‐sponsored investment in education in developing countries. Jamaica has an impressive literacy and primary enrolment rate, yet the ability of its secondary school system to enhance social mobility and reduce inequality is limited. Regression results from a nationally representative household survey show that family background variables (parental education and income) are important determinants of secondary school enrolment, and income is the single most important determinant of enrolment in an ‘elite’ high school, with the impact being twice as large for females. Part of the income effect is shown to represent unobserved community heterogeneity. One conclusion is that the recent ‘cost‐sharing’ education policy of the Jamaican government, if applied selectively to the elite academic high schools, will fall disproportionately upon rich households.     

information technology and the political world: the impacts of it on capabilities,interactions, orientations and values

A framework is developed for analyzing the impacts of information technology on politics and the public sector. By analyzing the findings in all relevant empirical research studies published in 16 scholarly journals during a six-year period, the incidence and direction of key impacts of IT are specified. In general, there is a limited number of empirical studies, with more case studies than studies based on survey-research, more analyses of U.S. politics and government than ones on other advanced democracies, and more focus on the local level than the national level. Overall, the research concludes that the impacts of information technology are generally positive, especially regarding the enhancement of capabilities, such as efficiency, effectiveness, and information quality. Impacts are more mixed on patterns of individual and group interactions and on orientations toward decision and action. The area in which the research identifies the most negative effects is the impacts on values, such as privacy, legal security and job enhancement.

The prestige of the great British statesman who held forth when the empire was already on its last legs was such that democratic institutions have scarcely evolved as the world moved on, even after the end of the Cold War.
