This paper describes how supervised visitation programs in Florida rapidly transitioned from in‐person supervised visits to virtual, online visits during the COVID‐19 pandemic to protect the health of families and staff. Structured telephonic interviews and an online survey revealed that although most program directors had not previously developed guiding policies or hosted such visits, within weeks they were providing hundreds of online “virtual visits” between children and their non‐custodial parents to maintain the crucial parent–child relationship in a safe manner. Vignettes from this data provide lessons regarding parent and child reactions to virtual visits, advantages and disadvantages of virtual visits from the programs' perspectives, and levels of enthusiasm for using virtual visits going forward. In addition, the data includes recommendations for new program guidelines and protocols for the ongoing use of virtual visits. Although it is too early to call these policies best practices, the study does offer insight into the challenges and opportunities afforded by virtual visits and can inform disaster planning that supervised visitation programs develop to prepare for inevitable future disruptions in services to families.  相似文献

Increases in the population of incarcerated women in the United States have resulted in the separation of growing numbers of mothers and children. The negative effects of dividing families have been noted for both the mothers and the children. The current research examines efforts at keeping imprisoned mothers and children connected through a visitation program. Through one-on-one interviews, the women prisoners share their perspectives about how their children are coping with the separation, their concerns for their children, their views of their roles as mothers, and their needs for after release. The women interviewed include participants in a specialized mother– child visitation program and a comparison group of mothers not in the program. The author suggests that keeping mothers and children connected may produce positive behavioral and emotional outcomes for both the mothers and their children that may reduce correctional costs and increase community safety.  相似文献

Reviews of case files for 676 families who received supervised visitation services at one of four programs and interviews with 201 participating parents provide a portrait of the families receiving services, their experiences, and the outcomes. Programs successfully serve a wide variety of families and garner high ratings of user satisfaction, but half of the families exit without formal closure. Families that drop out receive fewer court hearings and evaluations for the problems that brought them into the programs in the first place, suggesting that they may feel neglected. In most cases that formally exit the program, the visitation situation improves over time, although interviewed parents give mixed reports about their visitation situations after they leave the programs.  相似文献

The present study examines the predictors of child abuse potential for at-risk fathers and mothers serving as active duty Army members and their spouses. Although fathers are perpetrators of child physical abuse and neglect in a substantial portion of reported cases, what is known about factors associated with child maltreatment comes almost exclusively from studies of perpetrating mothers. Thus, the inclusion of a large sample of fathers in the present study makes a significant contribution to the extant literature. Participants were 175 fathers (93% active-duty) and 590 mothers (16% active duty) of young children enrolled in an Army-sponsored home visitation program. Regression analyses indicated that there were both common and unique predictors of child abuse potential for mothers and fathers. Common predictors included depression, parental distress, and family conflict. Low family expressiveness was predictive only for fathers, whereas marital dissatisfaction, low social support, and low family cohesion were predictive only for mothers. Possible reasons for these gender differences and the implications of these results for child maltreatment interventions are discussed.  相似文献

Surveys with 94 administrators of supervised visitation programs, 51 family court judges, and 40 administrators of child protective services agencies provide a national picture of supervised visitation services, their utility, and areas of unmet need. Although the programs are perceived to fill an important need, they struggle to survive financially, particularly those that handle family court cases. In addition, because many programs operate without adequate access to the assessment and treatment services that some families need, judges frequently want visitation supervisors to assist them in determining suitable custody and visitation arrangements, a role that supervised visitation programs do not feel is appropriate. Many different types of entities provide effective supervised visitation services; many different service formats work. Architects of new programs should fashion services that use local resources to maximum advantage.  相似文献

In 1997, the Office of Child Support Enforcement initiated the State Child Access and Visitation (AV) Grant Program, which involves annual awards of $10 million to states to promote the development of programs to alleviate access problems. Telephone interviews with 970 parents who used mediation, parent education, and supervised visitation programs funded by AV grants in nine states revealed that the programs are reaching diverse groups of parents including many low-income, non-White, and unmarried parents who receive no other type of access assistance. The programs also appear to be achieving the major objectives posited for them by the federal government. One-third to one-half of noncustodial parents in every program type reported that parent–child contact increased following program participation, with supervised visitation users who typically had the lowest levels of parent–child contact reporting a significant increase in the number of days of contact. A review of child support records for 173 program users in three states revealed that child support payments increased among participants following program participation, especially for never-married parents who paid a significantly higher proportion of what they owed. These findings are similar to results reported in a five-state study of mediation programs funded by AV grants that was conducted by the Office of the Inspector General. However, both studies have some serious limitations, including low response rates and the absence of a nontreatment comparison group.  相似文献

Although research has yielded mixed findings regarding the effectiveness of intervention programs for partner-violent men, it appears that greater participant compliance with such programs is associated with better outcomes. However, no research to date has jointly examined compliance with intervention programs and the extent to which partner-violent men learn specific information presented during the programs. The current study makes use of existing data to evaluate general and specific elements of partner-violent men's compliance with (i.e., active, appropriate participation in) an intervention program and recall of key points from the program. Results from a subsample of 22 men indicate that at program termination, those rated as having been "process conscious" during intervention group sessions, having self-disclosed during sessions, having evidenced awareness and use of techniques to avoid violence, and having used respectful language show greater recall of material taught in the program. This finding points to the potential benefit of taking steps to increase men's active participation in programs and of studying active engagement as a mediator of program effects on men's violence toward partners.  相似文献

In the United States, there is an ongoing debate about requiring health care professionals to report intimate partner violence (IPV) to law enforcement agencies. A comprehensive examination of the perspectives of those required to report abuse is critical, as their roles as mandated reporters often pose legal, practical, moral, and ethical questions. Even so, the perspective of health care professionals who are required to report is often overlooked and research is scarce on mandated reporters who work outside of clinical settings, such as nurses who engage in home visitation with clients. The purpose of this study was to examine nurse home visitors' perspectives regarding the mandatory reporting of IPV, specifically focusing on their attitudes toward reporting, perceived awareness of reporting requirements, and intended reporting behaviors. A web-based survey was administered to nurses in the Nurse-Family Partnership home visitation program across the United States. A total of 532 completed surveys were returned (response rate = 49%). In terms of support for reporting IPV, 40% of nurses indicated that they should "always" be required to report. Almost half of the sample indicated that they would report a case of IPV, yet less than one-third of participants were aware of a legal mandate. Attitudes and support toward reporting as well as the perception of a reporting requirement significantly predicted intention to report. Furthermore, 29% of participants did not know if they were required to report IPV perpetrated against their clients. Comprehensive information about mandatory reporting duties is needed for health care professionals in home visitation settings. The findings of the current study highlight the need to reduce variation among practitioners and establish consistent program practices that are grounded in the program's principals, supported by existing research, and compliant with existing state policies.  相似文献

This multisite assessment of five, court-affiliated parent education programs incorporates information from 3,000 exit surveys by attendees, 602 telephone interviews with willing parents six months later, comparisons with 145 divorcing parents who did not attend a program, and reviews of court activity. Parents report high levels of satisfaction with the programs and credit them with helping to sensitize them to their children's needs and making visitation more successful and enjoyable. Although attendees report better compliance with divorce decrees, comparable proportions of parents in treatment and comparison groups report conflict over child custody and access, and a review of court files shows identical litigation patterns for both groups over a four-year period of time .  相似文献

An exploratory outcome study to investigate the ability of a supervised access and custody exchange center to function as a safe visitation enforcement mechanism of the court was accomplished as part of a larger study investigating child well-being. During a 6-month period of program participation, frequency and consistency of noncustodial parents' access to children dramatically increased and interparental conflict significantly decreased, demonstrating that supervised visitation and custody exchange centers that function in partnership with family court during interim court processes can address the unmet needs of family court and high-conflict domestic disputant as well.  相似文献

Linking prisoners with mental illness with treatment following release is critical to preventing recidivism, but little research exists to inform efforts to engage them effectively. This presentation compares the engagement process in two model programs, each representing an evidence-based practice for mental health which has been adapted to the context of prison reentry. One model, Forensic Assertive Community Treatment (FACT), emphasizes a long-term wrap-around approach that seeks to maximize continuity of care by concentrating all services within one interdisciplinary team; the other, Critical Time Intervention (CTI), is a time-limited intervention that promotes linkages to outside services and bolsters natural support systems. To compare engagement practices, we analyze data from two qualitative studies, each conducted in a newly developed treatment program serving prisoners with mental illness being discharged from prisons to urban communities. Findings show that the working relationship in reentry services exhibits unique features and is furthered in both programs by the use of practitioner strategies of engagement, including tangible assistance, methods of interacting with consumers, and encouragement of service use via third parties such as families and parole officers. Nevertheless, each program exhibited distinct cultures and rituals of reentry that were associated with fundamental differences in philosophy and differences in resources available to each program.  相似文献

The present study investigates how visitation from parents impacts youths’ mental health in the first two months of incarceration in a secure juvenile facility. A diverse sample of 276 male, newly incarcerated serious adolescent offenders (14–17 years) was interviewed over a 60-day period. Results indicate that youth who receive visits from parents report more rapid declines in depressive symptoms over time compared to youth who do not receive parental visits. Moreover, these effects are cumulative, such that the greater number of visits from parents, the greater the decrease in depressive symptoms. Importantly, the protective effect of receiving parental visits during incarceration exists regardless of the quality of the parent–adolescent relationship. Policy changes that facilitate visitation may be key for easing adjustment during the initial period of incarceration.  相似文献

This retrospective study had a twofold focus: (1) to assess the utility of a perinatal screening and assessment protocol for identifying families with an elevated child maltreatment risk and (2) to assess the effectiveness of an intensive home visitation program designed to prevent severe maltreatment. Among 15,864 families screened and assessed for child maltreatment risk, elevated risk was identified in 4,464 families, 1,738 of whom received intensive home visiting services and 2,728 who did not. Subsequently, data on hospitalizations with a child maltreatment diagnosis were used as outcome measures. Among the 1,738 served by home visitors, there were five hospitalized cases of child maltreatment; among the 2,278 families not served, there were 34 cases. The results of chi squared analyses suggest that the screening and assessment protocol successfully differentiates between families with greater and lesser degrees of risk for maltreatment and that hospitalization occurred significantly more often among unserved families (p?=?<.001).  相似文献

An emerging body of research suggests that prison visitation has implications for better understanding inmate institutional and post-release behavior, but not all inmates receive visits. The goal of the current study is to document barriers to visitation from the inmate perspective and describe the perspectives of those who receive very few or no visits. We also describe how inmate perceptions of visits impacts the way one does time and negotiates subsequent visitation. Using data from qualitative interviews, we find evidence that inmates make willful decisions when negotiating prison visits that are guided by one’s sense of self and further colored by the perceived social and economic strain on families. Our results challenge the perception of a universally positive visitation experience, and introduce the role of inmate choice in selecting into and out of prison visits.  相似文献

This article describes the Supervised Visitation Project run by the Victim Assistance Program of Akron, Ohio, a project that enables children to meet safely on a regular basis with their otherwise inaccessible noncustodial parents. This article establishes a need for supervised visitation, offers a structure for such a program, profiles clientele and staff, explains the available services–visitation, evaluation, mediation, and therapy/support–and presents conclusions based on the experience of the Akron program and the comparison and contrast of three other existing programs.  相似文献

The New York Society for the Prevention of Cruelty to Children (NYSPCC) has provided a supervised visitation program (SVP) for high‐risk families for almost two decades. Parents needing supervised visitation often have histories of domestic violence, child abuse and neglect, mental illness or substance abuse, therefore providers delivering services must be adequately trained and supervised in order to protect the child from further harm during the visitation process. This article describes the need for SVP's, parental issues warranting consideration, the special needs of children in these circumstances, policy recommendations for provider standards, and a certification process to be developed and adopted in New York State.  相似文献

Prison visitation is an important tool used to strengthen inmates’ social ties and incentivize good behavior in prison. Nevertheless, prison visits do not always go well for inmates, and we know little about why that is. Accordingly, in the current study we examined inmates’ varied experiences with prison visitation. We used data collected from 228 visited inmates who reported on 701 of their adult visitors, and identified whether visits typically made inmates feel guilty, stressed, sad, loved, comforted, and/or supported, and if inmates often argued with their visitors. Results from multilevel models indicated marked variability in inmates’ experiences with visitation, shaped by: who visits, how often they visit, inmates’ pre-prison behaviors, prison life, and demographic factors. These findings suggest that resources for conflict resolution may be needed during visitation, and that family-centric correctional interventions that recognize the variation we have uncovered here might hold promise in maximizing the effectiveness of visitation.  相似文献

Prison visitation has been widely recognised as an important feature of a just and humane prison system, providing important benefits for prisoners and their family in maintaining ties. However, emphasis on maintaining prisoner–family ties over the sentence has remained a low priority for the prison service in England and Wales, with prison visits ideologically framed as a ‘privilege’ rather than a ‘right’ for prisoners. This paper contrasts England and Wales with Scotland where a diverging approach to supporting visitation and family contact has been implemented. In Scotland, a strong focus on human rights as a justification for these policies has occurred, in tandem with more palatable historical context of penal welfarism. This paper assesses differences between the two governmental approaches to prison visitation, situated in discussion of some of the broader resettlement outcomes which may be garnered via these policy responses.  相似文献

A unique mediation service using the telephone to help parents resolve conflicts over visitation ("access") is described. The program presented special advantages of low cost and high responsiveness to parents and their children and was designed to particularly benefit families that lacked the mobility or financial resources to participate in traditional face-to-face mediation. Because the service featured highly educated and experienced mediators and a child-focused, principle-based mediation approach, family members received reframing, refocusing, informative, and empathic assistance in understanding and dealing with their parenting disputes. Some 700 families and nearly 900 mediation cases were handled during the service's 19 months of operation, and some features of the families and the cases are described. Recommendations and directions for future research are included.  相似文献

This article describes the barriers to understanding and meeting the needs of detained and incarcerated teen mothers and their children and suggests strategies for overcoming these barriers. The barriers include impaired research access, insufficient programs and services, and improper conditions of confinement. The author presents a blueprint of girl‐specific strategies for improving services, such as the administration of a needs‐based intake screening and assessment. Exemplary programs from around the nation are cited and their methods described. The article provides a comprehensive plan for systemic change that can be effected by judges, lawyers, program administrators, and other juvenile justice professionals.  相似文献
