ABSTRACT

In the immediate aftermath of German reunification, as in the wake of the recent humanitarian crisis, Germany experienced notable ‘peaks’ of racist agitation and violence. In the 1990s, as today, the post-Communist eastern regions of Germany tend to be perceived as the hub of such racism. In this article, Lewicki revisits both ‘peaks’ via an examination of numerical evidence for verbal and physical racist violence in the former East and West of Germany. Rather than conceiving of racism as ‘cyclical’ or a specific legacy of the Communist dictatorship, her analysis suggests that political projects in Germany’s past and present have retained distinct structural incarnations of race. Far-right activists could thus successfully channel animosities resulting from the terms of unification into nationalist and racist resentment: momentarily more so in the East, but increasingly also in the West. The politics of citizenship, Lewicki argues, has provided a key means of perpetuating, reaffirming and cementing racialized hierarchies in the two post-war German states, but also in reunified Germany.  相似文献

This article attempts to think citizenship politics in the international security context of a post‐September 11th world. Considering specifically the introduction of biometric technologies, the article reveals the extent to which contemporary citizenship is securitized as a part of the wider post‐September 11th ‘securitization of the inside’. This securitization contributes directly to the intensification of conventional citizenship practice, as biometric technologies are employed to conceal and advance the heightened exclusionary and restrictive practices of contemporary securitized citizenship. The intensified restriction and preservation of particular rights and entitlements, vis‐à‐vis the application of biometric technologies, serves both private and public concerns over ‘securing identity’. This overall move, and the subsequent challenges to conventional notions of citizenship politics and agency, is referred to here as ‘identity management’. To then ask ‘What's left of citizenship?’ sheds light on these highly political transformations, as the restricted aspects of citizenship—that is, its continued obsession with the preservation and regulation/restriction of specific rights and entitlements—are increased, and the instrument of this escalation, biometrics, dramatically alters existing notions of political agency and ‘citizenship/asylum politics’.  相似文献

Two theoretical traditions within comparative political analysis suggest very different answers to the question of what post‐transformation East Central European states should do with bureaucrats from the old regime. A state‐centred Weberian ‘competence’ institutionalism suggests a de‐politicised accommodation and retention of former officials. A society‐centred timing/intensity/mobilisation perspective suggests a politicised ‘cleansing’ of bureaucrats. Applied to the Federal Republic of Germany, the successor regime to the GDR, each perspective is found to be wanting. In their place, this essay offers a distinctly German statist ‘political’ institutionalism combined with a distinctly Western German societalist politicisation.  相似文献

This article combines the research agenda of the acts of citizenship literature with reflections on emancipatory theatre. I examine the Centre for Political Beauty’s activity-based artwork ‘The dead are coming’ which problematizes the cruelties of the European border regime in symbolically charged spaces in the German public. Focusing particularly on the roles available to ‘actors’ and ‘spectators’, and the directionality of the message conveyed through the artwork, I examine how the performance subverts the ‘sites’ and ‘scales’ of citizenship. My analysis indicates that the artwork’s subversive potential emerges not only from the political vision conveyed by the artist collective, but also from the way in which others become involved in the performance. Acts of political beauty thus most extensively challenge instituted citizenship’s orientalist anchoring, reverse status-based role allocations and subvert the structural violence of borders when the performance enables the enactment of novel forms of political agency and solidarity.  相似文献

Focusing on the past 25 years in three central arenas of political, social, and civil rights, this article engages in the current debate over policy change and the direction of German politics by analysing the issue of gender equality. Combining T.H. Marshall's concept of citizenship and Hall's analysis of policy change, I obtain a two-level framework that differentiates between policy changes and categorises reform in Germany in three different domains. The case studies are: quotas in political representation (political citizenship), women and reconciliation policy (social citizenship), and anti-discrimination policies (civil citizenship). Comparing policy change across domains demonstrates that change in these three arenas has occurred to different degrees and for different reasons; electoral competition has fostered policy change in representation, while the male-breadwinner model has slowed down reform for reconciliation of family and employment. A conservative affirmative action regime stands in opposition to individual anti-discrimination and limits potential change. This comparison across domains defines the dependent variable ‘policy change’ in a more nuanced way, helping to pinpoint and differentiate specific areas of reform.  相似文献

Citizenship does not equal belonging. In this paper, we investigate how the disjunction between the ‘imagined community’ and the formal citizenry impacts on citizens’ rights. In particular, we analyse decision-making on the family migration rights of citizens in France, Germany and the Netherlands. Our analysis shows that in these three countries, notwithstanding their different migration and citizenship regimes, the reduction of citizens’ family migration rights is based on the same discursive mechanism: the ‘membership’ of citizens of migrant origin who marry a partner from abroad is called into question. As they are excluded from membership of the imagined community, their entitlement to family migration rights is decreased. Ethnic conceptions of national community, intersecting with gender and class, play a crucial role in shaping the rights attached to citizenship in Europe today.  相似文献

Can a Member State choose to leave the European Union (EU)? Are there provisions in the Treaties that establish a right to withdraw? What would the political and economic implications be? In this article, these questions are addressed. In a first step, the Treaties of the EU and the provisions of international law are consulted in order to clarify if a legal right to withdraw exists. The conclusion is that there is no guaranteed legal right to withdraw in the current situation, but the entering into force of the Treaty establishing a Constitution for Europe would create such a right. However, a formal right to withdraw does not necessarily mean that leaving the EU is a real option, and therefore the political and economic sides of the issue are also examined. From the literature on secession and Europeanization, a number of issues that could arise in a case of withdrawal are identified – namely ‘fear of fragmentation’, ‘lost investment’, ‘costs’ and ‘the effects of Europeanization’. The extent to which these issues were of importance is examined in the only existing case of withdrawal: Greenland. Subsequently, an assessment is made of the extent to which these issues could form obstacles for a Member State that wishes to withdraw in the current situation. The main conclusion is that large economic costs and the constitutional changes that follow from EU membership could rule out withdrawal as a realistic option.  相似文献

Governments across Europe have stepped up their efforts to manage social diversity politically, often specifically targeting Muslim populations. Lewicki interrogates the policy tools that the British and German governments deploy to ‘integrate’ an increasingly stigmatized and racialized population, zooming in on whether and how they problematize patterns of inequality. Complicating the ‘one country, one citizenship’ rationale of the citizenship regime literature that assumes a one-dimensional interpretation of history, cultural identity, political institutions or legal norms, she points to four salient liberal citizenship discourses that currently frame policies of diversity management. These are civic republicanism, multiculturalism, civic universalism and cosmopolitanism. Her analysis demonstrates that all four liberal citizenship discourses have blind spots when it comes to problematizing structural hierarchies and the logics of racism. Over the last two decades, liberal citizenship and integration policy frameworks have thus contributed to the retention of binary distinctions between superior citizens and inferior Others, distinctions that can now easily be exacerbated and used for mobilization by right-wing populist movements.  相似文献

The purpose of this essay is to provide a discussion of the way in which citizenship and nationhood are implied in the territorialization of the modem state. Moreover, it attempts a brief exposition of the manner in which a new form of citizenship is involved in the de‐territorialization of political space within the European Union. The main argument is developed as a critical engagement with Rogers Brubaker's study on ‘Citizenship and Nationhood in France and Germany’. Following a critical evaluation of Brubaker's exceedingly rigid ontological framework, this essay offers an alternative reading of the historical relationship between citizenship, nationhood and political space in France and Germany. With both nation and state stripped of their exclusive status as possible mediations of political organization, a brief sketch is offered in ‘which the European Union Citizenship is evaluated in terms of its contribution to the de‐territorialization of the EU.  相似文献

In recent years, there has been much debate over whether post‐unification Germany, often termed the ‘Berlin Republic’, represents a substantive change from the ‘Bonn Republic ‘, that is, West Germany. This article analyses Germany's immigration and citizenship policy against this background by examining various dimensions of immigration before and after unification. The article argues that both unification itself and Germany's changed international environment have resulted in far‐reaching changes in policy, which have forced a reappraisal of Germany's traditional self‐image as a ‘non‐immigration country’.  相似文献

The 2017 German federal election delivered dramatic electoral decline of the two traditional main parties, the Christian Democrats (CDU/CSU) and the Social Democratic Party (SPD), who had governed Germany in a ‘grand coalition’ government since 2013. The main reason for this outcome was the decision by Chancellor Angela Merkel to open Germany's borders for refugees and migrants, an unprecedented policy that abandoned border controls and remained in place between September 2015 and March 2016. This article focuses on how the refugee and migration problem subsequently turned into a wedge issue, splitting most German political parties and handing a major election victory to the main critics of Merkel's decision, namely the rightist Alternative for Germany (AfD) and the right‐wing liberals of the Free Democratic Party (FDP). Rather than explaining these developments in isolation, the article highlights how past welfare state retrenchment and fear over future economic prosperity make significant groups of the electorate, including former supporters of left‐of‐centre parties, lose confidence in the ability of the political system to deliver stability and social integration.  相似文献

Partisan conflicts have been frequently analysed in comparative political science research. Yet little is known about the dimensions of political conflict at the local level in multi-level democracies. This article contributes to the literature on the estimation and analysis of party positions by first presenting a new dataset of more than 800 local party manifestos in Germany that allows for a systematic analysis of the dimensions of political conflict at the German local level. Secondly, it is demonstrated that (semi-)automatic content analysis of these texts offers a promising approach for gaining new insights into local party positions. Thirdly, the empirical analysis of German local party manifestos shows that partisan conflicts are not only structured along the left–right dimension but also along a dimension which distinguishes between parties addressing ‘local’ and ‘national’ issues to a varying degree in their manifestos, due to the different behaviour of established and populist parties.  相似文献

The global threat of the coronavirus pandemic has forced policy makers to react quickly with totally new policy-making approaches under conditions of uncertainty. This article focuses on such crisis-driven policy learning, examining how the experiences of China and South Korea as early responder states influenced the subsequent coronavirus crisis management in Germany. The first reaction of the German core executive was the quick concentration of decision-making power at the top of the political hierarchy. Asserting the prerogatives of the executive included the radical simplification of the relationship between politics, law and science. State actors took emergency measures by recourse to a single piece of legislation—the ‘infection protection law’ (Infektionsschutzgesetz)—overriding other elements of the legal order. They also limited the government’s use of scientific expertise to a small number of advisors, thereby cutting short debates about the appropriateness or otherwise of the government’s crisis measures. Finally, German actors failed to understand that some of the earlier Chinese and Korean responses required a precondition—namely public willingness to sacrifice privacy for public health—that is absent in the German case.  相似文献

The ‘Urdu-speaking population’ in Bangladesh, displaced by the Partition in 1947 and made ‘stateless’ by the Liberation War of 1971, exemplifies some of the key problems facing uprooted populations. Exploring differences of ‘camp’ and ‘non-camp’ based displacement, this article represents a critical evaluation of the way ‘political space’ is contested at the local level and what this reveals about the nature and boundaries of citizenship. Semi-structured and narrative interviews conducted among ‘camp’ and ‘non-camp’ based ‘Urdu-speakers’ found that citizenship status has been profoundly affected by the spatial dynamics of settlement. However, it also revealed the ways in which ‘formal’ status is subverted – the moments of negotiation in which claims to political being are made. In asking how and when a ‘stateless’ population is able to ‘access’ citizenship, through which processes and by which means, it reveals the tension, ambiguity and conceptual limitations of ‘statelessness’ and citizenship, unearthing a reality of partial, shifting and deceptively permeable terrain. In doing so, it also reveals the dissonance and discord (constitutive of an ‘us’ and ‘them’ divide) upon which the creation of ‘political space’ may rely. Citizenship functions to exclude and, therefore, it is very often born of contestation.  相似文献

This article explores how fear contributes to empowerment and citizenship practices among youth who choose alternative lifestyles. Fear is conceived in a threefold manner: (1) as a manipulated resource in the political process, (2) as energy to be tamed through individual will, and (3) as radiating from actors and flowing through situations of action. Through an examination of how ‘risk-taking’ youths play with fear, the article critically reflects on the modern and advanced modern conceptualizations of the political ‘heroic’ actor and its articulation with an understanding of political action as decentered from human actors. Citizenship practices, it is argued, operate on five distinct levels of political engagement ranging from an awareness of the world outside of oneself to empathy for others and activism. Rather than being state-centered, the article develops an understanding of intersubjective citizenship based on affective memory.  相似文献

The main purpose of this paper is to consider why in the Federal Republic of Germany legal categories are still so important in expressing what is understood by ‘the State’. This discussion is not, however, pursued solely in terms of concepts and traditions derived from German legal and political experience. Nor is the matter looked at just within the German context. There is in addition an attempt to look at the problem of law and the state in the Federal Republic against the background both of English legal theories and of contemporary arguments in Britain about constitutional issues. This article explores immigrant protest, citizenship and their relationship, through an account of a ‘naked protest’ by a group of mothers, refused asylum seekers and ‘illegal immigrants’ at Yarl's Wood immigration removal centre in England and ends with an account of the use of the ‘naked curse’ in a protest by an indigenous group of mothers against global oil corporations in the Niger Delta. Woven together from activist materials, news reports, interviews, documentaries and historical data, I recount and mobilise these protests to think about ‘the scaling of bodies’ (Marion-Young 1990) and citizenship under neoliberalism, and the routes through which motherhood is mobilised as a site of political agency and resistance to processes of disenfranchisement. I argue that these maternal protests challenge the ‘catastrophic functionalism’ of Agamben-inspired accounts of ‘bare life’, and offer an alternative lens through which to perceive the ethical and political claims made by abject populations (Papadopoulos et al. 2008, p. 198). In thinking through and with these naked protests, this article reframes the sexual politics of citizenship and brings questions of maternity and natality to bear on citizenship studies.  相似文献

In a recently published article in this journal, Ross Campbell argues that adherence to socialist values establishes a hitherto neglected factor when it comes to the explanation of differences in East and West German citizens’ political trust. As the results of his study indicate, adherence to socialist values impacts negatively on citizens’ political trust, this effect is more pronounced and more stable over time for East German as compared to West German citizens and is sufficiently strong to eliminate aggregate‐level differences in political trust between East and West Germany. However, this research note suggests that Campbell's article contains several substantial inconsistencies and obscurities that question the reliability and validity of the empirical findings presented. It provides a re‐analysis of Campbell's main arguments and shows to what extent his initial conclusions can be upheld after the shortcomings have been remedied. The results of this re‐analysis suggest that socialist values indeed exhibit a negative impact on German citizens’ political trust, which is relatively stronger for East as compared to West German citizens. However, contrary to Campbell's initial results, the negative effect of socialist values on political trust is robust over time for both East and West German citizens. What is more, there is no empirical evidence confirming that differences in adherence to socialist values between East and West German citizens are sufficiently strong to account for aggregate‐level differences in political trust. In light of these findings, two of Campbell's three main conclusions are dubious and call for further examination.  相似文献

This article discusses the political ideology of the Greens in the Federal Republic of Germany in the mid‐1980s. Finding limitations in both the survey research and ‘new social movement’ literatures, it argues that Germany's particular institutional and ideological traditions inform the Green alternative and that the powerful tradition of German statism affects Green ideology in two contradictory ways: positively, in that Greens employ statist imagery in both their critique of West German politics and their alternative vision; and negatively, in that Green ideology adopts and reflexively transposes the values of the concepts of German statism.  相似文献

This article builds upon Michel Foucault's fleeting observation that ‘the state consists in the codification of a whole number of power relations’ and that ‘a revolution is a different type of codification of these same relations’ (Held et al., 1983, pp. 312–3). Specifically, the article uses the case of Canada to argue that distinct state forms rest on particular meso‐discourses which inform a logic of governance, historical configurations of the public and private and gendered citizenships. The meso‐discourses of separate spheres, liberal progressivism and performativity (the logics of governance for the laissez‐faire state, the Keynesian welfare state and the neo‐liberal state, respectively) have coded and recoded gendered citizenships, thereby providing women and men with differential access to the public sphere and to citizenship claims. The neo‐liberal state's meso‐discourse of performativity is especially challenging for women and all equity‐seeking groups because it prescribes the ascendency of market relations over political negotiation or ethical considerations, as well as the attrition of social and political citizenship rights. Social citizenship is being eclipsed by market citizenship.  相似文献
