Australia-India relations during the Cold War years were tense. The dominant argument in the current literature that explains this tension is the Nehru-Menzies dissonance, which resulted in fundamentally opposite readings of the Cold War. However, the role of Australian aid to India has been understudied in the bilateral relations literature. India was the largest receiver of Australian aid between 1951–1969, but in 1969, there was a marked decrease in this aid as Indonesia replaced India as the main aid recipient. By drawing on archival material, this article suggests an additional explanation for the dramatic change to the Australia-India relationship. By examining the role of Australian ministers and senior bureaucrats, this paper argues that between 1951–1969, Australia’s aid to India was driven by its strategic interests in India. However, by 1966 Australia’s strategic interests in India became tenuous due to the souring of United States-India relations, primarily because of the stresses of the Vietnam War. Thus, a sizeable cut in Australian aid to India was made in 1969 and the subsequent decision to make Indonesia the foremost beneficiary of its aid was a result of strategic reassessments in Australian foreign policy, to adhere more closely to United States (US) interests in Asia.  相似文献

Percy Spender, the Australian Foreign Minister in 1950, played a critical role in the establishment of the Colombo Plan. The programme was proposed by Commonwealth ministers in Colombo, Sri Lanka, in January 1950. In May, Spender hosted the first meeting of the Consultative Committee to work out the modalities for the aid programme. Using Canadian and British sources, the article re‐examines Spender's diplomacy at the Sydney conference. It demonstrates why his conduct elicited such strong condemnation from his fellow ministers and almost precipitated a crisis in Commonwealth relations. It argues that Spender antagonised Commonwealth ministers unnecessarily with his tactics without achieving the objectives he had set for himself. His diplomacy did not advance his vision of the aid programme; instead, the British vision of the Colombo Plan prevailed in Sydney.  相似文献

The publication of the Morpeth Review between 1927 and 1934 was a milestone in the evolution of an authentic public sphere for Australian political intellectuals. The Review covered several areas of political and philosophical concern, ranging ideologically from Christian socialism and idealist liberalism, through market economics, to reactionary anti‐Bolshevism, within the editorial context of a strongly idealist liberalism inspired by the Oxford liberals of the early twentieth century, and both evangelical and sacramentalist Anglican Protestantism. Ernest H. Burgmann and Roy Lee used the magazine to develop a unique form of Anglican social and political activism and other members of an identifiable group of radical clergy also contributed. A.p. Elkin's writings on Indigenous politics are of particular interest as they can be viewed simultaneously as a turning toward the novel idea of Aboriginal citizenship, and at the same time as a restatement of Darwinist biological determinism and racialism, both lit by genuine compassion and affection for Aboriginal Australians.  相似文献

This article investigates Australia's economic success since the 1990s. As this was set in motion by fundamental political reforms, it asks to what extent Australian‐type federalism has been an important factor in the reform process. By using two approaches ‐ the market‐preserving federalism approach of Weingast, which stresses the virtues of ‘limited government’, decentralisation and competition together with the intergovernmental coordination approach of Scharpf which argues for a ‘problem‐solving’ orientation of territorial actors ‐, the structure of Australian federalism, changes in the working of the federal system in the 1990s, and effects on policy‐making are scrutinised. The article demonstrates that a particular combination of a rather centralised federal structure and a particular type of intergovernmental coordination, i.e. collaboration, supplemented by the strong influence of new public management ideas, has been conducive to political reforms in Australia. This suggests that a decentralised and competitive version of federalism, as defended by Weingast, is not a necessary condition for embarking on a successful reform path in federal countries. In future research, both approaches or analytical dimensions should be used in order to better understand the relationship of intergovernmental relations and policy reforms.  相似文献

This article explores the politics of telecommunications reform between 1967 and 1972, during which time Labor developed a new policy approach that included committing to reconstitute the Postmaster‐General's Department as a relatively independent statutory authority. This represented the first serious attempt to reconcile the conflicting objectives of Australian policy: to provide affordable universal services by a government department expected to operate as a “business‐like” enterprise, and ended the political consensus about how national telecommunications should be delivered. The paper contrasts Labor's policy with the Liberal‐Country government's more incremental approach; and highlights a significant public policy shift that has received insufficient attention.  相似文献

In this article we examine the extent of career cross‐over from journalism to politics in Australia using biographical data on the pre‐parliamentary careers of federal politicians since 1901. We find that while journalists continue to be over‐represented in Australia's national Parliament, there is evidence of a decline in the number making the career switch to politics. We argue that one explanation for this is the growing professionalisation of both vocations, and of journalism especially. Journalism education inculcates in graduates a strong sense of the media's Fourth Estate role, contributing to a professional identity that militates against taking up a political career. We also find that in recent decades, in spite of a small number of celebrated cases of journalists joining the ranks of the ALP, prior careers in journalism have been more prevalent among Coalition MPs. We argue that this reflects an ALP pre‐selection system that has become less accommodating of all pre‐parliamentary occupations other than trade union official and political staffer.  相似文献

This paper examines the Greens’ support of the conservative Liberal Rundle minority government in Tasmania (1996–98) in the context of Tasmania's political greening, and with an interest in the operation and experience of this government, and its policy impact in a number of key areas. Although Green support of a conservative government is a unique experience thus far in Australia's history, it is not unknown for Greens to support or even to serve in conservative governments elsewhere at the subnational and the national level. The paper begins by examining these circumstances, before turning to account for Tasmania's political greening, the Liberal‐Green minority government experience, its breakdown, policy impacts, and lessons relevant to the broader literature. It addresses the lack of attention to minority government and support parties in political scholarship, 1 and the experience of green parties participating in government at the subnational level.  相似文献

The role of advertising in the production of political campaigns deserves more consideration than it has previously received. My study examines advertising agencies associated with election campaigns in the 1970s and 1980s, investigating their decisions to accept or reject political accounts. Focusing on Britain and Australia, and using a range of primary sources including the industry press, interviews and memoirs, I demonstrate that an agency's decision to accept a political account is always complex, contested and highly contingent. Accepting a political account may alienate clients and agency staff who support another party. Campaigns are labour‐intensive and may detract from an agency's core business. Involvement in a losing campaign can damage an agency's reputation, just as association with a successful one may attract clients. Agencies are often unsure how to approach political advertising where traditional techniques may not be suitable. Such concerns about accepting a political account will likely be put aside where an agency principal has close personal ties to a party or leader.  相似文献
