Abstract

The Bulgarian government is involved in sub‐version of Western governments, almost certainly orchestrated in Moscow, involving drugs, weapons, and terrorism. Despite U.S. efforts to work with Bulgaria to curb the illicit traffic of drugs and weapons, cooperation has been virtually nil. This has prompted some members of Congress to probe Bulgaria's motives, and on February 26, 1985, Senator Alphonse D'Amato introduced a bill, S. 515, the Bulgarian Interrelation Review Act, directing the President to conduct a comprehensive review of U.S. policy toward Bulgaria. This article analyzes that legislation, the dimension of the drugs and terrorism connection in Bulgaria, and offers further recommendations in dealing with the issue.  相似文献

Montenegro's political evolution since the mid-1990s undermines the stereotypical view that disputes over nationality and territory in the Balkans are bound to end in violence. Montenegro's case also shows that ethnic identity is fluid rather than fixed in large parts of the region. Its bid for independence appears to be heavily dependent on the way that disputes between the Atlantic democracies and Serbia are resolved. Montenegro has formidable handicaps to overcome if it is to sever its constitutional links with Serbia and embrace full statehood. It is hard to see how this can be accomplished without international economic backing.  相似文献

Hungary, like most countries in the former Soviet bloc, made numerous attempts to carry out various types of transitional justice, but the process was ultimately unsuccessful. This article argues that transitional justice in Hungary has been used primarily for political manipulation and introduces the main types of such manipulation. A discussion of the two main components of Hungarian transitional justice, retroactive criminal legislation and screening based on secret police files, illustrates the failure of this process. The article concludes by offering some tentative explanations for this failure, finding it in the sharp ideological division within the political elite and in the population's indifference towards issues of transitional justice.  相似文献
