Investment demand for national security space is building on both sides of the Atlantic due to changes in technology and the threat environment. Many people hope that the close NATO alliance ties will facilitate trans-Atlantic coordination of plans. Coordination, they argue, would increase efficiency, yielding more and better space systems, and also would enhance effectiveness, increasing the operational pay-off of each unit of investment. However, several barriers stand in the way: the economic benefits would be smaller than advocates hope, political constraints bind tightly and military doctrine is evolving in different directions in Europe and the United States. Consequently, trans-Atlantic cooperation is unlikely to make a major contribution to national security space policy.  相似文献

Sustainable budgets are important quality signals for the electorate. Politicians might thus have an incentive to influence tax revenue forecasts, which are widely regarded as a key element of national budget plans. Looking at the time period from 1996 to 2012, we systematically analyze whether national tax revenue forecasts in 18 OECD countries are biased due to political manipulation. Drawing on theories from the field of political economy, we test three hypotheses using panel estimation techniques. We find support for partisan politics. Left-wing governments seem to produce more optimistic, or less pessimistic, tax revenue forecasts than do right-wing ones. Contrary to the theoretical prediction based on the “common pool” problem, we find that more fragmented governments and parliaments tend to produce more pessimistic, or less optimistic, tax revenue forecasts. We find no empirical evidence that political business cycles play a role in tax revenue forecasts.  相似文献

This article examines the relationship between the institutional trustworthiness of security agencies in the context of data‐intensive security practices. It focuses on the public's acceptance of the way digital surveillance technologies feed into large‐scale security data analytics. Using the case of deep packet inspection (DPI), survey data gathered in six European countries (n = 1,202) demonstrates that security agencies' institutional trustworthiness directly and indirectly influences public acceptance of DPI. Against a backdrop of declining public trust in government and a climate of intense international terrorist threat, governments around the world are appealing to citizens to trade privacy for enhanced security. This article supports calls for security agencies and their respective governments to engage with the democratic process to enrich security and privacy at all levels of public security governance and for the common good.  相似文献

This paper analyzes the effects of globalization on social protection expenditures in European countries. The particular focus is on (a) the Eastern European countries and (b) on differences in globalization effects between welfare regimes. We find evidence in favor of the compensation hypothesis in Western Europe which is driven by the conservative welfare regime, outweighing the efficiency effect of globalization in the social-democratic welfare regime. In Eastern European countries the efficiency effect is predominant. No globalization effect is found for the liberal and the southern welfare regimes.  相似文献

European Union referendums invite national electorates to vote on transnational cooperation and regional integration, thereby creating tension between transnational ballot issues and domestic electoral mobilisation. Because of the tension, domestic political parties are forced to confront a two-dimensional political space in EU referendums. In the referendum-generated political space, unless integration issues are more salient than domestic concerns, intra-divided and inter-converged mainstream parties tend strategically to abstain from the campaigns. Yet, explicit inter-party collusion may allow the pro-integration mainstream to form a party cartel in EU referendums. Suggestive evidence is drawn from a case study of the two Irish referendums on the Nice Treaty. Based on a party-candidate survey, Irish parties are mapped onto a latent two-dimensional political space. The findings shed new light on the initial abstention of Irish mainstream parties in the first Nice campaign and their subsequent mobilisation in the second referendum.  相似文献

Since Tocqueville's seminal writings, voluntary associations have been proclaimed to be schools of democracy. According to this claim, which regained popularity during the 1990s, involvement in voluntary associations stimulates political action. By participating in these associations, members are socialised to become politically active. Supposedly, having face‐to‐face contact with other members induces civic mindedness – the propensity to think and care more about the wider world. Participating in shared activities, organising meetings and events, and cooperating with other members are claimed to induce civic skills and political efficacy. Over the years, many authors have elaborated on these ideas. This article offers a systematic examination of the neo‐Tocquevillian approach, putting the theoretical ideas to an empirical test. It offers a critical overview of the literature on the beneficial role of voluntary associations and dissects it into five testable claims. Subsequently, these claims are tested by cross‐sectional, hierarchical analyses of 17 European countries. The authors conclude that the neo‐Tocquevillian theory faces serious lack of empirical support. In line with the expectations, they find a strong, positive correlation between associational involvement and political action. Moreover, this correlation is positive in all countries under study. However, more informative hypotheses on this correlation are falsified. First, the correlation is stronger for interest and activist organisations than for leisure organisations. Second, passive (or ‘checkbook’) members show much higher levels of political action than non‐involved, whereas the additional effects of active participation are marginal. Third, the correlation between associational involvement and political action is not explained by civic skills and civic mindedness. In sum, the authors find no evidence for a direct, causal relation between associational involvement and political action. The socialisation mechanism plays a marginal role at best. Rather, this article's findings imply that selection effects account for a large part of the correlation between associational involvement and political action. The conclusion reached therefore is that voluntary associations are not the schools of democracy they are proclaimed to be, but rather pools of democracy.  相似文献

A common European identity is necessary to support European citizenship. National identity does not represent a suitable model for European identity because it relies on elements of kinship, like ancestry, culture, language and traditions, which are not shared by all European citizens at the same time. Only a model of collective identity based on political association could bring together all the different European cultural and national identities. However, if we reject the national, culturally homogeneous model of identity in favour of an entirely political one, we are faced with the task of defining the substance of European political identity. The main purpose of this paper is to outline the essential elements of a European political identity, by looking at Europe's political and constitutional history and at the practice of citizenship in the European Union. European political identity and citizenship will be confronted with two major issues affecting the fields of identity and citizenship: pluralism and exclusion.  相似文献

This article engages with current debates on the sociology of camps and camp-like institutions in contemporary society. Drawing on ethnographic material collected in Italy in ‘nomad camps’ where forcibly displaced Roma from former Yugoslavia were sheltered in the 1990s and 2000s, it argues that Agamben's conceptualisation of the camp as a space of exception, by constructing the camp as other to an idealised notion of citizenship and the rule of law, offers limited purchase for a sociological investigation of the complexity and ambivalence of social relations in and around camps as well as residents' everyday practices and experiences of political membership. Focusing on the resources, entitlements and ‘rights’ of camp residents and their interactions with state, regional and local authorities and non-governmental actors, this article invites to de-exceptionalise the camp and the experiences of its residents, and proposes the concept of ‘campzenship’ to capture the specific and situated form of political membership produced in and by the camp. Getting closer to the camp and its inhabitants through the adoption of an ethnographic gaze reveals the camp space as paradigmatic of the stratification and diversification of political membership in contemporary society, a social and political terrain where rights, entitlements and obligations are reshaped, bended, adjusted, neglected and activated by and through everyday interactions.  相似文献

Abstract

Although the 1994 Agreed Framework offers a solution to the North Korean nuclear crisis, many problems may prevent its successful implementation. Should the Agreed Framework break down, the United States and South Korea have indicated that they will ask Japan to join them in a trilateral economic sanctions regime.

Japanese participation would include the severance of trade and financial flows, including money sent to North Korea from Japan's ethnic Korean community. In this paper I examine this financial flow, and, finding it a valuable linkage to the North Korean economy, conclude that Japanese participation is vital for a successful sanctions regime against North Korea.

Given this, I examine whether or not Tokyo's cooperation will be forthcoming. Japan would be inclined to participate given that it has a strong interest in eliminating a regional nuclear threat. Furthermore, Japan would also feel pressure from its allies to display diplomatic leadership in the Asia‐Pacific region, as befits a country of its economic importance.

Despite these international reasons for Japanese participation, domestic factors will be likely to prevent Tokyo from joining a sanctions regime: constitutional questions, the possibility of terrorist reprisals, interest in Pyongyang's regime maintenance, concerns for the rights of Japan's ethnic Korean community, and political ties between North Korean and Japanese politicians. I find that these domestic factors will outweigh international pressures for Japanese participation, and thus conclude that in the event of a breakdown in the Agreed Framework, alternatives to a trilateral sanctions strategy against North Korea must be considered.  相似文献

The purpose of this essay is to provide a discussion of the way in which citizenship and nationhood are implied in the territorialization of the modem state. Moreover, it attempts a brief exposition of the manner in which a new form of citizenship is involved in the de‐territorialization of political space within the European Union. The main argument is developed as a critical engagement with Rogers Brubaker's study on ‘Citizenship and Nationhood in France and Germany’. Following a critical evaluation of Brubaker's exceedingly rigid ontological framework, this essay offers an alternative reading of the historical relationship between citizenship, nationhood and political space in France and Germany. With both nation and state stripped of their exclusive status as possible mediations of political organization, a brief sketch is offered in ‘which the European Union Citizenship is evaluated in terms of its contribution to the de‐territorialization of the EU.  相似文献

Since 1972, the share of central government expenditure in total public expenditure has continued to increase in most industrial countries. In an international cross-section analysis, it has a significant positive effect on the share of government spending in GDP. The actors who have an interest in centralization are analyzed. The dynamics of centralization are attributed to a response asymmetry and two thresholds. “Popitz' law” of the attraction of the larger budget is tested with respect to the EC Commission: high-ranking politicians come mainly from the smaller member states. The voters' attitudes toward European unification are analyzed in a pooled regression. Ten years hence, 80% of our economic legislation, and perhaps even our fiscal and social legislation as well, will be of Community origin (Jacques Delors, Debates of the European Parliament, 6 July, 1988, No. 2-367/140).  相似文献

Public spaces are often sites of contention between competing conceptions of the good life. The potential for such conflicts increases in diverse societies where different ethnic, religious and cultural groups compete for space and representation in the public sphere. A paradigmatic example is the conflict between multiculturalism and conservatism towards the function and character of public spaces. A clear criterion is necessarily, in such conflicts, to determine which conception may be legitimately crowded-out, and which may prevail. The paper examines two strategies to justify such a criterion: a liberal approach and a perfectionist approach. According to the liberal approach, public spaces should reflect the pluralism of values in society, by combining multiplicity and coherence of values. Yet pluralism is too ambiguous a concept to determine, in practice, which conceptions of the good can legitimately be crowded-out, both physically and metaphorically, from the public sphere. Perfectionism, an ethical approach grounded in human developmentalism, holds that the good life is a life of developing and exercising our human capacities. This approach yields a substantive account of public space regulation: public spaces should promote the development and exercise of our human capacities. On this account, we can approach the conflict between competing claims on public spaces by asking whether crowding-out might harm the potential development and exercise of our capacities. The perfectionist approach also provides a finer distinction between different types of conservatisms, such that we may differentiate between conservatism that may be legitimately crowded-out from the spatial sphere, and conservatism which may prevail. This paper argues that a perfectionist approach—one which is explicitly committed to a view of the good life—is both necessary and timely.  相似文献

This article surveys recent research in constitutional political economy in Europe. Although not all of the works discussed necessarily focus only on European constitutional issues or are written by Europeans, European constitutional issues figure importantly in each area surveyed. The article examines the literatures linking constitutional institutions to economic growth, government size, government deficits and corruption, bicameralism, direct democracy and federalism. Three exclusively European topics also are covered: constitutional issues in the transition countries, the structure of the European Union and the draft constitution for the European Union.  相似文献

Customs classification is an important element in a country's trade policy. How a good is classified can affect the rate of duty that applies, the coverage of non-tariff barriers, and the formulation and application of rules of origin. Reclassifications can occur because of the introduction of a new product, but also because of protectionist motives. This paper is the first attempt at explaining these reclassifications. Focusing on the European Union, I examine whether the number of tariff lines in an industry result from the introduction of new products or from protectionist lobbying. The analysis focuses on 90 manufacturing industries over 12 years. Results suggest that protectionist lobbying does play a role in explaining changes in the EU's customs classification.  相似文献

The symposium aims to analyse the politicisation of the European issue following the onset of the Eurozone crisis, in particular its impact on individual attitudes and voting both at the national and supranational level. By way of an introduction, we address the state of the art on the importance of the Eurozone crisis for EU politicisation, as well as outlining each article and its contribution. While our authors may sometimes focus on different dependent variables, they all speak to the question of whether the Great Recession made a lasting difference, and whether EU politicisation matters. Most articles are longitudinal, and test for changes due to the crisis (Dassonneville, Lewis- Beck and Jabbour; Ruiz-Rufino; Talving and Vasilopoulou; Jurado and Navarrete). But preoccupation with the Great Recession is also present in the articles assessing the political learning that unfolded from it (Ruiz-Rufino), or the ones which investigate whether EU effects can be detected during the post-crisis years (Talving and Vasilopoulou; Lobo and Pannico; Heyne and Lobo). Despite the diversity of approaches, and certain differences in findings, each article contributes to a major debate ongoing in the literature, especially three key debates which have arisen: the crisis’ impact on European party systems, economic voting, and the degree of legitimacy of democratic systems.  相似文献
