Derrick Bell’s work challenges the dichotomy that separates legitimate legal reasoning from “mere” fiction through hybrids that play across science fiction, Platonic dialogue, and autobiography. Despite its merits, I argue that Bell’s position reifies and strengthens, rather than deconstructs, structures of tyranny; it maintains the problematic rhetorical construction of United States race relations in terms of the black–white divide, either alienating, or leaving little or no room for other racial groups constructively to revise power and identity. In contrast, bell hooks’, Mari Matsuda’s and Robert Chang’s work, though tentatively sketched, construes current race and gender relations in terms of a chiaroscuro of power, rather than a simple dichotomy.

Senators Hillary Clinton and Barack Obama are battling to win the Democratic party's nomination as presidential candidate in 2008. Never has a white woman or a black man been so close to entering the White House. Standing in their way is Republican Senator John McCain, who would be the oldest white male ever to become US president. A possible spoiler for any of the three is the perennial campaigner, Ralph Nader. The political, social and economic histories of women and African Americans have been entwined, often to the cost of the other, since before the American Civil War. Before World War I the issue was the suffrage; then came the struggles for (women's) equal rights and (African American) civil rights, particularly after World War II. These narratives, with the related cross‐currents of class and ethnicity, are explored in relation to contemporary history and politics, especially the continuing gender and racial ‘gaps’ in US society.  相似文献

Pundits and politicians debated whether race was implicated in the rancorous public forums and demonstrations over health care reform. Research suggests that for many white Americans, racial predispositions play a greater role in their opinions on health care than non-racial predispositions. Building on this work, I examine the extent to which anger uniquely activates white racial attitudes and increases their effect on preferences for health care reform. My theory suggests this effect occurs because anger and thoughts about race are tightly linked in memory. Using a nationally representative experiment over two waves, I induced several emotions to elicit anger, fear, enthusiasm, or relaxation. The results show that anger uniquely pushes racial conservatives to be more opposing of health care reform while it triggers more support among racial liberals. On the other hand, anger does not enhance the effect of race-neutral principles on health care reform.  相似文献

Scholars find that negative evaluations of Blacks lead Whites to vote against Black political candidates. However, can an in-group psychological process have the same effect? We consider White racial identity to be a strong candidate for such a process. We argue that the mere presence of a Black candidate cues the identity, reducing support for these candidates among Whites. We test this hypothesis on vote choice in seven instances. Five of them involve simple vote choice models: the 2008 and 2012 Presidential elections, and three elections in 2010: The Massachusetts Gubernatorial election, Black candidates for the US House, and Black candidates for the US Senate. The other two are tests of the notion that White racial identity reduced President Obama’s approval, thus reducing support for all Democratic Congressional candidates in the 2010 Midterm and 2012 Congressional elections. We find support for these notions in all seven cases, across these seven elections, using four different survey research datasets, and four different measures of White identity. Comparisons with other presidential elections show that White identity did not significantly affect mono-racial elections. Furthermore, we find the White identity and racial resentment results to be very similar in terms of their robustness and apparent effect sizes. This indicates in-group evaluations, and those that focus on out-groups, operate independently of one another.  相似文献

Given its historical and contemporary importance, it is noteworthy that the relevant literature generally overlooks the role that religion and its accompanying values play in determining support for black candidates. In addressing this question, we review the historical and theological bases of evangelical attitudes toward blacks. We then present experimental results that examine evangelical attitudes toward blacks. We follow this with results from the 2006 Pennsylvania gubernatorial and U.S. Senate races to bolster the experimental findings. Finally, we discuss our findings and their implications for GOP attempts to recruit black candidates who can appeal to moderate white and black voters without losing support from the GOP’s evangelical base.  相似文献

The outcomes of two recent Irish referendums - on marriage equality in 2015 and abortion in 2018 - have placed contemporary Irish voters in sharp contrast with their long-standing conservative Catholic reputation. These referendums also stand out internationally because of an associated deliberative innovation. This paper aims to explain the watershed abortion vote drawing on theories of generational change, issue-voting, cue-taking and deliberative democracy, using data from an exit poll at the 2018 abortion referendum. We show that cleavage and age effects are key to understanding the referendum outcome. These results offer insight into how societal processes such as rapid secularisation, generational replacement and democratic innovations shape politics. Moreover, voters who were aware of the deliberative innovation were more likely to support the liberal referendum option. To increase willingness to deviate from the status quo, engaging citizens actively in the debate is a fruitful approach.  相似文献

This article focuses on the transformatory potential of macroprudential ideas following the financial crash of 2008, examining how they are being mediated by existing institutional contexts and how and why the task of building a new body of technical macroprudential knowledge is proceeding slowly. It is argued that the movement toward a form of macroprudential regulation has a distinctly incremental dynamic that means any macroprudential transformation will be a gradual process that is likely to span a decade or more. Using Peter Hall's framework of three orders of policy change across substantive and temporal dimensions, the article argues that the macroprudential ideational shift can be compared to third order change. In this sense, it was intellectually radical and took place rapidly in a period of around six months. However, intellectual radicalism does not automatically translate into a radical change in regulatory practice, because of a variety of countervailing political, institutional, and informational variables. In this respect, the task of developing first and second order macroprudential policy is proving to be a much more politically contested process. Furthermore, macroprudential policy is being developed by cautious technocrats who rely on the gradual accumulation of data and evidence to justify policy. The result is a distinctly incremental dynamic to macroprudential policy development that displays many of the features of a process that historical institutionalists refer to as “layering.”  相似文献

President Obama has trumpeted transparency as a major part of his agenda, promising "unprecedented" openness throughout the federal government. Although Obama benefits politically from the contrast with his predecessor's reputation for secrecy, in the long run an excessive emphasis on fishbowl governance can raise unrealistic expectations and ultimately backfire. After all, at some point transparency has its costs, such as when disclosure dampens internal deliberation or undermines privacy. The real issue, then, is how much transparency and what type. Despite its rhetoric, the Obama Administration has placed limits on transparency and will likely continue to do so. Yet members of the public and open government activists are unlikely to appreciate the need for such limits, leading to disappointment and charges of hypocrisy. It remains unclear whether Barack Obama will earn the mantle of the "transparency president"—or whether the hopes he has raised will, when unfulfilled, only reinforce public cynicism.  相似文献

Labour's 2017 general election manifesto contained a pledge to ‘end the punitive sanctions regime’ in the British welfare state. Whilst the specific implications of this pledge were not elaborated, such a policy would nevertheless constitute a profound break with a welfare consensus spanning over twenty years. The depth of the suggested changes on welfare are also evident in the scale of reform proposed to disability benefits, as well as plans—confirmed in August 2018 by the Shadow Chancellor John McDonnell—to pilot universal basic income. Collectively, these policies would seemingly be deeply at odds with public opinion on the benefits system, which over the course of the last two decades has significantly hardened. Yet despite the seemingly radical and controversial nature of the policy, it received very little media or public attention during the election campaign. This article explores Labour's ‘quiet revolution’ on welfare, examining whether Labour's new welfare approach is indeed a bold attempt to reshape public opinion on welfare or, alternatively, a mostly pragmatic reaction to changing social attitudes. The argument presented is that whilst there are persuasive explanations that Labour is responding to a change in the public mood, there is also evidence of a more ambitious goal at stake: the aim of reshaping, not simply responding to, public opinion on the welfare state.  相似文献

The radicalism that spawned the 1987 democratic revolution was a product of civic unity across class lines. Lacking the raw power of President Park, Presidents Chun and Roh had no choice but to seek a degree of democratic legitimacy. That same weakness was reflected in their relative surrender of Blue House power over Korean chaebols. Thus there were two winners in the political transformation of those years: minjung power (the Korean equivalent of Philippine “people power”) and corporatism, now largely freed from Parkian restraints. With the subsequent dissolution of minjung unity, however, corporatism emerged as the real winner of the “democratic” revolution. That victory was consummated by the neoliberal reforms mandated by the IMF in return for a mammoth bailout package after the Crash. There was little effective resistance to this IMFism, for the reform spirit of 1987 had perished long before.  相似文献

The structures and processes of curriculum censorship are a microcosm of the racial organization and dynamics of America and other modern societies. They offer valuable insights into how the issue of systemic white racism is kept off organizational agendas. Whether successful or unsuccessful, censorship efforts typically become visible only in those rare instances when they are challenged publicly. In this paper arguments made against and for an intensely opposed “White Racism” course are examined to delineate the relationship between power, voice, and social change. This curriculum conflict is the analytical vehicle through which we explore the role of race-defensive denial in the persistence of systemic white racism. This case study also reveals effective ways of overcoming such denial and placing white racism at the center of social discourse.  相似文献
