In his Capitalism from Above and Capitalism from Below: An Essay in Comparative Political Economy, T.J. Byres has as his concern an examination of the contemporary relevance of critical issues surrounding the development of agriculture in capitalist societies, as these unfolded in the past. Part of that relates to the agrarian roots of capitalist industrialisation. The historical experience, in this regard, of England, Prussia, the United States, France and Japan, is his chosen terrain, and in the present volume the manner of resolution of the agrarian question in two of these, Prussia ('capitalism from above') and the United States ('capitalism from below'), is addressed. In a rich, thoroughly researched and carefully argued examination of ‘agrarian transition’ in these cases ‐ in which he stresses that in the United States there were two distinct instances of transition, one in the South and the other in the North and West — he offers a nuanced assessment, in considerable historical depth, and develops new and important explanations of agrarian change, and its implications, in the two countries. Some of his major conclusions are discussed, and issue is taken with Henry Bernstein's argument/critique, developed with respect to Byres s conclusions, that the breakdown of boundaries which has occurred in the era of globalisation may signal the ‘end of the agrarian question’ in the sense of the elimination of any prospects of agrarian transition as a route to comprehensive industrialisation in contemporary poor countries.  相似文献

This paper reassesses aspects of the scholarship of David Mitrany, who first in the 1920s and then in the late 1940s approached the ‘agrarian question’ – whether and if so how socialism is possible in a state where there is only a small manufacturing sector and therefore no significant industrial proletariat – from the perspective of countries in Central and Eastern Europe where, between the two World Wars, political parties representing small-scale agricultural producers won large numbers of votes in democratic elections. His 1951 book Marx against the peasant was his response to the failure of those parties to hold on to power, and their crushing by the Communist governments that took control from 1948 on. Mitrany showed that the populist tradition, the ideology of independent small farmers, came from similar roots to Marxism, and that Marx himself late in his life came close to endorsing it. Whether increased agricultural productivity is feasible without large-scale farming was the subject of intense debate among socialists in Europe from the 1850s onwards. It is on the agenda today in many underdeveloped countries where there are strong disagreements about the role of agriculture and rural development in development strategy.  相似文献

This article is a review of the major contributions to a debate between left‐wing Turkish intellectuals and political activists during 1969–71 over the character of Turkish agriculture and rural class structure and over the appropriate political strategy for the left. The crux of the disagreement, as in similar debates taking place at the same period in Latin America and India, was the extent to which feudal’ or ‘capitalist’ relations predominated in the countryside, and the implications for the class struggle ‐ in particular for the strategy of class alliances. On the one hand were those who supported a strategy for a ‘national democratic revolution ‘involving cooperation between peasants and workers and the progressive elements of the bourgeoisie to eliminate feudal relations and structures; on the other were those who argued that the Turkish countryside could in no sense be characterized as predominantly feudal, that the mass of rural producers were subject to essentially capitalist forms of exploitation and that any political strategy for socialists must recognize the predominance of capitalism in contemporary Turkey.  相似文献

Under the military governments of Velasco (1968–75) and Morales Bermùdez (1975–80) one of the most important agrarian reforms of South American history took place in Peru. According to Alain de Janvry [1981] this reform involved a shift from a junker‐road to a farmer‐road toward the development of capitalism in Peruvian agriculture. In the first part of this study de Janvry's approach to the ‘agrarian question’ and his evaluation of the Peruvian reform will be discussed. It will be argued that he overestimates the importance of farmer‐type capitalism and pays too little attention to the cooperatives established during the reform. Focusing the discussion on the co‐operatives in the coastal region it will be argued that these enterprises can be understood, to an important extent, as a form of simple commodity production. In the final part of the article a case study of the cotton producing co‐operatives in the province of Ica will be presented.  相似文献

This article reports the results of a questionnaire survey of a representative random sample of all the schooled French-speaking adolescents of Montreal (N=4539). The sample included adolescents from legally intact homes, separated or divorced homes, and homes in which a parent was deceased. Three indicators of future success were included; adolescents from both types of broken families were less optimistic on all three dimensions than were adolescents from intact families. The article first considers two dominant approaches to black rural social formations in South Africa, those of neo‐classical populism and radical political economy, examining their ideology and politics as well as their theoretical inadequacies. The major part of the article then provides a general interpretation of the theory and politics of the agrarian question in Marxism, which has strategic implications for the current phase of national democratic struggle in South Africa, as for democratic and socialist struggles elsewhere. This discussion concentrates on issues concerning the land question, the agriculture/industry contradiction and the worker‐peasant alliance, petty commodity production and class differentiation vs. a homogenised rural mass ('the people'), and the centrality of the agrarian question to national democratic struggles and those for socialist transformation.  相似文献

Special Economic Zones (SEZs) have become the epicenters of ‘land wars’ across India, with farmers resisting the state's forcible transfer of their land to capitalists. Based on 18 months of research focused on an SEZ in Rajasthan, this paper illuminates the role of ‘accumulation by dispossession’ (ABD) in Indian capitalism today and its consequences for rural India. It argues that the existing theories of land grabs do not adequately explain why dispossession becomes necessary to accumulation at particular times and places, and seeks to reconstruct Harvey's theory of ABD to adequately account for it. It then shows the specific kind of rentier- and IT-driven accumulation that dispossession is making possible in SEZs and the non–labor-absorbing, real-estate–driven agrarian transformation this generates in the surrounding countryside. Land speculation amplifies class and caste inequalities in novel ways, marginalizes women and creates an involutionary dynamic of agrarian change that is ultimately impoverishing for the rural poor. Given the minimal benefits for rural India in this model of development, farmer resistance to land dispossession is likely to continue and pose the most serious obstacle to capitalist growth in India. The agrarian questions of labor and capital are, consequently, now rejoined in ‘the land question.’  相似文献

The question of care and what it means both conceptually and practically in the designated arena of child and youth care is a vexing one in the 21st century. Without a doubt, there are increasing numbers of young people who are either demonstrably in need of care or perceive themselves to be either lacking adequate care or simply existing outside those social spaces where care is available. Perhapsthere is no better exemplar of the contested set of relations that is contemporary childhood than those young people traversing national borders. Some of these young people travel with family members, but an ever-increasing number travel unaccompanied by parents or any other form of adult relation. Of these, a group particularly at risk are those without legal documentation. We would argue that this group of young people is urgently in need of our attention as child and youth care workers and scholars.  相似文献

This article deals with three Swedish contraceptive brochures dating from 1886 to 1995. The analysis reveals the gender hierarchy and the gender dichotomy in the texts. They advocate different ideologies, such as neo-Malthusianism (1886), socialism and feminism (1926), and individualism (1995). It will be noted that the dichotomy principle is prominent in all three publications. The gender hierarchy is most noticeable in the brochure from 1926 with its strong feminist attitude and least so in that from 1995, although gender differences are emphasized and considered to be a good thing in this text. The brochures have undergone radical change in form and content. The reason may be found in changes in legislation, medicine, technology, democratization, and education, which have also changed people's outlook on sexuality, contraception, and the relationship between the sexes.  相似文献

This study explored the effects of marital conflict and family structure on the self-concepts of youth aged 8–12. Subjects were 16 mother-youth pairs from intact parent families (IP) and 17 mother-youth pairs from separated parent families (SP). Results revealed youth in families with low marital hostility and high marital affection had significantly more positive self-concepts. Analyses suggested differences between IP and SP groups may best be explained by differences in marital hostility.
