Europe has been hit hard by the financial and economic crisis, and there is no fast solution in view. The problem facing the EU is a problem of governance both technically and politically. Most actors, with the possible exception of the ECB, are in disarray because they are caught between the necessity to act and the political reluctance to acknowledge fully the consequences of a multi-level governance system, notably democratic legitimacy and accountability. The discrepancy between political rhetoric and actual practices during the crisis appears as a new form of government by stealth. There is not yet an obvious way out of this morass. The first one seems the easiest as it would be nothing more than ‘muddling through’ as usual, whereas the second option, a two-speed Europe, though more politically attractive, is technically very difficult to implement institutionally. The third possible solution is paradoxically the one that surreptitiously persists at present: a ‘federalism of executives’ that is both unmanageable in the long run and unacceptable from a democratic point of view.  相似文献

The UN Mediation Support Unit (MSU) was created to support peace processes and enable organizational learning. This article analyses the unit through a sociological lens with the aim to understand its present configuration, and what this reveals about the production of knowledge about mediation at the UN. It argues that, because of the constraints imposed by intrastate wars and the existing institutional setting within the Secretariat, the MSU emphasizes generic and depoliticized expertise, by contrast with mediation's traditional reliance on non-transferable skills. This approach, in spite of its pitfalls, enables the unit to justify its own existence and to claim a position of authority within the organization and beyond.  相似文献

The literature on party system fragmentation emphasizes how political institutions and social cleavages shape the long-term development of the party system, but short-term swings in economic performance could change the level of electoral fragmentation by affecting the concentration of the vote in the executive. Time series data from presidential elections in 59 countries and from district-level legislative election contests in 22 countries show that a growing economy is negatively associated with the effective number of parties winning votes: a strong economy leads to a slight reduction in fragmentation as the ruling party consolidates its rule while a weak economy tends to disperse votes among alternatives to it. But the effect of economic performance relative to political institutions and the incumbency advantage is at the margins. The modest size of this effect should remind scholars of the limits of the economy as an overall driver of voter choice. Anti-immigration campaigns have helped far right parties to establish themselves in party systems around the world. We examine whether mainstream parties can employ wedge issue campaigns that divide the far right anti-immigration vote to win back electoral support. Wedge issues that cross-cut the anti-immigration vote may enhance the electoral support of mainstream parties, as long as they do not simultaneously alienate pro-immigration voters. We evaluate this expectation using a panel survey experiment conducted during the 2021 German federal election. The first wave allows us to identify wedge issues that the mainstream CDU/CSU can stress to cross-cut the anti-immigration vote. The second wave raises the salience of these issues by manipulating the perceived issue agenda of the CDU/CSU using hypothetical campaign posters. While our results show that wedge issue strategies are not effective on average, exploratory analyses reveal the potential of strategically targeted messaging in winning back support of some anti-immigration voters.  相似文献

Abstract

Several recent studies have found that homeownership has positive effects on children's development. This article extends these studies by testing whether these effects depend on neighborhood conditions. This extension is important because many low‐income families that become homeowners under current policies promoting homeownership for the poor are likely to purchase homes in troubled or distressed neighborhoods.

Homeownership in almost any neighborhood is found to benefit children, while neighborhood effects are weak. This suggests that the children of most low‐income renters would be better served by programs that help their families become homeowners in their current neighborhoods instead of helping them move to better neighborhoods while remaining renters. However, the positive effects of homeownership on children are weakened in distressed neighborhoods, especially those that are residentially unstable and poor. Thus, helping low‐income families purchase homes in good neighborhoods is likely to have the best effects on children.  相似文献

One way of making decisions is for political associates or their representatives to vote on each issue separately in accordance with the majority principle and then take the cumulative outcomes of such majority decision making to define the collective choice for public policy. We call such a system one of majorities rule. Thought of in spatial terms, majorities rule is equivalent to the principle of making decisions according to the issue-by-issue median of voter preferences. If popular control and political equality are core democratic values, they can be rendered as requirements on a collective choice rule, involving resoluteness, anonymity, strategy-proofness and responsiveness. These requirements entail that the collective decision rule be a percentile method. If we then add a requirement of impartiality, as exhibited in a collective choice rule which would be chosen behind a veil of ignorance, then the issue-by-issue median is uniquely identified as a fair rule. Hence, majorities rule is special. Some objections to this line of reasoning are considered.  相似文献

Under evaluative voting, the voter freely grades each candidate on a numerical scale, with the winning candidate being determined by the sum of the grades they receive. This paper compares evaluative voting with the two-round system, reporting on an experiment, conducted during the 2012 French presidential election, which attracted 2340 participants. Here we show that the two-round system favors “exclusive” candidates, that is candidates who elicit strong feelings, while evaluative rules favor “inclusive” candidates, that is candidates who attract the support of a large span of the electorate. These differences are explained by two complementary reasons: the opportunity for the voter to support several candidates under evaluative voting rules, and the specific pattern of strategic voting under the two-round voting rule.  相似文献

Previous research suggests that positive and normative beliefs about economics are largely unrelated. Using questions from two national surveys, this study finds that: (a)?the underlying determinants of positive and normative beliefs are strikingly similar; (b)?education is by far the strongest overall determinant of both positive and normative beliefs; and (c) the variables known to push positive beliefs in the same direction as formal economic training—education, male gender, income growth, and job security—also push normative beliefs in the same direction. These results strongly suggest that the positive-normative connection has been underestimated.  相似文献

This paper uses the concepts of slavery, citizenship, the body and political subjectivity to interrogate how gendered bodies are produced, regulated and normalised. It explores the ‘wrong body’ claim within transsexual narratives to analyse how we can be enslaved by/to our body. The coercive force of embodied existence is demonstrated by examining how gender norms act on us through our bodies, thus identifying the body as a major conduit of power. It argues that the ‘wrong body’ claim must be understood as a discursive construction that is rendered possible by established gender norms and practices, which place heavy restrictions on the available actions of individuals. These norms and practices are linked to the normalising processes of becoming an acceptable citizen. It is argued that the enslaving effects of embodiment can be mitigated through constructing alternative narratives of gender based upon performativity and fluidity. Such alternative gender narratives are used to contest and disrupt the meaning of the acceptable citizen, thus opening up new claims for citizenship and new forms of embodied subjectivity. These narratives are then used to critique the medical community's understanding and treatment of transsexuality, which is itself a site of coercion and normalisation.  相似文献

Using panel data for 188 countries over the 1970–2008 period, this paper analyzes empirically the influence of the IMF and the World Bank on voting patterns in the UN General Assembly. Countries receiving adjustment projects and larger non-concessional loans from the World Bank vote more frequently in line with the average G7 country. The same is true for countries obtaining non-concessional IMF programs. Regarding voting coincidence with the United States, World Bank non-concessional loans have a significant impact, while IMF loans do not. This overall pattern of results is robust to the choice of control variables and method of estimation.  相似文献
