Public confidence in politicians across all democratic countries has fallen to historic lows in recent years. In Australia, around one in three voters believe that legislators use their public office for financial gain, and only one in four believe that legislators have a high moral code. Governments in many countries have attempted to deal with this problem by establishing codes of ethical conduct for legislators. This paper examines what standards citizens expect from their politicians and, in turn, what standards politicians themselves regard as important. The data come from the 1996 Australian Election Study survey which asked voters and elected representatives what importance they attributed to the eight principles laid out in the federal parliament's own ethical guide. The results show that voters expect higher standards from legislators than do legislators themselves, particularly with regard to the proper use of public resources and rejecting favouritism. A range of hypotheses are tested to account for citizen and elite beliefs about legislators' ethical conduct. The results show that stronger democratic culture and political skills are important for the public, and lengthy exposure to political parties and democratic institutions for the elite.  相似文献

The correspondence between citizens' preferences and the preferences of the elected politicians is a critical concern of democratic institutions. Models founded on the central tendency of politicians' behaviour in elections, such as the median-voter model and the model of the "uncovered set", predict that politicians respond to local demands. Other models, notably those that assume imperfectly informed citizens and representatives, predict lack of response. The present article relies on a demand model. We estimate the model by combining survey data for 80 Norwegian municipalities with information on economic, social and demographic factors. The study uses independent surveys to measure the spending preferences of citizens and representatives. The politicians' and the citizens' demand functions are structurally similar, and the article demonstrates that the spending preferences of the representatives are positively related to preferences of the electorate. Alternative interpretations of these findings are discussed.  相似文献

Sweden is consistently found at the top in international indices of corruption. In recent years, however, several instances of corruption have been exposed, and surveys show that large shares of Swedish citizens harbor perceptions that public corruption is widespread. Drawing on recent surveys, two questions are asked. First, to what extent do Swedish citizens believe that corruption constitutes a serious problem? Second, how do citizens' evaluations of the extent of public corruption affect support for the democratic system? Approaching the issue from a comparative Nordic perspective, the data indicate that Swedes are considerably more prone to believe that politicians and public officials are corrupt than their Nordic counterparts. The analysis also suggests that such perceptions constitute an important determinant of support for the democratic system. Thus, even in a least likely case of corruption, such as Sweden, growing concerns about corruption has a potential to affect democratic legitimacy negatively.  相似文献

Spain experienced an outbreak of public sector corruption—much of it related to the involvement of regional and local administrators and politicians in the country's urban development boom—that angered the public and sparked calls for government reform. Using data from a 2009 survey that followed these events, the authors examine the association between perceived corruption and the attitudes and behaviors of citizens, including satisfaction with government and democracy, social and institutional trust, and rule‐breaking behaviors. The findings suggest that perceptions of administrative as well as political corruption are associated with less satisfaction, lower levels of social and institutional trust, and a greater willingness to break rules. Although these survey results cannot prove causation, they are consistent with the notion that administrative and political corruption damages the legitimacy of government in the eyes of citizens and weakens the social fabric of democratic society.  相似文献

Scholars often mention the centrality of parties for the democratic political system. Indeed political parties are indispensable institutions for the linkage between state and society, and should not remain absent in any comparative analysis of citizens’ political attitudes. Yet, only rarely do scholars study how parties shape people’s opinion about democracy. This article seeks to amend this lacuna and examine empirically how party level characteristics, specifically the nature of a party’s candidate selection procedure, relate to the level of satisfaction with democracy among citizens. The authors constructed a cross-national dataset with data on the selection procedures of 130 political parties in 28 country-sessions to examine whether citizens that vote for democratically organized parties are more satisfied with the way democracy works in their country. Additionally, this relationship is examined more closely in Israel and Belgium, two countries where candidate selection procedures show substantial variation and where politicians have made a strong claim for intraparty democratization. Both the cross-national as well as the country-specific analyses indicate that democratic candidate selection are indeed associated with greater satisfaction with democracy.  相似文献

Past work suggests that partisan attachments isolate citizens from encountering elite messages contrary to their points of view. Here, we present evidence that partisan attachments not only serve to filter the information citizens receive from political elites; they also work in the other direction, isolating politicians from encountering potentially contrary perspectives from citizens. In particular, we hypothesized that Americans prefer expressing their opinions to politicians who share their party identification and avoid contacting outpartisan politicians. Three studies—drawing on a mixture of observational, field experimental, and natural experimental approaches—support this hypothesis: Citizens prefer to “preach to the choir,” contacting legislators of the same partisan stripe. In light of evidence that contact from citizens powerfully affects politicians’ stances and priorities, these findings suggest a feedback loop that might aggravate political polarization and help explain how politicians of different parties could develop different perceptions of the same constituencies.  相似文献

Are politicians more rational decision makers than citizens? This article contributes to the ongoing debate by examining how politicians and citizens assess the fairness of the process leading to a controversial policy decision. It contains theories as to why it is tempting to match the favourability of policy decision with a fairness assessment of the preceding process, and how politicians and citizens differ in their approach to the task. Having derived three hypotheses, parallel scenario experiments are run in large samples of Swedish politicians and citizens, in which the outcome and fairness of a policy decision process are manipulated. As predicted, it is found that both politicians and citizens match the favourability of the decision with the assessment of the process, that these self-serving biases are stronger among politicians, and that policy engagement accounts for the group-level difference.  相似文献

How does the language of male and female politicians differ when they communicate directly with the public on social media? Do citizens address them differently? We apply Lasso logistic regression models to identify the linguistic features that most differentiate the language used by or addressed to male and female Spanish politicians. Male politicians use more words related to politics, sports, ideology and infrastructure, while female politicians talk about gender and social affairs. The choice of emojis varies greatly across genders. In a novel analysis of tweets written by citizens, we find evidence of gender-specific insults, and note that mentions of physical appearance and infantilising words are disproportionately found in text addressed to female politicians. The results suggest that politicians conform to gender stereotypes online and reveal ways in which citizens treat politicians differently depending on their gender.  相似文献

This article uses data from the 2008 Cooperative Congressional Election Study to explain weak support for public financing of congressional campaigns. Previous studies lack theory to explain variation in support and use a flawed measure of the dependent variable. We argue that low support reflects a failure resulting from a collective action dilemma. Citizens desire a campaign finance system that weans politicians from private donors, but are unwilling to pay a small amount in taxes to support public financing. In contrast to conventional wisdom, we show that support for public financing is highest among those perceived to benefit the most from the current system. Our results suggest that most Americans would rather not pay for politics, and that reform proposals must avoid incurring transparent costs on individual citizens to pay for reform.  相似文献

Do parties represent the ideological preferences of voters in clientelistic political systems? We answer this question by studying the case of Indonesia, whose politics analysts usually describe as being based on patronage. We reassess this proposition using an original survey of over 500 Indonesian legislators. We show that, while party positions are similar on economic policy, they are differentiated on religious issues. To explore the implications of this cleavage, we develop a new measure of policy preferences about state-Islam relations, and match survey responses from legislators and citizens. Our analysis shows a high degree of congruence in party dyads of voters and politicians, which indicates that ideology is more salient than existing research suggests. We further suggest that clientelistic networks may have been pivotal in ensuring the survival of this religious-based ideological cleavage through decades of authoritarianism and democratic politics characterized by ideological moderation.  相似文献

ABSTRACT

The question whether online social networks allow political challengers equal access to incumbents (equalization) or perpetuate the gaps between candidates (normalization) during an election campaign is central to political science studies. While so far, studies have relied on top-down analyses of citizens’ engagement with politicians’ messages to address the issue, we complemented this method with a bottom-up approach via analysis of independent citizen discussions of the different contenders on Facebook during the 2015 Israeli elections campaign. This approach is particularly relevant to social networks, where citizens are not only consumers but also producers of political information. Our study revealed that, whereas PM Netanyahu's posts attracted the most engagement, indicating normalization, on the citizen discussions realm contenders Herzog and Livni attracted more mentions, as well as Shares, Likes and participants than did PM Netanyahu. In addition, contender Bennett's posts managed to generate more Likes than PM Netanyahu, indicating equalization on the bottom-up level. These optimistic results highlight citizens’ discussion realms as a platform characterized by a more desired democratic discourse than that which can be found on politicians’ pages and emphasize the importance of including this realm in future analyses of equalization versus normalization.  相似文献

In a recent issue of The Political Quarterly, Richards and Smith critiqued Flinders’ work on anti‐politics, suggesting that there needs to be much more focus on supply‐side explanations and recognising that much of the problem lies with politicians, contra Flinders. Here, we argue instead that it is crucial to recognise how supply‐side and demand side explanations interact. For us, politicians need to be more responsive to citizens, but, at the same time, citizens need to recognise problems of contemporary governing. Overall, much is changing in the way in which citizens engage and it is crucial that these changes are understood.  相似文献

Do citizens welcome the involvement of independent experts in politics? Theoretical and empirical work so far provides conflicting answers to this question. On the one hand, citizens may demand expert involvement in political decision-making processes in order to ensure efficient and effective governance solutions. On the other hand, citizens can be distrustful of experts and reject the unaccountable and non-transparent nature of expert-based governance. This note investigates citizen preferences for the involvement of experts in different stages of political processes and across ‘hard’ and ‘easy’ political issues. Results show that, in the absence of explicit output information, respondents prefer independent experts over national elected representatives in the policy design and implementation stages, across political issues. For the crucial stage of decision making, respondents show no difference in their evaluation of processes that delegate decisions to experts or to elected representatives, with the exception of environmental policy, where expert decision making is preferred. These findings are relevant for ongoing discussions on how to incorporate independent experts in political decision making in a way that citizens find legitimate and on how to address increased citizen dissatisfaction with the representative democratic functions performed by political parties, governments and politicians.  相似文献

As long as there has been democratic government, skeptics have worried that citizens would base their choices and their votes on superficial considerations. A series of recent studies seems to validate these fears, suggesting that candidates who merely look more capable or attractive perform better in elections. In this article, we examine the underlying process behind the appearance effect. Specifically, we test whether the effect of appearance is more pronounced among those who know little about politics but are exposed to visual images of candidates. To do so, we combine appearance‐based assessments of U.S. Senate and gubernatorial candidates with individual‐level survey data measuring vote intent, political knowledge, and television exposure. Confirming long‐standing concerns about image and television, we find that appealing‐looking politicians benefit disproportionately from television exposure, primarily among less knowledgeable individuals.  相似文献

This article examines the extent to which local politicians use digital channels in their contact with citizens and stakeholders, in comparison with traditional forms of communication (i.e. face-to-face and telephone contact) and which politicians are using digital channels the most. By analyzing a national survey of municipal politicians and mayors in Norway, findings show that e-mail has become an important channel of communication between local politicians and citizens, while e-debates have not. More surprisingly, the digital divides related to age and levels of education, which are reported in other studies, are less obvious in this study. Variations, however, in e-mail usage do exist in municipal hierarchies; Mayors, more than other politicians, use e-mail in work-related communication. The article also discusses whether digital channels are able to transfer the all important 'local' tacit knowledge from citizens to local politicians, and concludes that most politicians do not consider e-mail to be as capable at doing so as the traditional channels. The article indicates that the informality of e-mail lowers the threshold for contact, increasing the politicians' knowledge about the experiences, problems and preferences of the citizens, thus broadening their pattern of communication and reaching new interest groups. E-mail, therefore, seems to increase contact and strengthen the ties between politicians and citizens. Politicians are aware, though, of the relationship between the electorate's lack of Information and Communication Technology (ICT) competence and usage of e-communication channels, and they stress that their use of digital channels is a supplement to traditional channels – not a replacement.  相似文献

Recent literature finds that, although lies politicians spread to achieve partisan goals can be corrected, politicians who spread misinformation rarely pay a price for lying. We argue that the cost of lying should be greater when the norm of honesty is salient. Using three survey experiments that feature both a well-known politician (Donald Trump) and a fictitious member of Congress, we examine the cost politicians pay when they are caught in a lie. We find that many citizens, regardless of partisanship, will recognize a lie when one has been told. And although citizens punish unknown politicians for lying, they do not punish Trump similarly unless the norm of honesty is made salient. This effect, however, is limited to the narrower measure of situational approval; individual lies do not affect overall measures of job approval regardless of honesty salience. These results demonstrate the difficulty of getting citizens to update their views on well-known politicians, even when those politicians are caught in an obvious lie. Yet our findings suggest fruitful paths toward creating a disincentive for politicians to distort the truth.  相似文献

In this article I test two competing visions about how democracy produces responsive government. Electoral theories of democracy posit that elected governments are responsive to public demands because citizens are able to sanction bad politicians and select good ones. Participatory theories attribute responsiveness to a citizenry's ability to articulate demands and pressure government through a wider range of political action. I test hypotheses derived from these two approaches, using an original dataset that combines electoral, socioeconomic, and public-financial indicators for Mexico's 2,400 municipalities, from 1989 to 2000. The data show that electoral competition has no effect on municipal government performance. But the results are consistent with the hypothesis that nonelectoral participation causes improved performance. Thus, I suggest that the quality of municipal government in Mexico depends on an engaged citizenry and cooperation between political leaders and their constituents, rather than the threat of electoral punishment. I recommend that scholars broaden the study of government responsiveness to account for participatory strategies of political influence and critically assess the claims of those who would promote elections as a cure-all for poor democratic performance.  相似文献

Representation literature is rife with the assumption that politicians are responsive to voter preferences because their re-election is contingent upon the approval of those voters, approval that can be won by furthering their desires or, similarly, that can be threatened by ignoring their wishes. Hence, scholars argue that the anticipation of electoral accountability by politicians constitutes a crucial guarantor of (policy) responsiveness; as long as politicians believe that voters are aware of what they do and will take it into account on election day, they are expected to work hard at keeping these voters satisfied. If, on the other hand, politicians were to think what they say and do is inconsequential for citizens’ voting behaviour, they may see leeway to ignore their preferences. In this study, we therefore examine whether politicians anticipate electoral accountability in the first place. In particular, we ask 782 Members of Parliament in Belgium, Germany, Canada and Switzerland in a face-to-face survey about the anticipation of voter control; whether they believe that voters are aware of their behaviour in parliament and their personal policy positions, are able to evaluate the outcomes of their political work, and, finally, whether this knowledge affects their vote choice. We find that a sizable number of MPs believe that voters are aware of what they do and say and take that into account at the ballot box. Still, this general image of rather strong anticipation of voter control hides considerable variation; politicians in party-centred systems (in Belgium and some politicians in Germany that are elected on closed party lists), anticipate less voter control compared to politicians in more candidate-centred systems (Canada and Switzerland). Within these countries, we find that populist politicians are more convinced that voters know about their political actions and take this knowledge into account in elections; it seems that politicians who take pride in being close to voters (and their preferences), also feel more monitored by these voters. Finally, we show that politicians’ views of voter control do not reflect the likelihood that they might be held to account; politicians whose behaviour is more visible and whose policy profile should therefore be better known to voters do not feel the weight of voter control more strongly.  相似文献

This study of municipal e-participation in Norway, comprising local politicians as well as citizens, explores the impact of municipal size on online participation. First, the analyses show that the conventional predictors of offline participation also influence online participation, but the Internet encourages more activity among young people. Second, the same digital divides are generally found within the local political elite as among the citizens. Municipal size is, however, an exception. In the case of the local politicians, higher online participation rates are found in populous municipalities. This territorial digital divide is absent among the citizens. The findings indicate that the relatively high level of traditional participation in small municipalities also promote e-participation.  相似文献
