ABSTRACT

Based on interviews with 21 immigrants in Norway, including both naturalized citizens and ‘denizens’, this article addresses immigrant meanings of citizenship and naturalization. The findings show that the interviewees attributed three meanings to citizenship. First, Norwegian citizenship served as a powerful means of spatial mobility, thereby facilitating transnational connections. Second, citizenship signified a legal stability that may guard precarious immigrants against ‘liminal legality’, i.e. enduring legal uncertainty. Third, citizenship was conceptualized as a formal recognition of equality and belonging, although ‘race’ and ethnicity persisted as salient markers of inequality and alienage. The article contributes empirically to the growing literature on the experiencing side of citizenship and naturalization by delineating what citizenship means to different groups, and to whom it matters the most. Theoretically, it contributes by demonstrating that citizenship acquisition may not only be strategic, but also rooted in needs of symbolic sanctioning of equality and belonging, particularly important to individuals debarred from naturalization.  相似文献

Abstract

What is the scope of principles of egalitarian justice? This is the question that Kasper Lippert-Rasmussen addresses in Chapter 6 of his Luck Egalitarianism, where he comprehensively considers the different dimensions along which the issue of the scope can be articulated (e.g. with respect to time, to the boundaries of states, etc.). For all the dimensions taken into account he defends a broad understanding of the scope of equality, except for one. He thinks that the principle of luck egalitarianism can only apply to individuals and not to groups. In this paper, we show that Lippert-Rasmussen’s reasons for caring only about inequality between individuals are unsatisfactory, and we provide an argument that justifies extending the application of the luck egalitarian principle also to groups.  相似文献

ABSTRACT

Sommer examines the (re-)emergence of anti-capitalist and anti-globalization themes within the ideology and discourses of the German extreme right. He argues that it would be short-sighted to interpret this development simply as another opportunistic attempt by the extreme right to incorporate Zeitgeist issues into its political agenda in order to appeal to a broader spectrum of supporters. An analysis of the latest campaigns of the Nationaldemokratische Partei Deutschlands (NPD)—the most successful extreme-right party in recent years—as well as the activities of groups that exist within the larger German extreme-right milieu, the so-called freie Kameradschaften, reveals that the taking up of social questions as well as anti-capitalist and anti-globalization themes marks a deeper shift within the political agenda of the extreme right in Germany. However, the analysis shows that racist and antisemitic issues do not disappear with this shift, but are linked with and incorporated into anti-capitalist and anti-globalization discourses.  相似文献

Abstract

This article analyses the relationship between zakat institutions, as socio-religious civil society organizations, and government in dealing with poverty in Indonesia. The fact that both share similar concerns about poverty and have comparable programmes to address it underlines the need for coordination. Departing from the idea that coordination prevents duplication and increases effectiveness, this study sets out to assess the level of coordination between zakat institutions and government and the factors determining that level of coordination. The study finds that, due to bureaucracy and lack of internal coordination, the existing level of coordination can best be described as low, and that this level of coordination has led to suboptimal outcomes. The article further analyses the relationship between zakat agencies and government and finds it to be guided by low linkages and rules set unilaterally by the government. The article ends by providing several recommendations for both types of actors to improve their relationship and mutual coordination.  相似文献

Abstract

In this article I argue that hope is rightly numbered by Hesiod among the evils, as hope cannot be separated from an awareness of the inadequacy of one's current state. Political hope for democrats in particular is tied to the awareness that we have not yet realized ourselves, that, to paraphrase Pindar, we have not yet become who we are. I argue that, although Rorty comes close to articulating this in his book Achieving Our Country, his emphasis on pride ultimately obscures more than it reveals. I conclude that Thoreau's anguished reflection in Walden on the failures of his fellow citizens is a better place to look for instruction on the question of political hope.  相似文献

ABSTRACT

Twenty years of international statebuilding have made little impact on the ‘stateness’ of Kosovo. This article puts this failure in the broader context of the shift from the liberal internationalist assumptions of the late 1990s to the pragmatic realism of today. It does this through the lenses of E H Carr’s classic work The Twenty Years’ Crisis, UN policy thinking on the problematic assumptions of international statebuilding and the diagnoses in David Lake’s 2016 book The Statebuilder’s Dilemma, which sets out three pragmatic alternatives. The article concludes that all three of these alternatives can be seen in practice in Kosovo.  相似文献

ABSTRACT

The United States continues to be defined by racial concentration, where most racial/ethnic groups live apart from each other. For homeownership, neighborhoods with large proportions of racial minorities are often linked to negative outcomes for minority homeowners; this was particularly the case during the Great Recession. However, middle and upper income ethnic neighborhoods, or resurgent neighborhoods, have grown in numbers because of a concentration of immigrants, federal policies favoring professionals, ethnic-specific resources, and affluence. In 2007, about 37% of Los Angeles, California, Latino tracts were resurgent and 53% of Asian tracts were resurgent. This study finds that homeowners in resurgent neighborhoods had lower default/foreclosure rates and predicted probabilities than those in low-income neighborhoods. Asian resurgent neighborhoods had the lowest predicted probabilities of default or foreclosure, followed by Latino resurgent and White middle-class neighborhoods. There were also discrepancies among Asian neighborhoods based on nativity. Consequently, it is important to recognize that minority neighborhoods are heterogeneous, with differing impacts on homeownership opportunities when examined by class.  相似文献

In this paper, we take a fresh look at the structure of sociopolitical conflict through confirmatory factor analyses of survey data gathered in Florida during the presidential campaign of 1996. Our analysis shows both stability and change in the electorate. In line with prior research, a single bipolar partisan dimension underlies the mass public's evaluations of political leaders, though national figures fit more comfortably on this continuum than do those at the state level. Citizens' evaluations of key sociopolitical groups reflect orthogonal cultural disputes, class divisions, and conflicts relating to issues of social control. While all three of these dimensions impinge to some degree on voters' conceptions of party and ideology, our findings point to the leading role that cultural issues now play in shaping ideological images and identities.  相似文献

ABSTRACT

Participedia is an open-source, participatory knowledge tool that responds to a new global phenomenon: the rapid development of experiments in new forms of participatory politics and governance around the world. The experiments are diverse and widespread, from the British Columbia Citizens' Assembly in Canada and the Oregon Citizens' Initiative in the United States to Participatory Budgeting in Brazil, deliberative forums in China, Panchayati Raj reforms in India, and citizen technology assessment in Denmark. Our knowledge of this rapidly expanding universe is shallow. The authors of this article, together with several others, have created the Participedia to respond to this deficit in knowledge. This article documents the development of the Participedia project to date. Participedia aims to be useful to scholars (and practitioners) as an open-source, real-time, cumulative qualitative and quantitative data repository about participatory and deliberative governance experiences. We believe that Participedia is the first effort in the social sciences to build a large data set through a method that is both crowd-sourced and structured to produce good quality, comparable information.

Abstract

The central question of this article is how the internationalization of corporate activity has changed the trade policy preferences of Japanese corporations. Using case studies of the automobile and textile industries, the paper tests the hypothesis that as firms strengthen multinational operations, they become more committed to trade liberalization of their home market. Growing multinational operations are one of the major reasons why internationally‐oriented automakers have committed themselves to promoting the opening of keiretsu groups as well as the market access for foreign products. In the textile industry, apparel makers opposed import restrictions because of their overseas productions and intra‐firm trade. Towel manufacturers also opposed restrictions on imports of cotton yarn because they were users of imported yarn. However, large textile producers supported import restrictions in spite of their international links. Their preferences stemmed largely from their desire to maintain their domestic linkages with downstream producers.  相似文献

Abstract

In this introduction, we underline the theoretical connection between responsibility, luck, and equality upon which luck egalitarianism rests, and we consider the social and political relevance of the approach. We then situate Kasper Lippert-Rasmussen’s version of the view as proposed in his book, Luck Egalitarianism, in the egalitarian landscape. Lastly, we introduce the six papers that make up this symposium: some are critiques from within or outside luck egalitarianism, while others engage with the theory by expanding the scope of luck egalitarianism.  相似文献

Abstract

The analysis of issue politics has long suffered from a fragmentation between valence and positional conceptualisations, preventing the effective development of a general model of issue-based party competition. Building on an overview of the evolution of party competition in the Western world in recent decades, this article offers a theoretical development that builds on ‘issue yield’ theory to provide a conceptualisation of political goals that generalises across positional and valence issues. This in turn allows a common measurement strategy, offering the possibility to comparatively assess various characteristics (including the electoral potential) of both positional and valence issues. Finally, it describes the specific research design derived from this framework and its implementation in comparative perspective in six West European countries during 2017–2018.  相似文献

ABSTRACT

This study investigates the reform of supervision system in China through the Supervision Law, and identifies this Law as a sign within its corresponding social and political purposes and intentions from the sociosemiotic perspective. Within its legislation process, the Supervision Law could be identified as both a sign textualized among the disciplinary regulations, and as a signifier configured with the successive interpretants by relevant laws, for example, the Constitution Amendment 2018 and the Criminal Procedure Law 2018, showing the social construction of legislative meaning as infinite semiosis. In other words, from the whole process of sign perception, reception, acceptation, and interpretation, a legislative text could be interpreted both as a sign constructed in the external but relevant sign systems and as a signifier reconstructed with the successive but infinite interpretants in the internal sign system. This study also finds that the social construction of meaning is achieved and represented to the extent which is constructed through the representation and interpretation of law-making process by sign receivers or legal participants.  相似文献

ABSTRACT

Alice Walker's second novel, Meridian (1976), explores both the ways in which racist societies initiate and exacerbate melancholia and how this psychological dynamic can and must be overcome. The novel posits not a simple ‘cure’ but rather a process of questioning and learning from the past and one's painful attachments to it. In this way it negotiates scholarly concerns about psychoanalytic theory, as manifest particularly in literary criticism and critical race studies. Far from normalizing a form of identity focused on the past, this experimental novel depicts psychological transformation as an effort that requires the willingness to untangle the relationships involved in one's present, one's past and broader systems of social injustice.  相似文献

ABSTRACT

This article has a twofold aim. First, it discusses the contributions to the scholarly field of conflict knowledge and expertise in this special issue on Knowledge production in/about conflict and intervention: finding ‘facts’, telling ‘truth’. Second, it suggests an alternative reading of the issue’s contributions. Starting from the assumption that prevalent ways of knowing are always influenced by wider material and ideological structures at specific times, the article traces the influence of contemporary neoliberalism on general knowledge production structures in Western societies, and more specifically in Western academia, before re-reading the special issue’s contributions through this prism. The main argument is that neoliberalism leaves limited space for independent critical knowledge, thereby negatively affecting what can be known about conflict and intervention. The article concludes with some tasks for reflexive scholarship in neoliberal times.  相似文献

Abstract

There is a growing body of literature on intersectionality and citizenship, with scholars positing a need to analyze multiple identities simultaneously in order to understand both the legal incorporation and embodied experience of citizenship for marginalized groups. Building upon this central insight, I contribute to this literature by articulating the components of an intersectional citizenship framework to better understand the way multiple identities mediate citizenship, with particular reference to black lesbians in South Africa. Based on in-depth interviews with eighteen members of the black lesbian organization Free Gender, in Khayelitsha, Cape Town, I argue that Free Gender’s organizational goals can usefully be understood as asserting the commensurability of the identity “black lesbian” with “community member,” “African,” and “woman.” In applying a theoretical framework of intersectional citizenship to South Africa, it becomes clear that Free Gender’s activism reveals differential access to identities necessary to be seen as citizens entitled to rights. More than just extending juridical citizenship, black lesbians must have socially and politically legitimate access to multiple identity categories simultaneously in order to live free of violence.  相似文献

Abstract

Marcuse argued that subversive visions of a better reality can emerge from “low” as well as “high” culture, from within as well as outside the repressive apparatus. This article leverages Marcuse’s aesthetic theory to consider whether the enormously popular AMC cable series, The Walking Dead, might be considered emancipatory art. Set in a post-neoliberal America suffering through a zombie apocalypse, the dark, existential themes and urgent political ambivalences of this series reflect collective yearnings, tensions, and fissures in the current social reality worth attending to. I argue that The Walking Dead does have emancipatory potential, in that it addresses “depth dimension” concerns that occupied Marcuse; reflects disillusionment with core aspects of American neoliberalism; and reaches for less repressive, more life-affirming, alternative political visions. Time will tell if the show will sustain such visions or surrender to the status quo.  相似文献

Abstract

This paper attempts to provide a rationale for a ‘model of the public sphere’ in terms of hermeneutic ontology that begins from Heidegger's Being and Time. However, this Heideggerian hermeneutic ontology will both be weakened and extended through a dialogue with social theory, which occupies a central place in this paper. More specifically, the main aim of this paper is to suggest some ideas to bridge the gap between the ontological focus on the hermeneutic fore-structure of being-in-the-public-sphere and the focus of social theory on the nexus between constructing identity and narrative, the result of which is the idea of the public sphere as an open-ended intercultural dialogue.  相似文献
