Global oil markets are increasingly jittery because of the recent political turbulence in North Africa and the Middle East,prompting China to seek more cooperation with other countries in the field of unconventional energy resources.Considering form the perspective of a hedging strategy,China should expand its cooperation with developed energy-exporting countries.China and Canada are highly complementary in the areas of energy exploration and mutual trade and this provides a broad space for their energy cooperation.However,up until now,this potential has not yet been fully explored,and there have been few substantial achievements in bilateral energy cooperation.Various reasons,including economical and political,can be attributed to this.The Chinese government and enterprises should both make efforts to overcome obstacles and make good use of all advantages to further develop energy cooperation with Canada,so as to realize greater energy politics and economic interests.  相似文献

Peripheral diplomacy tops China's overall diplomatic layout. Economic diplomacy has also increasingly become an importantpart of Chinese diplomacy. Therefore, it is of important strategic significance to promote economic diplomacy in the surrounding areas. For China, now is a conflict-prone period in relations with its neighboring countries, a sensitive time of American rebalancing to Asia Pacific and a period of development bottlenecks in the peaceful rise of China. It is an important strategic issue for China to figure out how to join neighboring countries to achieve an inclusive growth and symbiotic development, to translate its economic influence in the surrounding areas into political influence, and to better safeguard national interests and improve diplomatic influence.  相似文献

Minerals and resources trade and investment play a pivotal role in economic and trade relations between China and Australia.In recent years,although China-Australia political relations have been at a low point,China?Australia minerals and energy cooperation has exhibited a different trend to that of political relations,and also from the engagement during previous periods.Minerals and energy trade has increased steadily,while investment is becoming more difficult,particularly for large projects.There has been a clear green transition in trade and investment in this functional area,and uncertainty has increased due to the influence of factors such as the Belt and Road Initiative(BRI),the shale gas revolution and China-US trade disputes.Because this is one of the pillars for economic growth for both countries,and for their trade and investment ties,and because of the importance of low-carbon transition,the free trade system,and global and regional governance,minerals and energy cooperation can serve as a platform for improving and promoting bilateral relations.It has been suggested that China should seize the opportunity to improve bilateral relations by deepening two-way investment,joining hands with Australia on developing more products in more areas,and with new cooperation models.This research will be significant for understanding the status quo of China-Australia cooperation in minerals and energy,and for improving bilateral relations,and even international energy governance.  相似文献

In South Asia, most countries are heavily dependent on energy imports as a result of poor natural endowment, weak exploration capacity and fast economic development. However, being close neighbor to China, the South Asia serves as the corridor for China's energy imports and the transit region for China's oil and gas pipelines. The "Silk Road" is a general term used to geographically describe ancient Chinese exchanges between Asia, Europe and Africa in the areas of politics, economics and culture. Starting on land and developing on sea, the "Silk Road" is a vehicle of historic importance for the dissemination of culture. The ancient maritime Silk Road was developed under political and economic backgrounds and was the result of cooperative efforts from ancestors of both the East and West. China's proposal to build a 21st Century Maritime Silk Road is aimed at exploring the unique values and concepts of the ancient road, enriching it with new meaning for the present era and actively developing economic partnerships with countries situated along the route. This paper examines how China has played a "responsible" role in international humanitarian post-disaster assistance by taking the example of China’s assistance to post-tsunami Aceh,and explores policy implications with regard to future Sino-Australian security cooperation.China and Australia took inconsistent approaches to assistance in Aceh,which derived from their different understandings of international "responsibility".However,the inconsistencies do not necessarily hamper cooperation between the two.Rather,it is because of these inconsistent approaches that the two countries’ cooperation can develop into comprehensive and multifaceted assistance.The key to successful cooperation between the two countries,this paper argues,is the notion of "complementarity".In policy documents on bilateral relations,Chinese and Australian policymakers emphasize the "economic complementarity" between the two,but this "complementarity" is also useful when the two explore the way in which they will cooperate on security issues.One example of this complementary approach with regard to assistance for Aceh is the Australian effort to promote stability in both tsunami and non-tsunami affected areas,and Chinese economic investment in Aceh,in keeping with the Acehnese local expectations of long-term economic development and more employment opportunities,which are the foundation stones of stability.While these efforts are not consistent,they are highly complementary to each other,and have great potential to encourage peace and stability in Aceh.  相似文献

Cooperation between China and traditional donors in Africa is a part of new triangular mode of development bringing together three parties:traditional donors,emerging donors,and the beneficiary countries.Traditional donors and emerging donors act together in favor of and in cooperation with beneficiary countries.Triangular development cooperation is an extension of classical North-South and South-South cooperation.As yet,it does not feature prominently in the global development cooperation architecture.China’s emergence as a significant contributor of development aid to Africa,however,has now become a hot topic in China,Africa and the West,and questions are being raised about the way in which China and the traditional donors will engage with each other in Africa.This article argues that while China and the traditional donors face a number of challenges,there is potential for the two parties to implement further cooperation in Africa.  相似文献

The December of 2008 marks the 30th anniversary of China's initiation of the reform and opening-up policy and the 30th anniversary of the publication of the China-U.S. Joint Communique. It is not an accidental coincidence. The normalization of China-U.S. relations enjoyed a very significant status in the general openingup blueprint painted by Mr. Deng Xiaoping. The renewed Chinese ambitions to develop trade along the different branches of the Silk Road bring several new traditional and non-traditional security challenges. The Chinese government has vowed to address them with new security concepts. Yet, these concepts might not be adequate to advance China’s security interests. Moreover, China seems to have difficulties overcoming the contradictions between different security interests: the quest for prosperity and the safeguarding of security; China’s economic aspirations and their consequence of becoming the largest economy; peaceful development and unification with Taiwan and the regain of lost territories; and the dilemma in the guiding diplomatic principles. As a result of these contradictions, Europe faces three uncertainties: How will the tensions in the Pacific develop? How will China seek to defend its interests along the New Silk Road? How will the tensions in the Pacific affect China’s behavior in the common Eurafrasian interface? These uncertainties bring about two more strategic choices for Europe: trying to continue its work with China along the Silk Road and balancing; prioritizing the huge challenges in the wedge of hardship and Europe’s immediate neighbourhood and responding calls to join the United States in its rebalancing to the Pacific. This will make it difficult to establish meaningful cooperation and to work towards burden sharing with the European Union at the other end of the Silk Road.  相似文献

Thanks to an improved external environment and a growing national strength,conditions are ripe for China to shift the focus of its foreign policy from politics/security to the economy.In the long term,China should concentrate solely on becoming a global economic power and not dilute its strategic resources in the pursuit of unrealistic political/security goals.Meanwhile,China should redirect its foreign policy away from the U.S.-led West and towards the developing world.These readjustments should be made according to the distribution of its diplomatic resources,makeup of its diplomatic personnel and with the aim of broadening their horizons and improving their work methods.  相似文献

Is a rising China good for the stability and integration of the Asia-Pacific region? The dominant point of view in the Western world is a resounding no. However, that realist point of view, based on the very different experiences of Europe, is not appropriate in the Asia-Pacific context. Area studies are a useful tool to achieve a better understanding of the Asia-Pacific situation. This paper attempts to prove that a rising China will be good for the stability and integration of the Asia-Pacific region through the lens of historical, economic and security analyses. First, history shows that once China is strong and stable, order of the Asia-Pacific region is preserved. Second, with China's economic cooperation with neighboring countries, especially after its entry into the World Trade Organization (WTO), China's economic integration with the Asia-Pacific region has been enhanced. Third, regional security has been assured by a peaceful and strong China. Finally, the paper comes to the conclusion that a stable and strong China is beneficial for the overall stability and integration of the Asia-Pacific region.  相似文献

ASEAN, whose international prestige grew as a result of its diplomatic role in 1970s, can be seen as providing a model for linking the very disparate states of the Asia-Pacific region in a common association. The centrality of ASEAN to any attempt to build regional institutions was strengthened by clashes of interest between the major powers. In order to protect its own strategic interests, ASEAN has established mechanisms of economic and security cooperation with the EU and the United States since the end of Cold War. After September 11, the cooperation between ASEAN and the US has become much more extensive than before on both regional and global levels. Sino-EU-US triangular relationships have had a significant influence on ASEAN relations with these powers in the new century.  相似文献

China sent its first medical team to Algeria in 1963,and since then Sino-African health cooperation has been at the core of bilateral relations.The rapid improvement in Sino-African relations over the past few years and China's engagement in the fight against Ebola marked China's more active cooperation with international health organizations in Africa.We see this not only with more frequent negotiations and improved cooperation but also in calls from scholars and NGOs for China to be more actively involved in health work on the continent.We predict that China will become even more engaged with international health organizations in Africa,although it will face a number of difficulties and challenges along the way.  相似文献

The paper seeks to analyze the rise of state power in the light of spatial economic shifts and examines the historical context of China's rise and challenges facing it. In world history, only countries that were spatial economic hubs have been able to enjoy prosperity over centuries. China is not yet such a country, despite its persistent efforts. Nor is China likely to become an economic hub in the foreseeable future. China is under mounting pressure from new economic demands posed by shifts in the geo-economic status of the U.S.. The fact that the global economy thrives along coastlines also causes problems for China, a country with a long coastline and a vast hinterland, creating rifts between northern and southern China, central and local governments, and different provinces.
