The over-representation of black children in US out of home care results from racial bias in placement decisions and a political choice to address startling rates of child poverty by investigating parents instead of tackling poverty's societal roots. The impact of state disruption and supervision of African American families is intensified when it is concentrated in inner-city neighbourhoods – the system's ‘racial geography.’ A small case study of a black neighbourhood in Chicago with high rates of out of home placement found profound effects on both family and community social relationships, as well as reliance on child protective services for financial assistance, linking surveillance of black families to the neoliberal shrinking of public programmes. The surveillance of African American women by the child welfare system is also intensified by these women's disproportionate involvement in the prison system. Acknowledging racial bias in child welfare reveals the need to radically transform the system from one that relies too much on punitive disruption of families to one that generously supports them.  相似文献

The highly successful economic development over the past 30 years of central and northeastern Italy, commonly referred to as the Third Italy, has created significant economic and social gains for the regions' women. The high historical prevalence of extended and multiple households among agricultural sharecroppers provided the social materials necessary for constructing a rapid and efficient engine of accumulation in the area's dynamic, small-firm-based economy. Though women have achieved some economic autonomy through employment and entrepreneurial activities, their achievement of greater economic equity is impeded by the continuing double burdens of employment inside and outside of the home. After examining the dimensions of women's status mobility with particular reference to the Marche region, one of the Third Italy's most economically dynamic, as well as socially conservative regions, it is argued that increasing state subsidies to families with children might increase women's options and help achieve greater equity between the sexes.  相似文献

Using a sample of 118 drug-involved women originally released from prison in the 1990s and re-interviewed between 2010 and 2011, this paper examines the role motherhood played in the desistance process from crime and substance abuse. Interview narratives revealed that motherhood rarely functioned as a turning point per se that activated desistance, but caring for children did serve to solidify prosocial identities once offenders had transformed their addict/criminal identities. Despite their identity transformations, however, the journey of desistance for the majority of mothers was still a long and arduous path. The reality for these mothers most often resembled a hostile terrain marked by the competing demands of battling addiction, finding employment and suitable housing with a criminal record, establishing visitation and custody rights in family court, and regaining the trust of children and family members who had long ago lost faith in their commitment to their families. This research illuminates the complexities inherent in the desistance process for a contemporary sample of drug involved adult women entrenched within the criminal justice system.  相似文献

The essay examines the impact of socio-economic and demographic change on the living arrangements of different groups of elderly in Sundsvall, an industrial town in nineteenth-century Sweden. The proportion of old parents having children living nearby was stable throughout the century, although the proportion living in the same households as their children decreased over time, probably because the children had the economic resources to form households of their own earlier. The proportion of elderly not having relatives at hand increased, however, due to a higher proportion of unmarried old persons, many of whom had in-migrated to Sundsvall late in life.IntroductionChildren's responsibility for their old parents was deeply rooted in preindustrial Sweden. In medieval legislation, it was already stressed that the main responsibility for caring for the elderly lay with the family. Abstract

Ideas of assimilated citizenship are inherently gendered and during Australia’s post-World War Two migration boom they were deeply and explicitly invested in marriage, children and domesticity. In this period of social conservatism and economic boom, assimilation rhetoric functioned as a reassuring mirror for the host population, promoting the dream of prosperous family life as the ultimate aspiration for refugees and migrants. The role of immigration Holding Centres within this vision was to provide a context in which migrants and refugees could take their first steps towards accomplishing this dream. These Centres of necessary temporary residence were designed as sites of transition towards autonomous, assimilated family life. However, those families headed by single mothers, often referred to in government records as ‘unsupported mothers’, had limited opportunities to live up to such images of assimilation, or even to comply with the economic imperatives of the migration scheme that had brought them to Australia. Based mainly on Department of Immigration records, this article demonstrates that despite recognising the long-term economic and social prospects their children represented, government agencies viewed many unsupported mothers as system failures. They attempted to remedy the situation by turning these women into live-in domestic workers, at times placing pressure on them to institutionalise their children in order to facilitate this, thereby prioritising their compliance with economic imperatives over support for their parenting. Within the limited scope of their agency, unsupported mothers responded by attempting to negotiate the terms of their compliance or simply refusing to comply. For the latter group, Holding Centres became a more permanent home. This permanence is read here as a gendered form of resistance to a system that struggled to foster their economic self-reliance without compromising their capacity to be mothers.  相似文献

This article focuses on the role that fathers play when it comes to family responsibility, in particular the care of young children, and how EU policy and legislation have contributed to it. This is important for several reasons. From a theoretical perspective, access to care for fathers represents the other side of the access to paid employment for mothers debate, and completes the deconstruction of the two‐sphere structure. From a more practical point of view, including fathers in the work/family life reconciliation debate is essential for the achievement of important EU policies, such as employment and gender equality. Although society is ready for a change, the legislator has been slow to address it, thus fathers are still missing from the EU's reconciliation policy and legislation. Against this background, the decision of the Court of Justice in Roca Álvarez has, potentially, laid down the basis for a new model of fatherhood.  相似文献

Through the lens of the author's rapid appraisal and/or survey data from field studies in Ecuador, the Dominican Republic, Guatemala, Swaziland, and Guinea-Bissau, three main issues are examined: (1) the use of family in the family business by women and men microentrepreneurs (MEs) — i.e., differential involvement of family members in different work patterns and differential reliance on home-based businesses; (2) similarities and differences in men's vs. women's ventures (type of economic activities, gender composition of employees, loan repayment, reinvestment of profits, etc.); and (3) the impact of the business' income on the ME and his/her family well-being (using hypotheses from my general theory of gender stratification). Violence and Aggression in the Lives of Homeless Children   总被引:1,自引:0,他引:1  
The present research examined the role of violence and aggression in the lives of children in homeless families, focusing on possible connections among family violence, children's aggression, and children's problems with social isolation and rejection. Measures were obtained from structured interviews with 93 sets of mothers and children. Consistent with past research, average estimates of specific violent incidents experienced by mothers (as adults) were quite high. Measures of this family violence were reliably correlated with children's behavior problems as well as with measures of aggression in peer relationships (victimization, ease of resolving fights with friends).Finally, results of regression analyses were most consistent with a model in which family violenceand economic distress contributed to problematic aggressive behaviors among children; that aggression, in turn, appeared to lead to social isolation and avoidance. The overall results emphasized the need to address violence and aggression in any intervention programs for homeless children and families.  相似文献

The article argues that parents in early nineteenth-century Iceland felt inclined to strengthen kinship ties by naming children for their grandparents. This was particularly the case with oldest children in the family. Moreover, naming traditions indicate that parents tried to preserve the patrilineage by naming their first-born sons for grandparents on the father's side. Parents felt much freer in the choice of names for their youngest children, often giving them rather unusual names. It was also rather common to name youngest daughters after their mothers. These practices conformed to the naming patterns in societies with patronymic naming systems: by naming children for grandparents or great-grandparents, parents are able to keep particular forenames within the family and thus preserve an important link to the past.  相似文献

The goal of the present study was to understand how mothers perceive and experience barriers to effective help for their violent child with mental illness. Data from ethnographic interviews with 26 self-identified mothers of violent children with mental illness were analyzed using grounded theory and focused coding. Our study identified three themes that represent barriers to help: (1) denial of mental illness and severity of violence by treatment providers, extended family, and non-family members; (2) limited access to quality treatment and supports; and (3) a recurring cycle from optimism to hopelessness. To inform policy makers and practitioners on how best to remove these barriers, we draw comparisons between the current sample and survivors of intimate partner violence. Our paper concludes with recommendations for mental health practitioners and family intervention specialists.  相似文献

Doing family     
This paper draws on how constructions of ‘the migrant family’ in political discourse influence migrants' and their families' lives. In specific national contexts, ‘the migrant family’ is determined according to the national and European debates and expressed by their respective rules and regulations. By ‘doing family’, migrants and their families develop strategies in order to fit these requirements of living a certain family life. Fulfilling specific norms and perceptions which are not necessarily required for the majority of society is a precondition to succeed. Who is and who is not part of the family, who holds responsibility — such aspects have to be proved and repeatedly reproduced by migrants and their families. This not only affects their position in society, but also has strong implications on their lives as a couple and family, since it requires the continuous adaptation and reconstructions of their everyday reality.  相似文献

Research has shown that legal cynicism is pervasive among residents of poor, black neighborhoods. However, controlling for crime rates, these residents call police at higher rates than whites and residents of middle‐class neighborhoods, and ethnographic research suggests that mothers in particular sometimes exact social control over partners and children through police notification. Given these findings, how might researchers better understand how legal cynicism and occasional reliance on police fit together? Drawing on interviews with poor African‐American mothers in Washington, DC, this article develops an alternative conception of cultural orientations about law: situational trust. This concept emphasizes micro‐level dynamism in cultural conceptions of the police, expanding the literature on police trust by emphasizing situational contingency. Mothers deploy at least four alternative strategies that produce moments of trust: officer exceptionalism, domain specificity, therapeutic consequences, and institutional navigation. These strategies shed light on the contextual meanings of safety and legitimacy.  相似文献

Based on interviews with 100 members of mixed‐status families in Los Angeles, California, this article analyzes how U.S. citizen children practice and understand citizenship in the context of punitive laws targeting their loved ones. Participants' narratives of citizenship as privilege, responsibility, and guilt reveal that despite normative conceptions of citizenship as a universally equal status, citizenship intersects with key social markers to determine the contours and inequalities of substantive citizenship. Specifically, U.S. citizens in mixed‐status families make sense of their juridical category when they navigate unrealistic aspirations from relatives, maintain silence about undocumented family members' legal status, manage their fear of family separation through deportation, and take on financial and logistical responsibilities prematurely to help relatives. In each of these ways, family proves to be a key site for the social and relational production of citizenship.  相似文献

There has been growing international consensus on issues related to child labour – evident in various declarations, platforms, conventions, programmes of action etc. Child labour is the economic exploitation of children, or performance of any work that is likely to be hazardous or to interfere with the child’s health or physical, mental, spiritual, moral or social development. Poverty is the principal cause of child labour. Mostly the children work to support their families and also for their own survival. Paradoxically, however, child labour further aggravates the poverty syndrome as it usually deprives the children of education and opportunity to acquire skills for developing earning potentials. Other causes of child labour include family indebtedness, the lack or poor quality of schooling or non‐formal education, breakdown of extended family, uneducated parents, local cultural setting, and consumerism. It goes beyond economic exploitation or hazardous employment to include forced labour, trafficking, sexual exploitation and the use of children for the production and trafficking of illegal drugs. This article will ponder the socio‐legal situation of child labour and the large number of legislative enactments regarding labour in India, as well as their realities on the ground.  相似文献

Behaviors of influence and response during a conflict negotiation task were examined in eight physically child abusing, substance abusing families in which the father was the primary abuser and eight demographically matched nonabusing families. Abusing fathers displayed more coercive patterns of influencing behavior and more negative patterns of response to other family members, including both mothers and children. Fewer differences were observed between mothers in the abusing and nonabusing families or in the children's behavior; however, mothers in the abusing families criticized their husbands more and abused children exhibited less agreement and more criticism toward their fathers. In support of Patterson's theory, abusing families exhibited relatively more reciprocated sequences of criticism and relatively fewer reciprocated sequences of agreement as compared to nonabusing families. Findings are discussed in terms of their implications for understanding interaction in child abusing families.  相似文献

Enhancing current explanations of domestic violence exposure effects on child cognitive and behavioral functioning was the purpose of this investigation. Participants were 31 domestic violence exposed and 31 non-exposed children ages 3 to 5 years and their single-parent household mothers. Child-mother pairs were matched for child’s age, gender, and ethnicity, mother’s age and education, and annual family income. Child cognitive and behavioral functioning was assessed via psychological assessment and parent report. The presence of mental health difficulties in mothers was assessed using self-report and clinician-administered instruments. Exposed children showed lower verbal functioning and higher internalizing behaviors than did their non-exposed peers. Exposed mothers displayed greater psychological difficulties than did their counterparts.  相似文献

This study explores the relationship between the offender's employment status and sentence severity. We use data on felony offenders sentenced in 1993 in Chicago and in Kansas City to test a number of hypotheses concerning the effect of unemployment on the likelihood of incarceration and the length of the prison sentence. Our analyses reveal a complex relationship between unemployment and sentence severity: Unemployment had a direct effect on the decision to incarcerate or not only in Kansas City, and directly affected sentence length only in Chicago. In addition, unemployment interacted with other offender characteristics. The offender's employment status had no effect on either measure of sentence severity in either jurisdiction if the offender was white. In Chicago, unemployment increased the odds of incarceration for young males and for young Hispanic males, and increased the length of the sentence for males, young males, and black males. In Kansas City, unemployment had no effect on sentence length for any subgroups of the population but influenced the decision to incarcerate if the offender was a black male. We suggest that our results support the proposition that certain types of unemployed offenders are perceived as “social dynamite” (Spitzer 1975) in need of formal social control.  相似文献

This paper examines a view that the traditional stem family system was one of the preconditions for Japan's modern economic development, focusing on labour markets and skill formation practices. The paper begins with a brief look at the Japanese stem family household formation rules. Then, exploration is made, first, on the self-employed, the largest sector of the early modern economy; second, the merchant house and its employment patterns as an origin of present day large corporations' employment system and skill formation and human capital management practices; and third, workshop industries, which formed middle and lower layers of the manufacturing sector in the period of industrialisation. Finally, women's marriage behaviour is examined in relation to labour markets, especially changes in real wages. All this is an attempt to go some way towards a better understanding of the ways in which the family economy and corporate firms worked in economic development, rather than to suggest an alternative hypothesis on the relationship between family and household factors and subsequent economic development.  相似文献
