‘This loopy idea’ an analysis of UKIP’s social media discourse in relation to rurality and climate change

This paper focuses on the way that United Kingdom Independence Party (UKIP) attempted to communicate its policies and messages about the topic of renewable energy during 2013–2014. Renewable energy is a fruitful topic to consider as it has a strategic importance in the discussion of the future of the UK. The emergent theme from the analysis was not only rurality and renewable energy but the connection of the issue to scepticism about climate change. This paper uses the qualitative analyses the social media posts and a sample of the linked materials, with newspaper coverage, to reveal the key themes in the UKIP discourse.     

From partisan to pluralist ideology: the changing practices of democracy through Spain’s 20th-century constitutional moments

This article explores the practices of democracy in Spain through the lens of its 20th-century constitutional moments, namely, those around the 1931 and the 1978 constitutions, with the aim of elucidating its changing ideological significance. Whereas in 1931, supporting democracy had a strongly partisan meaning, as every endorsement of the democratic ideal entailed a conflicting understanding of the Republic’s democratic character, in 1978 it gave rise to an integrative form of pluralism. Even if the former has left a deep imprint on Spanish politics, anticipating a kind of seemingly irreconcilable opposition between left and right, the latter has proved instrumental in the consolidation of the new democratic regime. After the institutional distortion of democracy during the four-decade dictatorship’s ‘organic democracy’, since 1977 the ideal of democracy was thoroughly recast into a pluralist ideology. Unlike views describing it as a consensual regime, the article argues that the politics of consensus tested since the 1977 constitutional debates paved the way for the accommodation of democratic pluralism; furthermore, the culture of pacts it contributed to set up has continued to inspire a new form of adversarial, parliamentary politics well beyond the transition years.     

Technologies of Displacement and Children’s Right to Asylum in Sweden

Through an analysis of 100 asylum decisions and 10 interviews with 20 asylum officers at the Swedish Migration Agency this article reveals two intricate processes through which children’s rights are displaced in the Swedish asylum process; by overlooking children’s individual claims for asylum through a circle of neglect, and negating children’s best interests. The article demonstrates how the balancing act between migration control on one hand and children’s rights on the other hand plays out in the asylum process, which results in a double displacement; the children are not adult enough to be addressed as asylum seekers and not children enough to deserve qualification as bearer of children’s rights. An in-depth analysis of everyday practices at institutions applying children’s rights is essential both to understand the reproduction of discrepancies between rights on paper and rights in practice, and to explore the potential of rights to disrupt oppressive vehicles of power.     

Public choice and the economic analysis of anarchy: a survey

Public choice economists began studying anarchy in the 1970s. Since then, the amount of research on anarchy has burgeoned. This article surveys the important public choice contributions to the economics of anarchy. Following early public choice economists, many economists are researching how individuals interact without government. From non-public-interested explanations of the creation of government to historical studies of internalizing externalities under anarchy, public choice scholars are arriving at a more realistic perspective of human interaction with and without government. Although the economics of politics receives more attention, the economics of anarchy is an important area of research in public choice.     

Voter uncertainty and failure of Duverger’s law: an?empirical analysis

Real-world simple plurality elections rarely bear out the strong Duvergerian prediction that, in equilibrium, only two competitors receive votes. Recent advances in strategic voting theory demonstrate that voter uncertainty about competitors’ true support levels in the constituency may lead to limited strategic voting, and hence incomplete desertion of trailing parties. This is the first attempt to estimate empirically the impact of uncertainty on incentives to vote strategically. Calibrating a model of strategic voting to voting results from simple plurality elections in German constituencies, it is found that strategic voters operate under high levels of uncertainty. These results support the proposition that uncertainty about party support impedes formation of Duvergerian equilibria.

Expectations of government’s response to disaster

Citizens’ expectations about what government is capable of doing and what policies government officials intend to pursue can influence their decisions. After a disaster, for instance, expectations of government’s intent and capacity to assist in the rebuilding process will influence the rebuilding strategies that affected citizens adopt. This article develops a typology that categorizes citizens’ expectations of government response to disaster. We then deploy this typology to identify expectation patterns among residents and other private actors in New Orleans’ Ninth Ward communities who have returned following Katrina and explain how these expectations shape their preferred rebuilding strategy.

France’s reluctant parliamentarisation of military deployments: the 2008 constitutional reform in practice

This paper investigates changes in the French parliament’s role in the control of military missions, introduced by the 2008 constitutional reform, and examines their effects on practices of parliamentary control and legislative?executive interactions. The paper analyses how the constitutional changes have developed; the attitudes of parliamentarians towards control; the knowledges they relate to legislative-executive relations; and the post-reform practice of parliamentary control of French military missions. Although legislative?executive relations with regard to military missions have been recalibrated and formalised, they have not fundamentally challenged the executive’s lead. Reasons include a strong belief in the need for effectiveness, acceptance of the institutional order, and a foreign policy culture of executive leadership. French parliamentarians value their new powers, but mostly do not seek their further extension.

Can a contractarian be a paternalist? The logic of James M. Buchanan’s system

We consider the simplest version of a jungle economy à la Piccione-Rubinstein, wherein as many agents as goods are assumed, agents consume at most one indivisible good, and a transitive strong power relation exists. We first study the wilderness of jungle equilibria, i.e., whether they are Pareto-minimal (an allocation is Pareto-minimal if it is impossible to reduce the welfare of one agent without increasing the welfare of another). We show that jungle equilibria are not necessarily Pareto-minimal. We then study and characterize the set of Pareto-minimal jungle equilibria. Second, we tackle the case of equally powerful people, in contrast to the assumption that the power relation is asymetric. Assuming specifically a transitive weak power relation, we show that jungle equilibria exist, but that they are not always unique, nor Pareto-optimal. We also provide conditions under which those equilibria are Pareto-minimal.

     

Japan’s ‘pro-nuclear civil society’: Power in the analysis of social capital and civil society

ABSTRACT

Civil society research can be categorized into a school in the tradition of Gramsci focusing on social movements and a Tocquevillean school focusing on associations and social capital. The author reviews both schools’ research on the Japanese case and analyses a number of pro-nuclear citizen groups built up by the Japanese nuclear industry. The author analyses their financial data and historical development to demonstrate that they have been built up as countermovement by the nuclear industry. The author traces their mobilization processes to criticize the social capital approach. In Japanese political science, traditionally a dense web of hierarchical associations and ties of obligation have been seen as enforcing clientelism and top-down political control. This makes Japan an interesting case for the social capital approach. Social capital researchers have reinterpreted hierarchical networks as indicators of a strong civil society. Taking into account Bourdieu’s notion of social capital challenges this view and supports arguments of state influence forwarded by parts of the Gramscian school.

Levi’s Auschwitz and Dante’s Hell

On reading Primo Levi’s Holocaust memoir If This is a Man, one is immediately struck by its literary quality, and especially its generous use of Dante’s Inferno, both of which point to the more general problem of Holocaust witnessing. This paper focuses on Levi’s reasons for using Dante’s poem in particular to communicate his experience. Levi’s choice of Inferno is pointed, not only because of the obvious trope of existence in Hell, but also because Levi conceived of Auschwitz as an experiment designed to destroy the “human,” created in part, at least in the West, by Dante’s poem. What I will be suggesting is that Levi emphasizes the distinctions between his and Dante’s experiences by including in his conversation with Dante’s Inferno (paradoxically) his rejection of that conversation. There may or may not be something “human” which persists after Auschwitz, and the only way to ask this question, without preconceiving an answer, is to dramatize silence. The resultant ambiguity urges readers to, as Levi puts it, “participate in” the events described and/or dramatized.
