Abstract: Since the commencement of the Greater Brisbane scheme in 1925, a number of different ways of organising the executive function have been provided for in the legislation. These have included a mayor elected at large as chief executive officer; an appointed city manager model, which was never activated; a quasi-cabinet model, with the mayor being elected by the council rather than at large; a "weak" collective executive committee, akin to the early 20th century "board of control" arrangements in Canada, the mayor being elected at large and standing committees of council possessing substantial policy formulation powers; a stronger collective executive in theory, alongside which something akin to the American "strong mayor with chief administrative officer" model operated in practice; a strong collective executive, with the mayor once again elected indirectly, and weak standing committees of aldermen retained; a return to something like the original mayor-as-CEO arrangement; and finally, a strengthened version of the initial "mayor-as-CEO with chief administrative officer" model. These changes are traced chronologically and a general assessment is offered in conclusion.  相似文献

While trust in government at all levels is at an all‐time low, actual corruption at the municipal level has been declining. One factor often credited with this decline is the introduction of the council‐manager form of government. One of the key reasons the council‐manager form was created in the early 1900s was to act as an antidote to the corruption prevalent in the big‐city machine politics of the era. Despite this, no one has tested whether the council‐manager form has in fact influenced the decline in corruption rates. This article uses a rare events logit model to analyze corruption convictions in municipalities between 1990 and 2010 to determine which factors, including form of government, affect the probability that a corrupt act will occur. The findings indicate that municipalities with the council‐manager form are 57 percent less likely to have corruption convictions than municipalities with the mayor‐council form.  相似文献

This paper asks if it does matter for taxes and government spending whether the mayor is elected (and recalled) by direct election or by the municipal council. It thus contributes to the economic literature on the impact of constitutions on economic outcomes. The effects are identified based on reforms of the municipal constitutions that were exogenous from the point of view of the municipalities in content and timing: each year, quasi-randomly selected groups of municipalities introduced the new constitution. This setup helps overcome endogeneity and identification issues that are common to many studies in the field using country level data. Using a new panel dataset of the 686 municipalities in three German states, this paper shows that direct mayoral election and recall through referendum only (as opposed to election and recall through the municipal council) reduce tax rates and increases spending on government employees.  相似文献

What accounts for patterns of city adoption and abandonment of council‐manager government? Despite dozens of empirical studies, we lack a systematic understanding of these forces over time because previous work has relied on cross‐sectional designs or analysis of change over short periods. This article begins to fill this lacuna by constructing a historical data set spanning 75 years for the 191 largest cities with either mayor‐council or council‐manager governments in 1930. Event history analysis is applied to isolate adoption and abandonment trends and to provide new evidence revealing the forces that have shaped the trajectory of institutional change in U.S. cities. This analysis reveals that social context factors—in particular, economic conditions—generate both adoptions and abandonments.  相似文献

Black penetration of the municipal workforces of six southerncities—Atlanta, Augusta, Birmingham, Columbia, Macon,and Savannah—is examined for the purpose of highlightingthe factors either favoring or impeding integration. Also examinedis the relative importance of local and federal actors in changingonce segregated hiring patterns. Information was obtained througha series of interviews in each city with relevant participants.Results show that local factors are generally predominant ininfluencing black hiring (e.g., a black mayor, a white mayordependent on black electoral support, a permeable personnelstructure). However, federal intervention in individual discriminationsuits has had a strong effect in certain cities, particularlywhere suits resulted in consent decrees setting targets forminority hires.  相似文献

Two major events—the 2000 vote counting crisis in Floridaand passage of the Help America Vote Act (HAVA) in October 2002—spawneda wave of federal, state, and local policy innovation and policyimplementation. The major effect of the Florida crisis was anationwide effort to analyze information on elections and todebate policy solutions. Subsequently, HAVA, the first majorelection law in U.S. history that includes federal funds forelection equipment and operations, had a more substantial effecton policy innovation and implementation. Both before and afterHAVA, election law changes have been affected by partisan considerations,policy analyses, and entrepreneurial leadership. Thus far, HAVAhas positively affected election administration, though administrativepractices and their effectiveness vary across and within thestates.  相似文献

Women have historically been underrepresented in democratic assemblies, particularly in top positions with executive powers. Most gender quota reforms address this by mandating a more equal gender representation on election lists. In contrast, a 1992 legislative reform in Norway required parties' candidate lists for the local executive board to comprise at least 40% politicians of each gender. This legal change was not only exogenously imposed by a higher-level government, but also generated distinct quota-induced constraints across Norwegian municipalities. We exploit the resulting variation in ‘quota shocks’ using a difference-in-differences design to identify the quota's effect on women's political representation as well as local public policies. We find that more women enter the executive board after the reform, though spill-overs on women's representation in the local council and on the probability of a female mayor or top administrator are weak. We also find no consistent evidence for shifts in public policies due to increased representation of women in positions with executive powers.  相似文献

Since the 1984 election of Brian Mulroney in Canada, the federalgovernment has reached three important intergovernmental agreementsin the energy sector. These accords—concerning managementof Newfoundland's offshore resources, oil pricing and taxationin the western provinces, and natural gas pricing in westernCanada—are Mulroney's showcase examples of his "renewedfederalism. " While there has been an increase in the degreeof federal-provincial consultation, enhanced cooperation inthe energy sector has been greatly facilitated by changes inthe international energy situation. An examination of othersectors suggests that the position of the Mulroney governmenton the nature of the Canadian federation may not be much differentfrom that held by the government of Pierre Trudeau.  相似文献

Though the relationship between local government structure and expenditure has received considerable attention, there is little consensus as to how the features of representative government affect local expenditure. An exception is city council size, which has consistently been found to be positively related to spending. Previous results rely on cross-sectional estimation which may be subject to omitted variable bias. This paper analyzes three components of municipal governments—the form of government, the size of the city council, and the election method of city councilors. Once fixed effects estimation is employed, the positive relationship between city council size and expenditure disappears.  相似文献

The mayor and CEO play an important complementary role in local economic and community development. As the head of the elected council the mayor has a close working relationship with the CEO of the council organisation. Each has the opportunity to influence the policy and administration functions of council. The quality of their working relationship influences the quality of local governance in their community. In this study 413 pairs of Australian mayors and CEOs responded to metaphors assessing the effectiveness of their working relationship with each other. They also completed Cameron's Management Skills Assessment Instrument. Effective working relationships are more likely to occur when their managerial style complements or is the same as the other, on Cameron and Quinn's Competing Values Framework. The implications for CEOs are discussed along with strategies for enhancing the working relationship with their mayor.  相似文献

The 100th anniversary of the International City/County Management Association provides an excellent point to review and assess research on the performance of the council‐manager form of government. The development of the council‐manager form arguably has been the most important innovation in American local government over the last century, yet its impact on the performance of municipal governments is not well understood. This article reviews and assesses the empirical evidence for 10 propositions that council‐manager governments perform better than mayor‐council governments. This evidence indicates that although progress has been made on demonstrating differences in representation and functionality, the proposition that council‐manager governments are better managed than mayor‐council governments has yet to be seriously engaged in this literature. Filling this critical gap requires progress in two areas: the development of theory to explain why council‐manager governments are better‐managed organizations and the production of evidence assessing the major propositions of this theory.  相似文献

In a period when many policymakers in Washington are attemptingto push an unprecedented number of programs and functions backto state and local jurisdictions, immigration stands out asa policy area that is universally regarded as the exclusivedomain of the federal government. This article challenges thispervasive understanding of policies toward legal as well asillegal immigrants. It does so by examining the historical evolutionof state-federal responsibilities in this area and then by scrutinizingcontemporary evidence of state and local efforts to influenceimmigration flows. Finally, the unique political dynamics ofimmigration will be explored to explain why—in the faceof so much evidence to the contrary—this one-sided viewof state-federal responsibilities persists in this increasinglyvolatile policy domain.  相似文献

U.S. cities are limited in their ability to set policy. Can these constraints mute the impact of mayors’ partisanship on policy outcomes? We hypothesize that mayoral partisanship will more strongly affect outcomes in policy areas where there is less shared authority between local, state, and federal governments. To test this hypothesis, we create a novel dataset combining U.S. mayoral election returns from 1990 to 2006 with city fiscal data. Using regression discontinuity design, we find that cities that elect a Democratic mayor spend a smaller share of their budget on public safety, a policy area where local discretion is high, than otherwise similar cities that elect a Republican or an Independent. We find no differences on tax policy, social policy, and other areas that are characterized by significant overlapping authority. These results suggest that models of national policymaking are only partially applicable to U.S. cities. They also have implications for political accountability: mayors may not be able to influence the full range of policies that are nominally local responsibilities.  相似文献

The Help America Vote Act (HAVA) has created a new dynamic forthe oversight and implementation of federal elections, requiringstates to assume greater control of election processes vis-à-vistheir local governments than was previously the case in moststates. We consider how HAVA has changed the relationship betweenstates and localities, especially through the HAVA planningprocess. We examine two approaches that states have used inHAVA planning—a rational approach and a pluralistic approach—andhow each can shape the power relationship between states andlocalities. The June 2004 elections offered the British National Party unique opportunities for growth. There were three different elections being held at once: for seats on local councils, for the London mayor and the London Assembly, and for members of the European parliament (MEPs). Following boundary changes, the local council election was being conducted on a three-candidates-per-seat basis. The London and European elections were being run according to the rules of proportional representation. Both systems favour minor parties. The BNP went into the elections buoyed up by almost four years of considerable success. However, the party failed to achieve the gains anticipated. After several years that witnessed increasing votes, this was the first instance of the BNP vote stagnating. Renton explains the BNP's failure in terms of a series of factors: poor leadership, tactical errors, the hardening of Conservative anti-BNP voters, the press publicity garnered by the UK Independence Party, and the successful intervention of anti-BNP campaigners.  相似文献

On 2 November 2014 George Osborne stood in the impressive great council chamber of Manchester town hall and, flanked by the ten leaders of Greater Manchester's local authorities, announced a devolution deal for the city‐region. Greater Manchester would receive a significant package of powers over transport, housing, planning, skills, business support and welfare in exchange for creating new governance structures, including a directly elected mayor for the city‐region. This article explores the background to the Devo Manc deal, arguing that it is the product of both a long history of local government collaboration in Greater Manchester and George Osborne's desire for a sweeping restructure of English governance. It traces how the key decisions were taken quickly and by a small number of key officials. The article also identifies some flaws in Devo Manc and considers whether it is an appropriate model for other city‐regions in the UK.  相似文献

Direct influence over communication media is a potent resource during electoral campaigns, and politicians have an incentive to gain control of the airwaves to advance their careers. In this article, we use data on community radio license applications in Brazil to identify both the causal effect of incumbency on politicians’ ability to control the media and the causal effect of media control on their future electoral prospects. Using a regression discontinuity design, we compare city council candidates who barely won or barely lost an election, showing that incumbency more than doubles the probability of an application’s approval by the Ministry of Communications. Next, using genetic matching, we compare candidates who acquired community radio licenses before an election to similar politicians who did not, showing that a radio station substantially increases one’s vote share and probability of victory. These findings demonstrate that media control helps entrench local political power in Brazil.  相似文献

At the Italian parliamentary election of April 2008 the centre-right coalition, led by media tycoon Silvio Berlusconi, prevailed with 3.3 million votes over the centre-left coalition, led by Walter Veltroni, former mayor of Rome. This commentary analyzes the electoral results by looking at three factors which affected the vote: the institutional context, the electoral campaigns of both coalitions, and the voters’ behaviour. The article claims that the electoral outcome originated from an asymmetrical abstention of centre-left voters who did not turn out, and from a high-level of swing-voting which favoured the centre-right. It is argued that this election hardly signals a political realignment. Rather than value changes, valence politics and government performance are at the basis of the centre-right victory.   相似文献

This article examines the extent to which the federal government'spolicies were responsible for the fiscal stress experiencedby most state governments in the early 1990s. Federal policieshave contributed considerably to recent state fiscal stress,particularly through the Medicaid program—the fastestgrowing part of state budgets—and the recession, whichdepressed revenue and increased welfare and Medicaid spending.Federal aid reductions have not been an important source ofrecent state fiscal stress. The real value of per capita federalaid other than for welfare programs fell considerably in the1980s, but the reductions were much greater for local governmentsthan for states. The largest reductions were in the early 1980s.Federal policies have affected state finances in several otherways—through tax policy, unfunded mandates, and the federalfailure to cope effectively with problems like health and poverty.Federal court rulings have also caused budget problems (as havestate court decisions). In some respects, state fiscal problemsare not a federal responsibility. Rising school enrollments,new corrections policies, and inelastic tax systems have createdfiscal stress for many states. Excessive state spending in the1980s has contributed to recent fiscal problems in some states,but not generally.  相似文献

For most observers, Iraq's recent elections were an importantfirst step on the road to democratic normalcy. However, threerelated outcomes—the political marginalization of SunniArabs, the electoral gains made by Shi'a religious parties,and the triumphant performance of the Kurds—render thetask of crafting Iraq's permanent constitution significantlymore problematic. In this paper, we examine the implicationsof these election results for the design of Iraq's federal system.Our focus is on the character of the subunits in any futuresystem, specifically on whether Iraq should adopt a form ofterritorial federalism based on the country's existing eighteenprovinces (as most scholars argue) or whether a form of ethnic,or "plurinational," federalism based on five regions would bebetter able to address the very significant problems createdby the election results. After assessing the relative meritsof the various proposals for a federal Iraq, we conclude thata system based on five broad regions, though not ideal, is theleast bad of the options available.  相似文献
