How do economic freedom and culture impact economic growth? This paper argues that culture, as measured by the World Values Surveys, and economic institutions associated with economic freedom are both independently important for economic prosperity, but the strength of their impact can be better understood only when both are included in the growth regression. Our results indicate that economic freedom is more important than culture for growth outcomes, suggesting substitutability between the two. We posit that culture is important for growth when economic freedom is absent, diminishing in significance once economic freedom is established.  相似文献

While studies of the relationship between economic freedom and economic growth have shown it to be positive, significant and robust, it has rightly been argued that different areas of economic freedom may have quite different effects on growth. Along that line, Carlsson and Lundström (2002) present the surprising result that “International exchange: Freedom to trade with foreigners” is detrimental for growth. We find that “Taxes on international trade” seems to drive this result. However, using newer data and a more extensive sensitivity analysis, we find that it is not robust. Least Trimmed Squares-based estimation in fact renders the coefficient positive.  相似文献

Contemporary social policy lacks an account of the ends it serves. The reason for this is a laissez-faire policy regime where property right overwhelms the right of each individual to be a self-determining person. Laissez-faire policy creates a scarcity of public resources where a universalistic social policy cannot be afforded. A narrowly targeted social policy designed for the poor prevails: it is one where the poor are subject to state coercion. In the more expansive social policy associated with social democracy, the outcome of equality is championed but there is no coherent account of how this end can be reconciled with achieving freedom. The universal idea of the self-determining person is the basis of a rationale for social policy. Thus the end that social policy should serve is the development and sustaining of an individual who has the set of capabilities that he or she requires to be free in the sense of self-determining.  相似文献

How does political violence affect popular support for peace? We answer this question by examining Colombia, where in 2016 the people narrowly and unexpectedly voted against a peace agreement designed to end a half century of civil war. Building on research on the impact of political violence on elections as well as research on referendum/initiative voting in the United States, we argue that local experiences with violence and the political context will lead to heightened support for peace. We test these expectations using spatial modeling and a municipal-level data on voting in the 2016 Colombian peace referendum, and find that municipal-level support for the referendum increases with greater exposure to violence and increasing support for President Santos. These results are spatially distributed, so that exposure to violence in one municipality is associated with greater support for the peace referendum in that municipality and also in surrounding areas. Our findings have implications not only for Colombia, but for all post-war votes and other contexts in which referenda and elections have major and/or unexpected results.  相似文献

ABSTRACT

In defending toleration against its many critics, Respecting Toleration has both conceptual and normative aims. Conceptually, I defend and explain the coherence of political toleration. This involves, in part, highlighting a distinction between two forms of toleration; one of which always involves objection, and one which does not. Normatively, I defend a particular understanding of toleration as the best way of accommodating contemporary diversity. In brief, the state should be guided by an active ideal of neutrality, and citizens must at minimum engage in forbearance tolerance with each others’ differences. In this paper, I respond to four main lines of criticism. The first is that my understanding of toleration – in which objection is not always necessary – is too broad, and that my non-moralised understanding of forbearance tolerance requires additional context. Second, my discussion of neutrality runs together the distinction between an active/passive state with a large/small state; wrongly fails to distinguish between mere preferences and deeply held beliefs; and is really a concern about equality. Third, my freedom-based justification for toleration is too limited; and may, in fact, enable recognition rather than resist it. Fourth, my rejection of inter-citizen respect for difference is too quick.  相似文献

I defend a neo-republican account of the right to have political rights. Neo-republican freedom from domination is a sufficient condition for the extension of political rights not only for permanent residents, but also for temporary residents, unauthorized migrants, and some expatriates. I argue for the advantages of the neo-republican account over the social membership account, the affected-interest account, the stakeholder account, and accounts based on the justification of state coercion.  相似文献

We study the effects of growth and changes in the external terms of trade on protection. There are two sectors, an urban sector and a rural sector, and trade policy is used to redistribute income between them. We show that growth precedes trade liberalization. In addition, we find that trade reform is triggered by falls in the world prices of primary exports or intermediate imports. These results are shown to hold for tariffs and quotas.  相似文献

Abstract. How does media framing of issues affect social movement mobilization? This relationship is examined in light of the striking variation in levels of German peace protest against INF missiles, the Gulf War and the NATO peace-keeping mission to Bosnia. I argue that this variation in mobilization capacity can be explained in part by the degree of congruence between media framing and movement framing of the issues involved. Congruence between the two framings facilitates movement mobilization, whereas divergence hinders it. I compare the relative congruence between movement framing and media framing in Die Tageszeitung and Der Spiegel coverage of the three issues. I also evaluate possible alternative or complementary explanations, including public opinion, 'normalization' and elite cues, and political opportunity structure.  相似文献

Institutional innovations in conflict management have received considerable academic attention in the past decades. Yet few studies have considered the design of referendums in peace processes and the role of popular mandates in catalysing negotiated settlements. Drawing evidence from divided societies, particularly the contrasting cases of South Africa and Cyprus, the article points to the importance of ratification sequence and early mandate referendums. Specifically, it demonstrates how mandate referendums focusing initially on domestic constituencies enable leaders to pre‐empt ethnic outbidding challenges while concluding a peace agreement. An early ratification process could safeguard the peace process from unavoidable reversals in public opinion, increase flexibility as to the timing of critical decisions and maximise the credibility of leaders aiming for a negotiated settlement. The study of mandate referendums has important implications for broader research on international mediations since it suggests mechanisms by which political actors could ensure the ratification of significant treaties in global or regional politics.  相似文献

ABSTRACT

Mostar has been divided since 1992, which marked the start of the civil war in Bosnia and Herzegovina. In 1995 the violent conflict ended and in 2004 the city was reunified by an interim city statute even though it remains highly contested. Drawing on research conducted in Mostar from 2014 to 2018, this article presents spatial interventions to discuss how socio spatial agency contributes to the experience of a ‘positive peace’. As such, the article presents examples of shared spaces in the divided city to focus on the temporal dimensions of the peace process.  相似文献
