This article analyzes water-related conflicts in Southeast Asia and draws the attention to controversial dam—and hydropower—schemes. It focuses on three dam projects in Thailand, Laos and Burma that are all interwoven by different characteristics of development assistance. But they also slightly differ in terms of the implementation stage, the geopolitical setting, the socio-economical frameworks and the actors involved. Against this analytical background, the approach unveils the complexity of internationalising conflicts that are created under the influence of the ongoing globalisation and by multiple actors involved, their networks, strategies and power relations. “Scarcity of resources—securing energy by development assistance” provides a brief introduction by drawing the main global configurations. “Energy supply and poverty alleviation—new dams in Southeast Asia” zooms in on the specific stage by mirroring dam disputes in Southeast Asia (SEA). Based on these fundamentals, in “Different dams—diverse actors and conflict potentials” the case studies are reconstructed to highlight the multiplicity of dam-projects and inherent controversies. “Conclusion—new conflict frameworks require new instruments of dispute resolution” offers an outlook on conceptual ideas on how to deal with future dam disputes under the auspices of development assistance.  相似文献

Agenda-setting scholars have claimed that the typical punctuated pattern of governmental attention is a consequence of disproportionate information processing. Yet these claims remain unsubstantiated. We tackle this challenge by considering mass media coverage as a source of information for political actors and by examining the relationship between preceding media information and subsequent governmental attention. Employing data capturing U.S. media attention and congressional hearings (1996–2006), we find that the effects of media attention on congressional attention are conditioned by the presence of “media storms”—sudden and large surges in media attention to a given topic. A one-story increase in media attention has a greater effect on congressional attention in the context of a media storm, since media storms surpass a key threshold for catching policymakers’ attention. We find evidence that the influence of media attention on political attention is nonlinear; agenda-setting operates differently when the media are in storm mode.  相似文献

Violations of human rights in the context of a conflict have in recent years received an increasing amount of attention from the international media. Yet how such media attention influences conflict remains understudied and, a priori, uncertain. On the one hand, media coverage of human rights abuses may constitute “naming and shaming” that might temper hostilities. On the other hand, such coverage might spark intransigence and complicate negotiations among conflicting parties, thereby hindering rather than hastening peace. This article tries to adjudicate among these and other possibilities by exploring how media reporting on human rights abuses influences the development of conflicts. The analysis reveals that such reporting is associated with shorter conflicts and negotiated agreements between fighting parties.  相似文献

International media has established an image of Haiti as a disorganised and violent society. However, this article argues that—and reveals why—this characterisation is incorrect. The article explores how the structures and traditions of Haitian local communities react and respond to the needs of the communities and to the disputes that arise within them. It explores the causes of local conflicts and their relationship with the larger conflict picture in Haiti, and furthermore investigates the challenges faced by local models of conflict prevention and how these are affected by national policies as well as by the presence of foreign actors in the country. The analysis is based on a survey and on fieldwork carried out in different regions of Haiti during the period 2007–2013. The article concludes with recommendations to pay more attention to the challenges that local conflict prevention efforts face—as a result of the larger liberal peace-building framework.  相似文献

Studies of political communication and persuasion typically focus on deliberately persuasive communications of political actors. Contemporary rhetorical theories suggest the importance of rhetorical examinations of a range of communications not normally considered rhetorical/persuasive, including media news reports. Bormann's fantasy‐theme analysis is a rhetorical‐critical method that allows critics to discover the rhetorically created social realities of groups of people through detailed examination of their communication behavior. The method is particularly suited to discovering the motives of social actors who share social realities or “rhetorical visions.” Applied to U.S. print media coverage of the Iran hostage crisis, fantasy‐theme analysis reveals the motives that urged journalists to give the episode massive coverage, that urged Americans to become preoccupied with the episode, and that urged Americans to vote out an incumbent president. Thus, the study reveals the tremendous persuasive impact of “objective” materials like news coverage on electoral politics.  相似文献

This article provides a case study analysis of social reactions to the murder of Fusilier Lee Rigby in 2013. Informed by empirical data collected by systematic monitoring of social media platforms, the analysis identifies a number of online behaviours with offline effects—labeled the ten “Rs”—that collectively constitute the process of social reaction to the crime. These are defined as: reporting; requesting; responding; recruiting; “risking”; retaliating; rumouring; remembering; reheating; and “resiliencing”. It is argued that the ability to observe these behaviours through the application of qualitative social media analysis has considerable potential. Conceptually, the analysis provides new insight into the complex and chaotic processes of sense-making and meaning attribution that arise in the aftermath of terrorist attacks. It illuminates how patterns of social reaction on social media are nuanced and complicated, with different segments of the public interpreting the same developments very differently. In addition, the findings and the conceptual framework outlined have implications for policy and practice development in terms of establishing a more effective and evidence-based approach to the consequence management of “post-event” conflict dynamics and social reactions.  相似文献

Sacred rituals and symbols can act as force multipliers that motivate and constrain the effectiveness of actors. Religious intelligence involves an assessment of how these rituals and symbols affect combat operations. The fourfold challenge faced by the religious intelligence analysts is to ascertain how prominent a role religion will play in a given conflict, what the relevant sacred phenomena are, how salient they are for the specific religious communities present, and how they will affect a given conflict. The case studies that form the core of this article highlight three issue areas open to religious intelligence collection and analysis, and exhibit variation in the ability of intelligence analysts to correctly assess those religious factors. Egyptian and Israeli decision making prior to the 1973 Arab-Israeli War illustrates how information about sacred time can influence war initiation. The diverging outcomes of two counterinsurgency operations at the same sacred site, “Operation Blue Star” (1984) and “Operation Black Thunder” (1988), demonstrate the utility of intelligence about the parameters of sacred space. A final case study explores the U.S. failure to grasp the importance of religious authority in the Iranian Revolution. I conclude by considering the actors best suited for gathering and processing religious intelligence. Religious intelligence requires interdisciplinary teams that combine expertise in religion, area studies, and military operations.  相似文献

The 2014 Israel–Gaza war was the third of a string of conflicts to erupt between the State of Israel and Hamas in neighbouring Gaza and quickly became the deadliest for both sides. Even with the extensive media attention this crisis received, calls for more objective reporting were widespread, as locating sources that were not clearly influenced or reflective of political biases seemed near impossible. This paper seeks to explore the role “cultural proximity” plays in informing casualty count reporting in times of conflict. Qualitative content analysis is conducted on news coverage of the 2014 Israel–Gaza conflict in the American daily newspaper, The New York Times, and the Israeli daily newspaper, Haaretz, to assess whether significant differences exist in the way casualty figures are addressed across varying degrees of political and cultural involvement. This research reveals that variations in casualty count reporting do indeed exist across cultural and national contexts, and deems this subject worthy of further research.  相似文献

ABSTRACT

The actors, or “players,” involved in the transactions of diplomacy occasioned by sport are manifold. In the case of the world’s “global game”—association football—they include but are not limited to individual footballers, football clubs, national leagues, national associations, football’s international governance structures, multi-national sponsors, and numerous hangers on. Importantly for this analysis, such a panoply of actors creates an architecture, replicated across other sports, which speak to the necessity of furthering the understanding of the relationship between sport and diplomacy. These two phenomena share a long-standing similarity in global affairs; both having been over-looked as means of comprehending relations between different polities otherwise centred on the nation-state. This exegesis advances our understanding in two areas. First, it addresses the parameters of the discussion of “sport and diplomacy” and problematises the discourse between the two with a note on language; and second, it utilises a framework provided by an appreciation of “global diplomacy” to explore concepts of communication, representation, and negotiation in sport and diplomacy.  相似文献

The news media plays a key role in American democracy, often serving as the primary means by which voters learn about their elected representatives. However, the news media varies in its coverage of representatives, presenting voters with more frequent and favorable information about some House members than others, which may in turn influence voters' decisions at the polls. Although many scholars have examined the determinants of congressional news coverage, few have focused on the role of the actors who perhaps exert the most direct effect on such coverage: congressional press secretaries, journalists, and editors. In this study, I explore the influence of these actors on the tone and frequency of local congressional news coverage. I rely on data from two sources: (a) a content analysis of newspaper coverage of 100 representatives during the month prior to the 2006 election and (b) in-depth interviews with 51 congressional press secretaries and 22 journalists. These sets of data illustrate the important roles of both newspaper staff and congressional press secretaries in shaping the coverage House members receive. I conclude by discussing the implications of the findings for U.S. representatives and their constituents.  相似文献

This article uses Ross Perot's campaign for president in 1992 as a case study in how two key political institutions—the conventional political press and the party system—mediate the effects of political communication. Reporters allocated positive and negative coverage to Perot according to the same rules that they normally follow, and voters were as responsive to this coverage as they were to media coverage of two earlier “outsider” candidates for president, Jimmy Carter and Gary Hart. Part I of this article, which appeared in the previous issue of Political Communication, dealt with the earliest, relatively unmediated phase of Perot's campaign and the takeoff phase of the mediated campaign. The maintenance of a “moderate mainstream” Muslim community as a bulwark against the fraying of harmonious ethnic relations has become a key governance concern post-September 11. In light of the global concern—and often paranoia—with diasporic Islam, Islamic religious institutions and civil society have been portrayed in the popular media as hotbeds of radicalism, promoters of hatred, and recruiters for a “conflict of civilization” between the Muslim world and the modern world. Having declared itself a terrorist's “iconic target,” Singapore has taken a broad-based community approach in advancing inter-religious tolerance, including a subtle initiative to include the “Muslim civil society” in advancing the understanding and the promotion of a moderate brand of Islam in Singapore. This tacit process of regulation (top-down, intra-community and inter-community), while effective, is constrained by the unique governance context in Singapore.  相似文献

How do differences in ownership of media enterprises shape news coverage of international conflict? We examine this relationship using a new dataset of 591,532 articles on US-led multinational military operations in Libya, Iraq, Afghanistan and Kosovo, published by 2,505 newspapers in 116 countries. We find that ownership chains exert a homogenizing effect on the content of newspapers’ coverage of foreign policy, resulting in coverage across co-owned papers that is more similar in scope (what they cover), focus (how much “hard” relative to “soft” news they offer), and diversity (the breadth of topics they include in their coverage of a given issue) relative to coverage across papers that are not co-owned. However, we also find that competitive market pressures can mitigate these homogenizing effects, and incentivize co-owned outlets to differentiate their coverage. Restrictions on press freedom have the opposite impact, increasing the similarity of coverage within ownership chains.  相似文献

Over the past decades, a pattern has emerged across the Islamic world of secular actors struggling to build sustainable social movements while Islamists show a higher success rate in doing so—a dynamic often accompanied by high levels of violence and little space for dialogue between actors from across the political spectrum. In this article, we illustrate the utility of social movement theory (SMT) in explaining the ability of some movements to mobilize en masse, while others become marginalized. Furthermore, we suggest that SMT is useful in understanding the processes that produce socio-political dynamics conducive to violent rather than non-violent tactics. Through a case study of Bangladesh, where in 2013 the secular Shahbag mobilization was derailed by a massive Islamist counter-mobilization, this article shows how movements not only capitalize on, but actually contribute to, shifts in cultural discourse through political maneuvering and long-term socialization. By anchoring their ideology in pre-existing religio-cultural imagery, Islamists have been successful in casting themselves as “authentic” defenders of Islam and their secular opponents as “atheists.” In such a socio-political context, the space for dialogue among the various political actors is severely limited and the impetus to employ violent tactics strong.  相似文献

Over 10% of the American electorate lives in counties served by out-of-state media because of the mismatch between media markets and state boundaries. Frequently, these “orphan” counties face a different information environment than others in their home state: they receive no news coverage and political advertising for their own statewide races, irrelevant information pertaining to candidates in the neighboring state who will not appear on their ballots, or both. With a combination of county-level, individual-level, and political advertising data, our analysis evaluates the effect of orphan county residency and irrelevant political information on political participation. Results indicate that orphan counties have lower turnout rates than non-orphan counties and that this difference is explained by lower levels of interest in the campaign stemming from exposure to irrelevant information.  相似文献

A significant and growing body of literature related to security regimes focuses on the importance of either common knowledge or common norms to the success of efforts to limit military competition. This paper challenges this central pillar of the arms control literature. Security regimes, in particular arms control regimes, are not necessarily the product of common knowledge, norms, or shared identities. Rather, actors can and sometimes do cooperate because they do not fully understand one another and lack information. In these cases, examples of what I will refer to as “imagined intersubjectivity”—the mistaken belief that two actors share information, norms, and identities when in fact each has an idiosyncratic understanding—the lack of information is crucial for international cooperation. I analyze the record of the Anti-Ballistic Missile (ABM) Treaty negotiations. Through process-tracing, I will argue that three crucial moments in the negotiation process were premised on a misunderstanding of the position of the other party. The implications for cooperation without intersubjectivity are then explored.  相似文献

This paper examines two newspapers, The New York Times and The Times of London, to test the similarities and differences in the collection of events interaction data over a three‐year time interval (from 1969–71). Two divergent approaches are taken—one involving gross aggregation over the “ who did what to whom about what” format and the other investigating specific studies of conflicts. The conflict studies included in the paper are those of India‐Pakistan, Jordan‐Palestinian guerillas and the general Middle East and Vietnam arenas. It was found that both sources have different reporting styles during non‐conflict periods. However, the central and most important point in this study is that events data are of a consistent and comparable nature over different sources when they are of a conflict orientation. Thus, the events data gathered from The New York Times and The Times of London are essentially conflict indicator data which represent similar patterns of of interactions.  相似文献

International organizations (IOs) have been widely criticized as ineffective. Yet scholars and practitioners assessing IO performance frequently focus on traditional modes of governance such as treaties and inter-state dispute-resolution mechanisms. When they observe poor performance, moreover, they often prescribe a strengthening of those same activities. We call this reliance on traditional state-based mechanisms “International Old Governance” (IOG). A better way to understand and improve IO performance is to consider the full range of ways in which IOs can and do operate—including, increasingly, by reaching out to private actors and institutions, collaborating with them, and supporting and shaping their activities. Such actions are helping to develop an intricate global network of public, private and mixed institutions and norms, partially orchestrated by IOs, that we call “Transnational New Governance” (TNG). With proper orchestration by IOs, TNG can ameliorate both “state failure”—the inadequacies of IOG—and “market failure”—the problems that result when the creation and evolution of norm-setting institutions is highly decentralized. Orchestration thus provides a significant way for IOs to improve their regulatory performance. Some IOs already engage actively with private actors and institutions—we provide a range of illustrations, highlighting the activities of the UN Environment Programme (UNEP). Yet there remains a significant “orchestration deficit” that provides real opportunities for IOs. We draw on the lessons of existing IO activities to suggest additional possibilities for improving IO performance.  相似文献

Theoretically, the “mobilization hypothesis” establishes a link between religion and conflict by arguing that particular religious structures are prone to mobilization; once politicized, escalation to violent conflict becomes more likely. Yet, despite the religious diversity in sub-Saharan Africa and the religious overtones in a number of African conflicts, this assumption has not yet been backed by systematic empirical research on the religion–conflict nexus in the region. The following questions thus remain: Do religious factors significantly impact the onset of (religious) armed conflict? If so, do they follow the logic of the mobilization hypothesis and, if so, in which way? To answer these questions, this article draws on a unique data inventory of all sub-Saharan countries for the period 1990–2008, particularly including data on mobilization-prone religious structures (e.g., demographic changes, parallel ethno-religious identities) as well as religious factors indicating actual politicization of religion (e.g., inter-religious tensions, religious discrimination, incitement by religious leaders). Logit regressions suggest that religion indeed plays a significant role in African armed conflicts. These findings are compatible with the mobilization hypothesis, and stress the impact of conflict-prone religious structures, and particularly, the fact that overlaps of religious and ethnic identities are conflict-prone. Future research should investigate the religion-ethnicity-nexus in more detail.  相似文献
