International military interventions in Libya and Côte d'Ivoire in 2011 revealed that regional and sub-regional organisations are playing an increasingly active and important role in the implementation of Responsibility to Protect (RtoP). However, the academic and policy analyses of RtoP have not thus far presented any comprehensive model to explain the emergence of regional actors in RtoP. This article develops and applies a four-fold taxonomy, according to which the unique powers of regional actors in initiating and implementing RtoP can be attributed to four types of compliance effects. First, regional actors themselves can directly promote RtoP for either normative or strategic reasons. Second, they can wield either normative or strategic compliance pull on other actors, such as the permanent members of the UN Security Council, which is an indirect but effective way to implement RtoP. As a benefit, this taxonomy reveals the diversity and depth of compliance effects wielded by regional actors in the RtoP process. The powers of regional actors in RtoP are realised on multiple fronts, rather than through a singular channel. This conclusion challenges the whole conception of RtoP by demonstrating that the traditional two-layered idea of RtoP developed in the mainstream literature, according to which RtoP is composed of the levels of international society and its member states, should be replaced with a tri-layered conception which also recognises the emerging middle level of regional actors.  相似文献

The perceived clash of norms associated with the emergence of rising powers is nowhere more pronounced than in relation to the responsibility to protect (RtoP). However, attempts to explain rising powers’ engagement with norms such as the RtoP are often limited and limiting in what they can tell us. Orthodox models portray predominantly linear and diffusionist logics of norm evolution that underplay the complex interaction implicit in unpredictable outcomes at the systemic level. This article identifies a range of factors that drive participation (or generate hesitation) amongst emerging powers in the development and application of the RtoP. It proceeds to illustrate how changes in normative behaviour emanate from top-down and bottom-up processes as well as the feedback between them. It argues that norm evolution is consequently a unique and emergent outcome of complex international society and therefore argues for using complexity thinking as a heuristic to augment current models and explanations of the evolution of norms in the international system.  相似文献

Regional security arrangements play a central role in modifying emerging norms as they travel from the global to the local level. This process of norm localization is shaped by various factors such as the characteristics of regional security cultures, corresponding resonance with the emerging norm, institutional voice opportunities, and mechanisms of framing and pruning as they are utilized by norm entrepreneurs. The article applies this analytical framework to the localization of the responsibility to protect (R2P) norm by the African Union and the European Union. Subsequently, the paper examines how localization of the R2P norm in both regions affected their reactions to the Libyan crisis in 2011. It also examines the likely ramifications that the intervention may have on the future reception of the R2P by African and European actors.  相似文献

While many of the contemporary writings on Middle Eastern political change contend that democratization is under way in the Arab world, this article maintains that much of the recent optimism is due to a lack of terminological clarity. Neither are there any Arab democracies today, nor is there any tangible democratization in this region. Adherents of the democratization hypothesis in the Arab world invoke mainly two arguments: that of a strengthened civil society and that of economic transformation, which are supposed to trigger democratization. Both arguments are discussed with the finding that they do not provide convincing evidence to support such hypotheses. Rather, systemic transitions from non‐democracies to other non‐democratic systems are likely developments in the Arab Middle East. Comparative research should therefore focus not only on the ‘breakdown of democratic regimes’ or ‘democratic transitions’, but develop models better to grasp non‐democratic transitions.  相似文献

What does it mean to be responsible in and for the Arctic? This article addresses this question, noting that responsibility has become a core policy norm in different governance areas in recent decades. The article contributes to the current debate on responsibility in global politics, arguing that one should consider not only who is responsible (and what for) but also the capability foundations upon which responsibility is exercised, as well as the underlying normativity of this practice. Instead of only focusing on capabilities as first principles from which responsibilities arise, this article suggests approaching responsibility as a web of relations. On the basis of this theoretical discussion the article turns to two cases of contemporary Arctic policy where we can observe responsibility ‘at work’. The fields of search and rescue and sustainable development are both marked by a cooperative approach among (state and non-state) parties, whose interactions centre on a particular ethical understanding of responsibility rather than on power-oriented politics. Yet each policy field contains specific dilemmas, as Arctic governance is characterised by a web of responsibility that comprises multiple subjects in charge and/or objects for which they are responsible.  相似文献

This article reviews power transition theory and emerging threats to U.S. national security. It then analyzes how the 2014 QDR will ensure U.S. relative power decline and how the strategy fails to effectively counter the rise of China and Russia as challenger states in the international system. The European Union is in crisis because it is based on a wrong understanding of political development. Its founding assumption is that a common market and a common currency would lead to a unified polity; that Europeans would arise out of the euro. This has not happened and Europe is fraying economically and politically. And the United States is not a disinterested spectator because a weaker and more divided Europe undermines a key foreign policy objective pursued over the last century—of a Europe whole, secure, and free. Consequently, it is premature for Washington to reorient its strategic attention away from Europe.  相似文献

This rejoinder to John O'Brennan reasserts the case that the EU enlargement process has a depoliticising effect, which weakens the connections between Western Balkan states and their societies. It suggests that O'Brennan's response is more apologia than analysis; evading issues raised by asymmetrical relations of power between the EU and Western Balkans states. Here the EU is idealised, with the ascribed status of a “normative actor” projecting power merely through “soft power” mechanisms. The points raised in rejoinder seek to clarify that the more “muscular” use of conditionality and direct management of policy reforms inevitably limit the possibilities for public and political debate and consensus-making. Moreover, they distance political elites from their societies. In particular, the use of political conditionality is highlighted, to demonstrate that whether “hard” powers of imposition or “soft” powers of conditionality are used matters less to those on the receiving end of external imposition than to the EU itself, which has attempted to distance itself from its use of executive powers in the region.  相似文献

Since John McCain's first aspirations for the presidency became public in 1999, he has often indicated his affinity for Theodore Roosevelt as his role model. Though McCain is not alone in admiring Roosevelt, his 2008 bid for the White House offers an opportunity to observe Roosevelt's legacy, and particularly how that legacy has impacted foreign policy thinking. The central argument of this article is that John McCain's impression of Roosevelt is as a composite of realist and idealist standpoints. This perception of Roosevelt is outlined in McCain's own publications and in his advocacy for foreign policy as a representative, senator, and presidential contender in both 2000 and 2008. John McCain's own style of statecraft is also conducted in full recognition of the legacy of Theodore Roosevelt.  相似文献

The proposed bilateral free trade agreement (FTA) between India and the European Union has thrown up many contentious issues among which public procurement is an important one. While India is reluctant to include public procurement in FTA, the European Union (EU) has been insisting that FTA without liberalisation of public procurement is not on the negotiating table. What makes India particularly attractive to the EU is not only the size of its public procurement market but also its rapidly growing economy and demand for infrastructure which presents EU firms with an opportunity to gain market access into this sector under the FTA setting. The EU is insisting on national treatment and non-discrimination as also transparency in Indian procurement system. Indian companies aspire to crack open public procurement market in the EU by entering it through the services sector. However, they are finding EU procedures for ‘data adequacy’ and policies relating to work visa difficult. India’s reluctance to negotiate government procurement under the FTA framework is also attributed partly to administrative costs required for making changes to existing framework and for establishing institutions to implement bilateral obligations. Though several deadlines have been missed, an agreement that could bring mutual benefit for both the EU and India is not out of reach.  相似文献
