While some scholars have theorized that repression reduces terrorism because it raises the costs of participating in terrorist activity by dissidents, others argue that repression stimulates terrorism by either closing off nonviolent avenues for expressing dissent or by provoking or sharpening grievances within a population. This study investigates these contradictory sets of expectations by considering whether or not different specific types of repression yield different effects on patterns of terrorism in 149 countries for the period 1981 to 2006. By assessing the impact of nine specific types of repression on domestic terrorism, the study produces some interesting findings: while, as expected, forms of repression that close off nonviolent avenues of dissent and boost group grievances increase the amount of domestic terrorism a country faces, types of repression that raise the costs of terrorist activity have no discernible suppressing effect on terrorism.  相似文献

This article disputes the assertions of the new Reagan literature. Drawing upon radio broadcasts, speeches, correspondences, and documents from his presidential library, as well as recently published diaries from his White House years, it argues that Ronald Reagan had no grand strategy in the years 1976–1984. Indeed, throughout this period, he possessed two less-than-grand strategies I label “peace through strength” and “a crusade for freedom.” Each of these contained its own respective set of goals and employed its own corresponding set of tactics. The concept of global citizenship has risen to prominence through its use by policy makers, activists, and scholars, who employ the idea of global interconnectedness to encourage individuals to actively engage with transnational issues. Proponents of global citizenship claim that it will promote greater global unity and equality of rights, and even generate a new, post-national identity. Yet self-professed global citizens operate in a transnational realm marked by extreme disparities in power between the members of different states and economic classes. This article assesses whether global citizenship can live up to the claims of its adherents, or whether it will replicate the existing inequalities and moral hazard currently manifest in global policy-making. The article uses the work of T.H. Marshall to identify the conditions under which citizenship has generated equality and unity in the national realm and examines whether these conditions are present beyond the state. It then compares the resulting theory with global citizenship's observed impacts in transnational activism. It concludes that unity and equality of rights cannot be achieved globally in the absence of a commonly shared pool of social and economic resources and that, ironically, global citizenship may worsen existing power imbalances by legitimating elites' use of power.  相似文献

Of the two major Palestinian factions, Hamas has demonstrated that it is more radical and willing to use acts of terrorism than Fatah. While some arguments have made the case that Hamas has become more moderate in light of efforts to develop stable institutions of government and societal organizations, there has not been conclusive evidence of this ideological shift. In fact, the continued adherence to the Muqawama (resistance) Doctrine represents a decisive facet of the movement's enduring pledge to nullify the state of Israel through a prolonged war of attrition. This article examines the role of political pragmatism in the evolution of Hamas. First, it discusses why the moderation argument alone does not provide an adequate understanding of the movement's evolution, especially since it continues to embrace the use of terrorism and violence as facets of Islamism and as an extension of the Muqawama Doctrine. Second, rather than solely using the moderation argument, this article offers an alternative approach which considers how the combination of strategic policy approaches implemented by Hamas has reflected the role of pragmatism in pursuing its domestic and foreign policy agendas, which are intertwined with the values of the Muqawama Doctrine.  相似文献
