China-India Relations Enter a New Stage of Development

The establishment of China-India strategic and cooperative partnership marks an important event in the history of contacts between China and India. From April 9 to 12, 2005,Premier Wen Jiabao visited India. One of the most important achievements of this visit is the joint statement declaring the establishment of China-India strategic and cooperative partnership for peace and prosperity,which elevates the China-India relations to the height of strategic and cooperative partners,and signifies that the bilateral relations has entered a new stage of development. The state visit to India by President Hu Jintao from November 20 to 22,2006 has further consolidated promoted the development of the China-India strategic and cooperative partnership.     

China-India Relations： Course of Development and Prospects

This year marks the 60^th anniversary of the establishment of diplomatic relations between China and India. During the period, China-India relations experienced smooth development, twists and turns, and fine days after storms, with friendship and cooperation as the main stream. The steady and benign development of relations between China and India, two vigorously rising powers, not only accords with the common interests of the people of both countries but are also beneficial to the peace and prosperity of Asia and the world over, and it promises a bright future.     

Prospects for Sino-Russian Relations and China＇s National Interests in the Next Decade

The next 5-10 years will be a pivotal period in which China will implement its ＂ 11 th Five-Year Plan＂ and accelerate its construction of ＂ a moderately prosperous society.＂ It will also be an important period for Russia＇s resurgence. Sino-Russian relations are therefore facing new challenges and will be steadily developing. Under these new circumstances, clearly defining China＇s national interests in Sino-Russian relations will be an important prerequisite of ensuring the healthy and stable development of bilateral relations and of safeguarding China＇s peace and security. For the foreseeable future, China＇s national interests in Sino- Russian relations will be the further consolidation of mutual trust between the two countries and increasing Sino-Russian security cooperation so as to maintain peace and security in China ＇s northern border areas. As the two countries are both in a phase of social transformation, they can nevertheless learn from each other throughout this process. China will continue promoting diversity of cultures and the multi-polarization of world. China should also exploit Sino-Russian economic cooperation and try to frame a joint strategy with Russia in order to achieve common development and prosperity. Consequently, the two countries will be able to march forward side by side along the path of economic reforms and structural adjustment.＂ In the 21st Century, China and Russia not only need to maintain a good neighbor relationship and guarantee their joint security, but also build a closer cooperation in their common development.

This article focuses on the shift in the attitude of the liberal American journalist Louis Fischer to India. It contrasts Fischer’s admiration of Mahatma Gandhi and his support for Indian independence, expressed vociferously and prolifically in the period 1942-47, with Fischer’s criticisms and eventual opposition to the personality and foreign policy of Jawaharlal Nehru, India’s first Prime Minister. Going beyond Fischer’s reputation as a “friend of India” earned through his works on Gandhi and his efforts for Indian independence, thus far considered as the only important prisms to study his views on India, this treatment of Fischer situates his criticism of Nehru within his personal development as an anti-communist in the late 1940s and 1950s. This shift in Fischer’s attitude from Gandhi to Nehru provides an interesting personal sidelight to the intergovernmental relations between India and America in that period.
