This article critically analyses the representational practices of serious (video) games that focus on refugees. It argues that the technological form of serious games can simulate the historical, political and socio-economic factors that shape why refugees leave their home country and their experiences when travelling to host countries. They are able to mobilise intellectual agendas which challenge the de-contextualised representations of refugees typical in traditional media. As such, they challenge players to critically reflect on the complexities of refugee experiences and politics, thereby presenting a potential to move away from grand emotional discourses of pity and compassion.  相似文献

The left–right schema has long been used in analyzing political cleavages in established democracies. This study applies the schema in a post-communist context by examining the structuring of political attitudes in Slovenia and Croatia. Findings from six public opinion surveys in each country during the 1990s demonstrate that left–right orientations in both countries are consistently influenced by religious beliefs, while an additional dimension focusing on democratization is found in Croatia. Economic issues did not constitute a significant axis of political competition. Changes and continuities in party locations and the basis of vote choice according to party supporters' left–right placements are also discussed.  相似文献

ABSTRACT

Because the legitimacy of political authorities exists only in the eyes of citizens, this study investigates which criteria citizens use to decide that an authority is legitimate. By comparing ideas about what makes political authorities legitimate, this study in five European democracies and hybrid regimes illuminates the ‘demand side of political legitimacy’. Using original student survey data, this article compares expectations of students from the Netherlands, France, Poland, Ukraine, and Russia about how political authorities should acquire the right to rule and how they ought to behave when in office. The analysis shows that the respondents across the five countries use similar criteria for granting legitimacy. Across the five countries, throughput and input were more important criteria for legitimacy than the output produced by authorities. Although several country differences were found, these differences did not align with regime type. The findings challenge the widespread view that what kind of authorities people consider legitimate is determined by their socialization in a particular political regime.  相似文献

The economic rise of China, India, South Africa, and Brazil has turned these countries into important providers of development assistance. While they seem increasingly comfortable in their bilateral relations with other developing countries, they are struggling to adapt their position within global institutions such as the United Nations. Do they turn their increased weight into a greater influence at the UN, and if not, why not? This article analyses financial contributions and political positioning at the UN in the area of development. Despite small changes, the four countries mostly insist on keeping their traditional status as recipients and ‘ordinary’ developing countries. This reservation can be explained in two ways: first, a more explicit leadership creates political and material costs that outweigh the potential benefits. Second, their shared experiences as developing countries make it hard to break ranks at the UN.  相似文献

This study aims to test the impact of decentralization on the economic growth of a country. Based on the longitudinal data set of 63 countries with a time series spanning 1960 to 2007, the test result reveals that there is a negative relationship both between fiscal decentralization and GDP growth and between political decentralization and GDP growth. In order to examine the different impacts of decentralization, the same analysis was applied to subsets of countries categorized into three groups according to the economic stage of the country. This further analysis found that there is a negative relationship between political decentralization and growth in developing countries, between fiscal decentralization and growth in semi-developed countries, but no relationship in developed countries. These results show that decentralization is not always instrumental in economic growth, which means that the time variable, or more precisely the stage of economic development of a country, is an important factor when introducing decentralization reforms.  相似文献

For a generation, students of comparative public policy and international politics have argued that global market discipline and the increasing mobility of international "best practices" have given rise to policy convergence at the global level. This paper uses the American case to investigate some of the forces thought to have given rise to the spread of private prisons. It finds that while there are prisons in a number of countries, the evidence of convergence is thin and seems to suggest that the core of the prison privatization is in the American South. It then examines several theories—the political economy of the prison boom and overcrowding, globalization theory, the politics of the new right and the idea of a "prison-industrial complex"—that have been used to explain prison privatization and the extent to which they are consistent with the empirical pattern. Each takes us some way to understanding that pattern, but none can provide a clear theoretical mapping.  相似文献

Over recent decades global labour markets have emerged and skill shortages in particular sectors have generated an international competition for the best and brightest. The developed world is seen to ‘poach’ this talent from poorer countries, with the resultant ‘brain drain’ undermining their capacity to develop. This paper calls into question the assumption that the emigration of the highly skilled will automatically represent a loss to the country of origin. The paper positions itself between the two extremes of brain drain as constituting a pure loss or a pure gain for sending countries and calls for a more moderate approach to skilled migration and its impact on development. The paper goes beyond the simple brain drain/brain gain dichotomy by looking at the flow of the skilled within specific geographic spaces and the resultant policy dilemmas and options.  相似文献

Business managers name Africa's political instability as a key obstacle to economic development, but many companies continue to invest in Africa. The article explains this apparent contradiction by looking at the case of Shell in Nigeria. Nigeria experiences serious political instability, yet Shell is expanding its investment in the country. This article deals with sources of firm-specific political instability that have affected Shell in Nigeria in the past and attempts to explain why a specific corporation such as Shell may want to make investments in the country despite political instability. The examination of three different angles of Shell's activity, which forms the core of this paper, reveals that political instability does not hinder Shell from operating in Nigeria. Firstly, the international perspective illuminates in what way Nigeria may be more attractive to Shell than other countries. Profits in Nigeria appear to be higher than elsewhere, while Shell occupies a dominant market position unrivalled in most other countries. Secondly, the structural perspective illuminates the interconnectedness of Shell with state structures in Nigeria that may tie the company to Nigeria. Shell established a first mover advantage in the 1950s, since Nigeria was a British colony until 1960 and British oil companies were given preferential treatment. After independence, Shell managed to penetrate state structures which helped to hedge political risk in the country. Thirdly, the strategic perspective explores how Shell's strategic approaches may make political instability less significant to Shell. This article concludes that Shell has adopted to political instability. The conclusion that political instability can be conducive to business is significant since one expects political instability to be inherently harmful to business.  相似文献

The five countries known as brics, while not homogeneous in interests, values, and policy preferences, do have a common interest in checking US/Western power and influence through collaboration with non-Western powers. They vary considerably but all are ahead of other developing countries on population, military power, economic weight, geopolitical clout, and global reach and engagement. They are unrepresentative of the typical developing country in terms of interest, capacity, and resources, but they can represent the interests and goals of developing countries as a group on those issues for which the North–South division is salient. The diversity within brics, their differences from other developing countries, and their potential to reflect and represent the global South are explored with respect to climate change, finance, trade, aid, human rights and intervention, and development. It remains unclear whether brics can morph from a countervailing economic grouping to a powerful political alternative.  相似文献

Current internal wars in Africa are increasingly being driven by the desire to control important sources of revenue, not by revolutionary ideals of redressing real or perceived injustices. It is not accidental that some of the nastiest wars in Africa are being fought in countries richly endowed with natural resources. This paper deals with Angola, a potentially rich country ravaged by war since independence. It suggests that control of important diamond producing areas has given the rebel UNITA group a new lease of life after suffering serious setbacks at both the national and international levels. The paper also highlights the political and military miscalculations committed by the rebels and attributes them to the quick infusion of large sums of money into rebel coffers.  相似文献

Countries can and sometimes do copy the institutions and practices of other countries in order to address problems and issues that they have in common with them. The office of directly elected mayor has become an increasingly common feature of local government throughout the developed democracies, spreading from its largely American origins to a range of European states. This paper develops a matrix for the analysis of elected mayors in different countries using as its horizontal axis the formal, informal and individual attributes of elected mayors and, on the vertical axis, their governmental, governance and allegiance roles. The matrix is then applied to analyse studies of elected mayors in four countries: the United States, England, Germany and Greece, in an attempt to derive comparative lessons applicable to the countries included in the analysis, as well as to countries considering or in the process of developing directly elected executive mayors. The issues examined include improving the internal co‐ordination of local authorities’ departments, the need for network management in increasingly fragmented or ‘hollowed out’ local government systems and the ways in which mayors attempt to secure their political survival and that of the offices they hold, by securing and retaining the allegiance of voters and stakeholders. It also explores the benefits and dangers of concentrating much formal power and informal influence in a single pair of hands. Its conclusions are offered both to demonstrate ways in which comparative studies of political institutions can be developed and in the hope that they may be of use to mayors and those concerned with the development and reform of local government and governance.  相似文献

Political marketing consultants who offer specialist skills and experience in political marketing – polling, strategy, voter profiling, segmentation, micro-targeting, voter-responsive product design – travel around the world sharing ideas from one campaign to the next, raising concerns that these unelected advisors wield global power; that political products will become all the same, and political leaders are prevented from offering an appropriate vision geared to the needs of their individual country. Whilst previous literature on political consultancy generally debated whether such global activities represented Americanisation or globalisation this article presents new qualitative interview data with consultants that suggest alternative perspectives. Political marketing strategy and tools are shared, but not just from the USA but between all countries, and they are adapted to suit the particular situation of each country, or indeed, each election. Politics is truly being marketised all over the world but each election remains a unique exercise.  相似文献

The multi-directional nature of labour migration flows has resulted in an increasing number of countries having become both senders and receivers of regular and irregular migrants. However, some countries continue to see themselves primarily as senders and so ignore their role as a receiving country, which can have negative implications for the rights of migrants in their territory. Using the example of Indonesia, which is State Party to the 1990 UN Convention on the Rights of All Migrant Workers and Their Families, this article demonstrates that irregular migrant workers in this country have the legal right to protection against labour exploitation even when they work despite the government’s prohibition on employment. The article discusses the ‘right to work’ and how international human rights law has translated it into the ‘right to protection from labour exploitation’ for irregular migrants in Indonesia. By way of two case studies about the Indonesian government’s handling of irregular migrants, it shows how it prioritises enforcement of the employment immigration law over labour and employment laws much like countries that have not ratified the ICRMW. It also draws attention to legal protection gaps that emerge for asylum seekers when they are recognised to be genuine refugees.  相似文献

Starting with the premise that the environmental management system is an integral part of the multidimensional socio-economic, cultural and political system of a country, a critical overview of the existing environmental management system in Macedonia was conducted as a case study in an attempt to identify and evaluate the key problems, challenges, and issues that hinder the transition of post-communist countries. The analysis revealed that the same barriers were present in the different systems of many post-communist counties. These barriers may be overcome only by creating indigenous well educated personnel who understand the specifics of their country.  相似文献

Existing studies of income inequality and political participation—including related literature, for example, on preferences for redistribution—leave us with the question of whether citizens see political democracy as offering ways to challenge market inequalities. Using original surveys in 13 Central and Eastern European countries, I find that those who see high and undesirable levels of income inequality have stronger demands for popular democratic participation than those who do not. In addition, neither the aggregate levels of support for political engagement nor individuals’ perceptions of inequality are coordinated with either national-level indicators of income inequality or democratic performance.  相似文献

Over the years, Taiwan has experienced “brain drain”, as more than 80 percent of its students who completed their graduate study in the United States have failed to return. Instead, they have found their ways into the faculties of American colleges and universities or employment opportunities in various research organizations and industries. This article examines brain drain, its origin in Taiwan, and government response. One of the major findings of this study is that the elite emigration in Taiwan has been caused by a host of complex academic, social, economic, and personal factors. Second, Taiwan’s brain drain into the United States is primarily a case of “education and migration.” It is an outflow of college graduates, not an exodus of trained scientists and engineers; therefore, Taiwan’s manpower loss in the short run is not as serious as the case where mature and experienced scientists and professionals leave. Furthermore, whereas a large number of college graduates leave each year to study abroad, a much larger number of the graduating class does remain in Taiwan. To reverse Taiwan’s brain drain, the government of the Republic of China (ROC) has already implemented an ambitious program to recruit Taiwan’s highly trained talents from overseas. Taiwan’s successful experience could be emulated by other developing countries. Shirley L. The authors proceed from the assumption that the institutional and economic efficiency of a particular country (or society) depends on its historic legacy or ‘path-dependence’, strategic interactions of the elite and the impact of the international environment. Estonia and Slovenia are both – not only economically, but also institutionally – perceived as relatively successful and prominent post-communist countries and new members of the EU. Yet they have developed completely different – in some aspects even diametrically opposite – regulative settings and socio-political arrangements. The main emphasis is on the connection between the dynamics and ideological preferences of political actors and the pace of reforms as well as institutional regulations. One can argue that the political elite in Estonia encouraged the shaping of the state in a direction close to the liberal-market model, whereas Slovenia is closer to the corporatist social welfare-state model. In both cases, some dysfunctional effects are evident that represent a new challenge to the elites and, at the same time, a test of their credibility and competence.  相似文献

During the past two decades, decentralisation issues have generated a keen interest in a large number of countries. However, this notion is very difficult to define as it refers to a wide range of institutional arrangements on the political, economic and social levels. There are many good reasons why the allocation of fiscal resources and budget transfers among levels of government must come after a strict assignment of spending powers. Hence, decentralisation as a silent revolution in public sector governance has swept across the globe and has reemerged as a valued political and economic goal in most countries, significantly varying from country to country. The purpose of this article is to show the impact of financial and economic crisis on sub-national government and sub-national elections in chosen European countries such as Poland, Ireland, Denmark and Greece. In some of the countries mentioned the sub-national run-offs were conducted with national parliamentary elections, but not in other countries, including Poland. Because of its uniqueness, however, the explanation of which constitutes an essential part of the article, Poland can be ‘a matiere a penser’ and a starting point for interesting analysis. As can be seen, the economic situation can not only change the election results, but also stabilise the political system, which is a good example of how the government party can manipulate public opinion, or even make elections a referendum on economic policy. The main determinant is the financial situation of sub-national government units and the country concerned.  相似文献

Less developed countries (LDCs) that were colonies of other nations continued operating under the same social and political structures set up by the former ruling nations. The small minority of elites in the LDCs held on to the power acquired during colonial times. In order to preserve their political and financial status after independence, they maintained their close linkages to the capitalist nations and their multinational corporations (MNCs). The elites did not generally have popular support, however. These capitalist nations and their commercial interests continue to dictate most LDCs development process which supports the financial interests of the MNCs and the local elites and not those of the majority, the poor. The poor realize that they are trapped and unable to break away from the economic and political structures, therefore, to assure some form of security, they have many children which exacerbates their poverty. Yet population control policies based on Malthusian theory and those that rely on such undimensional, technical approaches as family planning alone cannot cure the multidimensional social problems of high population growth and poverty. Neither the Malthusian nor Marxist theories totally explain the situation in the LDCs or even provide workable solutions. Research on population and development in LDCs needs to address both the Malthusian concern for the problems posed by high growth rates and the Marxist critique of class struggle in development trends. To eliminate the trap of poverty and dependent economies, each country must design its own remedies based on its history, culture, and geography and alter the prevailing social, economic, and political power structures in favor of the poor. 6 propositions that must be modified to each nation's particular problems and needs are presented to guide LDCs in formulating or reformulating policies to alleviate the problems of population and poverty.  相似文献
