This article examines the transformation in the conceptual understanding of international intervention over the last two decades. It suggests that this conceptual shift can be usefully interrogated through its imbrication within broader epistemological shifts highlighting the limits of causal knowledge claims: heuristically framed in this article in terms of the shift from policy interventions within the problematic of causation to those concerned with the management of effects. In this shift, the means and mechanisms of international intervention have been transformed, no longer focused on the universal application of Western causal knowledge through policy interventions but rather on the effects of specific and unique local and organic processes at work in societies themselves. The focus on effects takes the conceptualization of intervention out of the traditional terminological lexicon of International Relations theory and instead recasts problems in increasingly organic ways, suggesting that artificial or hubristic attempts at socio-political intervention should be excluded or minimized.  相似文献

Policy design as a field of inquiry in policy studies has had a chequered history. After a promising beginning in the 1970s and 1980s, the field languished in the 1990s and 2000s as work in the policy sciences focused on the impact on policy outcomes of meta-changes in society and the international environment. Both globalization and governance studies of the period ignored traditional design concerns in arguing that changes at this level predetermined policy specifications and promoted the use of market and collaborative governance (network) instruments. However, more recent work re-asserting the role of governments both at the international and domestic levels has revitalized design studies. This special issue focuses on recent efforts in the policy sciences to reinvent, or more properly, ‘re-discover’ the policy design orientation in light of these developments. Articles in the issue address leading edge issues such as the nature of design thinking and expertise in a policy context, the temporal aspects of policy designs, the role of experimental designs, the question of policy mixes, the issue of design flexibility and resilience and the criteria for assessing superior designs. Evidence and case studies deal with design contexts and processes in Canada, China, Singapore, the UK, EU, Australia and elsewhere. Such detailed case studies are necessary for policy design studies to advance beyond some of the strictures placed in their way by the reification of, and over-emphasis upon, only a few of the many possible kinds of policy designs identified by the 1990s and early 2000s literature.  相似文献

The significance of Kosovo can only be understood by first situating the intervention in 1999 and the subsequent statebuilding process in a historical context. While there is a profound difference between 1999 and today, we should not conclude that this means the practice of humanitarian intervention has gone into decline as a result of waning western power. Decisions on intervention at that juncture, as indeed they are today. I conclude by arguing, however, that the theory and practice of statebuilding, has changed markedly since 1999; expectations as to the capacity of international administrations to transform post-conflict societies have declined markedly.  相似文献

Abstract

Motivated by a renewed interest in homeownership, the U.S. Department of Housing and Urban Development developed techniques to study patterns of ownership. A baseline model is used to forecast homeownership in 2000 and then extended to illustrate how policy initiatives designed to overcome race‐and income‐based barriers to ownership could affect the national homeownership rate and the rates of ownership by specific subgroups. Another technique uses American Housing Survey data to estimate how these initiatives could affect household location and the choice of housing type.

This article clearly demonstrates that even limited success in reducing race‐and income‐based disparities will result in a significant increase in the national homeownership rate and dramatic increases for subgroups, such as minorities, young households, and low‐income households, that have low rates of homeownership. Thus, these techniques affirm the importance of focusing on access and affordability.  相似文献

International statebuilders’ strategy to achieve a peaceful and multi-ethnic Kosovo has shifted from the top-down institutionalization of a multi-ethnic society in the UNMIK period (1999-2008), to the neutral and technical administration of society, with a focus on the reduction of the ethnic divide (EULEX and ICO after 2008). However, despite this evolution in the understanding of statebuilding, this article identifies a dominant sentiment among practitioners of both periods, shared also by academic scholars: further international assistance is key to building a truly inclusive peace. It is argued that this shared assumption rests on the belief that the problems in Kosovo are caused by ethnic thinking—a psychosocial dysfunction. This psychosocial framing of the problem—no matter whether the solution is a process of promoting or de-emphasizing ‘ethnic’ differences—involves a constant and endless international management of Kosovo.  相似文献

Abstract

This article examines the extent to which the development of multilateral institutions in the Asia‐Pacific region may be viewed as an exercise in identity‐building. It argues that institution‐building in this region is more of a ‘process‐orientated’ phenomenon, rather than simply being an outcome of structural changes in the international system (such as the decline of American hegemony). The process combines universal principles of multilateralism with some of the relatively distinct modes of socialization prevailing in the region. Crucial to the process have been the adaptation of four ideas: ‘cooperative security’, ‘open regionalism’, ‘soft regionalism’, and ‘flexible consensus’. The construction of a regional identity, which may be termed the ‘Asia‐Pacific Way’ has also been facilitated by the avoidance of institutional grand designs and the adoption of a consensual and cautious approach extrapolated from the ‘ASEAN Way’. The final section of the article examines the limitations and dangers of the Asia‐Pacific Way. It concludes with the assertion that while the Asia‐Pacific Way is an over‐generalised, instrumental, and pragmatic approach to regional cooperation, and there remain significant barriers to the development of a collective regional identity that is constitutive of the interests of the actors, it has helped introduce the concept and practice of multilateralism into a previously sceptical region and might have ‘bought’ enough time and space for regional actors to adapt to the demands of multilateralism.  相似文献

ABSTRACT

The formation of Fascist Italy's international imaginary in the 1930s tells a fascinating story of growing global political ambition, of constant recalibration in the face of seismic geopolitical shifts and, in the end, a (frustrated) pursuit of symbolic primacy. Kallis discusses two different Fascist projects underpinned by this imaginary: first, the political project of internationalization promoted through instruments such as the Fasci Italiani all'Estero (Italian Fasci Abroad) and especially the Comitati d'Azione per l'Universalità di Roma (CAUR), as well as through direct diplomatic and political ties with an expanding circle of regimes in Europe and overseas; and, second, the pursuit of a deeper sense of historic-cultural primacy, linked to the idea of ‘Roman universality, which became the discursive lynchpin of the ill-fated plan to host a 1942 world’s fair in Rome (EUR/E42). The transformation of Fascism from a hyper-nationalist phenomenon into a force actively seeking international diffusion and finally ‘universality’ can be understood as a reflexive adjustment of Fascism’s ideological-political horizon, driven as much by new geopolitical opportunities and frustrations as by conquering ambition and ideological continuity. In fact, Italian Fascism’s trajectory from CAUR in the 1930s to EUR/E42 in the war-torn 1940s, unfolding against a backdrop of growing antagonism between Italy and Nazi Germany for global influence, retained a primary symbolic point of reference: the ideological, political and cultural-historic estate of the ‘myth of Rome’ as a symbolic discourse of trans-temporal and -spatial primacy.  相似文献

ABSTRACT

The end of the Cold war has seen an explosion in Holocaust history, and some significant changes in the main historiographical explanations. The ‘return of ideology’ that began displacing the ‘functionalist’ or ‘structuralist’ dominance of the 1980s remains strong. But it is being supplemented by very detailed regional and local studies, by analyses of different experiences of ghettoization in different places, and by a focus on the widespread plunder and corruption that accompanied the killing process. This enormous attention to detail reveals that the Holocaust unfolded differently in different places; but it also demonstrates the existence of an overall framework in which all the operations took place, what we might call an ‘antisemitic consensus’. Simultaneously, historians have broadened the discussion of the Holocaust, situating it into a transnational or world-historical context of imperialism and colonialism. Stone outlines in broad brush some of these themes, and asks what effects they have had and will continue to have on Europeans' self-understanding in an age in which the post-war anti-fascist consensus has been dismantled while Holocaust-consciousness is officially enshrined into European identity.  相似文献

The evidence today is practically uncontested: about thirty years ago we left Fordism behind and entered a new phase of capitalism. That the structures of the post-Fordist social order call for new modes of social critique is also a prevalent idea. The category of alienation continues, however, to be discredited. Nevertheless it is not clear that the categories of democracy (as apparatuses of non-domination), justice and the good life are capable of bringing about the political effects that may be expected today from the concept of alienation. For these reasons, not only the historical diagnostic that appears to have authorized jettisoning the problematic of alienation but also the model of critique used to replace it demand critical scrutiny.  相似文献

In this paper, I take issue with Axel Honneth's proposal for renewing critical theory in terms of the normative ideal of ‘self-realisation’. Honneth's proposal involves a break with critical theory's traditional preoccupation with the meaning and potential of modern reason, and the way he makes that break depletes the critical resources of his alternative to Habermasian critical theory, leaving open the question of what form the renewal of critical theory should take.  相似文献

Do scholars inspired by Leo Strauss adhere to, or diverge from, his teachings as they contribute to turn of the twenty-first-century American conservative thought and new conceptions of the American political executive and constitutional order? Analyzing Strauss' view of the twofold task of political philosophy, as well as his position that modern political philosophy inexorably leads to philosophic and moral crises, the scaffolding of Strauss' political outlook – and the dimensions of its contemporary relevance – will begin to take shape. Turning to the writings on America by many of Strauss' most notable students, we discover that most of them point back to the admittedly liberal theories of John Locke and the American founders as the starting point for defining a new conservative outlook that will address the problems of modernity. We are thus confronted by a quandary. How can an important current of Strauss-inspired scholarship put forth that the theories of Locke and the American founders provide the foundation for addressing a crisis that Strauss states is rooted in that very modernity? We will discover that the thought of Strauss and an important strand of Straussianism are not the same, because Strauss-inspired scholarship on America adheres to only a facet of Strauss' two-pronged political philosophy. Strauss, however, cannot disavow responsibility for these students and followers, who embrace an important current of his thinking.  相似文献

Abstract

After Kim Jong-il's confession in 2002 that North Korean agents had abducted thirteen Japanese citizens in the 1970s and 1980s, North Korea has become the most detested country in Japan, and the normalisation of bilateral relations has been put on the back burner. The abduction issue has taken precedence in Japan even over North Korea's development of nuclear weapons and long-range missiles. It has also grossly overshadowed the atrocities for which Imperial Japan was responsible in the 20th century. Why has there been such strong emphasis on an issue that could be disregarded as comparatively ‘less important’? This article understands the ascendency of the abduction issue as the epitome of an identity shift under way in Japan – from the identity of a curiously ‘peaceful’ and inherently ‘abnormal’ state, to that of a more ‘normal’ one. The differentiation of North Korea as ‘abnormal’ emphasises Japan's own (claim to) ‘normality’. Indeed, by incarnating the perils of Japan's own ‘pacifist’ ‘abnormality’, which has been so central to the collective sense of Japanese ‘Self’ in the post-war period, the abduction issue has become a very emotional argument for Japan's ‘normalisation’ in security and defence terms. The transformation from ‘abnormal’ to ‘normal’ is further enabled by Japan trading places with North Korea in the discourse, so that Japan is defined as ‘victim’ (rather than former aggressor) and North Korea as ‘aggressor’ (rather than former victim). What is at stake here is the question whether Japan is ‘normalising’ or ‘remilitarising’, and the role of the abduction issue discourse in enabling such foreign and security policy change.  相似文献

ABSTRACT

Yuval-Davis discusses three interconnected questions relating to identity. She first examines whether and in what ways the notion of identity should be theorized, on the one hand, and empirically researched, on the other, focusing on the opposing views of Stuart Hall and Robin Williams. She then examines the contested question of what is identity, positioning it in relation to notions of belonging and the politics of belonging, and in relation to several influential schools of thought, especially those that construct identity as a mode of narrative, as a mode of performativity or as a dialogical practice. Her third interrelated question concerns the boundaries of identity and the relationship between self and non-self. She explores both social psychological and psychoanalytical approaches to that question, and deals with questions such as reflexivity, identifications and forced identities. The last part of the article explores several types of relationships between self and non-self, such as: ‘me’ and ‘us’; ‘me/us’ and ‘them’; ‘me’ and other ‘others’; ‘me’ and the transversal ‘us/them’. Yuval-Davis's basic argument here is that dichotomous notions of identity and difference, when theorizing boundaries of individual and collective identities, are more misleading than explanatory.  相似文献

False claims and misinformation spread in Africa not only on Facebook, in WhatsApp groups or on the dark web, but also in political meeting rooms, churches, mosques, and community gatherings. To reduce the harms caused by misinformation, Africa Check, the leading independent fact-checking organisation on the continent, believes a four-pronged, or holistic approach is needed: identifying and reducing the circulation of harmful misinformation; ensuring accurate information is more widely available; ensuring a more accurate understanding of topics it covers; and fostering fact-checking skills among the public. To achieve this, it reaches out and engages with a wide range of on- and offline communities and networks. The UK could learn from this approach to tackle the ways that misinformation continues to spread offline today.  相似文献

The year 2017 marks 45 years since the first English publication of Marx’s ‘Notes on machines’ in Economy and Society. This paper critiques how Marx’s ‘Fragment’ has subsequently been repurposed in postoperaist thought, and how this wields influence on contemporary left thinking via the work of Paul Mason. Changes in labour lead proponents to posit a ‘crisis of measurability’ and an incipient communism. I use the ‘New Reading of Marx’, which picks up where debates in Economy and Society in the 1970s left off, to dispute this. Based on an analysis of value as a social form undergirded in antagonistic social relations, I argue that the Fragment’s reception runs contrary to Marx’s critique of political economy as a critical theory of society, with implications for left praxis today.  相似文献
