Human service programs have gone from a period of rapid growth in the 1960s and early 1970s to a period of retrenchment in the 1980s. The changing political and economic context has forced these programs to undergo major organizational transformations and to adopt different administrative strategies. These include degovernmentalization of social services, reliance on cutback management, and deprofessionalization of human-service workers. The article explores the implications of these developments on the delivery of services to the public.  相似文献

Partnership and participation have co-evolved as key instruments of New Labour's agenda for the ‘modernisation’ and ‘democratic renewal‘ of British local government. It is often assumed that partnerships are more inclusive than bureaucratic or market-based approaches to policy-making and service delivery. This article argues that partnership working does not in itself deliver enhanced public participation; indeed, it may be particularly difficult to secure citizen involvement in a partnership context. The article explores the relationship between partnership and participation in a wide range of local initiatives, exemplifying difficulties as well as synergies. The article concludes that public participation needs to be designed-in to local partnerships, not assumed-in. A series of principles for the design of more participative local partnerships is proposed.  相似文献

This paper describes considerations which attempt to identify suitable applications of prototype advanced information technology (IT) systems within United Kingdom (UK) local government.

A ‘task‐analysis’ was undertaken of the activities of the departments within a large UK local authority. The resultant data was then matched, through a theoretical model, with the characteristics of these advanced IT systems. It was concluded that a low risk, low cost system should be implemented within the training function associated with a number of departments.

The empirical study was undertaken within Manchester City Council (MCC) which is considered representative of local government. It is believed, therefore, that many of the issues described in this paper may be of value to other authorities nationally.  相似文献

The demographic revolution--engendered in large part by modern medicine--which has led to the extraordinary and continuing increase in the number and proportion of elderly persons in the population has profound implications for health services. The elderly are disproportionately heavy utilizers of health care, primarily because of the prevalence of chronic disease. In the United States most health care for the elderly is financed through public funds, and costs have been increasing at an alarming rate. There is wide consensus that, for all the excellence of performance of the medical care system in treating acute episodes, care of chronic disease is frequently unsatisfactory in both quality and cost. Given the demographic imperatives, reform of mechanisms for chronic care is thus essential.  相似文献

Abstract

The Labour government in England is pressing for further individual consumer choice in local authority services and, in the name of localism, exploring possibilities for devolution of powers to councils. Little work has been done on how the two agendas might interact. Are they in inevitable tension, because choice promotes exit and devolution promotes voice? Might devolution be offered as a reward for good performance in choice? What might be the consequences for equity? This article argues that the more significant interaction issues are likely to arise from the dynamics created by their combined effects on incentives on households at the margin to relocate. The article offers conceptual and deductive analysis, because before we know the design of devolution and choice schemes we cannot measure the size of the interaction effects. Although major policy tension is not inevitable, the article concludes that policy makers may have to decide how much gains in voice and from choice are worth the possible losses in equity.  相似文献

The aim of this article is to analyse the technical efficiency of the refuse collection services in 75 municipalities located in Catalonia, Spain. The analysis has been carried out using a great variety of techniques, both parametric and non‐parametric. Although the results naturally differ according to the technique used, they nevertheless are consistent in ranking the units analysed. Finally, we have looked into the relation existing between efficiency and the public or private management of the service. The results seem to support the idea that the framework for competition in which the service is provided could be more relevant than the private‐public management dichotomy.  相似文献

This article discusses the evolution of the Minnesota Parents’ Fair Share (MNPFS) program and to identify factors that have enabled the development of innovative practice in the delivery of a government sponsored human service program. The development and success of the MNPFS program is the result of utilizing contemporary models of shared leadership and enterprise management with committed frontline leadership from a variety of human service organizations. The MNPFS program is delivered and managed by frontline staff and leadership is shared by three Minnesota counties (Anoka, Dakota, and Ramsey) by staff from the courts, child support enforcement, income maintenance, and employment and training programs. Program services are targeted to unemployed or underemployed noncustodial parents whose children are on public assistance. The program is based on the assumption that children benefit when both parents contribute significantly to their children's economic and emotional needs.  相似文献

Suicide rates in China have in the past been reported to be very low for a variety of historical and political reasons. In recent years, however, the reported suicide rates in China have increased alarmingly among certain age groups. This article reviews reports of the national rural suicide rates in China for 1992, gathered from the Annal of Chinese Public Health, which has previously never been reported publicly. The highest suicide rates occur in the rural areas and among young women and men over 60 years. These data reveal that suicide in China may have some unique characteristic associated with a variety of socio-cultural variables, such as traditional culture, social class, economic status, health care levels, and interpersonal problems. The author shows that lack of mental health services in rural areas in China may be considered one of associated reasons to the high rural suicide rate in China.  相似文献
