In taking a historical-institutionlist approach, this paper looks at the development of administrative reforms in German local government which, because of the comparatively high degree of political and administrative decentralization of the Federal Republic has played a crucial role in the latter's entire politico-administrative setting and, hence, in its institutional reforms. The paper mainly identifies three stages in the post-war development of administrative reforms. During the 'planning movement' of the late 1960s and early 1970s, Germany's local level government and administration underwent significant and, to a considerable degree, lasting institutional changes. The 1980s were a period of incrementalist adaptation. Since the beginning of the 1990s, conspicuously later than in the Anglo-Saxon and Scandinavian countries, but earlier and faster than the federal and the Länder levels, Germany's local government has embarked upon dramatic changes particularly on two scores. First, in a growing number of municipalities and counties, administrative modernization was incorporated under the heading of a 'New Steering Model' (NSM) that largely drew on the dominant international New Public Management (NPM) debate. The dynamics of the ongoing administrative reforms are marked by an 'amalgamation' of NPM/NSM and earlier ('traditional') reform concepts. Secondly, at the same time, the political institutions of local government have under-gone a significant shift as a result of the introduction of direct democratic procedures (direct election of mayors and heads of counties, binding local referenda). The paper argues that it is this co-incidence and co-evolution of administrative and political reforms that make for the peculiarity of Germany's current modernization trajectory, distinguishing it from the Anglo-Saxon and, to a lesser degree, from the Scandinavian modernization paths.  相似文献

Local democracy and the involvement of local communities in the provision of social services are central issues in the local government reforms that are presently being implemented in many developing countries. At the same time, institutions that run parallel to local authorities, such as social funds and various user-committees, are established to improve accountability and participation. By focusing on actual political processes rather than administrative, legal and fiscal aspects of decentralisation, this article traces the breakdown of two development projects in Tanzania to the existence of parallel structures. It suggests that user-committees and social funds should be integrated in local authority structures to avoid fragmentation of participation and to enhance local democracy.  相似文献

What accounts for the persistence of inefficient subsidies? What are the obstacles to their reform? We examine the role of trust in government among farmers in explaining support for reforming India’s energy subsidies. The subsidies under study hold back efforts to provide a reliable supply of agricultural power and contribute to the unsustainable extraction of groundwater. This water-energy nexus in rural India represents both a poverty-perpetuating policy equilibrium and a crisis in environmental governance. Informed by interviews and focus groups, we conduct an original survey of 2010 farmers in Bihar, Gujarat, and Rajasthan and analyze this data on the preferences of “vested interests”—those most affected by potential reform—to demonstrate the crucial role of political trust, especially trust in the national government, in predicting farmers’ political support for reforms. Our findings have practical implications for environmental governance and rural development and contribute to understanding the political economy of social policy reform in a developing democracy.  相似文献

Local government reforms have been carried out in a number of European countries, aiming at both more effective service production and increased citizen participation in local politics. Although extensive research has been carried out analysing the content and background of these reforms, few if any, studies have considered the democratic effects of these reforms at the level of the individual citizen. This article investigates relationship between local government reforms and citizen trust in local government, focusing on individual-level data on local government reforms in Norway in 2008. The analysis shows that it is difficult to find a clear relationship between reform policies and trust in local politicians. These findings parallel other contributions in concluding that it is difficult to find substantial effects from local government re-organisations.  相似文献

This article investigates reputation reform in Norwegian and Danish local government and whether they have the same strategy content depending on the degree of administrative involvement and municipality size. Political and administrative actors are likely to cultivate different types of reputation strategies (place or organisational reputation), which explicitly embrace the potentially diverging interests cultivated by the two types of actors. We use a comparative design and quantitative method with an empirical ambition to explore local government reputation strategies in two national contexts. We find that local government responses to reputation reform depend on the size of the municipality and the type of actors involved; the larger the municipality, the more the administration is involved. And the more that administrative actors are involved, the more the strategies target organisational reputation. The country-specific factors do not appear to be the most important determinants for reputation reform strategies.  相似文献

A very limited system of local government has been one of the main characteristics of public administration in Northern Ireland for the past 35 years. Yet in the recently completed Review of Public Administration changes in local government occupied a very dominant position. This article gives an account of the reasons for this, analyses the processes which led to what may be viewed as an enhancement of local government but argues that the principles adopted by the UK Government to guide the reforms, of subsidiarity, strong local government, coterminosity and good relations have not been met. The lack of an analysis in the Review of the implications of devolution for local government reform and the distribution of functions is highlighted including the relevance of the distinction between administrative and political devolution. How the proposed reforms relate to the UK-wide local government modernisation agenda is also discussed.  相似文献

Notwithstanding cogent reasons for the continued existence of small local authorities in the sparsely populated Australian hinterland, compulsory council consolidation has been a recurring theme throughout the history of Australian local government. Despite its ubiquity, especially in rural, regional and remote Australian communities, its local consequences have not yet been fully examined by scholars or policy makers. The present paper seeks to remedy this neglect with an exploratory study of the social and economic consequences of forced local government amalgamations through the lens of the ‘lived experience’ of the small rural community of Manilla, which was forced in merge with the much larger Tamworth in 2004.  相似文献

The effects of economic and political reforms on patronage in Africa remains unclear. In particular, there is much disagreement about whether structural adjustment programs and democratization have helped to make patronage less pervasive in African politics. Here, I examine the case study of Uganda, which has received much praise for its large-scale economic and political reforms since the late 1980s. However, at the same time, Uganda has also experienced a near-explosion in the number of districts (the highest level of local government), going from 39 to 80 in less than a decade. I examine a variety of potential reasons why these districts might have been created and argue, through the use of both qualitative and quantitative analysis, that district creation has functioned as a source of patronage. Specifically, I show that President Museveni’s government has created new districts as a means to compensate for other patronage resources lost through reforms and that new districts have helped him to continue to win elections. This paper thus constitutes the first rigorous demonstration that the creation of new sub-national political units can constitute a form of patronage and suggests that similar processes may be currently taking place across Africa.  相似文献

Since the 1990s, Sweden has embarked on a series of market reforms in public services, aiming for greater efficiency and better service quality. Nevertheless, the political debates do not seem to fade away and local politicians still have to decide on privatisation issues. We argue that attitude studies of local politicians are of importance and present a 2014 survey in this regard, using Swedish elderly care as one example. Our findings show that altitudinal difference between left- and right-wing politicians on private for-profit providers remains distinctive. Moreover, political orientations of individuals, political majority in the municipality, as well as privatisation level already achieved locally are identified as important factors in explaining local politicians’ willingness to privatise further. This case study serves as a good example to examine the market development of public welfare in advanced welfare states and also contributes to the contentious discussion of political roles in welfare reform.  相似文献

This article examines the relationship between the trust in leadership of political leaders and citizen participation by analysing data on Tokyo residents. Among the four variables we used to designate types of, or attitudes towards, public participation, only actual participation has a positive influence on trust. The normative recognition of participation is associated with a critical attitude towards the government. As the unclear needs of citizens have the greatest impact on trust, citizens’ trust is built through relationships between citizens and not between citizens and their government. The importance of positive actions from the local government such as public officials and political leaders that stimulate citizen awareness to the point where citizens take interest in public administration, practice participation, and enlarge participation opportunities, is increasing. We also need to consider the limitations of citizen ability to understand public issues and reflection of their needs, and the limitations of participatory governance on the decision-making process.  相似文献

Abstract

Beyond all the material and economic losses that natural disasters produce, post-disaster environments can alter the social capital of a community by affecting social norms, attitudes, and people’s behaviour. To analyse this issue, we empirically investigate the effect that the aftermath of a disaster can have on trust and reciprocity of people within communities. We do this by comparing outcomes of trust games conducted in earthquake-affected and non-affected rural villages one year after the 2010 Chilean earthquake. Our findings show that while trust levels do not differ across cases, reciprocity is lower in earthquake-affected areas.  相似文献

This article results from a number of research projects exploring councillor attitudes towards citizen participation and the role of the party group in local democracy. It considers how the cornerstone of the local government modernisation agenda – reengaging citizens and communities with the councils that represent them – rests on councillors' responses to an increased participatory element in local representative democracy. Citizens wishing to influence local political decision-making have a number of methods available to them. It is not whether citizens see these tools as effective methods of influencing their councillors that matters; rather that councillors, as holders of power, view them as providing citizens with a clear and legitimate ability to influence the political processes and are thus willing to be influenced by their use. The article shows that the councillors political affiliation is an indicator of attitudes towards citizen participation in local political decision-making.  相似文献

Across the developing world, many governments have implemented political reforms—heavily promoted by international donors—designed to transfer greater power to subnational levels of government and to provide a more substantial policymaking and oversight role to citizens. Although economic analyses have frequently argued that such decentralization programs improve the efficiency of public expenditures, far less is known about their political impact. Based on an analysis of two large national public-opinion surveys from Bolivia, a country that has recently implemented one of the most comprehensive decentralization reforms yet attempted in Latin America, we analyze the role decentralized local institutions are playing in shaping citizen attitudes toward their political system. Our findings support the contention that decentralization can bolster citizen levels of system support at the national level. Equally important, however, we also demonstrate that the renewed emphasis on local government can have the opposite effect of producingmore negative views of the political system when the performance of local institutions falters. Health care services represent an extraordinary experimental ground for introducing wider political and institutional transformations of the state. The adoption of entrepreneurialism into European health care systems has strengthened technocratic decision making over traditional mechanisms of political control. In Italy, in the midst of a severe legitimacy crisis affecting the administrative and political systems at the beginning of the 1990s, New Public Management ideas seemed ‘the’ remedy against the pathological politicization of distributive politics. Much hope has been placed since in a new and ascending group of general managers, entrusted with the ambitious mission of running health care services more efficiently and with the unenviable expectation of resuscitating public trust in welfare institutions. By analysing the 1992 Amato government’s landmark health care reform in its substantive changes, this paper explores the last decade’s main reform trajectories of Italian health care reforms that irreversibly transformed its institutional arrangements and organizational structure, namely the enterprise formula and the regionalization of the health care sector. The paper suggests that the political turmoil of 1992–94 served as catalyst for radical policy change and argues that the single most important explanation for the enactment of New Public Management‐type reforms rests in a new executive reinterpretation of its legislative prerogatives and function.  相似文献

During the last decade, numerous local government reforms influenced by New Public Management (NPM) ideology have taken place throughout Scandinavia. Based on case studies in three Scandinavian municipalities, the article discusses the effects of introducing strategic political management on the role of councillors. We observe a conflict between NPM‐inspired management ideas and a deeply institutionalised, traditional view of councillors as representatives of the citizens, advocating peoples’ interest, defining needs, setting priorities and controlling implementation. Across national and local contexts, councillors find that the reforms challenge their traditional role and have strengthened administrative influence. Historical institutionalism seems to be a fruitful concept to understand resistance towards taking on new role models.  相似文献

This article examines the effects of administrative reforms on the attitudes and behavior of key municipal government officials in Thailand. Central Thai officials frequently have attempted to reform municipal government in the image of American council-manager government. However, the repeated failure of such legislative reform proposals has led to alternative strategies for improving the overall performance of municipal government. Changes in recruitment, training, and promotion practices have aimed at improving the quality of administrative personnel. The article analyses the problem of municipal reform and finds that the administrative changes have not resulted in expected changes in individual behavior and municipal performance. Although the reform strategies have produced major changes in the characteristics of key municipal personnel, the attitudes and behavior of these officials appear to be consistent with those of other officials in similar role environments.  相似文献

Upon what objectives and ideological considerations have the Norwegian parliament developed its policies vis-à-vis local government during the second half of the twentieth century? Have the reforms and decisions made in parliament contributed to increased central control of local policy-making, or have local political authorities been given more powers and autonomy in deciding on local affairs? To what extent have ideological differences between political parties made any impression on the policies adopted? These are the major issues to be addressed in this study of debates and decisions over local government affairs in the Norwegian parliament since the late 1940s. It is observed that the parliament's policies have become increasingly centralised in terms of putting restrictions on the discretion of local decision-makers in acting according to their own preferences. The study also reveals rather clear and stable ideological divisions across the major political parties as far as policies towards local government are concerned.  相似文献

Local government reforms in contemporary Russia are placed in the broader contexts of political reform under Putin and the historical relationship between local administration and the state. Reforms of local government thus help illuminate the architecture of contemporary state building in Russia and the degree to which contemporary Russia perpetuates political traditions. This study reviews the antecedent action in local government prior to the Putin era. It then examines the Kozak Commission and the new law on local government, assessing the strengths and weaknesses of these reforms. Finally, this study examines the challenges of implementing the reforms and what these challenges tell us about devolution and centralisation under Putin.  相似文献

This paper investigates the relationships between economic and/or value determinants and political trust using the 1985 Public Opinion Study for National Development in Korea conducted by the Korea Institute of Social Studies (KISS). Also examined are the relative effects of perceived personal financial situations and macro/collective economic conditions on levels of political trust to distinguish which one is more important in determining political trust in Korea. Results indicate that the trust in the political institutions and government performance depends on both personal financial security and national economic conditions. Equally important is the perception of how people think they have been treated. If Koreans perceive that they are being treated unfairly, they are likely to form, negative attitudes towards politics. We also found that, regardless of which party Koreans favor, if the government does not stabilize the economy, they do not hesitate to withdraw their support from it.  相似文献

This article studies the institutional creation of Chinese stock exchanges and their regulations. It argues that institution creation was largely a function of market forces, local initiatives, path-dependence, and a learning curve. What characterized this institutional transformation was a process in which the central government was first led by various market forces fueled by local political and economic initiatives, then was forced to react by legislating various administrative ordinances to suppress the chaotic and lawless market, and finally resorted to creating a centralized regulatory institution to rein in the fledging stock market.  相似文献
