Abstract

The dichotomy of Self/Other prevails in shaping identity. This article asks how and to what extent the elements of the EU’s image produced by media discourse shape the national identity of Kazakhstan. It contends that a state’s identity can be formulated not in opposition—that is, not ‘Us against Them’—but rather, ‘Us as One of Them’. It argues that, in the case of Kazakhstan, the predominantly positive media discourse about the EU ‘Other’ contributes to a positive formulation of the Self via the legitimisation of the domestic regime on the national and international levels.  相似文献

Abstract

Over the past three decades, Russia has developed a set of institutions for the management of ethno-linguistic diversity based on the principle of ‘national cultural autonomy’. This article examines the positioning of these institutions within Russian society, arguing that while state-endorsed discourses locate them within the culture sphere—treated as distinct from political processes—there is in fact an interpenetration of ‘politics’ and ‘culture’. The article identifies why these institutions position themselves within the ‘cultural sphere’ while also supporting the country’s meta-narratives on inter-ethnic tolerance and, effectively, the political status quo. Soviet legacies of inter-ethnic relations continue to be socially embedded, yet within this framework some dissenting voices are also discerned.  相似文献

Drawing on a Polanyian analysis of the land question, this article aims to analyse both Western and Indigenous cosmologies of Abya Yala—the name that indigenous peoples give to the American continent—to understand the relationship between human beings and land and nature. These cosmologies are at the heart of the way in which two distinct societies construct their regional space, one from ‘above’, the other from ‘below’, and they are therefore key to understanding today’s climate change problématique. Following this nexus it is argued that, since the end of the Cold War, a new regional ‘double-movement’, unleashed by the quest for land and natural resources has been in the making. This is a superstructural or legal battle between Western transnational regime-making and a law that originated at the ‘centre of the Earth’. The article explains both regionalisms and the dialectical interaction between them and demonstrates that Karl Polanyi’s legacy remains relevant for the 21st century.  相似文献

The phrase ‘North – South divide’—as well as variations such as ‘North – South gap’ or ‘North – South cleavage’—has become well established in public discourse and scholarly writing. The phrase, however, is highly problematic, as it is simplistic and as there is a substantial danger of misapprehending it for ‘reality’ as such. The indiscriminate usage of the phrase ‘North – South divide’ overlooks the ways in which words create and shape our understanding of the world, on which we, in turn, base our judgements and decisions. The aim of the present paper is to point out specific ways through which this linguistic distinction—as much as any other—shapes our conception of (social) reality. The paper is in two parts. In the first we will initially draw out some pitfalls that inhere in the notion of a ‘North – South divide’qua notion, and then point to other pitfalls that relate to the usage of the expression. In the second part two case studies are presented to illustrate our arguments: one of them deals with China, the other with intellectual property rights.  相似文献

Intelligence is a subject dominated by an Anglospheric lexicon. Little is known of intelligence in the global South, still less of intelligence cooperation. Since 9/11 Western democracies have sought to intensify their intelligence alliances across the world in the Middle East, Latin America, Africa and Asia as part of a US-led ‘war on terror’. However, the conceptualisation of intelligence and the nature of secret service cooperation—often referred to as ‘liaison’—remains dominated by concepts derived from Western technocratic Cold War surveillance. This article calls for a re-examination of intelligence cooperation based on activity ‘beyond the Anglosphere’. It attempts to redefine what intelligence is in the global South and explores the texture of South–South cooperation using Latin American examples. It offers an alternative model of intelligence liaison focused on opportunistic cooperation in the context of drugs and dirty wars.  相似文献

Abstract

What strategies do de facto states employ in conducting their diplomacy? This article examines Transnistria’s Order of Friendship, a state award that primarily targets foreigners, by analysing the profiles of all known award recipients. The Order is found to be a political tool to enhance Transnistria’s domestic and external legitimacy in the absence of recognised sovereignty. The findings confirm the literature on Transnistria’s ‘bandwagoning’ with Russia, indicate that a patron’s support must be actively sought rather than taken for granted, and—since many awardees are from jurisdictions other than the patron state Russia—point to the need to examine the foreign policy of de facto states more holistically.  相似文献

This article documents the attitudes—especially those of loyalty—among Gulag prisoners and returnees toward the Communist Party of the Soviet Union (CPSU), and seeks to ascertain how their incarceration subsequently influenced those sentiments. It is paradoxical that some prisoners—many of whom were falsely convicted—endured gruelling, barely survivable, lengthy terms of labour camp and prison and emerged maintaining their loyalty toward the system of government that was responsible for their imprisonment. With the materials that have become available, we can now begin to understand this phenomenon. Explanations include the ‘traumatic bond’ (Stockholm Syndrome), communism (the Party) as a surrogate for institutionalised religion, cognitive dissonance and functionalism. This issue may offer insight into the larger question of how repressive regimes are maintained.  相似文献

Abstract

Russia’s historical policy towards the centenary of 1917 was composed of several parallel strategies: diminishing the meaning of the event to avoid the head of state and other government figures having to take a stance; outsourcing commemorative events, with no pre-planned grand design; developing a reconciliatory narrative of the ‘Whites’ and the ‘Reds’; and allowing other actors to promote a plurality of contradictory readings of the events. Yet the space left by the state’s refusal to commemorate 1917 has been taken over by the Church, which, as today’s most active engineer of Russia’s historical policy, promoted a very clear pro-Tsarist narrative best embodied by the multimedia historical park ‘Russia—my history’ (Rossiya—moya istoriya).  相似文献

The institutionalisation and nationalisation of Russia’s party system, which is dominated by United Russia (Edinaya Rossiya—UR), has played a major role in the building of Putin’s ‘power vertical’. Nevertheless, despite the fact that formal relations within UR are highly centralised, informal practices allow for far greater degrees of regional autonomy. Focusing on UR’s candidate selection for the 2011 Duma election this article provides an examination of cross-regional variations in the relations between UR’s Party Centre and its regional branches. As electoral legislation requires the segmentation of party lists into ‘regional groups’, the composition of the regional lists, specifically the share of ‘native candidates’, is considered as an indicator of the level of autonomy of regional branches. Ordinal regression analysis confirms our main theoretical hypotheses. In the more financially autonomous regions, UR’s regional branches will have more leverage and bargaining power in their relations with the Party Centre. A second important factor is heterogeneity: the more a region’s socio-economic indices deviate from the national average (either up or down), the less its UR branch is subordinate to the Party Centre.  相似文献

The identity of a prisoner's wife is often a shameful societal stigma. Yet Russia's unique history of imprisonment has provided an unusually positive trope for women who have to come to terms with their partners' incarceration: the ‘Decembrist wife’ (dekabristka). This trope originated in the aftermath of the 1825 ‘Decembrist’ uprising—the first anti-monarchist revolt in modern Russian history. A handful of wives of the perpetrators voluntarily joined their husbands in Siberian exile and, in leaving behind families and comforts, created a precedent to be glorified for future generations. Upheld in Russian national mythology as a model of the exemplary wife, the dekabristka identity lives on. This paper examines its enduring power and significance in contemporary Russia.  相似文献

The term ‘precariat’—a precarious proletariat—has achieved considerable prominence in recent years and is probably now ripe for critical deconstruction. It also needs to be situated in terms of a genealogy that includes the marginality debates of the 1960s, the later informal sector problematic and the ‘social exclusion’ optic that became dominant in the 1980s. I will argue that the concept is highly questionable both as an adequate sociology of work in the North and insofar as it elides the experience of the South in an openly Eurocentric manner. In terms of political discourse I think we should avoid the language of ‘dangerous class’, as deployed by Guy Standing to situate workers politically in the policy world as though frightening the ruling classes was a strategy for transformation.  相似文献

This article assesses the successes and setbacks of Moscow’s policy of counterinsurgency and beyond. It challenges the general consensus in scholarship positing that military successes associated with Chechenisation have been obtained against the backdrop of Chechnya’s increasingly autonomous status within Russia, considered by some as a case of ‘systemic separatism’. The article tracks how four key mechanisms (Chechnya’s institutional design, internal opposition to the Kadyrov clan, the tradition of blood feud among kadyrovtsy—initially Chechen paramilitary forces named after both Kadyrovs, gradually transformed into seemingly regular Ministry of Interior (MVD) units—and Chechnya’s economic dependency on Moscow) have enabled Moscow to maintain control over Chechnya while simultaneously allowing its elites to consolidate power within the republic.  相似文献

This paper considers the threats that various kinds of populism might be said to pose to the ideal of a civil society that mediates between ‘private’ and family life and the state. Although it is difficult to generalise about populisms, just about all—whether on left or right—share a hostility to ‘intermediate’ powers. Of course civil society is exactly what could be called a forum for intermediate powers. In contrast, populists often tend to emphasise a vision of immediate power in the sense of the possibility of the direct expression of the people’s will in political institutions. Populists, of whatever pitch, often tend to invoke a partisan state that will be on the side of the people (however defined) rather than a putatively neutral ‘liberal’ state that stands over and against civil society. These factors make most populisms more or less generically hostile to liberalism, understood not in ideological terms but more as a doctrine which emphasises the necessity of mediating power through institutions. Very often, populism is a threat to the idea of civil society understood as a concept integral to liberal political theory, as a means of balancing the state and its wider interlocutors. In this paper, various means, largely inspired by the writings of Tocqueville on the one hand and Paul Hirst on the other, are suggested for addressing aspects of this predicament.

Despite the continuing growth of internet use in Russia, there remains little systematic analysis of online election campaigning. This article presents an in-depth, multi-method analysis of party and candidate online activity during the 2011 State Duma election campaign—arguably Russia's first ‘internet election’—to ascertain the extent to which new social media is changing politics in Russia. The main findings indicate that the internet did indeed help to level the competitive playing field during the election campaign period, but despite the growing number of internet users, the overall level of online engagement remained weak.  相似文献

Abstract

The beginning of Vladimir Putin’s third term was characterised by the politicisation of corruption. Opposition forces focused on corruption and criticised the regime for tolerating it. This article explores how the regime reacted to opposition criticism. The regime encountered a dilemma: it could not ignore the opposition but promoting anti-corruption reforms was risky for the regime. This study focuses on the regime’s use of the All-Russia People’s Front (Obshcherossiiskii Narodnyi Front—ONF) and concludes that it functioned as a ‘parastatal’ anti-corruption movement, enabling the regime to deflect the blame without directly involving itself in the process.  相似文献

A peculiar combination of social and economic factors entailed by the proximity of South Africa creates, for Lesotho, a syndrome of non‐development that may usefully be visualised as a vicious circle in three parts—Poverty, Migration, Ideology—and is so described here. It is the purpose of this paper to demonstrate that the economic facts of village life in Lesotho (and in countries with certain characteristics in common with Lesotho) are perpetuated by their effect on the individual villager. The analysis enters a caveat to the theory of ‘aspiration effect’ [Firth and Yamey, 1963], extends the concept of frustration gap’ [McLoughlin, 1970] and adds a dimension to the cognitive map of migrant ideology [Philpott 1968].  相似文献

Following the stagnation of negotiations with the African, Caribbean and Pacific states, the centrepiece of the European Union's (EU's) trade and development strategy has been a reform of the Generalised System of Preferences. Although policy-makers in the Commission's Directorate General for Trade have argued they are ‘refocusing’ these preferences on the ‘neediest’, by rendering a significant proportion of emerging economies' exports ineligible for the scheme, this article argues that the reform is actually part of a broader ‘reciprocity’ agenda being pursued in the context of the current economic crisis. This is about ensuring the EU possesses sufficient offensive leverage in ongoing free trade agreement negotiations, rather than representing any mercantilist move towards greater domestic protection. In arguing that the EU's developmental trade agenda is increasingly subordinated to commercial imperatives, this article adds to a literature that has situated the study of EU trade and development policy within the field of political economy.  相似文献

Abstract

In the early 1970s the G77 and the Non Aligned Movement ( nam ) challenged the material and intellectual pillars of the postwar liberal capitalist system through collective action at the UN to establish a New International Economic Order ( nieo ). The aim was to complete the ‘emancipation’ of the ‘global South’ by creating binding institutional frameworks, legal regimes and redistributive mechanisms correcting historically constructed core–periphery disparities. That ambitious effort failed in the face of ‘Northern’ resistance and national segmentation within the nam . Today re-emerging states of the global South are engaged in a more successful effort to gain voice and alter international hierarchy by claiming a central place in the world capitalist system and restructuring it from within. The vertical late-modern world system centred in the Atlantic and ordered by the ‘West’ is thus gradually giving way to a polycentric international structure in which new regional and transnational ‘South–South’ linkages are being formed. This paper critically reviews the transformation and argues that, while it is creating long sought-for conditions of relative international equality, it has also dampened the emancipatory promise of the anti-colonial struggle.  相似文献

When Kosovo declared independence, in February 2008, it was stated that the move was not an act of self-determination. Instead, the key states that supported the decision insisted that the case for statehood arose from a unique set of circumstances. Kosovo was not a precedent; it was a sui generis case in international politics. This essay considers the arguments underpinning this claim to exclusivity and argues that, taken either individually or collectively, the main justifications used to support Kosovo's ‘unique’ statehood—such as the abuse of human rights—in fact have serious consequences for other separatist conflicts elsewhere.  相似文献

In parts of the developing world the fundamental requisite of democracy—stateness—is in recession. This paper engages the literature on failed states with regard to the implications for global democratic diffusion. The heart of the paper summarises and analyses the four main frameworks for assessing and responding to failed states. The status quo framework regards failed states as sick patients that can be revived. This state revival framework has a mixed track record, however, and many critics. The ‘shared sovereignty’ framework advocates quasi-permanent intervention in the most difficult cases of state failure. A third approach argues for the recognition of de facto sovereignty and the restructuring of de jure international boundaries when necessary. A fourth framework insists on a historically grounded analysis of modern statehood as a failed global project. The article's final section surveys the stateness – democracy nexus in sub-Saharan Africa.  相似文献
