The main thrust of the article is to analyze the state of problems of inter-organizational coordination in the upazila (second tier of local government) in Bangladesh. It also explains to what extent informal communication matters for inter-organizational coordination. Based on empirical data collected in 2009, findings of the study suggest that a number of factors have facilitated non-existence of inter-organizational coordination at the upazila. These factors include lack of division of activities, dualism in control over officers, lack of proper functioning of the committees, and dual authority in disbursement of funds and its impact on timely disbursement. Findings also suggest that in the absence of coordination among different departments, informal communication has been observed to be one of the prominent mechanisms of ensuring coordination. However, existence of factors like lack of willingness to be engaged in informal communication and lack of cooperation has hindered the process of building informal communication among different departments. Despite having some problems this research has concluded that informal communication has helped the process of coordination among different departments while they are carrying out their responsibilities.  相似文献

This article employs input‐output analysis and information from a social accounting matrix and the concept of net savings to examine savings, consumption and investment behaviour by various social classes in Bangladesh in urban and rural areas. Considerable differences between social classes can be identified in all three respects. A majority of the social classes in the rural sector does not appear to generate enough savings to sustain its consumption whereas the urban social classes do. There seems to be little difference in consumption pattern of the rural rich and the urban rich. There is considerable urban‐rural difference in the import intensities of consumption. The findings of this study based on the Hazari model do not establish the existence of urban bias but the problem seems to be one of ‘rich‐bias’ rather than urban‐bias per se. However, the Hazari model cannot capture all possible sources of urban bias and circumstantial evidence indicates concentration of advantages in the urban areas.  相似文献

This article examines the policy tool of a registry of civil society organizations in a regulatory transparency framework. A registry serves as a government ‘mapping’ tool by collecting data on civil society and nonprofit organizations. Do government efforts to map the third sector hinder or foster nonprofit organizations’ capacity and their coordination? The balance between regulation and the strengthening of nonprofit organizations’ capacity and the coordination of goods and services through government innovations like the registries—i.e., third sector mappings—might indeed have the potential to foster a more effective and efficient third sector.  相似文献

To improve local service delivery under decentralization, performance ratings are often introduced. In this article, performance ratings and other correlates of the citizens’ assessment of the responsiveness of their local governments are investigated with a regression analysis of survey data collected during the pilot test of a performance rating scheme in 12 Philippine cities and municipalities in 2001–2003. The local governments in the eight sites where the ratings were announced are assessed less responsive by their own constituents than those in the four control areas by theirs. Possibly, the citizens exposed to the ratings expected better performances from their officials.  相似文献

Improved public service delivery and accountability have increasingly turned out to be important issues in public sector management. In Bangladesh, there has been noteworthy progress, including the introduction of citizen’s charter since 2008. This article explores the contribution of citizen’s charter in improving public service delivery and accountability at the local government land administration, adopting a qualitative longitudinal study. Analysis of the findings reveals that most of the service recipients are ignorant about the charter even after 8 years of its introduction. The charters are mainly producer dominated and their grand rhetorics are far away to achieve in reality.  相似文献

Aquaculture has long been promoted by development institutions in Bangladesh on the understanding that it can alleviate poverty. Most of this attention has focused on forms of the activity commonly referred to as ‘small-scale’. This article draws on concepts from the literature on agricultural growth and elaborates a typology of aquaculture based on relations of production which suggests that, in Bangladesh, quasi-capitalist forms of aquaculture may possess greater potential to reduce poverty and enhance food security than the quasi-peasant modes of production generally assumed to do so. The implications of this conclusion are explored.  相似文献

This paper analyses whether direct government assistance during start-up and other forms of interaction with the state sector have influenced the long-run performance of small and medium-sized manufacturing enterprises (SMEs) in Vietnam. Using three partly overlapping surveys during the period 1990–2000, we find strong effects on firm dynamics from interaction with state institutions. Enterprises which have the state sector as their main customer perform better. This is so for both survival and growth. Moreover, temporary tax exemptions during firm start-up had a separate and positive influence on long-run growth for non-household enterprises and initial credit support seems to benefit rural firms.  相似文献

This study assesses whether recent victimization influences one’s confidence in the criminal justice system. Specifically, the study tests whether the predictors of confidence in major types of actors in the justice system are different for victims and nonvictims. British Crime Survey (BCS) data are analyzed using a series of structural equation models with multiple group methods. Overall, the findings support the idea that there is little difference between victims and nonvictims in how views of legal actors predict overall confidence. Additionally, prosecutors are slightly more influential on system confidence, regardless of victimization experience. Policy implications and future research directions are discussed.  相似文献

Theoretically, South Africa has one of the most advanced systems of local government in the world with its powers and functions being constitutionally entrenched. Two different conceptual models of local government were used to assess how autonomous this local government system is in practice. The autonomous model views local government as a clearly separated sphere of government, while the integrationist model sees greater functional interdependence between the various spheres of government. The article concludes that there are different views of decentralisation within the state. On the one hand there are local government reform measures by the state to position itself within the global economy that reflects a more integrationist view of local government. On the other hand there are elements of the autonomous model such as attempts to empower local government through the promotion of local democracy.  相似文献

We analyse the effect of geographic competition between schools on academic performance in Chile. The analysis controls for prior pupil performance, and a range of school and municipality characteristics. We allow for the endogeneity of voucher school location, using the number of local Catholic churches as an instrument. We find that a larger number of public schools positively affects the quality of education of other schools located in the same area, particularly amongst middle-class families and in middle-ranking schools. However, the number of voucher schools is associated with lower performance in neighbouring schools, which we attribute to pupil sorting.  相似文献

This paper investigates the degree to which EU and United States development policies reflect partnership, meaning that aid is based on negotiations on an equal basis. It finds that, while the EU has traditionally been more focused on partnership than the United States, in recent years the gap is narrowing. The EU is increasingly providing aid based on a security rationale and has become reluctant to give budget support, while the United States is starting to work more with local actors. Changes in public support for aid, the EU’s growing role as a security provider and institutional changes can explain this trend.  相似文献

In order to understand the structural dimensions of the problems concerning democratic governance in Bangladesh, this article seeks to explicate whether or not Bangladesh is a neopatrimonial state. This article examines contemporary Bangladesh politics with a particular focus on the notion of neopatrimonialism and with special reference to the personalization of state power. The concept of neopatrimonialism has great utility in explaining leadership behaviour in a dysfunctional democracy such as Bangladesh, where personalized exchanges, exploitation of bureaucratic and state mechanisms and political scandals are common. I argue that Bangladesh is a special variant of the neopatrimonial state, which I suggest to be bipolar neopatrimonialism. I contend that since independence, successive governments and political leaders always attempt to monopolize state power in various ways. The patron-client society of Bangladesh helps political leaders to personalize the state power they possess. To monopolize state power, the political elites of Bangladesh create networks and alliances, relying on exchanges to meet their objectives. In this regard, state elites use elements of the state and political system to mediate these exchanges.  相似文献

Using household data from urban Ethiopia, we provide an empirical test of the economic theory of Rotating Savings and Credit Associations (ROSCAs) and identify the impact of ROSCAs and member characteristics on participation and volume of saving. Unlike other studies, we account for the endogeneity of all ROSCA variables. Muslims, individuals who live in richer households, the self-employed, private sector employees and households with large numbers of women are more likely to join ROSCAs. A robust finding is that the savings are significantly affected by the characteristics of the members but not that of the informal saving institution. Some policy implications are discussed.  相似文献

Like most other concepts in the social sciences, ‘development’ does not entail a commonly agreed upon meaning, context or programme of action. It is defined in different ways depending on the time, space, context, professional and organisational interests of the one who does the business of defining. The meaning of development has also undergone a remarkable transformation over the course of history from the Enlightenment concept of ‘Progress’ to encompass a great variety of human needs. This paper analyses how the contemporary discourse of development has reached a mature state and how it enables us to understand development in context- and culture-sensitive ways. It is now possible to determine what development means in different settings, and how to bring in material and non-material prosperity to people living in different contexts and cultures. After a theoretical discussion an empirical study in Sri Lanka is presented which attempts to arrive at a more refined context- and culture-sensitive definition of development. The paper argues that, in order to understand development at micro-settings, it is better to construct our own indexes of development rather than using global measures. It shows how the current state of the discourse of development can lend insights into construction of a development index.  相似文献

Using new data and a different model, Palmer‐Jones [1993] has questioned the conclusions of Boyce and Ravallion [1991] concerning the evolution over time of agricultural wages in Bangladesh. I argue that Palmer‐Jones's model is unconvincing and that the main conclusions of Boyce and Ravallion are far more robust than he suggests. Wages respond sluggishly to rice prices. Bangladesh's (limited) agricultural growth has not raised the real wage rate, which was on a downward trend for most of the 1960s and 1970s. The mid‐1980s saw higher real wages, though this cannot yet be deemed a reversal of the previous trend.  相似文献

Cet article démontre que les deux récits de vie publiés par John Chernoff, Hustling is not Stealing et Exchange is not Robbery,mettant en scène une jeune prostituée du Burkina Faso et l'ouvrage d'Adama Dramé et Arlette Senn-Borloz, Jéliya: être griot et musicien aujourd'hui, autour de la vie marginale d'un griot, tout en ravivant la soif de connaissance occidentale sur l'Afrique, offrent un contraste frappant dans la présentation de leur projet d'écriture et dans la question du pacte auctorial. Je montre que la démarche de Dramé et Senn-Borloz présente en définitive un modèle réussi de ce que l'on a appelé "l'autobiographie en collaboration," à la suite de Philippe Lejeune.  相似文献

Post-development theories have been accused of not having a future programme, and a number of authors has concluded that we are better off pursuing development as we know it. But the lack of instrumentality is not in itself a weighty argument against the analysis. At its best, 'post-development' offers an explanation of why so many development projects seem to fail. Two contributions are emphasised here: that transformation through development is linked to the agencies of elites, and that technical constraints imposed on developers shape the way in which they construct the problem. There is a need for extending the analysis, however. Including how development interventions are transformed in encounters with target populations gives a less rigid picture of the power of development, and can expose some of the problematic premises on which development interventions are based. In this way, post-development can offer a contribution to the practitioners of development.  相似文献

Since the 2007 federal election, the Australian government has implemented a plethora of new programs, many with dual economic and social objectives. A significant number of these initiatives have not only proved unsuccessful, but have also been criticized for their implementation and subsequent administration. This paper examines the Building Education Revolution Program, which commenced in 2009 with the objective of stimulating employment growth and improving school infrastructure, through the analytical prism of the government failure paradigm as well as the literature on “hollowing out” and decentralization. It is argued that the BER Program represents a “case study” of how governments should not pursue large-scale public expenditure programs.  相似文献
