Political leadership has been a key element of central government's attempts to ‘modernise’ local government over the past decade, within a discourse that emphasised ‘strong’ and ‘visible’ leadership and the role of leaders and leadership in driving change within local authorities. In the context of such an approach, and also taking account of academic discourse, this article draws upon interviews with nearly thirty individuals in leadership positions in local authorities in England, Scotland and Wales to assess their experiences of leadership and their views of some aspects of the role and work of councils. It suggests that whilst there is broad convergence between the aspirations of government and the narratives that emerge from these leaders on some aspects of local political leadership, there are also differences, perhaps most notably over the relationship between changes to decision-making structures and the loci of political power.  相似文献

Despite Labour's clear vision of a new form of local political leadership, the impact of the Local Government Act 2000 has been limited - but at the same time diverse. Local authorities have overwhelmingly selected the 'least change' option, but have elaborated the new models in a variety of ways. Drawing on case study data and a new institutionalist framework, the article looks beyond formal structures at the emerging practice of local political leadership. The government's structure-led approach has not delivered its 'ideal type' of local political leadership. The interaction of constitutions, contexts and capabilities is producing diverse experiences of political leadership and an uneven patterning of change and continuity. Future reform efforts should concentrate less upon the specification and imposition of formal structures and more upon facilitating local processes of institution-building.  相似文献

In 2009, North, Wallis, and Weingast (NWW) introduced an integrative theory of institutional economics and economic history which rests on the inter-linkage of economic and political order. The article applies this novel theoretical conception to the historical development of Tunisian political economy. It is argued that the neo-Weberian concept of neopatrimonialism fills a theoretical gap as to the analysis of the structure and the dynamics of an autocratic regime and takes Tunisian economic history as an example. While the economic and political order during the pre-colonial period can be analyzed within NWW's framework, the colonial period needs conceptual modifications. Of particular interest are the mechanisms which transformed the post-colonial order into an autocratic regime and a rent-creating economic order. It is argued that a recent reformulation of neopatrimonialism, developed by political scientists based on institutional uncertainty, expands on economists’ understanding of how an autocratic regime stabilizes its political power and creates rents, doorstep conditions towards a competitive open access order notwithstanding.  相似文献

Under certain circumstances the style of leadership of mayors can be the result of their context perceptions and their sense of political autonomy and efficacy. This assessment indicates that the political action of the mayor discloses a particular style of leadership that derives from his/her political will. This article suggests an analysis of political will that intends to explain why local leaders adopt facilitative styles of leadership. In this formulation, the leadership facilitative style is a consequence of the political will to act accordingly, and this is explained by three main determinants: the leaders’ awareness of their complex and networked context, their independent sense of autonomy and their belief about their own political efficacy. Results from case studies, with extensive interviews with mayors, conducted in Portuguese municipalities, will be presented to reinforce and explore these hypotheses and to discuss the feasibility of this framework.  相似文献

This article makes an argument of almost primitive simplicity: politicians have become examples of Cohen's ‘folk devils’. This, in turn, raises as yet unexplored questions about demonisation and social discourse, the capacity of politicians, the role of invisible political actors, the dangers of ‘self-evident truths’ and the challenges of revitalising politics within a low-trust high-blame environment. More specifically, this article engages in a process of conceptual travelling through which the theory of moral panics and the concept of ‘folk devils’ are deployed in order to tease apart a recent political crisis. The core argument of this article is that Cohen's seminal work on folk devils provides a powerful conceptual lens through which to generate a more reasoned and balanced account of political behaviour. More broadly, it argues that the ‘bad faith model of politics’ presents a severely distorted view of political reality that urgently needs revision.  相似文献

Using the Bourdieusian framework to analyse the nature of social stratification in rural Kyrgyzstan, this article examines how local politics is strategised by different groups in the social field. The article suggests two modifications to the Bourdieusian framework to reflect better the nature of local politics. First, despite lacking significant capital holdings, poor groups undertake everyday resistance and mediated politics. Second, intellectual and traditional elites engage in the politics of ‘doing the right thing’, motivated by a sense of moral obligation. The article provides a critical challenge to the concept of clan and elite-led politics which is often used to explain events in Central Asia.  相似文献

ABSTRACT

The legitimacy of political orders is an important reference point in political analysis, but the concept is difficult to operationalize and measure – particularly in those countries where legitimacy is critical, i.e. cases of political transformation, non-democratic rule and high state fragility. To be successful, legitimation (the process by which legitimacy is procured) has to fulfil two functions: relate demands for legitimation to government performance (the ‘demand cycle’), and relate legitimacy claims issued by the rulers to behavioural patterns of the ruled (the ‘supply cycle’). Looking at the recent academic debate, the article finds that empirical research has largely ignored the demand cycle, while attempts to explore the relationships underlying the supply cycle tend to suffer from misconceptions of basic terms. The article proposes a framework for empirical enquiry that addresses both shortcomings.  相似文献

This article investigates a natural experiment in China’s Zhejiang province in order to identify why local officials across the province had varying motivations and capacities for protecting and promoting private entrepreneurship after 1949. As the result of communist revolution before 1949, all Zhejiang’s counties were divided into two categories in 1949: guerrilla counties and non-guerrilla counties. In guerrilla counties, local cadres were marginalized by the newly established provincial power structure and faced huge political insecurity, while their counterparts in non-guerrilla counties could rely on the patron–client network that was built by the provincial leadership for promotion. The local cadres in guerrilla counties were forced to cultivate popular support from below in order to guarantee their political survival, i.e., they looked after local economic interests by supporting local private sector development in exchange for the grassroots’ support. This mutual protection between local elites and potential private entrepreneurs explains why, relative to the non-guerrilla counties, the private sector was effectively protected after 1949 and therefore better developed in the long run. We argue that the analytical framework developed by this research can go beyond Zhejiang to apply to other provinces.  相似文献

Using survey data on Finnish local politicians (n = 364) we examine the extent to which political orientation affects attitudes towards and perceptions of competitive tendering in social and health service provision. Expectation of cost benefits turns out to be the most important factor accounting for willingness to increase the usage of competitive tendering. The perceived positive impact of tendering on local democracy is also related to local politicians' readiness to implement reforms. However, political orientation does have a strong effect on politicians' perceptions. We also consider whether there are mitigating factors that could mask the relationship between political orientation and attitudes towards tendering. We identify one such factor, municipal employment: public-sector employees form a kind of informal ‘interest group’ resisting public-sector reforms in municipal decision making. In general, our results suggest that macro-level studies on competitive tendering underestimate the effects of political ideology on local decision making.  相似文献

Decentralisation is commonly defended on the grounds that it will bring government closer to people, thereby creating political structures that are more transparent and accountable to poor and marginal groups in society. However, a problem that is well recognised in the decentralisation literature is that the devolution of power will not necessarily improve the performance and accountability of local government. Indeed, in many cases, decentralisation simply empowers local elites to capture a larger share of public resources, often at the expense of the poor. Reflecting on these relatively long-standing problems, an important strand of scholarship has argued that central government can play a central role in counterbalancing the forces that tend to disfavour the poor. In this article, we aim to inform this scholarship by reflecting on the interface between local government and local people in two Indian States: Andhra Pradesh (AP) and Madhya Pradesh (MP). Drawing upon 12 months of primary research, we argue that although the government of AP did not devolve power to the extent that proponents of decentralisation would have liked, its populist approach to certain forms of poverty reduction empowered the poor in ways that the more ambitious decentralisation agenda in MP did not. This, we argue, was due in part to the fact that MP's decentralisation process failed to challenge the well-entrenched power of the village chiefs, the sarpanches. But the discrepancy can also be explained in terms of the historical evolution of ‘development populism’ in AP. In particular, we argue that the strong performance of programmes aimed at subsidising rice for low income households and providing credit to women's ‘self-help groups’ (SHGs) was part of the State government's wider political strategy of enhancing and maintaining electoral support among women, scheduled castes and the poor.  相似文献

This article discusses two matters that are becoming increasingly important in debates about local government: place-based leadership and public service innovation. The troubling international economic outlook means that many local authorities are focusing on ‘efficiency savings’ and the prevailing mantra in public policy circles is ‘do more with less’. This article questions this approach. It aims to contribute to what one chief executive described to us as ‘more with more’ thinking. This approach strives to release the community and business energies of a locality. If this can be achieved the total resources available to improve the local quality of life can be increased, even if state spending is shrinking. A conceptual framework for studying place-based leadership is presented. This distinguishes three, overlapping realms of leadership in any given locality – political leadership, managerial/professional leadership, and community and business leadership. It is argued that the areas of overlap between these realms can be viewed as innovation zones – spaces in which established approaches can be questioned and new trajectories developed. These zones can, however, also become conflict zones with little learning and exchange taking place. Place-based leadership can influence whether such political spaces are used to promote creative problem solving or whether they become arenas for dispute and friction between sectional perspectives. By drawing on a study of the current Digital+Green initiative in Bristol, UK, the article suggests that an imaginative approach to place-based leadership – one that accepts intelligent risk taking – offers potential for improving the local quality of life as well as strengthening local democracy.  相似文献

Abstract

What does ‘local self-governance’ mean in post-communist Russia and China? In order to answer this question, the article focuses on village-level governance in both countries by employing a four-fold typology of village leadership in public affairs. In both countries, the withdrawal of state power from local communities and the introduction of legislative ‘self-government’ has not brought autonomy to the local and community levels. The findings here suggest that the single ‘state agent’ category of village leadership that emerged under the communist regime is shifting to become one of the remaining three types, ‘principal’, ‘local agent’ and ‘bystander’. There was a growing tendency towards a non-autonomous type of ‘bystander’-style leadership in China and the ‘local agent’ type in Russia. This article suggests that the development of these local governance styles should not be attributed to a common transitional process departing from the communist past, but is the outcome of four factors that influence village leaders in two countries: administrative distance between local and village level, village social structure, fiscal arrangements and electoral relationships.  相似文献

Turkey has thus far been generally neglected in most IR studies on power categorisations, such as middle or middle-range power, regional power or rising/emerging power, despite its rising regional power status in the past decade. This paper attempts to understand Turkey’s regional power together with its rising power status using an integral approach. In doing so, it empirically tests whether or not Turkey fits Daniel Flemes’s ‘regional power’ category, which seems to be proposing a more complete and integral framework through the fulfilment of four basic preconditions: claim to leadership; possession of necessary power resources (material and ideational); employment of material, institutional and discursive foreign policy instruments; and acceptance of leadership by third parties. Based upon these analytical tools, the article will discuss Turkey’s performance in creating a regional impact in its neighbouring regions of the Middle East, the Balkans and the Black Sea and Caucasus.  相似文献

Following the 1997 general election New Labour took power with a commitment to ‘modernising’ government, including local government. This modernisation was based upon a variety of approaches including the introduction of new decision-making structures, improving local democracy, improving local financial accountability, creating a new ethical framework for councillors and council employees and improving local services. It is with the first two of these and their potential impact upon women councillors that this article is concerned. It analyses past evidence on women's participation in local government in the UK and examines the impact of the new political structures on progression to senior posts in local government.  相似文献

This article explores the relationships between (so-called) ‘non-traditional’ development cooperation (NTDC) and political leadership. Using the case studies of Brazil and South Korea, we propose that certain emblematic elements of NTDC discourse and practice can act to influence the relationship with political leaders in particular ways. These are (a) elevated language of affect, (b) interleaving of personal biographies with the developmental trajectories of states, (c) the use of NTDC to legitimise domestic policies and promote domestic political leadership, (d) the prominence of presidential diplomacy and (e) the challenges confronting rapidly expanding domestic development cooperation institutions and systems.  相似文献

This article explores the academic and public debate on the politics of Latin America's twenty-first century turn towards the left. It rejects dichotomous categorisations of ‘social democratic’ and ‘populist’ lefts as a disciplinary move by neoliberals that appeals to entrenched liberal predispositions. It suggests that such classificatory taxonomies are directly linked to an impoverished notion of the political, in which a politics of exalted expertise and enlightenment, based on reason, rationality and objectivity is juxtaposed against a lesser sphere of emotion, passion and ‘personalism’. This underlying dualism, which permeates academic disciplines and crosses lines of ideology, tracks established markers of hierarchical distinction in societies profoundly divided along multiple lines of class and cultural capital. This is explored through an analysis of the discourse of Chávez vis-a-vis Lula, while offering an appreciation of the subaltern origin of Lula's distinctive style of political leadership, from trade unionism to the presidency, based upon the creation of spaces of convergence.  相似文献

On becoming prime minister in 2006, Abe Shinzō was feted as the ‘prince’ of Japanese politics. A year later, Abe's Liberal Democratic Party had suffered a major electoral defeat and Abe's time as his country's leader was over. As a study of political leadership, this article seeks to explain the leadership outcomes of Abe's brief prime ministership, in particular the dramatic fall in public support Abe suffered during his tenure. It is argued that, despite the difficult circumstances Abe faced, the nature of his political demise cannot be fully accounted for by structural factors alone. It is also necessary to understand the role played by Abe himself and, in particular, his flawed leadership strategy. In the end, Abe's political demise followed a basic logic: high expectations followed by disillusionment characterised by sudden plunges in approval—a tragedy of hubris leading to nemesis.  相似文献

This article develops a Gramscian approach to the governance of ‘informal’ economies through a historical study of International Labour Organization (ILO) programmes in East Africa. Drawing on Gramsci’s conception of the ‘subaltern’, the article highlights the ways in which the articulation of ‘informality’ in policy documents is coloured by broader struggles over the political organisation of labour. The article develops this argument through two case studies. The first examines the World Employment Programme mission to Kenya in the 1970s that popularised the concept of ‘informal’ labour. The second is a contemporary programme on apprenticeships in the informal economy that originated in Tanzania.  相似文献

Recent discussions in development have moved away from holistic theorisation towards more localised, empirical and inductive approaches. In development practice there has been a parallel move towards local ‘participation’ and ‘empowerment’, which has produced, albeit with very different agendas, a high level of agreement between actors and institutions of the ‘new’ Left and the ‘new’ Right. This paper examines the manifestations of this move in four key political arenas: decentralised service delivery, participatory development, social capital formation and local development, and collective actions for ‘radical democracy’. We argue that, by focusing so heavily on ‘the local’, the see manifestations tend to underplay both local inequalities and power relations as well as national and transnational economic and political forces. Following from this, we advocate a stronger emphasis on the politics of the local, ie on the political use of ‘the local’ by hegemonic and counter-hegemonic interests.  相似文献

ABSTRACT

Over recent decades, the institutions of political leadership have been criticised for being caught up in outdated designs that are not adapting to societal changes. In many western countries, this diagnosis has spurred design reforms aimed at strengthening political leadership at the local level. Based on a study of reforms in Norwegian and Danish municipalities, this article first develops a typology of reforms aimed at strengthening local political leadership. Leadership reforms are categorised into four types aimed at strengthening Executive, Collective, Collaborative, or Distributive political leadership. The typology is used to map the prevalence of the different types of reforms in the two countries. The results show that design reforms as such are more widespread in Danish than in Norwegian municipalities. In particular, reforms aimed at strengthening Distributive political leadership are used more extensively in Denmark than in Norway. The article discusses the contextual differences that may explain this variation.  相似文献
