This paper analyses the economic value of foreign languages in Turkey using data on some 6000 adult male wage-earners in 2007. We find positive earnings returns to proficiency in English and Russian, which increase with the level of competence. French and German skills are also positively rewarded, although their return seems mostly linked to the likelihood to hold specific occupations. In contrast, knowing Arabic does not generate an earnings premium. Focusing on English, we check for heterogeneous returns along the conditional earnings distribution. The results are qualitatively invariant when we account for misclassification errors in self-reported English skills.  相似文献

The multiple principal problem refers to multiple collective action problems that organizations face when they must balance (competing) interests of multiple stakeholders under joint service delivery. It negatively affects different types of organization, yet we know little about how organizations (can) mitigate it. We expand a framework based on principal–agent theory, review the literature, and consider implications for effective governance of joint service delivery in the public sector. We observe that joint service delivery can lead to free‐riding and duplication in monitoring, lobbying by principals, and increased autonomy for agents, leading to inefficiency. We build a research agenda and tentatively suggest, based on the literature, that an interface approach, where an elected unitary actor is placed in a middle tier between politics and service delivery, might best mitigate the multiple principal problem, which is currently not dealt with effectively in public management.  相似文献

In the Netherlands, electronic service delivery has become an important issue in many municipalities. Using the Internet for service delivery is seen as an important element of e-government. Based on 2014–2016 panel data for all Dutch municipalities, we show that there is a large variety among the municipalities in the extent to which they offer their service delivery digitally. By exploring the factors that may explain the differences among the municipalities, some trends can be discerned. Most notably is the strong relationship of e-government adoption with demographic characteristics, such as population, population density and both older age and younger age groups. Remarkably, we did not find an influence of education and income. Finally, we did not observe a relation between municipal allocated costs and level of e-maturity, hereby leaving the question open if and how e-government can lead to cost reductions.  相似文献

ABSTRACT

We briefly review recent advances in the empirical analysis of the privatisation and inter-municipal cooperation of local public services and discuss the potential of these studies. The core issues examined include the identification of factors driving delivery choices and the effects of privatisation and cooperation on service provisions. In addition to reporting the specific empirical findings of each study, we highlight the innovative methodologies that they each adopt. During the past decade residents have sought judicial redress against municipalities alleging discrimination in the delivery of services in their neighborhoods. Recent court activity in this area has expanded to include the issues of municipal government and public servant immunity and liability. After anda brief discussion of how the municipal bureau cracy impacts the service delivery process and municipal service equalization suits, this paper provides a legal perspective on immunity and liability issues affecting the municipality and its personnel. The paper also addresses the topic of municipal protection against liability losses and concludes with a summary discussion of arguments for and against imposing strict liability upon municipalities and their representatives.  相似文献

The equitable provision of urban public services has begun to receive increased attention from researchers, administrators, and the courts. Recent research has questioned the view that minority and low-income groups are systematically deprived in the distribution of public services, e.g. police and fire services, libraries, street quality and maintenance, and parks and recreational facilities. This paper reviews empirical studies in urban service distribution and judicial responses to municipal service claims. The research reveals that discimination in service delivery does exist. However, it is difficult to determine empirically in larger cities if a consistent pattern of discrimination exists and whether or not it bears a significant relationship to race or class. Discrimination and inequality on the basis of race has been subject to meticulous judicial prowess benefitting at one time or another the citizen and the municipality. The courts are requiring overwhelming statistical documentation to substantiate racial discrimination in the provision of urban public services.  相似文献

The United States government has no elections office and does not attempt to administer congressional and presidential elections. The responsibility for the administration of elections and certification of winners in the United States national elections rests with the states. The states divide election administration responsibilities between state and local election officials, whose objective is an efficiently administered honest election, with the ballots correctly tabulated. The formal structure of election administration in the United States is not capable of providing tirely results of the presidential and congressional election. Similar structural difficulties in other policy areas often result in ad hoc operating agreements or informal cooperation among agencies at different levels of the federal system. In the case of election administration, however, the public officials have abdicated responsibility for election night aqgregation of the national Vote totals to a private organization, News Election Service, which is owned by five major news organizations. This private organization performs without a contract, without public compensation, and without supervision by public officials. It makes decisions concerning its duties according to its own criteria. The questions of responsibility and accountability have not arisen in part because of the private organization's performance record and in part because the responsibility was assumed gradually over a lengthy period without ever being evaluated as an item on the public agenda.  相似文献

Abstract

This paper analyses the Indonesian Family Life Survey to show that job strenuousness is negatively related to obesity, which is largely consistent with the literature. However, this paper does not interpret the relationship as causal. Instead, efforts are made to demonstrate that the relationship is attributable to sample selection: workers with low socioeconomic status are lightweight and selected for strenuous jobs. This paper warns against reflexive applications of the conclusions derived from the developed world to the developing world. Our results imply that sedentariness at work probably plays a small role in the prevalence of obesity in the region.  相似文献

Little is known about the labour market impact of immigration to developing countries, because most immigration to developing countries is poorly measured. We use an unusual dataset from a campaign to register irregular migrants to study how immigration has affected wages, employment, and internal migration in Thailand. We allow for endogenous migration, whereby immigrants are disproportionately attracted to areas with higher wages. Our results suggest that immigration sufficient to increase Thailand's total labour force by one per cent would reduce Thai wages by approximately half a per cent. This effect is stronger than is generally found in developed countries. We find no evidence that immigration has reduced Thai employment rates or has affected internal migration by Thais.  相似文献

International service learning, a form of service learning where students travel to developing countries to provide community services of varying types, has come to be common practice at universities throughout the Global North. This paper reports and discusses a case study focused on the ethical questions arising from current practice at one Canadian university. The study follows the path students take from their home university to their final placement. In the context of the political economy of North–South relations in a period of neoliberalism, the analysis considers the ethics of power differentials, reciprocity, accountability, student preparedness and qualifications in relation to host communities. The article concludes with a critique of post-secondary institutional involvement with and promotion of international service learning.  相似文献

Tummers and Knies (2016) have recently introduced a 21-item scale for the measurement of public leadership to the burgeoning field of leadership research in public administration. However, due to restrictions in survey length and response time, scholars often face practical difficulties when adopting measurement scales of such length. In many subfields of public administration, this results in a proliferation of ad hoc measures of unknown validity, which impedes scholarly progress. The goal of the present study is to develop a short form of the public leadership scale. We build on data from a two-wave study in the German public sector and follow a step-by-step scale reduction procedure. The result is a reliable and valid 11-item scale of public leadership for utilization in public administration research. Since a short scale allows researchers to include additional measures of other constructs, it facilitates the exploration of the nomological network of public leadership.  相似文献

Research on the use of municipal corporations to deliver local and regional public services has evolved significantly in the past decade. Most of this work addresses the performance of this service-delivery mode in relation to local bureaucracies. However, much less is known about the drivers for the adoption of municipal corporations in the first place. This article reviews the main determinants of adoption – service characteristics, institutional and regulatory settings, political constraints and financial conditions – and highlights the need for comparative research across countries.  相似文献

This paper reports on research undertaken in Hong Kong on the impact of IS0 9000 (International Standards Organization 9000 series standards for Quality Management Systems) quality management standards in the improvement and assurance of quality service and products. The Hong Kong Housing Authority provides an appropriate context and database for this research as it has undertaken to implement the IS0 9000 quality management standards across its range of public housing construction and maintenance services and is able to provide the researchers with “before” and “after” scenarios which facilitate measurement of the impact of the standards on service quality.  相似文献

A critical task for peace pedagogy is to challenge views of peace as primarily responses to declared war. Crisis-based politics tend to focus on exceptional situations and fail to capture the entire spectrum of violence. Premised on the idea that peace cannot be understood in isolation of larger structural problems, this paper proposes the concept of ‘everyday peace’ as a framework for peace education. Drawing from a pedagogical initiative, we examine how students engage with the concept of everyday peace and present our findings in three related domains: (1) definition of everyday peace, (2) application of everyday peace principles and (3) role of collaboration in everyday peace approaches. Our analysis underscored two important themes in participants’ definitions of everyday peace: (1) peace as a value-based praxis and (2) individual-level and systemic components of everyday peace. Applying these principles to a violent event in the local community, participant responses emphasized compassion, cultures of peace and the need to draw reflexive, meaningful connections between local and global contexts. The participants also outlined the synergistic role of collaboration in everyday peacebuilding. We discuss our findings in relation to extant research and consider implications of an everyday peace framework for holistic peace education.  相似文献

The Chief Financial Officers (CFO) Act of 1990 (Public Law 101-576) promises to be a new era not only in federal management and accountability, but also in efforts to gain financial control of government operations. The CFO Act provides for broad reforms that will (1) properly organize the financial management function in government agencies, (2) provide the necessary systems and control to manage government programs, and (3) measure performance through financial statements, cost information, and other data, so that prompt corrective actions can be taken.

The CFO Act is expected to bring fundamental change to the federal government's weak, outdated, and inefficient financial systems. Meeting the CFO Act's challenge will be difficult, but should result in (1) improved financial systems and information with which to manage government operations, (2) better ability to foresee problems, and thus deal with them, and (3) greater accountability by those managing government programs.  相似文献

The ‘modernization’ of British public services seeks to broaden public sector governance networks, bringing the views of third sector organizations, the public and service users (among others) to the design, management and delivery of welfare. Building on previous analyses of the contradictions generated by these roles, this paper draws on longitudinal qualitative research to enunciate the challenges faced by one third-sector organization in facilitating service user influence in a UK National Health Service (NHS) pilot programme, alongside other roles in tension with this advocacy function. The analysis highlights limits in the extent to which lateral governance networks pluralize stakeholder involvement. The ‘framing’ of governance may mean that traditional concerns outweigh the views of new stakeholders such as the third sector and service users. Rather than prioritizing wider stakeholders' views in the design and delivery of public services, placing third sector organizations at the centre of governance networks may do more to co-opt these organizations in reproducing predominant priorities.  相似文献
