The proliferation of partnership working across the British state raises difficult questions for democratic control and public participation. It is widely anticipated that 'community plans' - comprehensive strategies to promote social well-being - will address these issues, by facilitating public involvement in the governance of local areas. This paper examines community planning in Scotland to assess how far this hope is justified, drawing on government-sponsored research and a case study of community planning conferences. While community planning is extending opportunities for involvement, democratising local governance is subservient to dominant concerns with promoting joint working and demonstrating added value. Participatory events are structured to sustain belief in these activities.  相似文献

Abstract This article examines the use of Management Buy‐outs (MBOs) as a strategy for the reorganization of service provision by some local authorities in response to compulsory competitive tendering (CCT) under the 1988 Local Government Act. It looks at:
  1. How MBOs fit in with the other patterns of change associated with CCT.

    The reasons why particular local authorities have sold service organizations to MBOs.

    The immediate and short term implications of MBOs.

    The longer term prospects for MBO companies in CCT service areas.

    The prospects for further MBOs being established.

Concentration indexes based on regional markets show that the Dutch market for refuse collection is highly concentrated in 2002 and 2010. Similar to earlier work in 2007, the results indicate some evidence that high concentration increases costs and therefore (partly) offsets the advantage of contracting out. In 2002, results with respect to concentration are somewhat less robust. In 2010, the cost-advantage effect of private provision becomes smaller. However, for this year, we have a stronger indication that the cost advantage of private provision depends negatively on regional concentration measured by the Hirschman–Herfindahl Index.  相似文献

Universality implies that the relations between attributes of the person and performance as a leader are a constant across situations. It also implies that similar concepts and behaviors associated with leadership can be relevant everywhere. It is a difficult position to maintain. Nevertheless, this lead article contends that a model of transformational and transactional leadership has some degree of universality. The article describes the elements of the model and summarizes the support for these elements which derives from research initiated in the United States. Three corollaries are discussed with supportive evidence gathered in studies conducted in India, Italy, Canada, New Zealand, Japan, Singapore, Sweden and elsewhere to document the universality of transactional and transformational leadership. We conclude that although this model of leadership may require adjustments and fine-tuning as we move across cultures, particularly into non-Western cultures, overall, it holds up as having considerable universal potential.  相似文献

Although public organization literature is replete with studies examining whistleblowing, scholars have generally neglected the connection between leadership styles and whistleblowing. Furthermore, no study was found that examined the relationship between whistleblowing and the most often studied leadership style, transformational leadership. This article fills this void in the literature by examining the relationship between transformational leadership and whistleblowing in government agencies. After controlling for employee commitment and several power-dependency factors, the results revealed that employees were more comfortable blowing the whistle when they perceived organizational leaders and managers were practicing transformational leadership than when they perceived they were not. In fact, transformational leadership was the most important predictor. Employees were also most comfortable when they exhibited high levels of commitment and job satisfaction. On the other hand, minority employees were less at ease reporting wrong-doing to their supervisors than Caucasian employees. The implications of these results are thoroughly discussed in the article.  相似文献

Abstract

Are incumbent governors who put more weight on development spending likely to be re-elected? To answer this question, an economic model of a re-electionist local chief executive is introduced and validated with a panel data of provincial governors who ran for another term of office during the election years 1992, 1995 and 1998 in the Philippines. It is found that incumbent governors improve their re-election chances with higher spending on economic development services, other things being constant. Moreover, governors who are members of political clans also have higher development spending especially when faced with rival clans. Thus, elections are still an effective disciplining device, more especially when rivalry is intense among political clans. The policy implication then is to enhance political competition rather than just ban political dynasties to improve the performance of elected officials under decentralization.  相似文献

This article assesses the claim that Peru's Shining Path insurgency is the “new Khmer Rouge,” a reincarnation of the brutal communist movement responsible for the death of more than one million Cambodians during the 1975–1979 “Democratic Kampuchea” era. Although Shining Path is unlikely to seize power in Peru the analogy is still worth evaluating, given its prominence in public debates over the nature of the insurgency. On the basis of Foreign Broadcast Information Service reports, party statements, and other primary and secondary sources, two major characteristics of these organizations are compared: ideology and prerevolution behavior in their respective “liberated zones.” While acknowledging that the Shining Path and the Khmer Rouge share a number of important features, the article concludes that a Shining Path regime would be less extreme than Democratic Kampuchea, and that it is an overstatement to call the insurgency the new Khmer Rouge.  相似文献
