Although several literature reviews have been published on public service motivation (PSM), none of them focused solely on Africa. Adopting a systematic review of the literature, we analyse articles on PSM scholarship in Africa published between 2005 and 2017. We found that authors in African PSM is consistently increasing with their research published in highly ranked peer-reviewed journals. The antecedents and consequences of African PSM are similar to those of Western countries. Finally, respondents of African PSM scholarship are skewed towards “managerist” and students’ perspective. We proposed agenda for African PSM research with four key interest areas.  相似文献

The wider use of new information and communications technologies (ICTs) is central to the current drive to promote public service improvement in the UK. This paper describes the policy context within which 'e-government' is being developed by local authorities in the UK and evaluates the strategies developed by a sample of local councils against the key components of an ideal model of the electronic local government organisation. It suggests that many authorities have made significant progress in providing information 'on-line'. However, additional funding and staff development, combined with more fundamental changes to internal business processes and inter-organisational working, are needed if councils are to harness the full potential of new ICTs to transform their transactions with service users and citizens.  相似文献

This paper presents findings from empirical research exploring recent developments in healthcare rationing in the UK, and how far these were influenced by the National Health Service (NHS) internal market. Results suggest explicit rationing has continued to spread, but the focus has shifted from exclusions of whole treatments from NHS provision towards a reconciliation of implicit and explicit approaches. There is growing interest in explicit criteria to guide decision making, within which clinicians exercise discretion in indi-vidual cases. The market contributed to the growth in explicit rationing, notably by decoupling healthcare purchasers (health authorities and GP fundholders) and providers (hospital and community health services) from their previously shared responsibility to manage resources. However, other factors have been influential, especially concern to control rising expenditure. Having originally prompted more explicit decisions (especially exclusions), resource pressures are now rekindling interest in fixed provider budgets and implicit clinical decision making. The paper concludes by considering the implications for rationing of proposals to abolish the NHS internal market.  相似文献

This paper revisits Harrison and Wood's (1999) account of health service organizational design in the UK to bring that account up to date. It also attempts to broaden it through an increased use of the political economy perspective it incorporated. As a consequence, the paper presents a number of alternative findings to Harrison and Wood, reconsidering their analysis of organization from 'blueprint' to 'design', and finding that Jessop's framework, utilizing the movement from the Keynesian Welfare National State toward the Schumpeterian Workfare Postnational Regime ( Jessop 1999 ), is more appropriate in explaining the reasons underpinning change in health services in the UK, and also in demonstrating their likely future direction.  相似文献

The aim of this article is to study direct and causality effects of variables involved in knowledge utilization (KU) explanations. Based on a survey of 928 managers and professionals in Canadian health service organizations (HSOs) (ministries, regional health authorities, and hospitals), the results of the path analysis indicate that the extent to which research results are used in policy and practice is influenced by the format of research results, by organizational and contextual variables (e.g., research culture and absorptive capacity), by the formal partnership activities initiated between the producers of research and users (formal linkage mechanisms), and by the user’s relational capital (informal linkage mechanisms), among other variables. Formal and informal linkage mechanisms have a positive and significant impact on KU in different causal explanations. The article shows that utilization processes are interdependent in their causes and effects, and thus complicated to study.  相似文献

Using an assisted survey approach, we compare health care service employees' perceptions of work between public and privatized health care settings. Results indicate that laundry, maintenance, food service, and housekeeping staff employed by privately managed medical institutions have more negative perceptions of job rewards than their public sector counterparts, with no difference in perceptions of supervisor support, work stress, autonomy, and opportunity. A supplementary analysis comparing three organization types: pure-public, pure-private, and public-private shows that workers perceive higher work stress and lower rewards in public-private organizations, while workers at pure-private organizations perceive low rewards, low supervisor support, and low opportunity. Our interpretation is that privatization lowers workers' perception of rewards in completely privatized organizations and in public organizations that privatize a proportion of services.  相似文献

Survival of the public service ethos in Britain has been called into question following introduction of the 'new public management' and marketizing reforms in much of the public sector. This article examines how these developments have occurred in the NHS, using survey data to analyse NHS board members' substantive ethical values. Unexpectedly the results suggest that NHS board members with a predominantly NHS background appear less ethically conservative, more flexible and less risk–averse than those recruited from non–NHS backgrounds; and that as yet the NHS management 'culture' is not very homogenous in respect of 'business ethics'. The NHS reforms also appear to accentuate the tensions between transparent public accountability in NHS management and incentives not to publicize certain types of information. Recent codification of NHS 'business ethics' can be understood as an attempt to buttress the public service ethos against the increased moral strains of a quasi–market.  相似文献

Based on Kingdon’s model and the punctuated equilibrium theory, this article analyzes the process of four Chilean public policies from 1990 to 2013. Evidence was collected from 205 interviews, official documents, 3,905 press clippings, and academic literature. Grounded theory was employed to analyze interviews. The analysis shows a tacit alliance between power and expert knowledge, that presidential motivation seems to be a key factor for an idea to be included in government agenda, that Chile’s policy-making process is rather elitist, and that its characteristics coincide with the “inside access model of agenda building.”  相似文献

The failures of governments of both parties in the 1970s had prepared for radical changes in the nature of government under Margaret Thatcher. Among them were that ministers resumed greater power over their civil servants. While various aspects of the relationship between ministers and officials changed and despite the introduction of special advisers, close partnership — the Haldane relationship — was largely retained between them until the end of the 1980s. In the 1990s ministers began to operate less closely with the civil service, largely because they found they had less time for departmental work under the Major and the first Blair administrations. Many of the skills for which civil servants had been trained became less in demand because of the ending of the Cabinet style of government, the reduced importance of ministers appearing before parliament and the greater involvement of spin doctors and media handlers in preparing public documents. However, new skills were required: more rapid accessing of information and more skill in implementation and responsibility for it. The Wilson reforms of 1999 were in large part aimed to remedy these shortcomings. There remains a question whether enough of the Haldane relationship survives for government not to be driven towards greater definition of the rules in which civil servants operate.  相似文献

This article reviews the development of post-war policy on the joint planning of health and social services for older people in the context of broader theoretical ideas about inter-organisational collaboration. It identifies the lack of organisational homogeneity and the absence of domain consensus across the health/social services boundary as the main obstacles to progress. However, the article hrther suggests that, if these problems are to be properly understood, the broader policy context within which joint planning took place must also be investigated. In this regard, the article suggests that central government's attempts to encourage joint planning since the 1960s have repeatedly been hampered by distrust among local agencies of its more general policy intentions in this area.  相似文献

The relationship between property rights and development has always been a central concern for both theorists and policy makers. The growing role of information and communications technology in the economies of both North and South intensifies the salience of this issue. This commentary extends the discussion of the two visions of property rights that are introduced by Weber and Bussell (2005). In one, property rights are restructured along the lines pioneered by the open-source software community to create a “new commons” of productive tools; in the other, Northern corporations successfully defend their politically protected monopoly rights over intangible assets and even extend them through a “second enclosure movement” to an ever larger set of ideas, information, and images. Currently, the second enclosure movement remains dominant, but which of these visions is likely to predominate in the longer run depends on the interests and potential power of key actors and on the possibilities for alliances among them—not just Northern corporations, but Southern states and private entrepreneurs, as well. Peter Evans is professor of sociology and Marjorie Meyer Eliaser Chair of International Studies at the University of California, Berkeley. His research has focused on the comparative political economy of developing countries, particularly industrialization and the role of the state, as exemplified byEmbedded Autonomy: States and Industrial Transformation (Princeton: Princeton University Press, 1995).
