Modernisation or Backward Step? Women Councillors and New Decision-Making Structures in Local Government

Following the 1997 general election New Labour took power with a commitment to ‘modernising’ government, including local government. This modernisation was based upon a variety of approaches including the introduction of new decision-making structures, improving local democracy, improving local financial accountability, creating a new ethical framework for councillors and council employees and improving local services. It is with the first two of these and their potential impact upon women councillors that this article is concerned. It analyses past evidence on women's participation in local government in the UK and examines the impact of the new political structures on progression to senior posts in local government.     

Women and Local Governance in Developing Countries: A Case Study of Ejisu,Ghana

Since 1988, Ghana has implemented comprehensive reforms to promote grassroots and citizen participation in government. This article examined women’s participation in local governance. Through an interview of 353 women in Ejisu, it was found out that the women performed almost all household chores, 62.3% of whom partly financed their households while 17% solely financed their households. About 27% of the women were members of CBOs, and 25% were assembly members. The women were restrained in local government participation by marriage, perceived superiority of men, and illiteracy. Encouragement of women and girls’ education are contingent to promoting women’s participation in local governance.     

Women’s political representation and transparency in local governance

Despite the growing interest on the influence of gender in local government, the relationship between women’s political representation on municipalities, as council member or as female mayors, and transparency is an under-researched topic. This article analyses the political representation of women in Spanish local councils and their influence on the level of transparency. Results show that women’s political representation in municipalities has a positive influence on the level of transparency, increasing information transparency and reducing information asymmetry.     

Subnational Collective Action: The Varied Patterns of Mobilisation of Local Government Associations

This article assesses differences in the way local government associations organise to influence EU legislation in different countries. EU policy outcomes have an increasing financial and administrative impact on local government. This has been increasingly recognised by both EU institutions and many national governments, and recent reforms have sought to ensure greater involvement of local authorities in the preparation of EU proposals and domestic pre-negotiations, with an emphasis on the aggregation of local government interests via European and national local government associations. Research suggests that representative organisations need to be well resourced to be able to mobilise at both European and national level to influence EU proposals. This article empirically assesses these claims by examining attempts by local government associations in England, Denmark and Ireland to influence EU environmental directives. The findings suggest that financial, staffing, and informational resources, as well as structural issues, are important factors influencing how local government representative bodies respond to EU legislative proposals.     

Changes in labour power on district and county councils: Regional patterns and policy consequences

The focus of this article is on the quality and nature of local authority leadership. Local government leadership is male-dominated and appears to be stuck in a mould that is associated with orthodox male views that emphasise operational management rather than transformational leadership. The study shows that traditional views of leadership prevail among elected members, but such views are thought to run counter to the new approaches required for modernisation. As a result it is likely that the types of leadership and skills that are needed to transform local authorities are under-utilised. The study concludes by calling for the development of new models of leadership which capitalise on the talents of both men and women.     

Matching supply and demand in local public services,part 1 — Preliminaries; productivity and quality control

The local government 'modernisation agenda' has important implications for research in local government, a function which has been neglected in recent years. This article argues that modernisation, especially Best Value, requires authorities to develop as 'intelligent learning organisations' and to build the capacity for research to support processes of learning and improvement. Based on the findings of recent research, the article discusses lessons for local government in enhancing research capacity and utilisation, referring both to internal factors and to the potential for collaborative arrangements. It is concluded that central government might do more to assist the development of such capacity but ultimately authorities' approach to research must be developed to support achievement of their defined purpose, role and objectives.     

Women’s Political Participation in Bangladesh: Role of Women’s Organizations

Reviewing the history of women’s movement, this article expects to find a large role of women’s organizations in the process of change that has helped to increase participation of women in local government political process of Bangladesh. While there is considerable support for the presence of the women’s movement, there is much ambivalence as to the specifics of such influence: its objects, means, and magnitude. The difficulty in assessing influence may stem from the reliance on informal channels, which makes tracing and tracking influence a great challenge, and calls for more grounded research to expose the intricate interactions between actors.     

Commissioning for Health and Wellbeing: An Introduction

Local government reforms have been carried out in a number of European countries, aiming at both more effective service production and increased citizen participation in local politics. Although extensive research has been carried out analysing the content and background of these reforms, few if any, studies have considered the democratic effects of these reforms at the level of the individual citizen. This article investigates relationship between local government reforms and citizen trust in local government, focusing on individual-level data on local government reforms in Norway in 2008. The analysis shows that it is difficult to find a clear relationship between reform policies and trust in local politicians. These findings parallel other contributions in concluding that it is difficult to find substantial effects from local government re-organisations.     

Political leadership in local government: T. Dan Smith in Newcastle‐upon‐Tyne∗

Recent initiatives for modernising local government have ignored the potential contribution of parish and town councils. This article critically examines English parish and town councils in the context of the current debate about the need for government to be more responsive to community needs. It considers measures to enhance the capacity of these grassroots councils by recalibrating the responsibilities and resources between tiers of local government. It concludes by setting out possible reforms to facilitate the contribution of these local councils to the modernising agenda as both representatives of the community and potential providers of local services.     

Why Do Non-partisans Challenge Parties in Local Politics? The (Extreme) Case of Poland

The article concentrates on recent successes of non-partisans (independents) in Polish local government. A majority of mayors and councillors remains unaffiliated with any party—in this respect Poland is an outlier among European countries. The article examines both the factors determining the cross-national variation in the level of local government partyness and those causing the differences between the municipalities. The analyses of local elections held in 2006 and 2010 demonstrate that non-partisans' successes are primarily due to the previous election results (the advantage of incumbency); a possible ‘partisan offensive’ to colonise new resources in local politics is sluggish.     

REVENUE SCARCITY AND GOVERNMENT OUTSOURCING: EMPIRICAL EVIDENCE FROM NORWEGIAN LOCAL GOVERNMENTS

It is often said that ‘necessity is the mother of invention’. In this article, we assess whether this also applies to the design of public authorities' service provision. In particular, we evaluate whether revenue scarcity – as an indicator of fiscal stress – induces government outsourcing. In contrast to previous studies, we exploit arguably exogenous variation in local government revenue across time and space to derive stronger inferences on the role of revenue scarcity for outsourcing. Using data from Norwegian local governments covering the period 1995–2012, our main results indicate that a decrease in local government revenues is linked to more outsourcing of both infrastructure and support services.     

Community Participation in Local Governance – An Empirical Analysis of Urbanized Local Governments in the Philippines and Uganda

This article addresses community participation in local government, a controversial issue in the era of governance. Under the context of decentralisation reform in particular, active participation of the community in local governance has been expected, where as a range of critical arguments has been made on its concepts, ideas and feasibilities. Despite the significance of the issue, practices of community participation at the local level are academically under-examined, even in developed countries, let alone in developing countries. Given such situations, empirical observations from local governments of the Philippines and Uganda are introduced and comparatively analysed with in a specific analytical framework of participation. By doing so, the artide leads us to some keys to success for community participation schemes in the development context, which include the local leadership, functions of the central government and enhancing awareness of values of community participation both in the public and the local government.     

Towards Strong Local Governance: Current Reform Scenario in Fiji

This article examines how the historical context of poor central-local relations and inefficient service delivery structure is used by the current military-led government in Fiji as a ploy for its local government reform agenda. Based on an analysis of secondary information on local government structure and a review of the reforms undertaken by the Review/Reform Committee, this article identifies the concentration of economic and political power at the central level as one of the major obstacles towards empowering local governance in Fiji. The article emphasizes the need for effective institutional reforms to devolve governance and resources from the centre to the grassroots.     

LOCAL BROADCASTING AND THE LOCAL AUTHORITY

The development of local radio in Britain was expected to have significant and positive effects on local political communication. This article discusses the extent and character of local radio's engagement with the local political system, drawing upon some of the evidence obtained from a wide-ranging study of what radio stations are doing. The nature of local government coverage is discussed, with appropriate examples. The limitations of local radio's engagement with the local political system are highlighted, reflected in both the quantity and quality of its coverage. Some reasons for these limitations are suggested (size of local radio areas, lack of expertise in local government matters, attitudes of broadcasters) and the need to overcome them is stressed if the original promise of local radio in this field is to be fulfilled.     

Managing Middle Earth: The Evolving Role of Local Authority Chief Executive Officers in Auckland,New Zealand

New Zealand is often seen as a ‘test-bed’ for public sector management reform. Indeed, much has been written about the machinery and operation of central government, yet little attention has been paid to the actors and institutions of local government. This article, using evidence obtained through a series of semi-structured interviews with serving and former Chief Executive Officers (CEOs) in the Auckland region, examines the impact upon local authority chief executives of two major reforms within local government. Firstly, the impact of sweeping managerial reforms in 1989, and then secondly reforms to reinvigorate and reinvent the scope and scale of local authorities in the period since 2002. The article argues that whilst local government CEOs in New Zealand are managerially strong, these skills need to be refocused to ensure maximum benefit for local government can be gained from post-2002 reforms.     

The attractiveness of the seemingly unattractive: An Israeli case

The aim of this article is to analyse what makes local government in Israel, which enjoys only minimal formal power, so attractive to many political parties and other organisations. The article offers a typology of the contestants in the local government electoral arena: old parties, parties attempting to penetrate local government from parliament and parties using local government to enter parliament. The primary goal of every type is then identified: party formation, institutionalisation and survival. From this typology an explanatory model is developed which looks at the local government as a ‘linkage agent’ from which the national parties can mobilise various important resources thus achieving their primary goals.     

Institutionalizing Participation and Governance? New Participative Structures in Local Government in Ireland

Public service providers and elected levels of government around the world are continually being encouraged to involve citizens in decision-making. Various means of achieving this have been employed by local authorities in different countries. These include local referenda, customer surveys, online discussion forums and citizens' juries. This article draws on the example of new participative committee structures within Irish local government. These seek to involve identified stakeholders (including business, trade unions, the community/voluntary sector and environmental interests) in local government decision-making. These structures were inspired both by international trends towards participatory democracy and Ireland's experience of neo-corporatist 'social partnership' at the national level. This article considers the new committee structures and their composition and examines some of the problems encountered. It demonstrates that recent research into these new structures supports many of the concerns that have been raised in the literature on varying participative mechanisms practiced in other countries.     

Beyond Stereotypes: An Exploratory Profile of Australian Women Mayors

Women continue to be under-represented in senior positions in local government. This study draws on interviews with 19 women mayors who held office in the Australian state of Queensland during the period 2000–2004. The paper finds that the profiles of women in these positions has markedly changed over the last decade, and concludes that if the local government sector is to remain robust and viable in these changing social and economic times there is a need to focus on dismantling the stereotypes and implement well-designed and considered strategies to develop women leaders.     

Assessing Public Participation Initiatives in Local Government Decision-Making in Malaysia

Increased public participation in government decisions contributes significantly to the enhancement of grass-roots democracy. This article assesses the level of involvement of local citizens in local government decisions in Malaysia. Public participation was assessed using questionnaires on the range and extent of initiatives used by local government. The questionnaires also probed citizens’ perceptions of these initiatives and expectations for greater citizen empowerment. Data were gathered from 206 local citizens randomly selected from six local authorities in the northern region of Malaysia. The findings reveal a desire on the part of local citizens to participate in their local government decision-making process.     

DRAWING LESSONS FROM US EXPERIENCE: AN ELECTED MAYOR FOR BRITISH LOCAL GOVERNMENT

Taking as a starting point the suggestion that US-style elected mayors might be appropriate for British local government this article explores the implications of such a development. It analyses the experience of the United States and notes crucial differences between the local government systems of Britain and the United States. These differences require a discussion of certain adaptations and changes that would need to be considered before an elected mayor in Britain could be established. The extent to which such an emulation would constitute an improvement to the current British local government system is considered. The article demonstrates the potential of prospective evaluation. It asks what we can learn from the experience of another country by projecting that experience onto the particular setting an circumstances of our own country. It provides otherwise unavailable evidence about the likely effects of a potentially important reform. The article concludes with an assessment of the general case for experimenting with an elected mayor in British local government and the prospects that such experiments will be taken forward.
