In this article, local political leadership is modelled as circulation of political capital. Based on intensive case studies of the political leadership performance of four mayors in Denmark, this article asks why the concept of political capital, introduced to local government studies in 1961 by Banfield, has in many ways sunk into oblivion. This article resuscitates the concept of political capital, using it to generate a general theory of local political leadership. In this framework, the crucial component of effective leadership is the mayor's ability, within a given institutional framework, to circulate (earn and spend) political capital. Effective leadership occurs when the leader continuously invests his or her political capital in ways which yield the greatest return. Clarence N. Stone's distinction between ‘power over’ and ‘power to’ is central to the model. Mayors performing what James H. Svara has labelled ‘facilitative leadership’ can in some cases accumulate substantial amounts of political capital.  相似文献

Changes to elected leadership in Australian local government have seen greater authority assigned to mayors in several jurisdictions. A Discussion Paper recently released under the auspices of the Australian Centre for Excellence in Local Government (ACELG) has recommended further reforms, arguing inter alia that mayors ought to enjoy a personal mandate and a stronger strategic role. This paper places these suggested reforms into context by developing a typology of local government leadership from political theory. We argue that this quadrilateral typology provides a critical portrait of recommendations for stronger leadership which, in this instance, have been transposed from two unitary systems of government (England and New Zealand) to the Australian federal system, without due consideration of the literature examining stronger mayoral roles. It is argued that caution should be exercised when redrafting legislation governing mayoral authority, a process presently underway in New South Wales (NSW).  相似文献

Recent reform trends in local government ‘constitution’ have aimed at invigorating local democracy by strengthening local executive powers and making political leadership more visible through direct mayor elections. However, observers still tend to paint a gloomy picture of local democracy in contexts where reforms have been implemented. This article evaluates the notion of marginalised local democracy by adopting mandate theory. A data set on Norwegian mayors and deputy mayors provides evidence that mayors elected by the council are more confident in their own success regarding fulfilment of pre-election announcements than deputy mayors are. The mayoral advantage disappears if the mayor is directly elected. Regarding implementation of idiomatic party policy, political cohesion between the mayor and the deputy mayor (coalition or party conjunction) increases the confidence of both. Yet, cohesion does not increase confidence in fulfilling pre-election announcements, thus suggesting a rupture between issues emphasised in campaigns to local election and idiomatic party policy. While results are unfavourable to direct mayor elections, they do not otherwise support the gloomy picture of marginalised local democracy.  相似文献

Despite the long-standing normative assumption that, for individuals in transitional states, exposure to Western media cultivates stronger attachments to Western political and economic values, the evidence presented here suggests otherwise. Using mass public survey data from the mid-1990s in five Central and Eastern European countries, this article demonstrates a general lack of support for international media’s positive contributions to individuals’ democratic attitudes and preferences for market economies. This finding is particularly unexpected because the countries under investigation represent ideal cases based on their proximity to Western democracies and international (Western) media sources’ capacities for extensive transnational media penetration into the region. Yet this failure to find persuasive evidence of the influence of international media diffusion on the development of Western political values sharpens our understanding of the process of political socialization in democratizing countries by eliminating an assumed source and is thus relevant to students of democratization, international development, and mass media.

Some of the contemporary writings provide a different outlook in adopting institutional analysis by claiming that society-rooted politics is foremost in shaping the third world's political institutions. This paper, drawing on an empirical study, puts special emphasis on understanding the nature of society rooted politics in designing the local government system in Bangladesh and how it has shaped local policy-making. Under certain circumstances the style of leadership of mayors can be the result of their context perceptions and their sense of political autonomy and efficacy. This assessment indicates that the political action of the mayor discloses a particular style of leadership that derives from his/her political will. This article suggests an analysis of political will that intends to explain why local leaders adopt facilitative styles of leadership. In this formulation, the leadership facilitative style is a consequence of the political will to act accordingly, and this is explained by three main determinants: the leaders’ awareness of their complex and networked context, their independent sense of autonomy and their belief about their own political efficacy. Results from case studies, with extensive interviews with mayors, conducted in Portuguese municipalities, will be presented to reinforce and explore these hypotheses and to discuss the feasibility of this framework.  相似文献

Abstract

This article analyses the ways in which local executive leaders rendered account for the decisions taken on where to locate 19 controversial facilities for the homeless in the Dutch city of Rotterdam. Despite the non-participatory nature of the decision-making process, executive leaders acquired a remarkable level of authority for their decisions. The analysis suggests that the accountability strategies employed by local executive leaders contributed substantially to this success. Specific ways of rendering account for the decisions made concerning the locations enabled local executives to develop the political repertoires necessary to make the authoritative decisions they deemed indispensable. Most important among these ways were the executives' recognition of the importance of forming direct, informal accountability relationships with local residents, the proactive rendering of account and the executives' partial control over the forums to which account was rendered. The author concludes that an authoritative ‘Decide - Announce - Defend’ approach may not yet be out of fashion in modern local governance. This article concerns how the municipal organisation and its leaders respond to challenges posed by the post-industrial era, in the form of shrinking employment opportunities and population decline. By developing distinct policies of supporting cultural and new economic initiatives, they depart from traditional steering modes and engage in ‘networked governance’ to safeguard community viability. This extends the scope of what we normally expect of local government, as it implies practices and de facto decision making outside the public realm. With these strategies, municipal leaders show that they are eager to do something for the people in the municipality. Their relative success in the use of governance methods might be regarded as new ways of legitimising the politicians' and the municipalities' role. In this respect, creating policies that relate to the formation of community identity may be an important asset.  相似文献

This paper explores a fundamental issue in public administration: the political bureaucratic relationship or political administrative interface. Much of the research and writing hitherto has been at central government level; and while important work on local government exists, relatively little exists on local government. The paper makes an important contribution to the field by researching aspects of the political administrative interface in the context of significant electoral and political changes in Scottish local government, which introduced single transferable voting and multi member wards. The research found an increase in intensity of senior bureaucrats' political management roles, a greater bureaucratisation of political and policy roles, increased scrutiny yet mixed findings about democratic processes. The approach and findings open up the research field and the paper concludes by suggesting some areas of future research potential.  相似文献

Local government financial viability measurement in an accrual budgeting environment poses complex challenges. Financial measures frequently generate conflicting results. A rating scale to assess financial management, constructed originally for South African municipalities (Dollery & Graves, 2009), represents a useful tool to analyze financial health trends. Applying a “Likert-like” scale to financial performance measures to assess “funding compliance”, the model in this article assists municipalities to avoid financial difficulties. To demonstrate the applicability of this model, we apply the model to the Brisbane City Council and the Sydney City Councils. Results show that the model represents a valuable aid to financial management decision-making.  相似文献

Over the last two decades, there has been a remarkable transformation of the demography and political economy of East and Southeast Asia, thus raising pensions as an important policy issue. In addressing the pension needs of those outside formal sector employment, Taiwan was the regional forerunner regarding social pension provision. However, the immense political popularity of these schemes waned and from the mid-2000s onwards the government began to substitute them with a contributory system for the socially disadvantaged. This paper analyses the political dynamics of social pensions in Taiwan, from expansion of coverage through to gradual dismantlement. The politics surrounding these benefits has received scant attention in international scholarship, with the World Bank and the Asian Development Bank Institute, in particular, having focused most of their attention on policy design issues. The contention here is that a specific configuration of political factors featured prominently in Taiwan, thus providing an explanation for the evolution of its pension policy. Also, these political dimensions can shed light on how this type of pension could evolve in other East and Southeast Asian countries, which is pertinent given that many have increasingly ageing populations.  相似文献

The health of political parties and the institutions of representative democracy have been extensively questioned during the last decade due to evidence of a widespread decline in voting turnout, political trust, and party membership as well as identification. An often-proposed, but also often-questioned, strategy to strengthen representative democracy is for political institutions to offer alternative forms of political participation through so-called participatory initiatives. The literature suggests that participatory initiatives will have little impact on representative democracy if no adaptation among political representatives is apparent. This paper explores the consistency between participatory initiatives in Swedish municipalities and the attitudes, practices and role-taking of local councillors, comparing pioneer municipalities where extensive numbers of participatory initatives have been executed vis-à-vis hesitator municipalities where few initiatives have been implemented. The study indicates that local participatory initiatives may stimulate political representation by creating new channels for citizen input and communication between citizens and representatives that are supported by local councillors in the pioneer municipalities. However, the core roles of parties and councillors in representative democracy appear not to be challenged by these initiatives, being similar in both groups of municipalities. The article is concluded by a discussion of the implications of these results for the function of participatory initiatives in local democracy.  相似文献

There is great value in international partnerships when developing leadership potential in local government. This article focuses on the lessons-learned from three innovative annual joint collaboration efforts under the auspices of the Institute of Public Administration (IPA) in Ireland and DePaul University (Chicago). The purpose was to provide an “outside in” perspective of how local government works in different countries. This was illustrated by a recent series of collaborative programs to develop 59 senior individuals in local authorities throughout Ireland. Approaches used included shadowing local government officials, collaborations with community partners, and benchmarking meetings with officials to learn about innovative projects.  相似文献

This research seeks to understand influences on local government integrity development as a control of corruption. Using survey data from public managers in local governments in The Netherlands, Serbia, Montenegro, and the United States, we examined three main areas: integrity policy, leadership, and organizational ethical climate. An important finding was that integrity policy comes from an indirect leadership effect that remains focused on a structural response as the primary source of ethical reasoning more than normative control. Clarity of decisions, consistency in the process of decision-making, and support for anticorruption efforts can be enhanced with a balanced approach to corruption control.  相似文献

Our article attempts to explain the differences in the extent of corruption related to urban planning in three Spanish local settings, all of them being important touristic resorts: Marbella, a municipality in the Costa del Sol with a very high level of corruption; Lanzarote, in the Canary islands with a high incidence of corruption despite its pioneering role in establishing innovative policies to limit urban (touristic) growth; and Menorca, in the Balearic Islands where corruption has been very low. We argue that the explanations focusing on the different features of the local integrity systems (LISs) face difficulties to account for the variations in the incidence of corruption across these Spanish municipalities: despite some interesting differences, the LIS of the cases considered is basically quite similar. Thus, we turn to the analysis of social values and social expectations on the political system by local citizens, testing whether a different set of citizens’ values and expectations on the behavior of local decision makers may explain this local variation in corruption practices. The article presents the results of a public opinion survey on values and expectations administered in the three cases. Against our expectations and the literature on the topic, no significant difference in shared social values and expectations has been found. The article shows that, as for an empirically tested explanation of the cross-local variations in the degree of urban corruption in Spain, the jury is still out.  相似文献

In 2003 the Israeli Knesset implemented the local authority unification plan, an unprecedented reform in the structure of local authorities in Israel. This article is about a local government reorganization taking place in a unique political culture. This article tries to integrate the role of political entrepreneurs within an Institutionalist and “learning” perspectives to offer an explanation to a local government structure, thus politicians influence and are influenced by a wide range of institutional norms and practices in a complex process of design and determination of institutional change.  相似文献
