This article aims to link theory and practice by connecting the experience of social democracy in Turkey with the theory of radical democracy and thereby elaborate on the notion of ‘radical social democracy’ in the sense Chantal Mouffe used the term. Parallel to the repeated electoral successes of the governing Justice and Development Party (Adalet ve Kalk?nma Partisi – AKP), the academic literature has become increasingly AKP-centred and, concomitantly, social democracy debate has become unproductive in Turkey. However, social democratic parties, notably the Republican People's Party (Cumhuriyet Halk Partisi –CHP), have been playing important roles in Turkish political life. Thus, this study endeavours to open a new window to the social democracy debate in Turkey by attracting attention to the central concepts of radical democracy such as anti-essentialism, hegemony, antagonism, collective identities, chain of equivalence, all of which are considered as functional for radical social democracy.  相似文献

In the 1980s, the process of convergence between culture and development began to emerge in the context of post-colonialism and changing geopolitical realities. Later on, along with increasing multilateralism, The United Nations Educational, Scientific and Cultural Organization (UNESCO) eventually became the main actor in promoting culture as a fourth pillar of sustainable development. The paradigm shift in the heritage-development agenda is examined in the context of growing aspirations of non-Western states to play an active role in the global heritage regime, and the interests and strategies of UNESCO’s secretariat and the member states. At first, heritage and development were perceived as separate or opposed fields. Recently, a sustainable development framework emerged as a new global development model. UNESCO has engaged in the shaping of the United Nations (UN) 2030 agenda, and advocated a pragmatic approach to heritage. This paper examines the evolution of ideas and concepts linking ‘development’ and ‘heritage’ forged at the forum of UNESCO as part of its Culture and Development framework. The role of the Global South in the paradigm change is highlighted.  相似文献

The discussion explores the problem of women's employment patterns under capitalist development in Latin America, first by analyzing the way in which women's work has been conceptualized within modernization theory. It then goes on to examine the 2 types of work in which most Latin American women are engaged -- domestic service and informal work such as selling produce and taking in laundry -- to provide evidence for challenging modernization theory and for developing a more useful approach. Subsequently, the discussion considers women's domestic and informal work within the context of capitalist development, which provides some insight into the broader structures shaping women's employment. Finally, the discussion proposes some reconceptualizations of women's work and development. Modernization theorists analyze women's work in the cities within a variety of constructs, interpreting it as a backward manifestation of traditional society, a reflection of women's inadequate training for the modern sector, an indication of women's primary orientation to the family, or as a phenomenon that is too tangential to warrant examination. The primary assumption is that modernization improves women's status and the conditions of their lives as it brings greater productivity, more advanced technology, and more highly differentiated institutions. Assumptions concerning women's absorption into the modern sector and the equalization of work roles between men and women are not borne out by actual employment trends, which reveal the persistent concentration of women in domestic work, informal jobs, and the lower-paying service jobs. Despite their predominance, domestic service and informal jobs are infrequently included in employment statistics and are virtually ignored in studies of development, yet these 2 types of work are the primary forms of work for Latin American women. Even when modernization theorists recognize the proliferation of informal and domestic service jobs, they see it as part of a progressive development stage, with displaced rural laborers becoming incorporated into the modern sector by way of informal jobs. In most Latin American countries, rural women become a permanent part of the services and the informal labor market when they move to the cities. There is little sign of their transition to industrial employment. In general, capitalist development marginalizes Latin American women, who in several important ways lose status. The range of pursuits considered women's work should include their activities within the infromal labor sector. Informal work is still virtually unexplored, especially as it relates to wage work in underdeveloped countries. Informal labor is not registered in the census, nor is it included in the gross national product. Yet, it is a major component of women's work. Domestic service and infromal jobs should be seen in relation to other forms of labor and to total social production.  相似文献

Despite global pressure and national security concerns, the efforts of the Government of Pakistan to reform the madrassah system have proven to be futile. Extant literature on madrassah reform challenges relies overwhelmingly on information provided by governments and experts situated outside of these institutions. While these studies and reports present important findings and viable analysis on madrassah systems; most of the research fails to give voice to the major stakeholders of this system itself, such as the administration staff, teachers, students and parents. Our study fills this crucial gap by conducting semi-structured interviews and field observations inside Pakistani madaris (plural for madrassah) and their professional associations. We find that these madaris have been reluctant to participate in policy interventions offered by the government due to a major trust deficit brought on by differences over financial and curriculum regulation, degree recognition and the government’s role in shaping popular perceptions about madaris. This reluctance has turned down attempts for madrassah reformation and has in turn made them vulnerable to radicalisation. We conclude with policy recommendations for more effective government reforms and a stronger relationship between madrassah representatives and the Government of Pakistan.  相似文献

This is an exploratory study of re-politicisation of municipal companies in one Norwegian municipality. Unlike re-municipalisation, which seems to imply the reversal of privatisation and out-contracting, and the reinstitution of municipal ownership, the Norwegian case demonstrates a continued adherence to the provision of certain public services through municipal companies. However, our study reveals increasing re-politicisation, especially with respect to board composition. The mechanisms behind this process seem first and foremost to be a post-new public management (NPM) response (re-centring) combined with efforts of rebalancing NPM-inspired solutions without changing them in any fundamental way (learning from experience).  相似文献

While the literature on ‘global care chains’ has focused on the international transfer of paid reproductive labour in the form of domestic service and care work, a parallel trend takes the form of women marriage migrants, who perform unpaid labour to maintain households and reproduce the next generation. Drawing on our work with commercially matched Vietnamese marriage migrants in Singapore, we analyse the existing immigration–citizenship regime to examine how these marriage migrants are positioned within the family and nation-state as dependants of Singaporean men with no rights to work, residency or citizenship of their own. Incipient discussions on marriage migrants in civil society discourse have tended to follow a ‘social problems’ template, requiring legislative support and service provisioning to assist vulnerable women. We argue for the need to adopt an expansive approach to social protection issues, depending not on any one single source—the state, civil society and the family—but on government action to ensure that these complement one another and strengthen safety nets for the marriage migrant.  相似文献

An important challenge for public organizations is to attract and retain skilled managers. The present study explores how profiles of psychosocial working conditions, assessed by the combination of managerial-specific job demands and job resources, longitudinally predict managers’ turnover intentions and actual turnover in Swedish municipalities. Considerable effects of managers’ psychosocial working conditions on turnover intentions but not on actual turnover were found. Thus, poor working conditions may result in psychologically detached managers in public organizations, which may have considerable and costly effects on both the organizations and the managers, in terms of decreased commitment, performance, and impaired health.  相似文献

The article presents the perspectives of managers as part of the Romanian organisational elite on the communist regime and on the transition period, and the values and principles that informed their behaviour as managers in each period. For the first decade after the end of communist rule, managers were drawn mainly from the second level of management of the state-owned enterprises of communist times. As a group they had been selected and formed in late communism. Among the main advantages of this social group were that they demonstrated considerable survival capacity, ideological neutrality and an ability to manoeuvre in a turbulent environment. On the other hand they had to adapt to their new environment drawing on the skills and mentality they had developed under the old regime. The research employed a qualitative method based on the interpretation of conversations between managers and students.  相似文献

This article examines the engagement of senior public managers by developing a person–situation-interactionist perspective. It integrates the literature on social exchange theory and person–organization fit to explore the effects of decision autonomy and shared vision on the engagement of more than 2,000 senior public sector managers in the central government agencies of three continental European countries: France, Germany, and The Netherlands. Then, it examines whether the locus of control of those managers moderates the decision autonomy–engagement and shared vision–engagement relationships. The structural equation modeling results suggest that there are positive relationships between both decision autonomy and shared vision and employee engagement. Further analysis revealed that an internal locus of control strengthened the decision autonomy–engagement relationship, but that it weakened the shared vision–engagement relationship.  相似文献

As with many states, in the case of Slovenia two songs principally contend for the position of national anthem. In this case an apparent ideological gulf masks perhaps a more essential temperamental divide: the bellicose army song versus the happy drinking “all together?…?” number. Vacillation between “Zdravljica” (“A Toast”) and “Naprej zastava slave,” (“Forward, Flag of Glory”) might be taken as reflecting the ambivalence with regard to potentially hostile others one reads attributed to Jesus Christ in the gospels of Matthew, Mark and Luke: who's not with me is against me/who's not against me is with me. The 1989 adoption of “Zdravljica” (lyrics courtesy of Slovenia's national poet France Pre?eren) is strongly suggestive of an outward looking state, one hoping for a place in a cosmopolitan Europe. “Naprej zastava slave” has remained the anthem of the Slovenian army and so is far from being discarded for the purpose of asserting Slovenian national aspirations. Perhaps retaining it in this minor role has been necessary because “Zdravljica” is a song which – at least as it is presently sung – de-emphasises national aspiration to a degree unusual for the anthem genre. In a crossroads of Europe dominated historically by the national (or imperial) aspirations of larger and more powerful political entities, “Zdravljica” is a song which tests the limits of what an anthem can be by holding out a hope of rising above the national.  相似文献

Abstract

Recent studies have described the active participation of women in local associations as well as in public and national debates about secularism, the Family code, and women’s rights within Islam. In this article, I explore how female preachers have claimed a new role for women within Islam through a better knowledge and understanding of Islamic texts. In doing so, these women drew on modernist speeches made by men, used the media and aligned themselves with international movements with the aim of claiming a new social identity for their sisters in Islam, establishing greater equality between men and women in the religion, and finding a way of being a good mother and woman while maintaining an independent social position. In fact, these female preachers sought to spark a quiet yet real social revolution in religion by casting a critical and modernist eye on local cultural traditions and Islamic identity.  相似文献

In the public sector, innovation is understood as a major driver of public service performance improvement and excellence. On the one hand, previous research has proven a positive effect of innovation adoption on performance in the public sector. On the other hand, a broad literature proves positive effects of innovation antecedents on innovation adoption. This study bridges this gap and analyses the effect of an innovation antecedent – willingness to adopt a process innovation (accrual accounting) – on municipalities’ service provision cost-efficiency. Therefore, the author makes use of a panel data set of German municipalities, located in the federal state of North Rhine-Westphalia. Evidence shows that a higher municipal willingness to innovate relates to higher cost-efficiency. A higher innovation willingness might have a maximal effect of 17 percentage points on municipality cost-efficiency.  相似文献

The role of social media as a tool of mobilization, communication, and organization of social movements has been well documented since the Arab Spring. The public information posted on social media sites also presents researchers with a unique tool to study protests movements from within. The proposed study utilizes the theoretical foundation of issue framing literature and examines the social media framing of the Ukrainian Euromaidan protest movement. The original dataset traces the activities of the users on the social media site Facebook from 21 November 2013 to February 2014. While foreign media sources portrayed the Ukrainian crisis as a geopolitical struggle, the results of our analysis show that the participants of the protest conceptualized their movement in terms of domestic issues and an anti-regime revolution rather than a geopolitical crossroad between the EU and Russia. This study contributes to our understanding of the role social media sites play in the activities of protest movements, such as Euromaidan. Furthermore, it highlights the importance of social media as a tool of issue framing on par with the traditional sources of framing such as mass media and political elites.  相似文献

This article presents evidence of the links between human rights education and social change by analyzing the long-term effects on 88 trainers engaged in a non-formal adult training program sponsored by a women’s human rights group in Turkey, Women for Women’s Human Rights – New Ways. In this article, I show the transformative impacts of carrying out human rights education on the trainers themselves: in their identity; knowledge, skills, and attitudes; and behaviors in their family and in the workplace. This article extends the treatment of an emerging question within social change theory – that of the long-term influence on activists brought about by their very engagement in these activities. At the same time, because the activists are trainers associated with a human rights education program that infuses critical pedagogy with a feminist perspective, this qualitative case study provides the opportunity to explore ‘situated empowerment’ on trainers in both their personal and professional domains. The article concludes that further studies of human rights educators engaged as long-term trainers will further enrich the social change literature and the treatment of activists.  相似文献

This paper analyzes the propaganda campaign orchestrated by the Russian authorities with the aim of promoting a version of the country’s history for political purposes. This version puts the accent on the exceptionality of Russian historical development, and is geared to endowing the figure of Vladimir Putin – seen as the person who has succeeded in carrying out a number of national projects that have been frequently abandoned throughout Russian history. What are the causes of state-initiated human rights violations? Are intra-national factors alone causally responsible for the emergence of human rights crises in the developing world? This article critically examines contemporary social science literature on the causes of human rights compliance and violations, particularly in the fields of international relations and comparative politics. It underscores the finding that the current research agenda on human rights has yet to fully recognise the causal and constitutive links between transnational and domestic factors in generating variations in states’ level of compliance. The main goal of the paper is to analytically explore the possibilities of generating social scientific research that recognises the interactive causal dynamics among extra-national and domestic variables as they jointly produce cross-national variations in the quality of a state’s compliance with human rights norms. Based on a critical analysis of the current scholarship in human rights research, the paper offers several pathways the academy must traverse in order to enhance our understanding of the causal underpinnings of human rights violations in the global South.  相似文献
