NGDOs are the product of an era that is rapidly passing. Yet the common goals they strive towards remain relevant and are far from being realised. Poverty, inequity, insecurity and injustice were stubborn features of the old world order and are abiding features of the new. A brief history of NGDOs and of the radical shifts in the context where international development takes place shows that the goals NGDOs typically aspire to cannot be reached by simply relying on the framework employed by the official aid system. One important reason is that a growing reliance on tax-based funding is shifting NGDO morality, legitimacy and function from the civic to the public domain. Consequently, a new paradigm is required not just for NGDO development practice, but for the very nature of NGDOs themselves. This paper explores the extent to which social entrepreneurship and civic innovation could provide a new framework for NGDOs and development beyond aid. While both merit further attention, civic innovation is shown the better to fulfil the twin requirements of civic financial embedding allied to principles of co-operation and non-exploitation.  相似文献

Inter-municipal cooperation in service delivery is widespread, as is the notion that this type of cooperation is primarily driven by economies of scale. However, the empirical results appear to be inconclusive, suggesting that additional explanatory factors are needed to explain why municipalities cooperate. This study aimed to identify the factors and conditions that influence the level of inter-municipal cooperation in health services by exploring a broad set of explanatory factors that go beyond simple economic concerns. In addition to confirming that a small population-size and fiscal stress constitute important drivers of inter-municipal cooperation, the results from this study also demonstrates the need to consider geographical location and heterogeneity relative to neighbouring municipalities as potential barriers to such cooperation.  相似文献

The private/personal sphere is perceived to be a channel of empowerment that fosters processes of acknowledgment and recognition during encounters between participants from different cultural groups. Drawing on ethnographic research at an inter-cultural program that offered a space for engagement for Palestinian and Jewish educational trainees’, we followed the role played by the private sphere in the process of articulating a perception of the ‘Other’. Most participants from both groups chose to locate their position toward the ‘Other’ in their private sphere. The different ways through which the private sphere was preformed and justified by the participants reveals that for the Palestinian participants the private sphere served as a way to create particularity, while for the Jewish participants it served as a way to construct universalized claims. These justifications, which were tightly coupled with each groups’ social position and social power, were working in both cases to isolate the discussion from immediate historical, social, and political contexts. Thus, these findings deepen our understanding of the meaning ascribed to the private sphere and the common epistemology that defines the personal as political and contributes to advance warm relations between Palestinian and Jewish individuals that these educational frameworks seek to foster.  相似文献

The role of social media as a tool of mobilization, communication, and organization of social movements has been well documented since the Arab Spring. The public information posted on social media sites also presents researchers with a unique tool to study protests movements from within. The proposed study utilizes the theoretical foundation of issue framing literature and examines the social media framing of the Ukrainian Euromaidan protest movement. The original dataset traces the activities of the users on the social media site Facebook from 21 November 2013 to February 2014. While foreign media sources portrayed the Ukrainian crisis as a geopolitical struggle, the results of our analysis show that the participants of the protest conceptualized their movement in terms of domestic issues and an anti-regime revolution rather than a geopolitical crossroad between the EU and Russia. This study contributes to our understanding of the role social media sites play in the activities of protest movements, such as Euromaidan. Furthermore, it highlights the importance of social media as a tool of issue framing on par with the traditional sources of framing such as mass media and political elites.  相似文献

This paper studies urban transport, a public service with extensive initiatives towards deregulation and privatisation throughout the European Union and in other developed and developing countries. The relative merits of deregulation, public or private provision and the implications of different policies for the performance of public services have become important issues. A crucial question is what type of operating and regulatory environment is best suited to stimulate efficiency in public service delivery. This paper analyses specifically the effect of privatisation and deregulation on the technical efficiency of bus services in 73 cities, in order to compare performance in cities with bus services provided by public operators, private operators, both types simultaneously or in which the service is deregulated. The behaviour of the different types of operators analysed in this paper shows that competition – total or partial – is effective in controlling costs.  相似文献

Abstract

This paper explores the diasporic ‘politics of home’ of Congolese migrants in Europe, in particular in the UK, and to a lesser extent in Belgium. We focus on the fragmentation and heterogeneity of the diasporic political sphere by examining the role of first generation activists, religious groups, as well as youth and women's organisations. Within the transnational political field, first generation leaders are in a dominant position and the involvement of other groups, such as women and young people is marginalised by their control of the diasporic ‘rules of the game’ in the Bourdieusan sense. However, the increasing involvement of Congolese women in the field of women's rights advocacy has opened up new paths of political action which can, in certain occasions, lead to transnational forms of engagement. Similarly, second generation Congolese activists are constructing a space of autonomous engagement, relying heavily on the Internet and especially on social media, some attempting to link up with wider social movements. The paper provides an understanding of the social and political construction of these different fields of diasporic engagement as well as their intersectional and dialogical relations.  相似文献

This paper explores the social practices underlying the production of clinical statistics at Princess Christian Maternity Hospital in Freetown, Sierra Leone. Combining ethnographic and historical methods, it focuses on the contexts surrounding the point at which the raw data (on which country statistics are generated) are entered into the medical record. This focus sheds light on the hidden, elided, or otherwise unseen aspects of clinical practice that global health stakeholders risk missing when privileging statistical data over direct observation. Direct observation reveals not only how specious data comes to be part of the medical record, but why.  相似文献

Zero tolerance, punitive, and more negative peace-oriented approaches dominate school violence interventions, despite research indicating that comprehensive approaches are more sustainable. In this article, I use data from a longitudinal case study at a Trinidadian secondary school to focus on the role of teachers and their impact on school violence; I show that institutional constraints are not fully deterministic, as teachers sometimes deploy their agency to efficacious ends. In combining Noddings’ postulations on care and Freire’s notions of praxis as a symbiosis of reflection and action, I explicate the nascent praxes of care of six teachers at this school, as they strive for more positive peace-oriented approaches to school violence. I characterize these praxes as nascent because they are not fully interrogative of the structural violence of the entire system. However, I do argue that these nascent praxes possess decolonizing and transgressive potentiality in the face of a logic of coloniality that reinforces hierarchy, exclusion, and marginalization in the Trinidadian educational system. I conclude by contending that these nascent praxes must be scaled-up to more mature, radical praxes, including the cultivation of a systemic praxis of care; in other words, a deeper and broader postcolonial peace education.  相似文献

Abstract

This paper analyses the Indian government's policy response to the Trade-related Intellectual Property Rights Agreement (trips) and examines the implications of this response for food security and farmers. trips has become one of the most controversial agreements of the wto. This is because of its wide and far-reaching mandate and its complex socioeconomic implications. It is argued that the changes made to the Indian Patents Act in response to trips will compromise the food sector and the rights of small farmers by conferring strong rights on upstream agents who produce proprietary agricultural inputs using biotechnology. Not only are these agents able to exert monopoly price control over agricultural inputs for 20 years, they also have the right to determine the conditions under which farmers and researchers use patented processes and products. The paper outlines policy options available to the Indian government to tighten the scope of patentability in the food sector.  相似文献

In contrast to mainstream development economists’ and policy makers’ insistence that relatively straightforward, technical and apolitical solutions exist to the problems of debt and development, debt is inscribed in powerful, unequal and contested structures and relations. This is vividly depicted in the articles in this special section, written by activists and researchers with years of experience mobilising and supporting grassroots struggles, which reveal the often obscure or unspoken relations of power that underpin the highly unequal dynamics of debt on a global scale, while promoting and offering fresh insights from a diverse array of new initiatives and subversive tactics that confront the dominant debt and development paradigm. They offer sober reflection on what organisations need to do to get things done in continuing and future battles for debt justice.  相似文献

Women’s empowerment discourses in Africa involve contradictory desires from women on one hand and society at large on the other. This article argues that the traditional validation mechanisms for women’s identities are crucial avenues for analysing both the conceptions and experiences of empowerment. Drawing on primary ethnographic data, I analyse paradoxes in women’s empowerment discourses in postcolonial Ghanaian societies, where neoliberal discourses thrive side-by-side with collectivist–socialist cultural ideals. Using an example of social capital, gained largely through mothering, I suggest that, because women’s relationships with capital are structured by local socio-cultural and global economic structures and relations, the theorisation and application of the concept of empowerment need to recognise the complicated relationships (with capital) that women negotiate on a daily basis.  相似文献
