TENANT PARTICIPATION AND TENANT POWER IN BRITISH COUNCIL HOUSING   总被引:1,自引:0,他引:1  
In this article we examine the relationship between tenant participation and tenants' power. This is done by adopting an approach to power put forward by Clegg (1989) and using it to examine the findings of a study of tenant Participation based on a national survey of local authorities and detailed case studies in six local authorities in Britain. The key question addressed is whether tenant participation empowers tenants. The conclusion is that power is a very complex phenomenon which defies simple definition and analysis. Nevertheless some factors are identified, an awareness of which aids analysis of tenant participation and helps those involved both to make sense of it and to focus their attention on the factors which could determine their ability to achieve their objectives.  相似文献

The election of a 'New Labour' UK government in 1997 promised a new era of central-local relations facilitated by a programme of local government reform which recognised local government's 'community leadership' role. Other aspects of the agenda supported the development of multi-level governance, for example, the establishment of sub-national institutions such as the Scottish Parliament and the promotion of neighbourhoods as key sites for action. Despite these actions this paper will argue that in England the central state retains considerable influence over the key agents of local governance. Using the example of public participation policy, and drawing on the findings of a recent study in two English cities, the paper will explore how national policy aspirations were reflected locally. It concludes that while local action generally complemented national priorities, there were important points of contrast, and that localities' capacity to act in their own interests is supported by the opportunities presented in a multi-level governance environment.  相似文献

ABSTRACT

The structure for local economic development is an important part of the development process. In recent years, local governments have been switching structures, leading to debates about the most appropriate structure for an effective economic development delivery. Based on in-depth interviews with practitioners of local economic development, the paper examines the strengths and drawbacks of the two primary structures in the Province of Ontario: In-house and Arms-length. In doing so, the paper accomplishes two things: first, it adds to the empirical discussion on organisational approaches to economic development; second, it provides an informed perspective to assist communities that might be considering switching their structures.  相似文献

In their search for innovative policy solutions to complex social problematics, local governance practitioners will look to synergising specific policy guidance from government departments with conceptual scientific research outputs. UK academics are also now expected to emphasise the relevance of their research and to increase its utilisation by practitioners. Away from utilitarian pressures, academics from applied discipline, such as Public Administration and Local Government Studies are increasingly drawn to the benefits of co-produced research. Despite the pressure for more co-research there are few opportunities for practitioners and academics to nurture relationships that would support close collaboration. This paper looks at the opportunity for closer collaboration when practitioners undertake research degrees, in order to enhance their cognitive skills and develop greater scientific knowledge of particular policy domains. If this route to closer collaboration is to succeed, it will require academics to think differently about their relationship with practitioner-students.  相似文献

In debates on equal opportunities, disabled people's issues are often ignored. Disability is typically seen as a medically defined category populated by individuals 'with problems'. This article presents an alternative perspective which re-defines disability and demands that the authenticity of the disabled people's movement be acknowledged. Surveys estimating the numbers of disabled people in the UK are reviewed, as are local authority equal opportunities statements. Two case studies of local authorities, Manchester and Lambeth, are used to show how progress on disabled people's issues has been achieved by account being taken of the demands of the disabled people's movement. The article concludes by looking at the implications of recent legislation and suggests that equal opportunities policies for disabled people are most likely to be implemented when they organize themselves effectively and make coalitions with other disadvantaged groups.  相似文献

On the whole, the American people consider themselves healthy and, according to the major health indicators, they are becoming healthier all the time. The expectation of life at birth is one and one-half times what it was at the beginning of the century. Many of the leading causes of death have experienced significant declines in rates in the last decade. Nevertheless, the minority populations frequently lag behind the white population with respect to health indicators. Prevention in the health field is being stressed through immunization programs and programs to influence individuals to change their habits. Nutrition is playing a larger role in public life; considerable publicity has been given to dietary goals for promotion of good health. The health service industry has grown rapidly. Health care has expanded and its costs have trebled since 1970. In the 1980s, interest will undoubtedly focus on minority populations and health, on how the economically disadvantaged may better be served, on the effects of an aging population on the health care system, and on how life-styles which undermine health care can be changed. The U.S. Surgeon General has established national health goals for the 1980s that will improve the nation's health if they are achieved.  相似文献

The city of Birmingham is home to a significant number of ethnic minorities. In 2004 it is estimated that almost a third of the city's one million people are of ethnic minority origin. How the city's institutions have responded to race equality issues is analysed in the light of the Stephen Lawrence Inquiry Report (1999) and the Race Relations (Amendment) Act 2000. Based on secondary analysis of documentary evidence and interviews with key actors, it is shown that ethnic minorities are disadvantaged in education, the labour market, and in relation to health and housing. It is argued that the local authority has made some genuine efforts to ensure that all its citizens are provided equality of opportunity; however, given the diversity and socio-economic polarity of the ethnic minorities in Birmingham, we conclude that race equality policies remain ineffective and a great deal more is required to ensure that ethnic minorities are treated equally as full British citizens.  相似文献

Character ethics addresses the conditions, values, and ideas that give shape to our ways of life - to our character as a people. It has formed an integral part of political life and thought throughout history. It has, however, fallen to neglect during much of this century. We ignore it at our peril. A growing communitarian movement has renewed attention to character or “virtue” ethics in recent years, much of it focused on local, grassroots initiatives. This essay introduces the reader to some basic aspects of character ethics, and then presents an argument for its relevance to public administration. The argument focuses on the application of character ethics to organizational-economic arrangements and conditions which form a great part of the public administration's responsibilities. The organizational economy constitutes a vital foundation for shaping civic character. Since public administration influences the organizational economy, our ethical responsibilities should include continually examining practices in this arena for their general effects on our habits and dispositions as a people.

Is there no virtue among us? If there be not, we are in a wretched situation. No theoretical checks, no form of government, can render us secure. To suppose that any form of government will secure liberty or happiness without any virtue in the people is a chimerical idea.

Local government in advanced economies is undergoing a period of rapid reform aimed at enhancing its efficiency and effectiveness. Accordingly, the definition, measurement and improvement of organisational performance is crucial. Despite the importance of efficiency measurement in local government it is only relatively recently that econometric and mathematical frontier techniques have been applied to local public services. This paper attempts to provide a synoptic survey of the comparatively few empirical analyses of efficiency measurement in local government. We examine both the measurement of inefficiency in local public services and the determinants of local public sector efficiency. The implications of efficiency measurement for practitioners in local government are examined by way of conclusion.  相似文献

Ambiguities often weave through policies, leading to conflict and confusion over the intents and purpose of said policy and how it may manifest in any specific instance. Given that policy management is a core function for most public service agencies, the challenges here are almost universally experienced as public servants balance the political, legal, and technical requirements of policies against their functionality in practice. To this end, the authors use a grounded theory approach to identify themes in how practitioners cope with policy ambiguities. Relying on data from program evaluation reports and interviews with practitioners, the authors triangulate five themes: interpretation as a collaborative endeavor, teach people how to think, processes simplify and guide, consistency comes from horizontal communication, and policy interpretation evolve. Conclusions argue that ambiguity is a key theoretical and practical challenge that impacts the quality and character of democratic governance.  相似文献

Local government reform 2001 is an important part of the Government of Pakistan's programme for democratic renewal. The main feature of introducing the Local Government System was to empower the people at the grassroots level and to transfer power from the elite to the masses. This paper uses councillors‘ data from north-western Pakistan to examine the economic and social status of village representatives. Land ownership, high income, education and political connections increase the chances of election to public office at the district and sub-district level, but do not have much impact at the village level. There is evidence of genuine change at union (village) level as the majority of councillors (65 per cent) at this level belong to low-income group and small landowners. So the system has changed the identity of the locally politically dominant group. But, at the same time, results suggest that while local governments units are helpful in creating spaces for a broader range of non-elite community leaders to emerge, elite control of decision making is pervasive. However, it is expected that the presence of non-elite members in the councils may change the allocation of resources in favour of the disadvantaged group with the passage of time, provided elections to councils are held regularly.  相似文献

The challenge of the ageing population is not just to provide more services but to employ new strategies. One of these is the need to rethink the provision of information to older people and their carers. This paper makes four points. First, that information and access to information have become more critical issues. Second, that older people may place a much higher value on information than other citizen groups but their access is poor for a range of reasons. Third, that the processes by which older people seek information may be empowering. Finally, effective partnerships with creative older people can be a catalyst to changing governance cultures which is a vital step in modernising local government. The paper draws upon examples from the author's experience of working alongside older people under the umbrella of the Better Life in Later Life project in Newcastle upon Tyne.  相似文献

Local authorities in England are required to make directories of services available to practitioners working with children and young people. This is against a background of continuing reforms intended to ensure that services are joined-up around the needs and choices of children, young people and their families. There are high expectations that more of these services will be delivered by organisations from theVoluntary and Community Sector (VCS), especially services for groups or communities that public sector agencies find hard to engage. This article reports and comments upon a regional study focusing on the production of children's service directories involving service providers and commissioners, as well as the producers of directories, in a series of facilitated workshop activities. The study highlights tensions between local authorities and service providers around how information about services is controlled, edited and accessed. We argue that current approaches to the provision ofdirectories are unlikely to have the transformational effects predicted by policy makers. This is partly because local authorities' traditional position (supported by the prevailing technologies) has meant that they have tended to monopolise the roles and responsibilities which in turn maintains their control of directory content. They do so in the face of increasing dissent from new and established providers. Moreover, current models of service directories fail to meet the emerging information needs of a range ofstakeholders including service providers, service commissioners and service users. Inconclusion we propose some questions to improve visibility and governance in the creation and maintenance of service directories.  相似文献

The question of whether people are motivated to engage in civic activities once informed of their local government's performance is relevant to many developing countries that adopted decentralisation. Applying propensity score matching technique on a unique household-level dataset from the Philippines, it is found that the knowledge of an index of local government performance has positive and statistically significant effects on the likelihood of membership in local organisations and participation in local projects. Thus, the results support policies for greater transparency in local governance to deepen citizenship.  相似文献

This article critically reviews the role of participatory theory in managing development projects and programmes in poor countries. Participation has emerged in response to global demands for greater individual and social control over the activities of state and private agencies, and especially to the manifest failures of traditional ‘top-down’ management systems in LDCs. Claims made on behalf of these participatory methodologies are critically reviewed and a distinction is drawn between strong and weak versions of the theory. Empirical evidence is then considered to evaluate the effectiveness of these methodologies, using long-standing insights of social science theory to show that participation can succeed for specific kinds of projects and programmes in favourable circumstances, but is unsuitable for many others. It commonly fails in contexts where local conditions make co-operative and collective action very difficult, or where it is manipulated by implementing agencies to justify their own actions or poor performance.  相似文献

Abstract

Since the enactment of New Labour's sustainable development agenda in 1999, English local authorities have been placed at the helm of a variety of devolved localism initiatives designed to foster sustainable communities that contribute to a high quality of life for existing and future generations. This paper considers the scale of the challenge that confronts local authorities in terms of attaining these outcomes, by drawing attention to their current quality of life situation. The baseline conditions in question are measured by reference to the Audit Commission's local quality of life indicators dataset, which it compiled in 2005 from a range of existing local government performance indicators. The dataset is subjected to k-means clustering and principal components analysis to assess how far English local authorities measure up to Labour's sustainable communities ideal and to highlight the type and degree of quality of life disparity that exists between them. The results from the analysis are used to evaluate the feasibility of Labour's devolved localism approach to sustainable community formation and to provide important insights to local policy makers responsible for fostering sustainable communities. The implications of the findings for future research are also considered.  相似文献

The purpose of this paper is to characterize activities of an Albuquerque based organization called the SouthWest Organizing Project. Aligning with other people of color, Chicanos in the Southwest connect to a national and international movement for environmental and economic justice to tackle the negative impacts of global restructuring. This paper presents issues and strategies regarding the expansion of Intel Corporation, the poisoning in high tech employment, anti-NAFTA position, inadequate infrastructure, and the placement of a courthouse in a long-standing community. Armed with knowledge, oppositional consciousness, principled strategies, and a politics of engagement, environmental justice activists are inserting themselves into questions of international economic integration, local economic development, neighborhood change including issues of gentrification, infrastructure, tax abatements, natural resource management, zoing, and an array of development issues.  相似文献

ABSTRACT

The emphasis on local or hybrid efforts in peacebuilding literature brings front and centre the importance of being rooted within a particular context, with leadership and vision for social change and justice proffered by local actors. This is the same emphasis found in development literature and a necessary foundation for transformation. Scholars and practitioners nevertheless also note a role for outsiders in supporting local efforts (eg Lederach in 2005). Yet a significant challenge arises for outsiders, and to some extent local actors: how do you know what was tried or is underway that you might support or from which you might learn? This paper reports findings from a collaborative research project that examined the gap between the practice of peacebuilding locally and internationally available ‘knowledge’ via publications produced on local peacebuilding in Jos, Nigeria, between 2001 and 2008. It identifies a staggering gap between efforts and knowledge in the form of publications. The paper discusses the implications of the findings in terms of what it means for outsiders when thinking about helping resource local transformation efforts.  相似文献

Certain drivers of social and economic differences facilitate the reification of ethnic identity between so-called uplanders and lowlanders on Palawan Island in the Philippines. Drawing on case studies, in this paper we examine how two seemingly distinct social groups – Christian migrants and indigenous Tagbanua – use their respective positions in society to mark differences in ethnic identity and livelihoods. We then argue that as non-governmental organisations build on notions of indigeneity as a means to facilitate their programmes, they further reinforce how each group articulates difference. We demonstrate that the tendency of NGOs to construct and reify notions of indigeneity in support of land claims and conservation has in fact polarised ethnic differences and, in turn, reinforced inequality between each group. We conclude that although non-governmental organisations have tried to remedy social and economic disparities between social groups, their simplification of local ways of life reinforces stereotypes of these people and their land uses.  相似文献

This paper represents an attempt to study national identity in the post-Soviet context through the lens of everyday life practices. Building on ideas of banal nationalism and consumer citizenship, and with support of empirical evidence collected in L'viv, Ukraine, this paper demonstrates how national identity becomes materialized in everyday life through consumption practices and objects of consumption. While exploring objects and practices that are not originally national in scope but infused with national meanings by ordinary people, it will be shown how consumption becomes an arena for the expression and renegotiation of national self-portraits. Differences in national meanings among residents of L’viv belonging to two different language groups will highlight the diversity of ways and means by which people express their national sensibilities. By exploring national meanings in everyday consumption practices of Ukrainian citizens, this study aims to provide an alternative perspective on post-Soviet nation-building and contribute to the current debate on the position and identity of the Russian-speaking population of Ukraine.  相似文献
