This paper describes uses of economic impact models to examine labor force and housing relationships associated with regional employment changes, including area-wide labor demands, expected housing needs in response to changes in the labor force size, and the predicted quantity of new housing units that will be developed. The perspectives analyzed represent important elements in economic development planning, especially in light of the tremendous competition for firms and workers among cities and states in the U.S. today. Rural development officials report difficulty attracting residential labor force members and reason that the absence of housing starts in rural places is inhibiting future growth prospects. The paper demonstrates how input-output, econometric, and spatial analysis methods can be combined to assist decision makers in determining the overall value of regional economic growth and the labor and housing impacts of that growth. Special attention is given to delineating the spatial dimensions of labor and housing markets in rural, urban, and metropolitan settings.  相似文献

This article argues that the two prevailing perspectives that explain private sector participation in infrastructure in developing countries – new institutional economics and the rent-seeking approach – cannot account for the evident variations within and across sectors in a given country. This study uses two cases from Indonesia's attempt to promote private investment in toll road construction to demonstrate that a firm-level analysis is adequate to the task. In particular, the specific incentive structure that a rent-seeker faces may explain whether positive or negative rent will be facilitated.  相似文献

This article examines Russia’s civics and history test, which has been mandatory, since January 2015, for millions of labor migrants applying for a work permit. An analysis of the test’s content and of the context in which it was adopted provides a strong case to study how autocracies can use civics tests as instruments of control. Specifically, I argue that the test must be understood in light of Russia’s state-sponsored nationalism, latent xenophobic sentiments, and its increasingly restrictive and incoherent migration policy. Not only are many questions irrelevant or disconnected from migrants’ everyday concerns: their personal experiences of paying bribes, obtaining fake certificates, or being harassed by the police often contradict the correct answers on the exam. While it is doubtful that this test – along with several other new requirements imposed on migrants – will dissuade foreign laborers to seek employment in Russia, it is bound to make them even more vulnerable to bribes.  相似文献

This paper aims to analyse whether illegal (corruption) and legal rent extraction (high politicians’ wages) affect electoral outcomes at municipal level. We use an initial sample of 145 Spanish municipalities over 50,000 for two electoral periods: 2004–2007 (before the crisis) and 2008–2011 (during the crisis). Our findings show that neither illegal nor legal rent extraction impact on re-election in non-crisis times. However, we observe that citizens penalize legal rent extraction in the ballots during the crisis. Regarding the economic performance of the local governments, we find that its effect on re-election is important in non-crisis period. Nevertheless, in time of crisis, given that the economic situation is bad in general in the country, voters pay less attention to economic factors and focus on politicians’ behaviour.  相似文献

Beginning in the mid-1970s and continuing through the 1980s and into the early 1990s governments in the industrialized democracies have brought about tremendous changes in their own State structures and in the relationship between the State and society. In the United States we refer to the “Reagan revolution,” but the changes have been no less profound in other countries, including those such as France and Sweden with very large and well-respected bureaucracies. While these changes in the nature of government are well-known and well-documented, their implications for the implementation and management of the public sector have not been explored adequately, especially in comparative context.(1) To the extent that the implications have been discussed it has been primarily in the context of the “new managerialism” but the changes really extend much more deeply into the process of governing and the manner in which the State relates to society.

This paper will be a step in the direction of more fully ramifying the nature of the changes using the phrase “the hollow state” to capture the changes that have occurred. The paper will attempt to look at what has been happening in government, as well as the implications for the future of the State, and for “statecraft” in contemporary democracies. That statecraft, by which the policy initiatives of government are linked to the lives of citizens, must continue to be a central element in the design of governments, but often has been ignored in the rush to reach fashionable political goals. If government is to continue to be a positive force in the future, then that craft must be fostered and mobilized rather than ignored with contempt.  相似文献

The introduction of compulsory competitive tendering in UK local government reflected conventional public choice theories of bureaucracy. These theories suggest that competition for service contracts will lead to lower expenditure and higher efficiency. Extensions and criticisms of the classical public choice model yield very different conclusions. First, the problems of bureaucratic supply are less severe than originally assumed, and secondly competition may itself generate new problems such as transaction costs, erosion of trust between principals and agents, and rent seeking. The impact of competition on spending and efficiency is therefore indeterminate, and must be established empirically. However, studies which evaluate the effects of competitive tendering in local government are few in number, cover a limited range of services, and are methodologically flawed. Therefore neither the initial imposition of competitive tendering by the Conservatives, nor its planned abolition by Labour, can be traced to a solid foundation of theoretical or empirical support. Theoretical and methodological problems that need to be resolved by further empirical studies are identified.  相似文献

Decentralized governments in Ghana have not been able to realize optimum benefits from their property tax potentials. The paper investigates the administration of property taxation in Ghana using the Offinso South Municipality (OSM) as a study area. Questionnaires were relied on to garner data from property owners in the municipality. It observed that low coverage and collection ratios, inadequate collection modes, and negative public perceptions have worked against the administration of property tax in the OSM. The paper suggests a complete overhaul of the property rate regime in the OSM if the buoyancy of property tax revenue is to be realized. It argues that the rating authority should purge the system of perceived corruptions. It suggests a revamp of the property rate collection means in order to slump rent seeking behavior of the mobile property rate collectors.  相似文献

Most performance indicator schemes in the public sector have been implemented on the assumption that they will yield benefits in terms of efficiency and equity. Less attention has been paid to the potential costs of such schemes. Drawing on experience from a range of sources, this paper identifies eight consequences of publishing performance data that are not necessarily intended, and which are likely to be dysfunctional. The paper gives examples of such phenomena from the UK public sector, and suggests ways in which they can be mitigated. While not challenging the desirability of publishing performance data, the paper concludes that the performance indicator philosophy is based on inadequate models of production and control. Most performance indicator schemes will therefore fail unless serious consideration is given to the deficiencies described in this paper.  相似文献

Total Quality Management (TQM) as a business strategy has been recognized by managers in the public sector since the late 1980s. While much has been written about the need for TQM and its strategies such as quantitative measurement and statistical analysis, team work and worker participation, few empirical and theoretical studies have been carried out or published on the connection of organizational culture to the implementation of TQM. Many leaders in the field have asserted that significant organizational cultural change will be required to ensure the success of TQM. This paper examines the changes that may be required in the process, and presents a synopsis of the need to (perhaps) reexamine the definition of organizational culture and the perspective of management, public or private, to make the culture of an organization more compatible with desired values.  相似文献

This article examines wage determination in Brazilian manufacturing during the 1980s and early 1990s. It presents evidence to show that the reduction in state regulation of collective bargaining has led to the development of a system of wage determination which is increasingly characterised by rent sharing and insider trade union bargaining power. Real wages appear increasingly inflexible with respect to movements in open unemployment, with a large informal sector disciplining formal sector wage bargaining and cushioning the impact of broader labour market conditions. An important consequence of this is that the employment costs of a successful counter‐inflationary strategy may be very severe.  相似文献

Studies on the role of the state and its control over the economy favour a reduction of state involvement in the process. While such efforts were conducive to the political and economic arrangements in the capitalist world, China presented an entirely different challenge. The state played a dominant role in the production and delivery of all public goods and exercised effective control over the economy in China. However, the changing circumstances following China's adoption of liberalisation have set in motion a number of changes including an apparent reduction of state control over the economy. A case in point is the shift in the role of the state in the production and distribution of public housing in the urban areas. There have been efforts to introduce a market system in housing provision through privatisation, commercialisation and socialisation, and these have resulted in increased private home ownership as well as the formulation of new regulations to govern the real estate market. The intention was to gradually transfer the responsibility of production and management of this essential commodity to property development and professional management companies. However, the state has continued to play a prominent role on the pretext of protecting the citizens from negative consequences of the reforms. The state must take into consideration the nature of the society and its tradition of providing public services and adjust policies to derive maximum benefit from the reforms. As a result, the role of the state has shifted, rather than reduced, and the transformation provides a new perspective on the potential pitfalls in liberalising and rolling back the state.  相似文献

This paper draws on the findings from a research project on partnership arrangements between the police and housing departments on three Australian public housing estates to tackle problems associated with illicit drug activity and anti-social behaviour (ASB). The analysis focused on the setting up of the partnerships and the interactions that followed from these institutional arrangements. The assumption that informs the paper is that when studying partnerships there is a need for a more critically framed analysis. The temptation to posit "a successful model" of what partnership entails and then to judge practices in relation to this model is considerable, but it inevitably falls into the trap of constructing a narrative of partnership success or failure in terms of individual agency (that is, the degree of commitment from individuals). The analysis undertaken in this paper has therefore sought to fathom a more complex set of organizational processes. Rather than confine the discussion to issues of success and failure, the study foregrounds the subjective accounts of individuals who work within partnership and the constraints they encounter. The paper therefore makes explicit the cultural tensions within and across agencies, contestation as to the extent of the policy "problem," and the divergent perspectives on the appropriate modes of intervention.  相似文献

In the 1980s the convergence of a number of factors is causing government at all levels, industry, and labor to plan or initiate major reductions in health spending. Important among these are rising health care costs, a troubled national economy, mounting federal deficits and state revenue shortfalls, and the philosophical course and domestic policy of the Reagan administration. In this context government has been rethinking its capacity to finance health services for the poor, and new and sometimes controversial arrangements for delivering these services are being developed. The dilemma government officials face now is how to cut costs while still assuring that quality medical services are available. This article focuses on what these new policy developments and arrangements are and whether the significant gains in access and in health achieved over the past 20 years will be sustained. Because truly sweeping reforms are unlikely, whether government will maintain earlier commitments and established arrangements for financing and delivering health services to the poor will be worked out piecemeal over the next several years.  相似文献

Drawing on New Institutional Economics (NIE) theory, the article argues that EU energy policy towards Russia damages security of supply because it neglects the specific aims and propensities of Russia and Gazprom. EU Commission initiatives are based on the promotion of interdependence through market opening, favouring a policy of competition over security of supply. The reason for this focus is found in the EU's embedded inclination towards liberal markets. Russia, by contrast, has chosen suboptimal state control of natural resources over the frontier capitalism of the 1990s. Sustainability of the current rent based system and geopolitical considerations are essential to Russia and Gazprom. In this situation a pragmatic approach that aims at security of supply and security of demand seems to be more successful. In this approach, liberalisation of the market can only be a long-term goal.  相似文献

Corruption in the government procurement of goods, services and public works has been commonplace in Southeast Asian states (with the exception of Singapore) over many years. It has affected the provision of vital services and infrastructure and has been a key factor in undermining standards of governance. In recent years, reforms have been introduced in the region to combat corruption in the procurement process. However, to date their impact in many of the states has been at best limited. The article will consider the nature, types and extent of corruption in government procurement in the various states of Southeast Asia, following which it will discuss the reforms that have been introduced to address the problem. The article will then assess the limited impact of the reforms, and discuss the two reasons for this. The first reason was that the reforms were not sufficiently comprehensive and precise in tackling the entire spectrum of corruption in procurement and in creating the necessary legal powers for watchdog and enforcement bodies when dealing with such practices. Second, there were serious weaknesses in the implementation of these reforms, especially in translating legal provisions into everyday practice. Of particular importance are the limited capacity and status of watchdog and enforcement bodies, and the extent to which they are also compromised through corruption. The conclusion will consider the lessons to be learnt in tackling procurement corruption from the experience of the states of Southeast Asia and the challenges they face in pursuing further reform in the future.  相似文献

On the whole, the American people consider themselves healthy and, according to the major health indicators, they are becoming healthier all the time. The expectation of life at birth is one and one-half times what it was at the beginning of the century. Many of the leading causes of death have experienced significant declines in rates in the last decade. Nevertheless, the minority populations frequently lag behind the white population with respect to health indicators. Prevention in the health field is being stressed through immunization programs and programs to influence individuals to change their habits. Nutrition is playing a larger role in public life; considerable publicity has been given to dietary goals for promotion of good health. The health service industry has grown rapidly. Health care has expanded and its costs have trebled since 1970. In the 1980s, interest will undoubtedly focus on minority populations and health, on how the economically disadvantaged may better be served, on the effects of an aging population on the health care system, and on how life-styles which undermine health care can be changed. The U.S. Surgeon General has established national health goals for the 1980s that will improve the nation's health if they are achieved.  相似文献

Jordan has been praised as one of the best reformers among middle-income countries. Renewed growth during recent years has raised expectations that the reforms are finally bearing fruit. This article argues that growth in Jordan is not based on structural transformation and is not sustainable in the absence of firm-level upgrading. Growth has been driven by the expansion of non-tradable activities, while the country has not been able to modify its production structure or achieve noticeable productivity improvements under neoliberal policies. Higher value added and technology-intensive production has not evolved concomitantly with the development of social capabilities, impeding the emergence of a virtuous cycle leading towards economy-wide upgrading. Uneven development of social capabilities has also constrained the upgrading potential. The macroeconomic context has not been conducive to generating incentives for investment aiming at enhancing firm-level capabilities and promoting economic diversification. Upgrading will not take place spontaneously by the free functioning of market forces alone, and in its absence Jordan will not be able to confront the middle-income trap. This requires a more active state intervention, beyond building a business friendly environment, which in turn demands the development of institutional capabilities The Jordanian experience offers important insights for other small countries that have embraced the neoliberal recipe for development.  相似文献

One of the critical issues facing the United States is whether federal deficits will have not only a deleterious effect on the U.S. economy but on the rest of the world economy as well. This paper focuses on how federal deficits have, in large part, been responsible for keeping interest rates high, which has resulted in creating economic conditions that could severely affect world economic growth. It will be argued that U.S. policymakers need to take into account how the world economy has become increasingly interdependent. This interdependence of the world economy will inevitably require a rethinking of present economic policies and how a new national strategy must be developed sensitive to this new reality.  相似文献

Abstract

Various haphazard, and often uncoordinated, efforts have been devoted to discouraging and combatting terrorism. Unfortunately, there has been a noticeable lack of quantitative studies of the problem of terrorism. Nevertheless, it can be expected that the problem of international terrorism will eventually be a focus for operations researchers. A factor fundamental to any OR study is an understanding of the underlying generating process for incidents of terrorism. Based on incidents of terrorism from 1968 to 1974, this paper notes that the Poisson is a good model for the occurrence of incidents of international terrorism in the United States. Results of both chi‐square and Kolmogorov‐Smirnov tests are presented. Finally, an unusual result, inconsistent with popular beliefs, is noted.  相似文献

How can we tell if an Al Qaeda cell has been broken? That enough members have been captured or killed so that there is a high likelihood they will be unable to carry out a new attack, and military resources can be redirected away from them and toward more immediate threats? This article uses order theory to quantify the degree to which a terrorist network is still able to function. This tool will help law enforcement know when a battle against Al Qaeda has been won, thus saving the public's money without unduly risking the public's safety.‐  相似文献
