This paper reports on the findings of a research project that examined the changes to the public health system in England introduced in 2013. Drawing on case study research and two national surveys the findings explore the impact of organisational change on the composition and role of public health teams. Views and experiences were obtained from public health leaders involved in the transfer of staff and functions from the National Health Service in England to local authorities. National surveys at two points in time aimed to compare and contrast views on the evolving changes. The new organisational and managerial arrangements had enabled public health professionals to widen their work and influence, and public health skills and budgets were welcomed by those in local government. Initially, in some areas, directors of public health were less certain of the benefits of the transfer to local government compared to high levels of confidence expressed by elected members, but perspectives changed over time and moved closer together. National headline figures were found to mask high levels of turbulence and churn being experienced by individual authorities identified in the case study research, and the trend of reducing capacity through cuts to staff, budget and services was a cause for serious concern.  相似文献

Local government in England and Wales is subject to the implementation of the Labour government's 'new ethical framework' legislation. This involves a statutory code of conduct for councillors, local standards committees to promote good practice and external investigative and adjudicative bodies to deal with allegations of misconduct. Prior to this many local authorities had adopted a self-regulatory approach to improving their ethical practice. This article charts the development of non-statutory policy towards standards of conduct - largely due to the generally high ethical standards in councils. A study of councils who have introduced self-regulation through standards committees shows that it provides a positive strategy for strengthening the ethical climate, although there is a role for external verification and, potentially, intervention where councils face structural problems of misconduct and/or corruption. The current creation of a statutory system with powerful investigatory agencies is not justified in the context of levels of misconduct and the experience of self-regulation.  相似文献

The Coalition government announced, in 2010, that between 2013 and the end of 2017 all existing claims to income-based welfare allowances, including housing benefit, would gradually move to the Universal Credit (DWP 2010). This article evaluates the performance of the Council Tax and Housing Benefits Administration Services under the current system for the delivery of these benefits since they were transferred fully to local authorities in 1993 up until December 2011. During this period the performance of local government has been influenced by four successive national delivery regimes, namely: Compulsory Competitive Tendering (CCT); Best Value; Comprehensive Performance Assessment (CPA) and Comprehensive Area Assessment (CAA). An earlier article (Murphy, P., Greenhalgh, K. and Jones, M., 2011. Comprehensive performance assessment and public services improvement in England – a case study of the benefits administration service in local government. Local Government Studies, 37 (6), pp. 579–599) examined the CPA period in detail and found a significant improvement in performance across all types of authorities in all parts of the country during this period. The current article complements this earlier analysis and provides a longer-term perspective on the performance of the benefits service between 1993 and December 2011. The findings of this article show that under CCT the performance of the system was poor, there were wide variations in individual local authority performance, with many acknowledged inadequacies in the system and unacceptably high levels of fraud. However, towards the end of CCT and in the subsequent Best Value period the antecedents of some of the tools and techniques subsequently used to drive improvement in the CPA era were either put in place or were being developed. The Best Value period itself did not show significant improvements in performance and it was not until many of the initiatives were refined, developed and applied within the CPA framework that sustained and significant improvements became evident. This overall improvement generally continued under the CAA although the previous trend of consistent reductions in the variation between authorities’ performance had changed between 2009–2010 and 2011–2012. It is too early to judge whether these latest trends will be maintained under the Coalition government’s localism regime.  相似文献

This article explores partnerships between health and local government from the local government perspective; placing developments between the two sectors within the wider context of the Local Government Modernisation agenda. A number of commentators have argued that developments since 1997 – in particular the emphasis on community leadership and the new power of well-being – have provided local authorities with an exciting opportunity to reclaim a more pivotal role in shaping the health agenda at the local level. Such a role would be based on promoting well-being and a good quality of life, in keeping with the social model of health. In the longer run this reclaimed role could produce a shift in what has become the main boundary between health and local government: the health–social care boundary. The article reviews developments in three key areas: the health–social care boundary; the core components of the Local Government Modernisation Agenda; and the relationship between regeneration and health. The paper concludes that although progress has been made in regeneration and health and there is potential in elements of the Modernisation Agenda that these do not equate to a paradigm shift in local government's perspective on health. Instead, the social care boundary continues to dominate local government's vision of health. Central to this picture of modest progress is the substantial barrier to more radical change provided by the performance management frameworks governing both sectors.  相似文献

Parish and town councils form the lowest tier of local government in England, but have been left out of government proposals for a new duty for local authorities. The proposed new duty will give local authorities wide‐ranging power to promote economic and social well‐being. Unlike principal authorities, it is likely that these grass‐roots councils will have to rely on their power under s.137 to spend on activities outside their specific powers. This article reviews the findings of a recent national survey which was designed to assess the extent to which parishes are constrained by current s.137 arranagements.  相似文献

This article examines the impact of the idea of community identity upon the Local Government Review in England. It considers the extent to which the notion of community identity was built into the Local Government Review nationally and, moreover, locally in Hampshire, and the extent to which it shaped the outcomes of the Local Government Review. Three conceptions of community identity are examined - affective, effective and deliberative community identity - and their interplay assessed in shaping the process of restructuring local government. The article argues that the issue of community identity figured prominently in the early stages of the Local Government Review, but faded away as it got caught up with the political machinations of central government, local authorities and political parties.  相似文献

This qualitative study investigates the Western Australian (WA) local government authorities’ sustainability reporting practices, in the absence of mandatory reporting guidelines, through content analysis of their websites. Calculations from comparing the Global Reporting Initiative (GRI)’s disclosures with those of 140 local council websites were used to develop a sustainability reporting disclosure index. The findings indicate that sustainability reporting remains moderately practised by local government authorities, despite stakeholder demand for proactive disclosures. The discourse analysis shows that Western Australia’s strategic planning for sustainable development is the key force propelling councils towards sustainability reporting practices. The findings also suggest that WA local government authorities are increasing sustainability disclosures to legitimate their social and environmental initiatives. The findings have policy implications for regulators and/or government in Western Australia, with practical implications for local council authorities and/or managers in developing awareness of sustainable operations. The study also contributes to local government authorities’ growing awareness of sustainable service operations.  相似文献

This article examines the response of a sample of local authorities in the North of England to the introduction of Compulsory Competitive Tendering (Cm) following the 1988 Local Government Act. It analyses the Organizational implications of CCT and highlights how officers, councillors and trade union representatives viewed the changing nature of management within local authorities in the period following the award of the first service contracts. In particular, it examines the different reactions to the development of a more commercial approach to the management of services and ends by assessing the specific impact of CCT in the context of other important changes in local government.  相似文献

Abstract

For decades, mass out migration has remained a defining characteristic of Eritrea. The country's first major refugee crisis occurred in the early 1980s, in the midst of its liberation movement. Upon gaining resettlement in the industrialized world, Eritreans overwhelming continued their support of the liberation war, both financially and politically. Since independence, the ruling government adopted strong measures to ensure the diaspora's continued political and economic engagement. We examine the Eritrean party-state's changing relationship with members of its dispersed population focusing on the evolution of an expatriate tax (2 percent Income Tax on Eritreans Working Abroad) levied on all emigrant Eritreans. Building on work that argues for recognizing the social and political dimensions of money sent ‘home’, this paper makes two contributions. First, we use an historical perspective to show how contextual changes can significantly shift the meanings of remittances, in this case from a voluntary patriotic remittance sent to the liberating government, to a coerced tax. Second, we bring the remittance-tax into the literature on remittances and development, expanding the types of income transfers under consideration. Attention is drawn to the party-state's articulation of the 2 percent Tax policy as a national development imperative and the various transnational governance mechanisms employed to coerce compliance. Citizenship serves as a lens for examining the state's instrumentalization and politicization of the diaspora's engagement with the Eritrean nation.  相似文献

Local government policymakers across the developed world have frequently employed municipal amalgamation to improve the operation of local councils, and New Zealand is no exception. This paper empirically examines claims made in Potential Costs and Savings of Local Government Reform in Hawke’s Bay that the merger of the five local authorities in the Hawke’s Bay Region of New Zealand would generate significant cost-savings. We empirically test for the existence of scale economies in a single merged Hawke’s Bay council and find that no cost-savings can be expected. This removes a key argument for a forced Hawke’s Bay amalgamation.  相似文献

Ostensibly, the reorganisation of Scottish local government in 1996 was intended to create a more local, more efficient and more accountable system of local government. However, simultaneously, through grant abatement, the government intensified its fiscal squeeze on local government, seeking in real terms reductions in local authority expenditure. Contrary to assurances from ministers, both developments occasioned disruption for local authorities, with Glasgow in particular experiencing a severe period of fiscal stress. This paper outlines a research framework for identifying potential causal factors behind the acute nature of Glasgow's fiscal crisis, whilst considering the budgetary constraints within which Scottish (and indeed British) local authorities must operate. Finally, it focuses on the impact and resolution of the crisis and highlights the crucial role that the decisions of central government have played in shaping the response of one major local authority.  相似文献

This article reviews the initial experience of Scottish local authorities in accommodating the significant and far‐reaching changes to service provision arising from the Local Government Act 1988. It considers some issues relevant to the changing environment and culture of local government, now operating in a regime of enforced tendering, and considers some relevant policy and practice implications for local authorities. It is not intended to be a definitive study but rather an attempt to analyse some key themes and issues related to management of the tendering process and of tendered services themselves. How does the non‐executant state ensure that its agents are fulfilling their obligations to deliver nationally determined policies? In the case of elected local government in England and Wales, this function is carried out by the Audit Commission (AC) for Local Authorities and the Health Service for England and Wales. Since being established in 1983, it is the means by which local authorities are held to account by central government, both for its own purposes and on behalf of other interested stakeholders. Although the primary function of the AC is to ensure that local authorities are fulfilling their obligations, it does so by using different methods. By acting as a regulator, an independent expert, an opinion former and a mediator, the AC steers local authorities to ensure that they are compliant with the regulatory regime and are implementing legislation properly.  相似文献

The worlds of local bureaucrats are under researched and under theorized compared with those of civil servants in core executives. Yet local bureaucratic elites, sitting as they do between central states and localities, are key actors in governance networks. In England, the role and responsibilities of local bureaucratic elites has been transformed since the days of professionalized officers heading departmental structures reporting to committees, firstly by NPM and politicization in the 1980s and 1990s and, more recently, by political management reform introducing a separation of powers. Drawing on interviews in 15 local authorities, this paper examines the changing narratives and dilemmas of local government elites. In particular it explores, but argues against, early expectations that the creation of an elected executive, with considerable devolution of decision-making responsibilities to individual cabinet member councillors, has meant a move closer to the logics of the 'Whitehall mandarin' tradition by local government chief officers.  相似文献

Political leadership has been a key element of central government's attempts to ‘modernise’ local government over the past decade, within a discourse that emphasised ‘strong’ and ‘visible’ leadership and the role of leaders and leadership in driving change within local authorities. In the context of such an approach, and also taking account of academic discourse, this article draws upon interviews with nearly thirty individuals in leadership positions in local authorities in England, Scotland and Wales to assess their experiences of leadership and their views of some aspects of the role and work of councils. It suggests that whilst there is broad convergence between the aspirations of government and the narratives that emerge from these leaders on some aspects of local political leadership, there are also differences, perhaps most notably over the relationship between changes to decision-making structures and the loci of political power.  相似文献

Local authority-initiated referendums have been a cornerstone of the UK Government's drive to improve citizen participation at the local level. Authorities have increasingly made use of local referendums since the 1990s, but little research has been carried out to explain and qualify this surge. Focusing on a case study of a recent referendum in Greater Manchester, and comparing it to other significant local referendums, this article analyses their initiation according to Morel's (2007) functional model. Findings reveal that referendums were most often held to smooth over divisions within local parties or assemblies, to legitimate a controversial decision or to weaken political adversaries. Local authorities therefore never employed referendums as genuine participatory tools, but rather as a pragmatic and tactical solution to a given political problem. Consequently, the long-term impact of local referendums on citizen participation remains questionable.  相似文献

The role and capacity of the state are changing. Some researchers argue that the state is transforming, strategically adapting to new circumstances, while others see a development of governing arrangements that are autonomous from the state, governing 'without' government. This article assesses the governing without government thesis through the case of forest certification introduced in Sweden in the late 1990s. This is a case of private governance, the governing capacity of which is based on voluntary self-regulation rather than government authority, seemingly a prime example of governing without government. The results show that government nonetheless is involved with forest certification through governance-oriented modes of governing: enabling and influencing the arrangements. Thus, what appeared to be a prime example of governing 'without' government is better understood as governing 'with' government.  相似文献

In 2003, the authorities of Russia launched a comprehensive reform of local government. One of the elements of this reform was the replacement of the previously predominant form of local government, characterised by the presence of directly elected mayors, with the council-manager model. While originally motivated largely by the desire to enhance the efficacy of local government, the reform was implemented concurrently with Russia’s transition to electoral authoritarianism, with the council-manager model emerging as a major tool of authoritarian transformation. This study uses the data from 79 capitals of Russia’s regions in order to identify those factors that facilitated the survival of directly elected mayors in these cities. The analysis reveals that the past trajectories of regime transitions at the regional level in the form of elite settlement, economic resourcefulness, and the lack of politically motivated deference to the federal authorities contributed to the survival of local democracy in Russia.  相似文献

Public sector reforms throughout OECD member states are producing a new model of ‘public governance’ embodying a more modest role for the state and a strong emphasis on performance management. In the UK, the development of performance management in the context of the ‘new public management’ has been primarily ‘top‐down’ with a dominant concern for enhancing control and ‘upwards account‐ability’ rather than promoting learning and improvement. The development of performance management and evaluation in local government in the UK has been conditioned by external pressures, especially reforms imposed by central government, which have encouraged an ‘instrumental–managerial’ focus on performance measurement. The new Labour government's programme of ‘modernizing local government’ places considerable emphasis on performance review and evaluation as a driver of continuous improvement in promoting Best Value. However, recent research has indicated that the capacity for evaluation in local government is uneven and many obstacles to evaluation exist in organizational cultures. Local authorities need to go beyond the development of review systems and processes to ensure that the capacity for evaluation and learning is embedded as an attribute of ‘culture’ in order to achieve the purpose of Best Value.  相似文献

In the past four decades, UK government policymakers have sought to improve the performance of local government by trying to achieve organisational turnaround and bring laggards up to the standards achieved by the leaders. Both the Conservative Party and New Labour led new public management reforms aimed at modernizing and improving local government authorities by adopting standards from the private sector. Given the pressure to improve, failing local authorities have been pushed to adopt a unique set of strategies known as turnaround management strategies (TMS). However, this paper, based on qualitative data and a survey of 126 senior local leaders, shows that TMS have been implemented to a high extent among both poor and excellent performers. The paper concludes that regardless of their objective performance ranking, English local authorities are characterised by a self-perception of underachievement. As a result, high performers continuously implement radical changes.  相似文献
