Abstract

Since the establishment of the tri-partite system of state education after the Second World War, the once simple relationships between central government and local government and the individual school have become increasingly complex. This article considers the key governance issues for schools and colleges in England and how they have been affected by the redistribution of power between central government and local government. The principal foci are the main legislative changes and the impact they have had on the respective powers and responsibilities of central government, local government and schools and colleges. The radical developments since the formation of the coalition government in May 2010 have accelerated the shift of power to central government from local government and by the end of the first term of the coalition the local authority will have little more than a vestigial role in the provision of secondary education and a diminishing role in primary and special education. As academy status becomes the norm (as it already is for secondary schools in some authorities) central government will be dealing directly with autonomous schools and academy chains. With more schools directly employing staff and with funding levels set nationally, the pattern and nature of public education will have been irrevocably changed.  相似文献

Broad and international literature exists on networked governance which has both described and informed recent transformations in local government. Reforms in the UK have led to the development of strategic partnerships to join up services and solve wicked issues. In Scotland, these are referred to as Community Planning Partnerships. Evidence from numerous studies has highlighted the partial nature of this transformation, particularly around community engagement, with some of the pioneers of this work now questioning earlier assumptions. This article presents an interpretive policy analysis of strategic partnership in Scotland to add three themes to this literature. First, to demonstrate the historical contingency of ‘joined-up government’; second, to explore the practices and meanings used by policy actors to understand ‘strategic’ and ‘partnerships’. Finally, the article problematises strategic partnership working, suggesting that in and of itself it creates effective barriers to community empowerment and even engagement.  相似文献

In this article local governance in the Swedish context is discussed. A case study of a Swedish city is framed in its historical, national and international context. By locating the redevelopment of an old harbour within a historical context, new insights are brought into the understanding of local governance. Cities are indeed nested. Deteriorating public finances, the deregulation of the economy (nationally and globally), the changed status of the welfare state, the restructuring of industry and the neo-liberal wave all taken together form a formidable challenge. A radical questioning of the values, principles and forms of the Swedish welfare state has tangible impacts on local governance. It is concluded that Swedish municipal actors face the dual challenge of acting efficiently (being sensitive to the needs and demands of local elites), while keeping democratic legitimacy (being sensitive to the needs and demands of all citizens).  相似文献

Taking advantage of a quasi-experimental setting and drawing upon analysis of electoral results and a survey of voters, this article explores the political costs of reform through the example of the 2009 local elections in Denmark. The article finds that the local parties of mayors were punished at the polls for implementing municipal amalgamations decided by the central government. However, the effect on the mayoral parties’ electoral result is more indirect than direct. Analyses of the electoral results demonstrates that the political parties holding the mayoralty in times of amalgamations tend to nominate very tenured mayors as candidates, thereby missing the positive first-term incumbency effect, which a new mayor could have acquired. And analyses of a survey of voters demonstrates higher levels of dissatisfaction with the municipal service in amalgamated municipalities, leading to a higher cost of ruling for mayoral parties which have led the implementation of an amalgamation.  相似文献

The modernisation of local government in the UK, pursued by Labour governments since 1997, has covered many, often conflicting elements. Councils have been encouraged to be both strategic ‘place shapers’ and also involved in the nurturing of democratic engagement. This latter theme of ‘democratic renewal’ has in itself contained paradoxical elements, but has been a consistent focus of attention. This debate around democratic renewal has also taken place in the context of a broader ‘rethinking’ of local governments’ role, in an era of partnerships, governance and new models of service delivery. Normatively and practically new justifications for local government have been sought. One such normative foundation has drawn on a range of theoretical perspectives to reimagine the place of local government in the democratic polity, seeing local authorities and local councilors as facilitators or nurturers of democratic health. In particular, broad theoretical developments in communicative and deliberative democracy, and also, more recently, on work based in ‘second generation’ governance theory, have been drawn upon to place local government at the nexus of state and civil society. This paper will examine the possibilities for such a role, from a normative standpoint, to argue that local government can have only limited success in this role, particularly in the context of New Labour's restructuring of the local state.  相似文献

In 2004, Local Government Studies published an article in which I reflected on the implications of new Labour’s modernisation agenda for the remaking of local government and the reshaping of the welfare state. Here I return to some of the issues raised in that paper in the different context of localism, austerity and dreams of urban entrepreneurialism. I argue that exploring the changing meanings of the local, as a contested political as well as geographical category, is a fundamental task for those of us seeking to understand the nature of contemporary local government; the wider processes of state restructuring which frame it; and the possibilities of local politics.  相似文献

The enormous success of local independent lists and independent mayors in Poland suggests it is important to examine their distinctive features, analyse the place they occupy in local politics, and explore the model of local government they encourage. This paper deals with these topics by investigating some extreme cases of non-partisanship at the local level. Research was conducted in three arbitrarily chosen Polish cities governed by independent mayors and dominated by independent lists in the local legislatures. Mixed quantitative and qualitative methods were used: a survey among city councillors; and individual key-informant interviews (IDI). Non-partisans appear to be a separate category of local politicians, different in terms of their views on politics. They explain their non-partisanship using anti-partisan, historical or tactical justifications. It seems that non-partisanship can be a means of institutionalising a particular manner of understanding and engaging in politics. Local lists organised by independent mayors are informal, concentrating on the leader and performing only some of the traditional functions of parties. This paper demonstrates that, due to the vague nature of the links between local politicians and their administration, independent councillors may serve only as a ‘democratic addition’ to a local administration headed by a skilful manager.  相似文献

Abstract

How extensively local politicians use online media to communicate with others and the factors that influence their online activities have rarely been examined. In particular, it is unknown whether local politicians use online media more extensively when they believe that online media has a strong political influence on others. To examine this, a standardised survey among German local politicians was conducted (n = 608). The results showed the following: The stronger the politicians perceive the influence of facebook and Twitter on journalists to be, the more extensively they spread information via these social media networks. However, the presumed influences on the public or on other politicians do not affect those online activities. Thus, local politicians apparently do not pursue a disintermediation strategy – they do not try to bypass journalism by directly addressing the public. Rather, journalists seem to be an important target group for local politicians’ online communication efforts.  相似文献

This article addresses community participation in local government, a controversial issue in the era of governance. Under the context of decentralisation reform in particular, active participation of the community in local governance has been expected, where as a range of critical arguments has been made on its concepts, ideas and feasibilities. Despite the significance of the issue, practices of community participation at the local level are academically under-examined, even in developed countries, let alone in developing countries. Given such situations, empirical observations from local governments of the Philippines and Uganda are introduced and comparatively analysed with in a specific analytical framework of participation. By doing so, the artide leads us to some keys to success for community participation schemes in the development context, which include the local leadership, functions of the central government and enhancing awareness of values of community participation both in the public and the local government.  相似文献

The term resilience is increasingly being utilised within the study of public policy to depict how individuals, communities and organisations can adapt, cope, and ‘bounce back’ when faced with external shocks such as climate change, economic recession and cuts in public expenditure. In focussing on the local dimensions of the resilience debate, this article argues that the term can provide useful insights into how the challenges facing local authorities in the UK can be reformulated and reinterpreted. The article also distinguishes between resilience as ‘recovery’ and resilience as ‘transformation’, with the latter's focus on ‘bouncing forward’ from external shocks seen as offering a more radical framework within which the opportunities for local innovation and creativity can be assessed and explained. While also acknowledging some of the weaknesses of the resilience debate, the dangers of conceptual ‘stretching’, and the extent of local vulnerabilities, the article highlights a range of examples where local authorities – and crucially, local communities – have enhanced their adaptive capacity, within existing powers and responsibilities. From this viewpoint, some of the barriers to the development of resilient local government are not insurmountable, and can be overcome by ‘digging deep’ to draw upon existing resources and capabilities, promoting a strategic approach to risk, exhibiting greater ambition and imagination, and creating space for local communities to develop their own resilience.  相似文献

Abstract

This paper compares the methodology of the “comprehensive performance assessment”, recently proposed by the Audit Commission for all UK local authorities, with the “community score‐card” approach which has been used in the United States of America for a number of years. It suggests that the Audit Commission approach should be altered to take on board some of the more imaginative aspects of the community score‐card, particularly in relation to the inclusion of those quality of life measures, which local people regard as important, and measures of the quality of local governance.  相似文献

Using original survey data with rich, direct measures of local elites in rural Fiji, this article examines potential elite capture in the allocation of natural disaster reconstruction funds. Allocations of housing construction materials – both receipt and amount received – across villages, clans, and households are strongly targeted on cyclone damage, and local elites do not receive larger benefits over time. As the supply of reconstruction funds is limited during early periods, more severely affected victims do not receive benefits early, while clan leaders and elite clans do receive benefits early within villages.  相似文献

Abstract

Are incumbent governors who put more weight on development spending likely to be re-elected? To answer this question, an economic model of a re-electionist local chief executive is introduced and validated with a panel data of provincial governors who ran for another term of office during the election years 1992, 1995 and 1998 in the Philippines. It is found that incumbent governors improve their re-election chances with higher spending on economic development services, other things being constant. Moreover, governors who are members of political clans also have higher development spending especially when faced with rival clans. Thus, elections are still an effective disciplining device, more especially when rivalry is intense among political clans. The policy implication then is to enhance political competition rather than just ban political dynasties to improve the performance of elected officials under decentralization.  相似文献

This introduction to the symposium sets out the context for local government in the United Kingdom at the current time. It outlines the scale of the reductions in funding since 2010, showing how uneven these cuts have been across the country and the reasons for this. It also describes the increased exposure to risk of both local government and of the citizens and communities it serves. The central question for the papers which follow is how local government is responding to these twin challenges. The papers provide insights from a number of detailed studies of individual authorities, exploring the strategies adopted to manage in response. The analyses focus on the distributive consequences for individuals and communities, but they also reflect on the wider consequences for local government itself. A particular concern is whether local responses are changing as austerity moves from its initial to its later phase.  相似文献

Political reforms and changes on the local level by the Putin–Medvedev leadership have resulted in an almost unprecedented turnover of leadership but they have aroused political conflict and even resistance by unsettling the political status quo throughout the 83 subnational units of the Russian Federation. The reforms have resulted in the marginalisation of the authority of city mayors, the recruitment from outside of chief executives of federation regions, and the polarisation of ethnic enclaves by national policies. Destabilising everything is the combination of a United Russia (Edinaya Rossiya) political party bent on national dominance, ambiguous liberal appeals and democratic reforms by President Medvedev, and a global economic recession.  相似文献

Since 1996 local government in the Republic of Ireland has undergone extensive reform. One of the central aims of this reform is the enhancement of local and participatory democracy through generating new forms of participation by communities in local authority decision-making processes, and through strengthening the decision-making role of city and county councillors. Drawing on comparisons with current British local government reforms and on key community governance frameworks, this paper questions the validity of this aim, given the ‘top-down’ nature of the reforms, the ongoing weakness of Irish local government vis-à-vis central government, and the increasingly contractual and consumerist approach of the state towards the voluntary and community sector. It argues that the reforms consolidate Irish local government as a system of local administration rather than local democracy, and that they may threaten the development of participatory democracy, rather than facilitate it.  相似文献

Local party systems are not necessarily copies of their country's national party system. Some national parties do not field candidates in all municipalities, while in other municipalities there are non-partisan lists/local parties. In this article it is hypothesised that the larger the municipality (in number of inhabitants), the more the local party system will resemble the national party system (and vice versa). The hypothesis is tested using data from the 2001 local elections in Denmark. For this purpose, an index of local party system nationalisation is developed. The index is formulated in general terms so as to make it applicable in other settings and in comparisons between countries and over time.  相似文献
