Major economic crises may promote structural reforms, by increasing the cost of the status quo, or hinder them, by inducing more demand for protection. The ideology and political partisanship of the ruling government may be crucial in determining the prevailing course of action. In good times, conservative parties are typically pro-reform. However, do these parties try to exploit periods of crisis to carry out their reforms? Do social-democratic parties support even greater social protection? To answer these questions, this paper uses indicators of structural reforms in the labor, product, and financial markets for 25 OECD countries over the 1975–2008 period. The empirical analysis confirms the ambiguous effect of crises: product markets are liberalized, but financial markets become more regulated. Partisan politics also matters, as right parties are associated with more pro-market reforms. Yet, crises modify partisan politics: right-wing parties refrain from promoting privatizations, and oppose the introduction of greater financial market regulations. By contrast, center parties liberalize and trim unemployment benefits generosity, while left parties privatize. Furthermore, weak, fractionalized governments, which are associated with more regulated product markets, are also more likely to liberalize during a crisis.  相似文献

Sustainability performance (SP) provides firms with the opportunities that if strategically handled could improve the financial performance of these firms through reputation building. This research aims to investigate the impact of SP on the bank's performance in Muslim countries. This research further investigates the role of institutions in moderating the relationship between SP and the banks' financial performance. It is found that banks with higher SP tend to have better financial performance. Furthermore, the marginal results suggest that the impact of SP is greater for banks in countries with greater institutional quality. These findings are robust to different proxies of financial performance. It is imperative not only to report sustainability practices, but it is equally important to publicize these activities. The sustainable business models would create value for the banks if properly managed and communicated well. This can be made more effective with strong institutions in the country. Moreover, the results are suggesting that banks can enjoy more through contributing to society, doing their part in the equitable distribution of wealth, social justice, and economic wellbeing.  相似文献

Heightened concerns regarding the financial sustainability of local councils have resulted in an increasing reliance by municipal regulators on financial ratio performance benchmarking. However, these benchmarks are often assigned without explicit justification and despite a paucity of empirical evidence. Furthermore, regulators typically allocate a single performance benchmark across an entire local government system despite the fact that individual councils may face entirely different operating environments. Failure to take account of the environmental challenges facing councils can result in inappropriate or unattainable performance benchmarks that may give rise to unintended consequences, such as the well‐documented threshold effects. To address this problem, we develop an empirical method for allocating performance benchmarks with respect to the current level of performance and environmental constraints facing individual local authorities. We demonstrate this technique in a case study using data drawn from New South Wales local authority operating ratios.  相似文献

This study identifies strategic organizational drivers of corporate environmental responsibility (CER) in the Caribbean hotel sector. Hotels face institutional pressures that question their environmental legitimacy, competitive pressures that force market re-positioning decisions and constraints/advantages based on their resources and capabilities for managing CER. Empirical evidence collected here suggests that CER improves when hotels declare environmental policies; target eco-conscious tourists; are foreign owned; affiliated to MNCs; and experience healthy financial performance. The latter three factors also enable the implementation of environmental policies thereby strengthening CER. They play no such role in how market re-positioning strategies impact CER. Neither did strategic targeting of luxury tourists affect CER. These findings are useful to policy makers in tourism-dependent economies where CER is intrinsically tied to sustainable development and the tourism product is so dependent on the quality of the natural environment in which it is immersed.  相似文献

Since environmental problems rose to prominence in the last third of the twentieth century, they have been a major area of policy for national governments. A large body of research has explored the explanations for different levels of environmental policy performance among countries. This article begins with a discussion of approaches to measuring national performance before reviewing and assessing four categories of explanations in the literature, which may be summarized in four questions: (1) What are the relationships between economic growth and environmental protection? (2) Do democratic regimes have advantages over more authoritarian ones in adopting effective policies and reducing harm? (3) Do such institutional characteristics as pluralism or neo-corporatism and federalism affect a nation’s ability to deal with environmental problems? (4) Are there institutional or societal capacities or relationships within or among nations that may explain policy success? By adopting a broad perspective on the literature on national environmental performance, the article is able to explore and compare the principal findings of these categories of research and assess the relationships among them.  相似文献

As our understanding of human impacts on the environment has increased, it has become clear that we need to move toward a closed-loop industrial society in order to avoid undesirable health and ecosystem consequences. Achievement of this goal depends on radical technological innovation in both products and processes. This paper explores how to design public policy mechanisms to stimulate rather than impede pollution-preventing technological innovation. It begins with a discussion of the role of government in civilian technology development and diffusion. It then sets out six design criteria for policy to promote green technology innovation. Based on this set of design criteria, the article assesses the potential and limitations of current U.S. policy approaches to stimulate technological innovation that moves us toward a minimal waste society. The main conclusions of this assessment are as follows. Over the past decade, the U.S. environmental policy system has experienced a variety of reforms and new initiatives, many aimed directly at promoting environmentally-friendly technological change. The strengths of these reforms are to increase the information that the private sector has about the magnitude and cost of their environmental impacts and to allow greater flexibility in the technologies that firms choose to meet environmental regulations and goals. Because of these reforms, firms are likely to undertake technological innovation for the environment in situations with clear short-term economic benefits, i.e. to capture the much heralded win-win potential of environmental regulation. However, these reforms have significant weaknesses as well. Unless policy provides stronger political or economic incentives and clearer signals about future environmental performance requirements, we are unlikely to be able to drive technological innovation in industries where the pay-off is more longterm or uncertain, and thus will make only limited progress toward the goal of a minimal waste society.  相似文献

Research demonstrates that some government agencies are more accomplished than others when it comes to e-government. More generally, various scholars suggest that e-government is moving forward at a relatively slow pace, especially in relation to the sophistication of government Web sites. With these issues in mind, this research utilized interviews with state public utility commission staff members to explore their agencies' experiences with staffing, funding, coordinating, and prioritizing their e-government efforts, particularly their Web site activities. Assessing such efforts in both quantitative and qualitative terms, this research found that a mix of various factors, including financial resources, knowledgeable staff, and administrative oversight, related to better performance. Moreover, although public utility commissions have a clear mission to serve both consumers and regulated utilities, this research indicates that the commissions are focusing more of their e-government efforts on industry rather than citizens.  相似文献

Abstract

Using the Web to advocate positions and actions on public issues is an emerging and potentially powerful means of shaping public opinion and action. Building on studies of Web advocacy in the political sector, this research employs content analysis to examine Web-based advocacy by U.S. for-profit and nonprofit organizations. For-profit organizations were found to engage in much more Web advocacy than nonprofit organizations. Those organizations that did engage in extensive advocacy, or were committed to multiple social values, appear to have come to adopt these postures or activities consistent with what a cost-benefit analysis of the impact on their enterprise would predict. With respect to region, the Northeast and South evidenced a higher and lower pattern of advocacy, respectively. Finally, greater financial resources predicted more extensive advocacy content generally; the particular issue areas this study examined were community focus, charitable causes, environmental issues, and diversity.  相似文献

Science and technology policy initiatives in the early 1980s have focused in both the United States and Western Europe on improving capacity to apply a good science base in practice, expecting increases in technological advancement, improved market presence and enhanced economic growth. Results varied broadly in the United States and Europe. Even more puzzling, Japan charged ahead in technological advancement without that strong of a science base of its own. Some industrialized economies do not conform to the expected science–technology relationship, whereby strong performance in science shall lead to strong technological performance. The puzzling science–technology relationship in advanced countries has plausible explanations. (1) Science–technology relationship is much interdependent or symbiotic. Its strength and primary direction at a given time varies largely by field of science or technological innovation and across long periods of time. (2) Science–technology link in a country may depend on the overall scientific and technological level of development in that country. The strength and interdependent nature of this link evolves historically and varies across fields of science and technology. The strength of the link is affected by scientific and technological specialization in a country. Different technological fields have different scientific intensities, or degrees of building upon the science base. (3) Specialization of countries across scientific and technological fields varies. Hence, the strength of science–technology link differs between countries. High technological specialization of a country may impact its technological performance more than its immediately current scientific performance does. History, tradition and knowledge transfers may affect more returns on R&D expenditures than the actual value of R&D funds spent in science or technology. Explanations of puzzling behavior of science–technology link may become policy recommendations.  相似文献

This paper investigates the impact of downsizing on a firm's reputation for corporate social performance (RCSP). Drawing on the downsizing, corporate reputation and social responsibility literatures, a number of hypotheses concerning the impact of downsizing, and particularly the types of downsizing, on a firm's reputation for corporate social performance are developed and empirically tested. The main findings of this study are that, while downsizing seems to have a negative impact on the firm's RCSP, when one takes into account the kind of managerial action that led to downsizing (layoffs and/or divestitures), this impact differs between the two stakeholder groups, industry executives and financial analysts, which were investigated. This study also found that a high financial performance prior to downsizing led to a greater negative impact on the firm's RCSP. Copyright © 2004 Henry Stewart Publications  相似文献

Using data from a new household survey on environmental attitudes, behaviors, and policy preferences, we find that current weather conditions affect preferences for environmental regulation. Individuals who have recently experienced extreme weather (heat waves or droughts) are more likely to support laws to protect the environment. We find evidence that the channel through which weather conditions affect policy preference is via perceptions of the importance of the issue of global warming. Furthermore, environmentalists and individuals who consult more sources of news are less likely to have their attitudes toward global warming changed by current weather conditions. These findings suggest that communication and education emphasizing consequences of climate change salient to the individual's circumstances may be the most effective in changing attitudes of those least likely to support proenvironment policy. In addition, the timing of policy introduction could influence its success.  相似文献

Across the United States and around the world, businesses have joined voluntary governmental and nongovernmental environmental regulations. Such codes often require firms to establish internal environmental management systems to improve their environmental performance and regulatory compliance. Meanwhile, governments have been offering incentives to businesses that self-police their regulatory compliance and promptly report and correct violations. This article examines how governmental regulatory enforcement can influence firms' compliance with mandatory and voluntary regulations. Cooperative regulatory enforcement—in which firms self-police their environmental operations and governments provide regulatory relief for voluntarily disclosed violations—yields optimal win–win outcomes, but only when both sides cooperate. If firms are likely to evade compliance, governments are better off adopting a deterrence approach. If governments insist on rigidly interpreting and enforcing laws, firms may have incentives to evade regulations and not voluntary codes. Cooperation is possible through credible signals between firms and government.  相似文献

The rise of financial markets, backed by the revolution in information technology,has been one of the pillars of the new economy. Asset price inflation, financed by debt, has now become the driving force in capital accumulation and equity-linked markets for corporate control have significant effects on both corporate strategic management and the growth of the business sector. This paper develops a model to study these relationships. One component of the new circumstances is that an active market for control forces firms to boost their share price in response to the threat of take-over and, to maintain a minimum return on equity, they have to distribute dividends or buy back shares. As a consequence, the share of profits dedicated to financing internal growth is reduced, corporations increase their indebtedness and thereby become constrained by banks. The interplay of these multi-dimensional pressures delivers a straightforward, but nonetheless important lesson: everything else being equal, the more active the market for control, the lower the growth rate.  相似文献

Safety regulation – in the form of pre-market approval, licensure, screening, and product entry limitations – governs numerous market realms, including consumer finance. In this article, we ask whether the effects of safety regulation go beyond safety and affect consumers' beliefs about the distribution of products they can use. We model “approval regulation,” where a government regulator must approve the market entry of a product based upon observable, unbiased, and non-anticipable experiments. We show that even if regulator and firm disagree about only quality standards, the disagreement induces the firm to provide more information about its product than it would in the absence of regulation. Put differently, purely first-order disagreements in regulation generate second-order consequences (more certainty about product quality). These second-order consequences of regulation are sufficient to generate first-order effects among end-users (more consumption of superior products), even when users are risk-neutral. In other words, even if approval regulation produces little or no improvement in safety or quality, it still aggregates information useful to “downstream” product users; these users will exhibit higher consumption and will more readily switch to superior products. In contrast with libertarian analyses of entry regulation and licensure, the model predicts that entry restrictions may be associated with greater product or service utilization (consumption) as well as with greater price sensitivity among consumers. Because contemporary cost–benefit analyses ignore these second-order effects, they are unlikely to capture the possible confidence effects of approval regulation.  相似文献

  • Strategic corporate and public affairs communication about Corporate Social Responsibility (CSR) has emerged as a major component of corporate efforts to interact with their stakeholders and society at large. Non‐financial reporting, and CSR reporting in particular, is now seen as an essential corporate communication process by most members of a company's stakeholder community. This growth in CSR reporting has been driven by the need to increase corporate transparency and accountability concerning social and environmental issues. Arguably, the European Union is the most progressive region in adopting CSR reporting. Almost all of Europe's top 100 companies report on social and environmental performance, whilst figures for the USA and the rest of the world are much lower. The latest Accountability Rating concludes that ‘Europe leads, America lags’ after measuring companies' social and environmental impacts.
  • The authors argue that visual communication is as important as words and numbers in creating meaning and assess UK and German Companies' non‐financial performance. Utilizing a range of research methods including content analysis and semiotic interpretation the authors propose a typology of images used in non‐financial reporting. This typology and associated conceptual development can used to more accurately define and interpret CSR and sustainability.

In the pages of the daily financial press, 'shareholder value' is a loose rhetoric. For business consultants who sell financial metrics and implementation, shareholder value is also a product and a promise that purposive management action will be rewarded. This paper begins by considering the consultant's promise and the more guarded academic responses. It then presents empirics on micro performance and the meso limits to shareholder value and argues that most corporate managements cannot easily deliver what consultants promise and the capital markets demand. The paper ends by taking a broader view of value-based management as part of a process of financialization. If the results are contradictory and disappointing, a persistent gap between expectations and outcomes can nevertheless drive management behaviours, which change the world.  相似文献

We compare the environmental performance of voluntary environmental programs (VEPs) with different attributes. Using club theory, we argue that the differential performance of VEPs is due in part to their specific design attributes that will either enhance or diminish their ability to improve both targeted and untargeted environmental impacts. We analyze two VEPs in Mexico, the global standard ISO 14001 and the local standard Clean Industry. These two VEPs differ in the stringency of the standards and in their ability to sanction noncompliant facilities. These differences ensure that firms adopting the local standard are less likely to shirk their responsibilities and enhance potential spillover effects on untargeted environmental emissions. Our empirical results support our hypotheses and show that the local Clean Industry program is more effective in improving both targeted (toxic emissions) and untargeted environmental impacts (greenhouse gas emissions).  相似文献

Whether public services are better delivered through centralized or decentralized administrative systems is one of the most enduring debates in public administration. This article contributes to the debate with a study of program outcome achievement in U.S. child welfare services. We examine whether centralized state‐administered or decentralized county‐administered systems are more successful at realizing desired outcomes, which exhibit greater performance equity, and which are more successful at securing program outcomes in rural settings. Using a coarsened exact matching approach to quasi‐experimental research, we find that centralized child welfare systems exhibit greater success at achieving desired outcomes—in both rural contexts and overall. No discernible difference is found in centralized and decentralized systems' performance equity; outcome disparities exist under both structures. The study thus lends credence to centralization arguments, but at the same time cautions that centralized administration is not a structural panacea.  相似文献

Abstract. This article assesses the impact of globalization on welfare state effort in the OECD countries. Globalization is defined in terms of total trade, imports from low wage economies, foreign direct investment, and financial market integration. Welfare effort is analyzed in terms both of public spending (and separately on social service provision and income transfer programs) and taxation (effective rates of capital taxation and the ratio of capital to labor and consumption taxes). Year–to–year increases in total trade and international financial openness in the past three decades have been associated with less government spending. In contrast, integration into global markets has not been associated either with reductions in capital tax rates, or with shifts in the burden of taxation from capital to consumption and labor income. Moreover, countries with greater inflows and outflows of foreign direct investment tend to tax capital more heavily.  相似文献

Recent research has illustrated that demographic diversity influences the outcomes of public sector organizations. Most studies have focused on workforce diversity; by comparison, little is known about how managerial diversity affects organizational outcomes. This article focuses on gender diversity in the top management teams of public organizations and its relationship to financial performance. Theory suggests that management diversity can be a positive asset for organizations, allowing for the use of more diverse knowledge and human skill sets. Results of this study, however, suggest that organizations may only be able to leverage these advantages if they have a supporting management structure. In a longitudinal study of top management teams in Danish municipalities, the authors find that gender diversity in top management teams is associated with higher financial performance, but only in municipalities with a management structure that supports cross‐functional team work. These results are interpreted in light of existing theory, and implications are suggested.  相似文献
