AIDS Battle Taken Closer Home

Henan Province in Central China is taking the fight against HIV/AIDS closer to home with 76 officials posted in villages seriously affected by the deadly virus. The officials—divided into 38 pairs—are from 38 provincial government departments, such as the health and finance bureaux, will be stationed in 38 villages for a year. They start their work on February 18 after receiving AIDS prevention training. There are at least 10 HIV/AIDS sufferers in the designated villages and some of them have up to 400, says Guo Weiqun, deputy director of the general office of Henan Health Bureau.

International statistics show that every year, there are 2.4 million HIV/AIDS infected pregnant women who give birth to 800,000 infected babies. HIV infection has caused world infant mortality to rise by 75 percent. Statistics published by the Chinese Ministry of Health show that in some areas, perinatal HIV/AIDS transmission has increased from 0.1 percent to 0.6 percent, and that 30 to 40 percent of infected mothers pass the killer virus on to their babies.

The "2018·China-Europe Seminar on Human Rights" was successfully held at the College of Europe in Bruges, Belgium, on June 28. The seminar was hosted by the China Society for Human Rights Studies and the International Institute of Human Rights, and was organized by the Human Rights Institute at the Southwest University of Political Science and Law and the French ADELIE Language and Cultural Exchange Association. The University of Strasbourg, Vrije Universiteit Brussel and European Institute for Political and Strategic Communication were served as co-organizers. Over 60 experts and scholars in the field of human rights from China and Europe attended the seminar in search of the diversity of civilization and human rights protection, focusing on themes such as "the philosophy of human rights in a Chinese context", "the philosophy of human rights in the Universal Declaration of Human Rights and its reflection", "human rights theory and practice in a pluralistic world", "human rights exchanges and dialogues under the diversity of civilization", and "in search of human rights consensus in diverse civilizations." Schizophrenia,AIDS and the Decision to Prescribe HAART

SUMMARY

Individuals with schizophrenia are at risk of developing HIV and are known to experience barriers to optimal medical care. Our goal was to determine, among a cohort of HIV clinicians, whether or not the diagnosis of schizophrenia affected the clinical decision to offer highly active antiretroviral therapy (HAART) to AIDS patients.

This is a cross-sectional study of a random, national sample of HIV experts drawn from the membership of the American Academy of HIV Medicine. Participants were mailed a self-administered questionnaire with a case vignette of a new onset AIDS patient and were specifically asked whether or not they would recommend HAART treatment. Vignettes were randomly assigned to include a diagnosis of schizophrenia or not. We located 649 clinicians (93%); 347 responded (53.4%). Responders and non-responders did not differ in demographics or work characteristics. Recommendation of antiretroviral treatment did not differ between those who received a case vignette with schizophrenia versus those who did not (95.8% vs. 96.6%, p = 0.69). Compared to those who received a case vignette without schizophrenia, those who received vignettes with schizophrenia were more likely to avoid prescribing efavirenz, a medication with known neuropsychiatric side effects (17.7% vs. 45.5%, p < 0.01), more likely to agree to be helped by a specialist (34.5% vs. 12.9%, p < 0.01), and more likely to recommend directly observed therapy (20% vs.10%, p = 0.01). HIV clinicians recognize the importance of recommending HAART treatment to individuals with schizophrenia and AIDS and avoid using antiretroviral medication with known neuropsychiatric side effects.
