Why is it called the ＂Medvedev-Putin Tandem＂？ Russia＇s constitution stipulates that president is the head of state who shall be responsible for defining and supervising the implementation of the political, economic, diplomatic, and security guidelines and policies, while prime minister is the head of government who shall be responsible for working out and carrying out these guidelines and policies in detail.
