冷战结束后,德国当代部分地缘政治学者从重新研读德国传统地缘政治学文献入手,力图求证德国地缘政治学与纳粹意识形态之间存在的根本不同,探讨德国传统地缘政治逻辑方法与概念命题的当代价值,并在此基础上提出了包括放弃融入西方政策、重回中部视角、重视东方战略等在内的政策建议。冷战后德国的地缘政治思想依然是德国传统地缘政治研究方法及其多文本表述的延续,它基本没有克服德国传统地缘政治思想存在的诸多缺陷,对德国外交政策制定的影响力亦是有限与隐性的。此外,德国当代地缘政治研究在精神上与冷战后德国及欧洲的新右翼政治势力联系较为紧密。  相似文献

Abstract

Between October 1914 and December 1915, nearly 135,000 Indian riflemen—known as sepoys—fought in the trenches of France and Belgium at the battles of Ypres, Festubert, Givenchy, Neuve Chapelle, Second Ypres and Loos, suffering some 34,252 casualties. At a prisoner of war camp outside Berlin, Indian revolutionaries and emissaries from the Ottoman Empire attempted to convert the allegiances of the sepoys in their custody with a combination of pan-Islamic and nationalist appeals. Although this campaign ultimately failed, it profoundly shaped British repatriation policy at the end of the war when, cautioned Secretary of State for India Austen Chamberlain, the British could not allow men who had been exposed to ‘strongly hostile influences’ to return home unmonitored. The 1918 armistice and British repatriation policy therefore presented a host of new challenges to Britain’s colonial subjects from South Asia as they navigated the post-war imperial landscape and secured what was most important to them—safe transportation home.  相似文献

The American Forces who occupied Germany in 1945–46 had hoped that popularising jazz music might assist in the redemocratisation of Germans under the age of thirty. The Amerika‐Häuser established by the US State Department to build a cultural foundation for democracy amongst younger Germans, and American Forces Network radio each contributed to the gradual emergence of a West German jazz culture which was marked by a series of jazz festivals and the development of a viable recording industry. However most strata of German society neither understood nor cared about jazz. Jazz became confused with — and diluted by — rock ‘n’ roll. Both were rejected as unwanted “Americanization”. Fewer than ten percent of teenagers acquired any taste for jazz. Its appeal was confined to the more privileged and educated. Hence the jazz culture which did recruit itself from the surviving remnants of the Third Reich did not provide an impetus toward democracy.  相似文献

This article draws on archival and print materials produced by Latvian Displaced Persons during the years they lived in UNRRA refugee camps after World War II. Its focus is on the ‘how’ of their cultural production and identity formation in camps that were established to expedite repatriation but became instead contexts in which Latvians as social actors opposed the goals of authoritative others to endow experience with their own textual meanings. This essay demonstrates how they recontextualized a variety of folklore genres as flexible and powerful resources for addressing their existential crisis and for solidifying exile as the basis for living purposefully off the territory of ‘home.’  相似文献

The restoration of the Lander in the former GDR in 1990 and the unification of Berlin called for a round of constitution drafting in the east that resulted in considerable discussion and controversy within the attentive public and, especially, among legal scholars in all of Germany. Controversy focused on two general issues: direct democracy and certain constitutional provisions such as social rights and state goals. Direct democracy is nothing new for the Länder, since most West German Land constitutions provided for referenda long before the Wall collapsed. But the three‐step process adopted in the east, and in particular the relatively low signature requirements for initiatives and petitions, both of which were in fact first introduced by Schleswig‐Holstein in 1990, did not meet with universal approval. Even more controversial were certain provisions in the Land constititions, for example, Brandenburg, that probably violate the Basic Law, and a number of unenforceable social rights and state goals that raise questions about feasibility and false expectations. This leaves us with questions about just how different from their western counterparts the constitutions in the new Lander really are and whether, given the relatively weak position of the Lander in the policy‐making process in the German federal system and the EU, their constitutional provisions matter that much.  相似文献

After many years without substantial activity in immigration policy, the German Red–Green government which came to power in 1998 introduced an American-style Green Card and a new citizenship law. From these beginnings, the immigration reform campaign captured the public imagination, and for two years a broad spectrum of figures from German public life took part in a lively debate on the issue. A law was eventually adopted by parliament and promulgated in spring 2002, but – in the wake of a voting scandal in the Bundesrat – it was struck down by the Federal Constitutional Court weeks before its scheduled entry into force. This report recounts the story of the now defunct immigration law and seeks to shed valuable light on German politics by analysing what the key differences were that divided the main political parties.  相似文献

Unification has again raised the question of continuity and discontinuity in German history. At the end of the Second World War, the jurist Kelsen put forward the theory that as a result of its defeat and. disarmament Germany had ceased to exist as a state. This view was generally rejected in theory, although in practice the position was not so clear‐cut. Subsequently, the use of the Basic Law to effect swift unification, together with the problems resulting from unification, has led to Kelsen's theory gaining in utility and justification.  相似文献

The importance of exports in the process of West Germany's reintegration into the international community after the Second World War is well documented. In addition to political rehabilitation and the fundamental need for hard currency, there were also political reasons for the importance the federal government placed upon exports. In order to support American Cold War strategy, it was drawn into a risky credit programme to Yugoslavia, which at one stage was also used to further Adenauer's own agenda. Changes in West German political priorities, resulting partly from the Hallstein Doctrine, forced the government into still more politically motivated export finance and foreign aid. Without losing importance as the engine of German economic growth, export finance and economic aid became increasingly important to the country's foreign policy from the late 1950s onward.  相似文献
