In the Kosovo crisis, Germany for the first time since 1955 joined NATO military combat operations in a major way. While this has often been interpreted as a fundamental major departure ('normalisation') in Germany's post‐war foreign policy, this article argues that Germany's willingness to contemplate joining a NATO war even without a mandate by the UN Security Council represents an evolution, rather than a fundamental change in Germany's foreign policy orientation. This evolution can be explained best as a logical and consistent response of Germany's foreign policy identity which reconciled, through modification, its traditional post war foreign policy identity as a ‘civilian power’ to a radically different security environment.  相似文献

Revelations about former chancellor Helmut Kohl's party finance practices spawned the biggest scandal in post‐war German political history. Though some details of this affair's scope remained unclear or in dispute, the author argues that large, unreported private contributions served Kohl's strategy for managing his Christian Democratic Union: such resources helped fund the modern party organisation that he had built and sustained his own quasi‐feudal network of personal relationships at all levels. His intense partisanship made it easier for him to justify circumventing party finance laws. Yet evidence for the contention that Kohl took such funds in exchange for granting policy favours remains more ambiguous.  相似文献

Liberal international theory foresaw neither the end of the east–west rivalry nor the fall of the Soviet Union. However, from the 1960s up through the 1980s, several liberal international theorists put forward insightful analyses of the evolution of the cold war, its changing importance in world affairs and the problems that increasingly confronted the Soviet Union. Well before the fall of the Berlin Wall, several liberal international writers sensed that the cold war was abating, that this abatement was important for world politics and that the Soviet Union was having serious problems in maintaining its status as a superpower with an Eastern European empire.  相似文献

This article examines why, following the military defeat of June 1940, the French Catholic Church remained silent as race laws were introduced, whereas before the war it had publicly rejected racism and opposed antisemitism. A number of reasons accounted for it. A strong conviction prevailed in its ranks that the regime which had then emerged offered a unique opportunity to resume preeminence in French society and regain rights formerly denied under the Republic. It took two years for members of the clergy to recognise that by its prolonged silence the Church had in fact jettisoned its traditional views on 'justice and charity' for all men. It was only after the deportation to the death camps of over fifty thousand Jews that it finally raised its voice up on their behalf.  相似文献

In late 1995, a culmination of events on Japan's southernmost island of Okinawa, home to over 70 percent of U.S. military facilities in Japan, both threatened the future of the Japan-U.S. Security Treaty and posed a direct challenge to the contradictory legacies of Japan's postwar system of constitutional democracy. Almost five years later, in July 2000, in anticipation of the gathering of heads of state at the Okinawa 2000 G-8 Summit, Bill Clinton became the first U.S. president to visit the island in over forty years. Speaking at the Cornerstone of Peace, a monument built in memory of the only ground war fought on Japanese soil between Japanese and U.S. forces in World War II, Clinton reaffirmed the importance of the U.S.-Japan alliance – and Okinawa's role within it – to peace and security in the Asia-Pacific region. Yet in Okinawa the nature and constitution of peace itself has never been a political given. This article traces the politics surrounding the U.S. military presence over this period, delving into the deeper historical, political, and social issues at stake for both this small island prefecture and for parts of the world beyond.  相似文献

The United States has exerted a major influence on Southeast Asia, especially since World War II. As both a promoter of neoliberal reform and as the key strategic actor in the wider East Asian region, the impact of U.S. power has been immense. But both the Asian economic crisis and its aftermath, and the more recent “war on terror,” have highlighted the contradictory impact of evolving U.S. foreign policy and intervention in the region. At both an elite and a mass level there is evidence of resentment about, and hostility toward, U.S. policy and its perceived negative effects. This article outlines how U.S. foreign policy has impacted the region in the economic, political, and security spheres, and argues that not only has it frequently not achieved its goals, but it may in fact be undermining both America's long-term hegemonic position in the region and any prospects for political liberalization.  相似文献

In late November 1917, Lord Lansdowne, one of the most senior of British Unionist politicians, wrote a letter to the editor of the Daily Telegraph. The letter asked for the war aims of the Entente and the USA to be “coordinated” and suggested that a moderate revision of war aims might bring a negotiated peace nearer. The letter appeared to ally Lansdowne with the British Radicals, who had been close to President Wilson (until April 1917), and had argued for a negotiated peace to end the war since the autumn of 1916. The letter was ferociously denounced by the Northcliffe press, and by many of Lansdowne's Unionist colleagues. It was supposedly a “plea for surrender” and “a national misfortune”. Nevertheless, it touched off a series of new departures in the search for a negotiated settlement: House's visit to the inter Allied Conference in December, the Labour War Aims Memorandum, Lloyd George's Caxton Hall speech, Wilson's Fourteen Points Address, and the beginning of a public parley with the Central Powers in the replies of Hertling and Czernin in January 1918. The paper examines the possibilities for a negotiated peace during the winter of 1917–1918, that is, in the period between the publication of Lansdowne's famous letter and the sudden Versailles “Knockout Blow” Declaration of February 1918 which rejected out of hand any prospect of negotiation. The paper examines Wilson's ambiguous position in this debate, and in particular the evolution of moderate opinion inside Germany in reaction to these events. The paper suggests the unfortunate enfeeblement of moderate opinion in Germany in the face of the apparent triumph of “knockout blow” opinion in the Entente camp.  相似文献

ABSTRACT

The supra-national criminal prosecution by the International Criminal Court (ICC) of the alleged crimes committed in Darfur raises critical legal and conceptual issues. This article addresses the dilemma of peace, justice and reconciliation from a legal perspective, as well as the justice options that are available. The article also assesses the Sudan's criminal and military laws (both at the substantive and procedural levels) in terms of the country's ability to prosecute international crimes such as war crimes, crimes against humanity and genocide. In this respect, the article argues that these laws fall short of international criminal law standards and principles – particularly the amendments introduced after the United Nations Security Council referred the Darfur situation to the ICC. The article critically examines the Sudan government's policy of non-engagement, which ultimately led to supra-national criminal prosecution (represented by the ICC intervention under the complementarity principle of the Rome Statute). Finally, the article interrogates the report issued by the African Union High-Level Panel on Darfur (AUPD), and evaluates the strengths and weaknesses of its recommendations.  相似文献

灰色经营是指非正规但又被默许存在的经营活动。华人在俄进行灰色经营的领域主要有包棚种菜、在批发市场做买卖和带团旅游。华人在俄灰色经营活动之所以能够长期存在,在某种意义上是俄方有意为之的结果。俄罗斯社会缺乏安全感,对外资和外来移民充满戒心;在制定移民政策和引资政策时,总是更多地考量安全。这样就形成了如下矛盾心理:一方面对于外来移民的经营活动存在客观需求;另一方面又担心对外来移民的经营活动难以把控。对待在俄谋生的外来移民,俄方事实上的行为模式如下:先通过收严合法化空间使包括华人在内的外来劳务移民处于非法境地,然后,一方面默许其灰色经营方式的存在,另一方面在必要时进行检查和惩处。在这一背景下,如何化解灰色经营带来的危害,如何使经营方式由“灰”转“白”,就成为亟待探讨和解决的问题。  相似文献

Problems of unity can affect an armed opposition group at many stages of its existence—during the war, in peace negotiations, and in its transition to political party. This article assesses how internal divisions affected the performance of the Farabundo Martí National Liberation Front (FMLN) in El Salvador. It finds that while the FMLN suffered significant internal divisions in the early years of the war, it remained remarkably unified from 1983 on. Significant divisions began to appear during the later war years but were not exacerbated until after the war's conclusion, when repeated fracturing occurred. The FMLN began to present itself as a programmatically coherent party only in 2005, and this ideological homogeneity allowed it to establish a series of partnerships with moderate, non‐revolutionary sectors of Salvadoran society and to achieve victory in the 2009 presidential elections.  相似文献

This article assesses the motives, significance and implications of Germany's participation in the 1999 Kosovo War. This was all the more remarkable, because it took place under a Red–Green government and was not legitimised by a UN mandate. Events in Kosovo forced the new government to choose between two foreign policy articles of faith of the German Left: ‘nie wieder Krieg’ (‘never again war’) and ‘nie wieder Auschwitz’ (‘never again Auschwitz’). The government tried to ease this dilemma by flanking its participation in the war with intensive efforts to secure a negotiated settlement of the crisis involving Russia. Despite its participation in the war, Germany remains a ‘civilian power’, as it is committed to deploying military force strictly multilaterally. Kosovo shows that it has become a normal ‘civilian power’, comparable to other mature democracies in the Euro-Atlantic community.  相似文献

The Six Day War is renowned for its impact on the shaping of the Middle East. In the last few decades, much research examining the reasons for the outbreak of the Six Day War, its development and its ramifications has been published. Most of the research has focused on an examination of Israeli government policy before and after the war, on the Egyptian regime's hatred of the ‘Zionist entity’ and on the involvement of the superpowers during and after the war. Some research has also touched on Syria's role in the outbreak of the war. Researchers such as Eyal Zisser and Moshe Maoz have shown Syria's decisive role in initiating the war and suggest that various factors, such as a lack of government stability in Syria, precipitated the conflict. This research continues, to a great extent, in the line of those researchers: indeed, it points to Syria as being the main factor behind the outbreak of war through an examination of the changes that occurred in the character of its government from 1966. However, unlike other research so far, this attempts to show that the unique character of the neo-Ba'ath regime is what brought war to the region and that, had the Ba'ath coup not occurred in 1966, it is doubtful whether Syria would have entered the conflict. This article seeks to emphasize that the Syrian regime went blindly into the war despite military unpreparedness and a lack of political and military cooperation with other Arab countries and with the Soviets. It also exposes, for the first time, the state of the Syrian troops on the front and in the cities, as well as the feelings of the senior officers on the eve of the war, and reveals documents about the military and political cooperation between Syria and Egypt that would eventually force President Nasser to enter a war he did not want to get involved in. Moreover, the research exposes the deep rift – which many believe pushed Syria to take rash independent measures –between the Soviet leadership and the Ba'ath regime before the war. And, finally, the research exposes the atmosphere in Syria following the war, and the administrative and military steps the Syrian regime took immediately after the defeat in order to consolidate its power.  相似文献

This paper analyses the potentially positive role churches can play in encouraging public debate and moral reasoning on security matters. In particular, it explores Australian churches' vocal condemnation of Australia's involvement in the Iraq war through examining responses of spokespersons from the three largest Christian churches in Australia, namely Catholic, Anglican and Uniting Churches. It examines three types of reasons given for the condemnation: legal explanations of the lack of a plausible justification for war without UN sanctions; religious and moral reasons that defend peace and reconciliation; and political reasons that a war led by the “Christian West” increases global enmity and the likelihood of terrorism. I situate this analysis within just war theory. I suggest that churches can play an important social role in fostering tolerance, inter‐faith dialogue and peace.  相似文献

Over the years, Pakistan's notorious blasphemy laws have been a central instrument for the persecution of religious minorities. While these laws are colonial in origin, they exist today within the context of a general Islamisation of laws, which combined with the state's inability to hold a monopoly over violence have contributed to growing anarchy in the country. This paper traces the evolution of Pakistan's religious nationalism, presents debates around the blasphemy laws and their implementation, and considers the possibilities for reform.  相似文献

Peter Gowan's brilliant analysis of U.S. primacy provokes this discussion on the role of the Third World since the 1940s. One cannot think of the cold war epoch without the constant pressure from the Third World on the two major camps, and one cannot conceive of the post-cold war alignment by sections of the Third World without a class assessment of the regimes and programs in the darker nations. This essay attempts to supplement Gowan's framework with the addition of the Third World, at the same time as it offers a synoptic study of India's relationship with the United States as an example.  相似文献

This article focuses on the study of the Cortes that convened during the reign of King Ferdinand I (1367–83), which took place in the context of the wars experienced in Europe, in the Iberian peninsula and in Portugal. First, it is shown how the Hundred Years War impacted on the Iberian peninsula from the moment when Henry of Trastámara, with the support of France, opposed the rule of his half-brother, Peter of Castile. At the same time, the Portuguese King Ferdinand I presented himself as a candidate to the Castilian throne, with the support of England. The three Fernandine Wars that took place in 1369–71, 1372–73 and 1381–82 are then briefly described. Next, this article examines the eight Cortes that met during the reign of Ferdinand I, showing how they were all summoned because of the war. Finally, this article analyses the appeals made by the municipalities in the Cortes of Lisbon of 1371, the Cortes of Oporto of 1372 and the Cortes of Leiria of 1372, with special attention given to the many military, economic, social, administrative and fiscal appeals and requests arising from the ills of war. Hence, it is concluded that the Cortes were unable to solve many of these problems, even though they contributed to restraining certain abuses. They were mostly an opportunity for dialogue between the king and the commoners, as well as a mitigating factor of greater tension and social conflict in this internal and external state of war. Within the context of war, the strength of the Cortes as a representative institution was reinforced, as well as the power and representativeness of the procurators of the commoners within the Cortes.  相似文献
