在老挝实施对外开放政策的实践和加入东盟的进程中,老挝与东盟的关系经历了从规避到合作的发展历程.十年来,老挝认真履行成员国的职责和义务,主动融入一体化进程,积极参与地区事务,而东盟也力促老挝参与区域合作,加强与其他成员国间的合作,缩小发展差距.在与东盟的磨合中,老挝对参与区域合作的认识更为全面,态度也更为理性.  相似文献

John Stuart Mill's familiar ideas, such as the harm principle, the emphasis on the liberty of thought and discussion, and the extension of politics into the family and education, are all linked to a developmental and open–ended view of nature. To ground this perception of nature, Mill makes use of contemporary notions of evolution. For Mill, nature encompasses human civilisation and its higher products such as morality and justice. However, Mill recognises no benevolent guiding hand in the physical world, which the idea of evolution enables him to understand as self–propelled. Destruction and pain are part of the overall developmental movement, so that human lives always stand the danger of being crushed by nature. To minimise such risks, humans should use the distinctive features of their species, such as reason and morality, thus continuing nature while transforming it.  相似文献

文章遵循历史脉络,从国际政治经济学的视角定义权力及其生产方式,将战争理解为权力博弈的一种手段,并考察随着权力及其生产方式的变化,大国获取权力和财富的渠道更为多元,战争的“投入—产出”比下降。文章认为,当政治权力意味着引领构建传统和非传统安全共同体,经济权力意味着领导全球经济治理和解决发展问题,多边制度体系及其信誉与融资成为新的权力生产方式,战争就不再作为大国博弈的必要选项,多边制度框架下的博弈成为大国战争之外的新主题。遵循制度逻辑、维护制度信誉是大国获得发展融资和治理融资,进而保持权力可持续生产的理性更优选项。  相似文献

里斯本战略的一个创新之处就在于引入了以开放式协调法为代表的软治理手段。然而,里斯本战略未获成功,除了因为战略设定的目标过高、过多以及缺乏重点和清晰度、透明度以外,主要被归咎于战略的治理结构过于软弱,由此产生了实施缺口。有鉴于此,本文分析了欧洲2020战略的治理手段有何改进或创新,是否从里斯本战略及其重启中吸取了经验与教训。本文结合政策学习理论指出,欧洲2020战略的治理手段只是工具性学习的结果,它们仍然维持在里斯本战略的软治理框架中。  相似文献

After the terrorist attacks of 11 September 2001, interest in the Middle East and Islam has surged in Japan as well as the rest of the world. This marks the third time in modern history that there has been such a surge in interest in the region. The first oil crisis in 1973 and the Gulf War in 1991 had prompted the other occasions. On the previous occasions, the interest had been fleeting and had not had any lasting effect on the economic and political trends of Japan. In this article, Akira Mizuguchi, senior research fellow at the Middle East Institute of Japan, reflects on Japan's relationship with Islam. In a world of increasing globalization, the role of the nation state is changing. He considers whether Japanese interests within the framework of the nation state should determine strategies for energy, which has an enormous impact on economic activity. Also, he ponders on the best way to respond to the various social problems arising from the increase in multicultural friction.  相似文献

In advance of Prime Minister Shinzo Abe's Statement marking the 70th anniversary of the end of the war, the “Advisory Panel on the History of the 20th Century and on Japan's Role and the World Order in the 21st Century” issued its report. The author served as acting chair of the panel which reviewed the history of Japan and the world from the 19th century to World War II through the 70 postwar years. This article looks at Japan's expansionism in the 1930s, wartime conduct, colonial rule, and the end of World War II. As a previous challenger to world order, Japan seeks to share the lessons learned now as a supporter of the international order. This article challenges the widely‐accepted view that Australia's strategic relationship with the USA during the period 1945–69 thwarted the full development of Australian nationhood and, in so doing, formed an obstacle to Australia's accommodation with its region. It argues that the most influential perspectives on the subject place too much emphasis on the 1940s as a watershed in Australian foreign policy history, exaggerate differences between Labor and conservative policies, fail to appreciate that the pursuit of Australian interests was central to Australian policy during this period, and exaggerate the limitations that ANZUS imposed upon Australian freedom of action. Not a thwarted nationalism but flawed understanding of the limitations and possibilities of the US alliance as a vehicle for Australian interests shaped Australian government policies during this period.  相似文献
